Acceptability within and outside the party
In terms of acceptability within the party, I can say certainly A plus. In terms of national, I believe it is also very good; but the fact is that I have just gotten into politics, I literarily just declared my intention to run just about two weeks ago, but generally, I am grateful to God for the good reception I get across. I have seen it everywhere. In walking the streets, I see people encouraging me.
Daily, I get messages, telephone calls, and ordinary people trooping in and offering their prayers. I have seen excitement in the young men and women that my aspiration has generated. Today they have thousands of volunteers in the name of Team Ribadu across the country.
I see, for example travelling in an aircraft and somebody comes and gives me a cheque and says this is my support, go and help yourself, please hold on, never give up. I see people printing posters for me free of charge and give me properties free as office or reducing the rent. I have seen incredible excitement even in other parties, so it is extremely exciting even outside the country. But you know as a human being, there are those who would disagree.
Opposition in ACN
I still don’t have opposition. At the time I went in, I got in because it is a party that I believe I have a lot of comrades in and they are people I agree with. It is a party of progressives and a party I feel very comfortable in. But certainly, you won’t say 100% will agree with you. Nobody can ever claim that and that is the beauty of democracy. It is about number. If you have even 1% on top of 50% you are good. So far, this support has been consistent, it has not dwindled or diminished and I’m ok with that. There is no issue of being frightened by other aspirants. In the first case, Mr Nuhu never gets frightened. It shows that the party is big and has grown with a national acceptability. When you have so many people interested, then there is something in it which is a good thing for us.
The beauty of democracy is freedom to contest, where you can come with your ideas and sell it to the people and let them choose which one to go with. These candidates have given us the opportunity to let the ACN members decide. It would have been very boring if it was just one person. My only hope and prayer is let it be a clean one. Let us have a contest of ideas and not like PDP where people will come and buy delegates. We are going to be different. The leadership of the party is very clear. It is a very honest leadership that believes in doing what is right.
Stand on Muhammadu Buhari in possible ACN/CPC alliance
The point about what is even making the news is funny. We have gone through this alliance talks with several other parties. What is special about CPC? If you follow the news, you will see it is from one source and it is all sponsored. It is not coming from ACN. ACN has had talks with several other parties, why is it that it is not making the headlines? We have had talks with DPP and we fused successfully and it did not make any noise. We have been having talks with APGA, LP and ANPP.
What is the big deal about CPC? What about the parties that even have states?
If you are talking about credentials, well, we are not talking about individuals here but political parties. There is no party that will rely solely on an individual and think that it can make it. It is a little bit more than that. Mr Bafarawa was in DPP and he is a candidate today! Let Mr Buhari come and be a candidate. It is good for us.
Why he didn’t join PDP
PDP caused the problems of our country today, because PDP mismanaged Nigeria and I want a change for Nigeria. If you are going to have a change, it means change from PDP. If I join PDP, then I should not be talking about change. PDP has been in power since 1999 and they have done a very bad job. Nigerians are calling for change, so what type of change can you ever get if the same set of people that messed it up are the ones that you join and continue with them? This is the fundamental reason why I totally disagree with PDP as a party. I think they have got it wrong, and they are continuously getting it wrong. I believe that the future of our country, if it is going to be good and bright, is without PDP.
I also believe that my entry into PDP as party will not make so much impact, therefore I would go to where I have like minds and I have chosen to go to ACN because it is a big party and fairly a national party. I have seen in the ACN the possibility of all the other progressives coming together like what is going on now. ACN is the natural leader in this pack because they are bigger,more in number and more nationally spread.
The qualities that put him ahead of other aspirants
I believe in myself, I know I can symbolise this change. I stand today as a symbol of what Nigeria should be. I am a totally detribalised Nigerian. I am a product of the true Nigeria we all wish to have. People are comfortable with me in the north, south, east and west. I am competent. It not just mouth, it is visible; I have something to show for it. When you talk of integrity, anybody can claim to be; but what do you have to show for it. I am challenging any other person to bring his integrity report card on the table and let me bring mine and let Nigerians judge us. I believe I stand to represent the yearnings, aspirations and belief of the youth in Nigeria today who have not been given a chance to contribute to the new Nigeria we are talking about.
I have worked 25 years of my life in the public service; nobody ever as a candidate has such credentials. I want Nigerians to assess all of us on the basis of what we did.
When Nigerians call for a change, they are calling for something new and I am the only one that is new in the polity today. I also have a track record and I consider myself more appropriately qualified to deal with the issue of corruption in Nigeria. Nobody amongst them can address the problem of security better than me because I understand that sector very well. I can bring security to Nigerians.
A Ribadu led Nigeria-preview
You will get good leadership. You will get an honest, transparent and accountable government. You will get a sensitive leadership that will respect and listen to Nigerians.
