By Onche Odeh (Lagos), Hassan Zaggi (Abuja) and Dan Abia (P/Harcourt) The N1.9 billion announce by President Goodluck Jonathan as special intervention Fund to curb the outbreak of the Ebola Virus Decease in Nigeria continues to generate controversies, following insinuations that the Federal Ministry of Health (FMoH) may have diverted it to other uses. In August, when the president announced approval for the fund, he was emphatic about its use. In a statement by Jonathan’s Senior Special Adviser on Media and Publicity, Dr. Reuben Abati, it was clearly stated that the fund is to strengthen efforts to contain the virus, including the establishment of additional isolation centres, case management, contact tracing, deployment of additional personnel, screening at borders, and the procurement of required items and facilities, among others. This generated so much applause for the president who was hailed for taking the right decision at the right time. But, recent information from the FMOH showed that the fund would be used, within the next few weeks, to acquire equipment for tertiary hospitals. This is happening at a time when other revelations have suggested the contrary. Sunday Independent was reliably informed that the federal ministry officials at a meeting of the World Health Organisation (WHO) on Ebola in Geneva, a fortnight ago, in a presentation showed how the N1.9b was spent, a situation that aroused the curiosity of Nigerians representing other institutions at the meeting. “What we hear is that the fund was yet to be released. But at a meeting in Geneva, there was a presentation by a representative of the Nigerian government, in which a slide showed how the N1.9b was spent,” our source said. Meanwhile, a reliable source at the health ministry in Abuja anonymously told Sunday Independent, in Abuja that the ministry has since placed order for the equipment. Permanent Secretary, Federal Ministry of Health, Linus Awute, also made clarifications on this at a meeting with heads of tertiary hospitals in the country in Abuja, on Wednesday. Awute explained that the fund was the capital budget submitted to President Goodluck Jonathan which was approved, leading to the release of N1.9 billion which was meant to purchase equipments for decontamination, PPEs and vehicles. Few weeks ago, the Minister of Health, Onyebuchi Chukwu, said: “We did say that the N1.9billion that the President approved was for the Federal Ministry of Health; those ones that the Federal Ministry of Health should champion. That fund was provided based on the budget that the Federal Ministry of Health submitted to Mr. President. It was not termed an Ebola Fund.” Emphasising this, the minister said, “I repeat, because now I hear that in some places, even village heads are asking for their own share. Nigeria is always thinking of sharing money. It is money for the Federal Ministry of Health to use in working. They are going to use it to procure more vehicles; which have already been ordered. “It is a budget for the Federal Ministry of Health and its agencies as submitted by the Federal Ministry of Health to Mr. President. “What I am saying is that there will still be other funds that will still be released in various ways depending on what any of the cognate agencies is requesting from Mr. President that must be done.” In a sharp response to this, President, National Union of Allied Health Professionals, Felix Faniran, said the sudden change in what the Fund is to be used for, shows lack of transparency. Faniran, however, said using the money to strengthen the health system, if Nigeria successfully contains the current Ebola outbreak is a welcome idea, but only if it would be judiciously used. He said: “When Mr President announced the fund, the public believed it was meant to address the Ebola virus disease. It would have been better used for that purpose in order to increase awareness on the killer disease and adopt further measures to prevent the disease from gaining secondary entry into the country.” Faniran who is also the Vice President of Joint Health Sector Union (JOHESU), further said, “however, if the money is to be diverted to Health System Equipment based on the current situation that Ebola disease has been successfully contained, one would not unduly frown on the idea, provided the fund is truly spent to procure high quality, durable and necessary equipment.” Meanwhile, Lagos and Rivers, two states hit by the current outbreak, have confirmed receipt of N200 million assistance each from the FG to fight the Ebola outbreak. As at Thursday Lagos State announced that, of the 366 persons that were initially followed, there are no more persons to follow up on, bringing hope of a successful containment. Oba Adeyemi spoke in London, United Kingdom (UK), during his visit to the country’s High Commissioner, Dalhatu Sarki Tafida, at the Nigerian House. The monarch, the first Nigerian monarch to be so received at the High Commission, spoke through a statement made available to journalists by his media aide, Fehintola Azeez. He asked: “What went wrong in Nigeria today that brothers are killing one another? “Nigeria was not like this before, what went wrong? Where did we miss it as a nation? “In the past, Nigerians were not afraid of engaging in inter-tribal marriages and there are numerous examples of so many successful marriages across the Niger. “But, that is fastly fading away because of lack of trust, tolerance and other mundane things at the detriment of a united Nigeria”. While reiterating the negative effects of the current insurgency on the corporate existence of the country, Adeyemi maintained that there was no way Nigeria could move forward in her march to greatness in an atmosphere of crisis and wanton destruction of lives and properties of fellow beings. The monarch commended Tafida, saying, “I read a lot about Your Excellency’s activities here to ensure peaceful co-existence between Nigerians and their host. ”Not only that, I’m conversant with how serious you are about the image of our dear country, Nigeria, and how you always ensure that we are globally projected in good light. “I can only say you keep it up while I congratulate Mr. President for having a man of your calibre here”, Adeyami posited. While welcoming the monarch and his entourage, Tafida described the visit as historic, saying, “today is memorable for us. “This is going to be the first time a paramount ruler will visit us, an outstanding and outspoken traditional ruler in Yorubaland”. He recalled his first encounter with Oba Adeyemi some decades ago when the Alaafin was appointed Amirul Hajj by the late Head of State, General Murtala Mohammed, noting that the monarch was the first traditional ruler to be so appointed in the history of the country by any government, and his tenure in that capacity had become a reference point since then. Tafida, who said he came to office as High Commissioner in the UK in 2008, underscored the visit as historic, noting, “Kabiyesi, we are your children. “We are here to serve you; we only receive Presidents/Heads of State here, not traditional rulers. But, yours is different. ”Your Majesty, you are first among equals. I have not officially welcomed any traditional ruler from Nigeria; this is first of its kind”, he said. |

