•Opposition Senators kick •APC warns against attempt to cover up $9.3m scandal By Celestine Okafor, Ignatius Okorocha (Abuja) There was uproar in the Senate on Thursday, as the Senators approved President Goodluck Jonathan’s request for external borrowing of $1 billion to tackle the intractable insurgency and security challenges in the country. Jonathan had on July 15 requested for approval of the National Assembly for a $1 billion external loan to prosecute the ongoing war against Boko Haram insurgency in the North East states of Adamawa, Borno and Yobe. During its sitting on September 16, Senate had referred the request to the Committees on Finance, and Local and Foreign Debts for further legislative action and to report back in one week. Presenting the report on Thursday, Chairman of the Joint Committee, Ahmad Makarfi, who is also Chairman of the Senate Committee on Finance, told the session that the loan facility requested for was not in cash but for the supply of military hardware to be paid for over a period of seven years. He also explained that the request would be for a ceiling of $1 billion, noting that the whole amount would not be utilised at the moment. “From the briefings by the relevant stakeholders and documents received, the joint committee found that helicopters are crucial for decisive victory against terror. “Quick victory cannot be accomplished without helicopters because of the terrain and the nature of the operations to be undertaken,” Makarfi, former Governor of Kaduna State, said. He observed that the number of helicopters in the fleet of the Nigerian Air Force was inadequate for effective deployment, pointing out that lack of adequate funds for maintenance, recent burning of two helicopters by insurgents in Maiduguri and non-addition of new helicopters to the fleet since 1998 were factors militating against effective operations of the Air Force. Makarfi also reiterated that the requested loan was for the purchase of helicopters, ships, armaments and hardware equipment. He said the 12 M135 helicopters being requested for now were appropriate for the nature of the terrain and the operation. Moreover, he disclosed that the East European country, Belarus, had accepted to give helicopters on instalmental payments for a seven- year period. He urged the Senate to approve the request in view of the urgent need to quell the insurgency and all the terrorist activities and restore normalcy in the country. However, uproar ensued when James Manager (Delta, PDP), applying under Order 70 of the Senate Standing Orders 2011 (as amended), urged the Senate to go ahead and approve the $1 billion loan request without subjecting it to debate because of its security implications. Hardly did he finish his statement when All Progressives Congress (APC) Senators raised objection, insisting that such express approval should not be granted. Olubunmi Adetunmbi (APC, Ekiti North) raised a point of order, questioning the constitutionality and legality of the proposed borrowing, which, he argued, would violate the 1999 Constitution as well as the Fiscal Responsibility Act, 2007. “Mr President, permit me to refer us to Section 81 (a) and (b) of the Constitution. Section 81 sub-section 4 reads: ‘If in respect of any financial year, it is found that the amount appropriated by the Appropriation Act for any purpose is insufficient, or a need has arisen for expenditure for a purpose for which no amount has been appropriated in the Act, a supplementary estimate showing the sum required shall be laid before each House of the National Assembly and the head of any such expenditure shall be included in a Supplementary Appropriation Bill’.” He added: “Where any advances made in accordance with this provision of this section, a supplementary estimate shall be presented and a Supplementary Appropriation Bill shall be introduced as soon as possible for purposes of replacing the amount so advanced.” Deputy Senate President, Ike Ekweremadu, in his contribution, however, warned that Senate should refrain from giving impression that “one party is supporting insurgency while another party is against it”. His admonition drew a pungent reaction from the opposition. Femi Ojudu at this point raised a point of order to the effect that Ekweremadu’s statement amounted to a dangerous insinuation. But the Senate President, David Mark, interjected that Ojudu had not added anything extra, as according to him, Senate was still discussing “point of order”. Mark said: “The question you ask is whether Adetunmbi is right in what he said or not and the simple answer is no, he is not right. So please, merely quoting the Constitution does not make him to be right. “Because he is quoting the Constitution doesn’t mean he is right. Please, I want us to address the issue properly, I know he quoted Constitution and he quoted from our Standing Order but that is not what makes him to be right. “I will take few comments and I will put the question, because this is democracy. I am not a lawyer and so I can’t say that these are legal issues and if they are legal issues, they have to be addressed separately. ‘Our understanding here is not exactly like in the court of law.” At this point, Mark pleaded with the Senators to stop politicising the President’s request for the insurgency loan. He, therefore, called or a voice vote on the matter and those in favour of the approval of the loan overwhelmingly okayed it by a simple majority vote. In another development, the All Progressives Congress (APC) has condemned what it called obvious attempt by the PDP-led Federal Government, working with some members of the National Assembly, to cover up the smuggling of $9.3 million to South Africa on a private plane. It said the cover-up plans will fail because the issues involved transcend Nigeria. In a statement in Lagos on Thursday by its National Publicity Secretary, Lai Mohammed, the party said the cover-up attempt manifested clearly at the House of Representatives on Tuesday, when Deputy Speaker Emeka Ihedioha refused to entertain debate on a motion seeking a probe of the issue “that has further ridiculed Nigeria in the global community”. It said the refusal of the Deputy Speaker becomes even more