You will get a leadership that will fight corruption honestly. You will get a leadership that is competent to confront the difficulties we face today; those issues that are daily challenges to our people.
You will get a leadership that will bring power (electricity), ensure that Nigerians will be safe and secure. The government will be such that would be able to stop violent crimes.
You will get a leadership that the world would respect. Nigeria will get to occupy its rightful place in the world. You will see change and at the same time get a leadership that is compassionate and not an arrogant leadership.
You will get a leadership that will give voice to the voiceless and chance to the disadvantaged.
Code of Conduct case
Code of Conduct is not a corruption case. You know what happened to me, by the time people who took over the country and did whatever they liked with the country and turned someone like me into an enemy and they couldn’t get anything to nail me. They took over the institution that I built and ran for five years; they could not get one single thing of corruption to charge me, they ended up to say I did not declare my assets. They didn’t even say I have assets, but that I did not declare assets.
Not only that, there is no way in Nigeria for you to go and start work as chairman of EFCC without first declaring your assets and taking it to the National Assembly for clearance. It is common knowledge to everybody, but Mr Aaondoaka and his gang disregarded that and they decided to charge me to the Code of Conduct Tribunal which is not even a criminal court. The court accepted that I declared my assets and before they give judgement, federal government said they withdrew. I thought that might even be a testimony that there is nothing against Nuhu Ribadu.
Executing presidential campaign without money
You don’t have to have money for you to make waves. You can do 419 waves but not the real waves. The true popular politicians in this country do not have money. Those with the money are just 419 people who make big noise and can afford to pay for adverts and can buy few people to make noise. Politics in Nigeria is not about money, especially now. Politics is about people and nobody can buy people. I believe there will be no rigging in 2011. Times have changed, and it is not just about Nigeria. Change is in the air in the world; all other countries are having free and fair elections. We are going to have a free and fair election in Nigeria this time. I have no doubt about that. I am sure if there is one person who should do a good job, Attahiru Jega is one but it is even more than him. It is about the resolve of Nigerians that this time, we are going to have a free and fair election. Generally today, nobody is talking about rigging. Even the PDP, I don’t think they are calculating to rig; you can see how desperately they are working to win people and which is not working.
Support for true federalism
My belief is that we need a smaller government because it is too big; especially what the federal government has turned out to be now. We have to find a way of making it efficient, effective but compact so that we would reduce waste and cost of running government. Secondly, our constitution is very clear as to the responsibilities of the federal, states and local governments. What our law says is what we are going to implement until when we have a change of constitution.
My belief is first and foremost, to implement what we have. If we implement what we have very well, it can work. Our problem in this country is implementation. Follow the law and you might just avoid all these complaints.
In terms of true federalism, that is what I believe in. I stand for it because it works in a multi cultural society like ours. Also I have this strong belief that we need to unify this country more than to divide it more; less division, more unity.
You must have Nigeria before any component. If you do not have a Nigeria that is working, a federal government that is effective, an Abuja that can take care of everybody, you are not going to have a Bayelsa State, or a Lagos or Yobe State. A failed federal government is a failed state and local government and there will be no Western Nigeria or Eastern Nigeria if there is no Nigeria.
Idea of compact government
What I mean is simple, that government can be sharp and competent especially with modern technology. A situation where we have about 500 government agencies today is a waste. You have to find a way of reducing cost of running government and through that you can create jobs. You can free funds to go to specific areas that can make a difference. Today, we are complaining that we spend too much on recurrent, this recurrent goes to the maintenance of these moribund, ineffective institutions that serve no purpose. I will make government institutions run at less cost but more effective.
I was literarily responsible for the creation of EFCC and I ran it for five years. The entire money I spent right from the first day I was given papers to the last day I was kicked out was not more than N10 billion. Even the smallest local government in Nigeria gets more than that in a year, but with that amount, I created EFCC and made it what it is. I had 15 officers across the country, I bought about 300 brand new cars, I trained young Nigerians (about 1600) in the best training institutions in the world; I gave them the best compensation and they delivered results more than probably any other government institution when I was there; small money massive impact, small group but a big difference.
Dealing with a minority National Assembly
By the time we get there, PDP will not be the majority. We believe that what we are going to get at the National Assembly will be progressives and that ACN stands a good chance to take the majority. I have no doubt that if we end up with people who are properly elected by Nigerians, they will want to work the executive to bring development to the people. That is not however, counting out the fact that I would want my party to be the majority.

President Goodluck Jonathan is pitching his candidacy on a “breath of fresh air” but revelations from a 2006 Joint Task Force on fighting corruption has shown that the man whose bid for the 2011 presidency has polarized his party has a filthy past.
Also, former State Governors were found to have breached the code of conduct for public officials and were recommended for prosecution in line with the Code of Conduct Bureau Act.
