Guilt isn't necessarily a bad thing and it shows that you have a conscience. 

Trust me, eating and dancing while pissed isn't a good feeling nor memory.  They need to have a good talk and make sure they are on the same page before going out "getting loose". 

The wife needs reassurance more than a good sweat.   OP asked us to be realistic and I am being realistically honest with him. 

He can buy all the gifts in the world and take her to all the great places, she will still need reassurance and to vent.

People remember it is not the fact that he forgot his wife's birthday, but the fact that he forgot something that is IMPORTANT TO HIS WIFE.

Women are more likely to stress the importance of special dates than men because we are naturally romantic and sentimental.

I don't think his wife should dwell on it too long, but give her some time to get over it. I don't think he should overdo things by buying extra gifts and taking her out to various places because that is guilt driven. However, he need to be apologetic and have a good talk.

She will get over it and forgive you at her own time (hopefully less than a month).

To me dating is the time one should get to know each other and remember the important dates. 

I know some people will say that birthdays isn't a big deal and it doesn't matter what your culture is. 

Birthdays of your children/spouses/mates
Date of your wedding
Date of your first meet
Date of your graduation from college
Date of your loved ones' funerals

Those are important dates to remember out of memory not necessary celebration.