suspicious amid allegations that some members of the House had each received $50,000 bribe to quash the motion. APC, however, hailed its members in the House for staging a walk-out to protest the decision not to allow the issue to be debated on the floor of the House. The party noted that while the Senate has already launched a probe into the issue, Nigerians would have preferred that the probe was done openly, instead of behind closed doors, “so there won’t be any shade of doubt about the transparency of the investigation”. It, however, expressed the hope that the Senate will do a thorough job to unravel the circumstances surrounding the cash smuggling gate. ‘’It is shocking that those who were elected by the people will fail to act in the interest of the people. “But then we in the APC are not really surprised at this development, going by the antecedents of the Jonathan Administration and his party, the PDP. Thank goodness, everyday the PDP and the government it has sired at the centre are showing why they should not be voted back into office,’’ it said. Also commenting on the $9.3 million cash seized by the South African government, Lagos State Governor, Babatunde Fashola, said the incident has made Nigeria a laughing stock globally. Fashola who spoke on Thursday at the 2014 Gani Fawehinmi Memorial Colloquium held at the University of Lagos (UNILAG), Yaba, lamented the death late Chief Gani Fawehinmi, saying he would have put the Federal Government on its toes on the issue. “The issue has made us mere stuff worldwide. And this happened because of the value choices that we have made. Let us stop pointing fingers at those people, you all voted for them. They are representatives of the values we have chosen to live with. “Will Gani have stood by and watch without demanding an explanation on how the money was spent. And how N2 trillion was spent on oil subsidy without appropriation. “Also, how will he have reacted to the stories of the disappearance of the $20 billion or $49 billion depending on what side you believe?,” Fashola asked rhetorically. |

At least, six ministers may quit President Goodluck Jonathan’s cabinet in October as preparations for the 2015 general elections peak. The affected ministers are expected to resign their appointments in order to pursue their governorship ambitions on the platform of the Peoples Democratic Party. As of press time, the ministers who have governorship ambitions in their respective states include Senator Bala Muhammed (Federal Capital Territory), Mr. Labaran Maku (Information), Chief Emeka Wogu (Labour), Mr. Nyesom Wike (State, Education), Dr. Samuel Ortom (State, Trade, Industry and Investment) and Senator Musiliu Obanikoro (State, Defence). While Muhammed seeks to take over from Governor Isa Yuguda of Bauchi State; Maku intends to replace Governor Tanko Al-Makura of Nassarawa State and therefore win the state currently being ruled by the All Progressives Congress to the PDP while Wogu nurses the ambition of succeeding Governor Theodore Orji of Abia State. Wike is interested in taking over Rivers State from Governor Rotimi Amaechi; Ortom has his eyes on the seat to be vacated by Governor Gabriel Suswam of Benue State while Obanikoro also plans to take over Lagos State from Governor Babatunde Fashola and the APC. The President’s Special Adviser on Performance, Monitoring and Evaluation, Prof. Sylvester Monye, is also nursing the ambition of becoming the Delta State Governor after Dr. Emmanuel Uduaghan. Their imminent resignation is expected to lead to a major shakeup in the Federal Executive Council. A Presidency source said the ministers’ exit would lead to the constitution of “election cabinet” by the President. “Their resignation will come very soon. You know the President will have to fill the vacancies that will be created before the general elections in February 2015. The Senate on Thursday approved President Goodluck Jonathan’s request of $1bn external loan to fight the ongoing insurgency in the country. The decision was taken following the submission of the report of the Senate Joint Committee on Finance and that of Local and Foreign Debt by the Chairman, Senator Ahmed Makarfi. Makarfi said the loan request was not in cash but supply of military hardware to be paid for, over seven years. He said the interest terms rate could not be indicated because it was the suppliers of the military hardware that would negotiate such agreement. He said, “Also, the request is for a ceiling of $1bn and not that, at the moment, the whole amount would be utilised. “Government will procure on the terms stated, based on needs assessment of our security agencies.” There was however, a mild drama on the floor of the red chamber when Senate President, David Mark; his deputy, Ike Ekweremadu; and Makarfi urged their colleagues not to subject the report to a debate because of its security implications. But the Senate Minority Leader, Senator George Akume; Senator Olubunmi Adetunmbi; and Babafemi Ojudu laboured in vain to frustrate the approval of the loan. Adetunmbi quoted relevant sections of the Nigerian constitution to argue that the loan request contradicted the Appropriation Act, and Fiscal Responsibility Act. He further argued that Jonathan should have requested for the loan through a supplementary appropriation bill. However, Makarfi clarified that Adetunmbi’s arguments were not relevant to the matter because the loan was not in cash. He said the National Assembly would be contacted by the executive for necessary appropriation whenever it was time to repay the loan in cash. Mark therefore called for a voice vote to determine the approval or rejection of the loan. SEPTEMBER 24, 2014 BY AGENCY REPORT Ogun State Governor, Senator Ibikunle Amosun, has appealed to the Presidency to develop the oil-rich Tongeji Island in the state to avoid losing it to the Republic of Benin. He said the skeletal naval base on the Island could be expanded to ensure that the presence of Nigerian government is felt better in the area, to avoid a situation like that of Bakassi Peninsula, which the country ended up losing to Cameroon. Amosun, who made the appeal gave this in Ipokia, Ipokia Local Government Area during his