The Joint Task Force empanelled by former President Olusegun Obasanjo on fighting corruption comprised the Independent Corrupt Practices and Other Related Offences Commission (ICPC), The Economic and Financial Crimes Commission (EFCC), The Code of Conduct Bureau (CCB), The Department of State Services (DSS), and the Nigerian Police. Former Chairman of the EFCC and presidential aspirant under the platform of the Alliance Congress of Nigeria (ACN) Nuhu Ribadu, was theChairman of the Task Force.
The part of the report (EXCERPT Number 11) concerning President Jonathan (who was then Governor of Bayelsa State) listed the following as grounds for his prosecution:
Substance of Charges (1) False Declaration of Assets
(i) Lexus Jeep worth N18 million claimed to have been acquired through savings in 2004. Verification reveals that the Jeep was a gift collected in contravention of the CCB Act of 1990. Same for BMW 7351 Series bought in 2005 worth N5.5 million;
(ii) Acquisition of properties outside legitimate income; Seven Bedroom Duplex acquired in 2001 worth N18 million at Otuke Ogbia LGA, Four Bedroom Duplex acquired in 2003 worth N15 million at Goodluck Jonathan Street, Yenegoa; Five Bedroom Duplex - acquired in 2003 worth N25 million at Citec Villas, Gwarimpa II – Abuja.
Overall, that Task Force identified three issues to wit:
(i) Some public officers had declared Assets far above what they owned as their declaration could not be substantiated. A case of anticipatory declaration.
(ii) Some public officers did not declare some of the properties they acquired while in office.
(iii) The issue of ownership of foreign account and late declaration was treated with levity. The consequences of the above is that so far 15 State Governors have been found to have individually contravened some of the Provisions of the 1999 Constitution of the Federal Republic of Nigeria Part I to the 5th Schedule, especially on the issue of false declaration of Assets and or acquisition of properties outside legitimate means.
According to the report, which from all indications was not acted upon or was partially acted upon by Obasanjo, State Governors and the various chargeable offences identified against them have been reproduced below:-
Code of conduct Tribunal Findings on State Governors
BRIEF ON THE ACTIVITIES OF' THE JOINT TASK FORCE The President and Commander in Chief of the Federal Republic of Nigeria - Chief Olusegun Obasanjo, in June 2006 set up a Joint Task Force on fighting corruption comprising the following organizations namely; the Independent Corrupt Practices and Other Related Offences Commission (ICPC), The Economic and Financial Crimes Commission (EFCC), The Code of Conduct Bureau (CCB), The Department of State Services (DSS), and the Nigerian Police. On the whole each of the Establishments named above contributed five members of staff on the team.
The activities of this Joint Task Force came under the control and supervision of the EFCC hence its Chairman - Mr. Nuhu Ribadu is the Head of the Task Force.
The Task Force commenced its activities in a temporary office located at Asokoro. During its inaugural meeting, the team noted that its main functions were to complement the activities of their primary establishments. ASSETS VERIFICATION EXERCISE
The team commenced its activities by embarking on the verification of Assets of Public Officers. This is to give it background knowledge to identify corrupt public officers for further investigation. In doing this, the team decided to collate copies of the Assets Declaration of all State Governors as a starting point. The forms were scrutinized and the verification exercise commenced. So far thirty-two State Governors have had their Assets verified. The remaining State Governors have been asked to schedule appropriate dates that they would make themselves available for the exercise. The Task Force has also notified the Deputy Governors, Speakers of State Assemblies and Secretaries, to the various State Governments to prepare for the verification exercise.

(3) AYO FAYOSE - GOVERNOR EKITI STATE Substance of Charges (I) False Declaration of Assets. (II) Acquisition of properties outside legitimate means i.e. Declared two building at Lagos only one was there Declared two buildings at Iqangaku Ibadan while only one building exists there which was newly constructed. 10 No. Plots at Off Iwokoro Road Afao-Ekiti were recently acquired as the dates show but were declared on assumption of office.
(4) BONI HARUNA - GOVERNOR ADAMAWA STATE Substance of Charges (I) False Declaration of Assets (II) Acquisition of properties beyond legitimate means: (i) A mansion worth over N400 m (ii) Office complex at Atiku Abubakar Way, Yola (iii) AP Filling Station at Yola-Jimeta Road, Yola (iv) Boni Haruna Shopping Complex at Mubi (v) Madugu Filling Station along Yola - Federal University of Technology road.
(5) OLUGBENGA JUSTUS DANIEL - GOVERNOR OGUN STATE Substance of Charges (1) Maintaining of foreign Bank Account in contravention of the CCB Act 1990 to wit: Barclays Bank PLC K1bC 68 Knightsbridge London CIA No. 80561096
