Now the Federal ministry of Agriculture is the client and the one who pays for the project, not the Senator.
The project is under the ministry, it is now left for the Senator to drag the Federal ministry for contracting the Job to a shabby contractor for his constituency.
Wether he’s part of it, the Federal Ministry is supposed to do the oversight being the client. Except this is their cost cutting procedure of which it is now left for the Senator who’s constituency the project is being carried out in to object to the quality of the project. ALTERNATEID: I was about to argue that the project can't be a federal project until I saw the sign board. I know Federal Ministry of works can never construct such a bad road even if it's a constituency project.
The problem with the project started from the budget stage. It was wrongly padded into the budget of fed ministry of Agriculture for reasons best known to the Honorable member. Ministry of Agriculture doesn't have the required capacity to supervise the project and enforce quality standard. So, the contractor (nominated by the Honorable member) would simply do a very poor job and the officials of the ministry who don't have the needed competency would certify the project as fully completed and contractor would be paid. The project should have been listed under Federal ministry of works for better supervision. God bless you. |

If he’s going to be the one to do the oversight, then why give you the Job? Let me enlighten you small, the affected member is the one handling that project. They insert projects in the Constitution and follow them up, that's why there was accusations of budget padding that year. Some of the lawmakers give the contract to their associates and share the money with the contractor without doing the job, while others, the sane ones, ask the contractor to do a substandard work and share the remaining money. My own member got an approval for a 10km road but he diverted the work to his street and did a few meters road, even as he erected a board reading the execution of that 10km road. |