visit as part of his Assessment Tour of the 20 Local Government Areas of the state, said Tongeji Island, has huge potentials of increasing the nation’s economy and improving the livelihood of the people. He said, “Tongeji Island is of serious concern to me. Each time I see President Goodluck Jonathan, I call his attention to the need to as a matter of urgency expand the naval presence on the Island, which is rich in oil and other mineral resources, so that it does not go the way of Bakassi. If the Federal Government does not register its presence on that region on time, I pray we do not lose it to the neighbouring Republic of Benin. “This is an island that has the huge potential of improving the nation’s economy and by extension, the livelihood of the people of Ogun State.” The governor also said arrangements have been concluded with a world class tourist outfit to make Akere community in Ipokia Local Government area, first of its kind tourist center in Africa. He said the state government would immediately commence the construction of the 10km Ipokia-Akere road, which leads into the Lagoon, adding that the intention is to transform the community into a tourism hub which it is originally designed to be. He said, “We have the longest seashore in this country. One of the world’s tourist outfits have done the designs and planning on all they want to do here. The investors, who were looking for a place that has sea view and seashore have chosen Akere in this part of the state. “They want to make Akere a totally new town. They have done it in other parts of the world. This is their first time in Africa and Nigeria. “I’m trying to envision what Akere town would be in the next three years. It would no doubt be the number one destination of tourism in Nigeria. “Without any delay, I have directed the immediate construction of Ipokia-Akere road and Agosasa-Ijofin road respectively as well as a bridge before Agosasa to further open up the Local Government Area and fulfill the promise of constructing two rural roads in each Local Government Area of the state.” While commending the forebears for the initiative to cite a large expanse of palm trees plantation on both sides of the road to the riverine area, he affirmed that the state government would as a matter of urgency do the regeneration of the old palms. Governor Amosun assured that Ipokia Local Government Area would be made to have two Local Council Development Areas, pointing out that one additional model school would be constructed as a starting point to having a full fledge higher institution. Correspondent, Lagos Former Vice President and presidential aspirant of the All Progressives Congress (APC), Atiku Abubakar, has bemoaned the high level of impunity currently going on in government circles, especially at the federal level, saying something urgent must be done to address the anomaly. Speaking in a chat with newsmen in Lagos, Abubakar particularly took a swipe at Minister of Petroleum Resources, Diezani Allison-Madueke, who, Abubakar said, has failed to honour several invitations by the National Assembly. He said he would have fired the minister if he were the President of the country. The former vice president also urged the media to maximise their influence as the fourth estate of the realm to check the excesses and impunity in government circles. “In my life in this country, I have never seen the level of impunity go as high as we have today. Like I said last night, if I were a president and the National Assembly summons a minister for investigation, that minister will feel reluctant to honour the invitation, I will fire the minister because constitutionally, the National Assembly has the responsibility of checks and balances. “In my view, in the United States, imagine Congress calling one Secretary of a Department to come, if he fails to come, they will not even appropriate money for your department and there is nothing the President can do. “That is not what we see in this country. The signs are there though we have not reached where we wish to reach but government is focused. The Transformation Agenda is on course. We will continue to make sure that we create jobs for our youths, the job creation, the VP mention, we are taking it from various angles. In terms of education, we are making sure we improve the quality of education and also enlarge the facilities.” Speaking further, he said “when we came on board, we noticed that a state in the south west did not have a federal university. We built a federal university there, it is a small university but we will continue to improve it. We’re improving small and medium industries to create jobs for our people and we are providing soft loans to make sure young men and women are employed. We are promoting youth programmes. If we continue to create 3.5 million jobs every year in the next few years, we will see that the unemployment rate will continue to drop.” He, however, urged party members to observe a minute silence for those who lost their lives, recently in a building collapsed, at the Synagogue Church of All Nations in Lagos. Commiserating with those who lost their lives in the collapsed, he said “My first port of call was where a six-storey building collapsed and 80 people where found dead and over 130 people were injured. It was a very sad incident for us and the international community because most of the people who died in that building collapse were non Nigerians. About 65 of them were South Africans. I spoke with the President of South Africa to send our own condolence.” We’ll recapture South west—Mu’azu In his remarks, the PDP national chairman, Alhaji Adamu Mu’azu expressed the party’s readiness to take over the South west. He said “we have lost three states in the south west but we have started recapturing our states starting with Ekiti-State. By the grace of the almighty God, in 2015, we will not only capture our own state that have been taken over by the opposition. Senator Obanikoro said the party in the west has resolved to “work for the re- election of President Jonathan and we are committed in working for him so that he can continue with the good works he has started not only in the south west but in the country.