It also congratulated Jonathan over his adoption by the PDP. In a statement issued by the party’s National Publicity Secretary of the party, Ogbuehi Dike, at the weekend, UPP said PDP’s action has saved the party and the general public the distraction of a possible rancorous and bitter presidential primary election. The party maintained that Nigeria does not require any more heated contests for party nomination at this time of restiveness in the country. UPP urged the opposition All Progressive Congress (APC) to emulate PDP and use its internal mechanism to put its best candidate forward for the 2015 presidential election through a consensus arrangement. By Jimitota Onoyume PORT HARCOURT—RIVERS State Government, Thursday, confirmed that the Federal Government released N200 million to the state to assist in the fight against the Ebola Virus Disease. State Commissioner of Health, Dr. Sampson Parker, said schools in the state will not resume on September 22 because there were still about 254 persons under surveillance in the state. He said there was no Ebola patient at the Ebola treatment centres at the moment in the state but that there was need to complete the circle on persons under surveillance before schools could resume. He said: “I received good news, Wednesday, from the Minister of Health, that the President has approved the release of N200 million to Rivers State to support the state’s Ebola response. “I hope that we will receive the money as soon as possible. For about a week now, we have not had any new case at the treatment and isolation centres and that really gladdens my heart. “Surveillance is still on. Remember that we got a robust registration of about 526 persons on surveillance. “Today, as I speak, it has dropped to about 254. More will drop as the days go by. The News Agency of Nigeria (NAN) recalls that the African Champions fell 2-3 to Congo and were held to a goalless draw by South Africa in the 2015 AFCON qualifiers. With the, Nigeria are now the sixth- placed country in Africa as against the third place it occupied in August. The 2013 AFCON champions are now preceded in Africa by Algeria, Cote D'Ivoire, Tunisia, Ghana and Senegal which have 926, 879,701, 661 and 645 points respectively. Cape Town - Nigeria's police and military routinely torture women, men and children, some as young as 12, human rights watchdog Amnesty International said on Thursday. Torture has become "institutionalised", with police stations having an informal "officer in charge of torture," Amnesty said in a report released in the capital, Abuja. "Across the country, the scope and severity of torture inflicted on women, men and children by the authorities supposed to protect them is shocking to even the most hardened human rights observer," said research and advocacy director Netsanet Belay. Torture techniques include shootings, beatings, nail or tooth extractions, choking, electric shocks, rape and sexual violence. Detainees are tortured as punishment, to extort money or to extract "confessions" as a shortcut to "solving" cases, said the organisation, which interviewed hundreds of victims and gathered evidence over 10 years. "A policewoman ... spread my legs wide and fired tear gas into my vagina ... I was asked to confess that I was an armed robber ... I was bleeding. ... I still feel pain in my womb," Abosede, a 24-year-old torture victim, told Amnesty. Most of those detained are denied access to the outside world, including lawyers, families and courts. Medieval witch hunt The military, too, routinely tortures prisoners, especially detainees suspected to be a member of Islamist terrorist group Boko Haram, according to the report. The search for Boko Haram fighters had turned into a "medieval witch hunt" that included torture as part of a "screening process", said Belay. Mahmood, 15, from northern Yobe State, told Amnesty he was arrested by soldiers alongside 50 others last year, detained for three weeks, and beaten repeatedly with the butt of a gun, batons and machetes. Soldiers poured melting plastic on his back, made him walk and roll over broken bottles and forced him to watch extra-judicial executions. Military also arrested and beat a 12- year-old boy in Yobe State, poured alcohol on him, forced him to clean vomit with his bare hands and trod on him, the report found. Government has refused to properly investigate torture allegations because - although Nigeria's constitution prohibits torture - it is not a criminal offence. "Parliament must immediately take this long overdue step and pass a law criminalizing torture," said Belay. |

I assisted Daniel to claim Ogun indigeneship — Amosun …It’s an insult — Daniel By Daud Olatunji ABEOKUTA — Governor Ibikunle Amosun of Ogun State, yesterday, said he was part of those that aided his predecessor, Otunba Gbenga Daniel to claim indigeneship of Ogun State in 2003. According to Amosun, Daniel was an indigene of Isoko in Delta State, but, requested for assistance from him and some other unnamed persons to get a family house in Sagamu ahead of his 2003 governorship ambition in the state. Amosun spoke yesterday, at Odeda Local Government in continuation of his local government tour which began on Tuesday. The governor was reacting to allegations levelled against his administration by Daniel when the latter was at Odeda penultimate week. Daniel had accused Amosun of selling off all the farmlands in the area to other states, claiming Amosun’s administration had short-changed the people of Odeda. According to Amosun, “when they came into power, the farmlands were over 60, when we came in, it remains only five. Our forefathers will never forgive them and the generations coming will also curse them. They thought we were like them, we are not. “We are not bastards from Isoko. They came to us then, we are the one they ran to and we helped them to get where they are claiming today as their home. Although, it was not time for political campaign, yet, I will not hesitate to respond to Daniel’s allegations which he levelled against my administration here in the same Odeda Local Government. “He is envious of our achievements and successes recorded within the past few years. We need to let them know that we are not thieves like them. They will not be able to stand and campaign for vote here in Odeda by the time I start exposing them. They are treasure looters. If not for the type of the country we are, they ought to have covered their heads in shame rather than boast around the town.” In a swift reaction, former governor, Otunba Gbenga Daniel described the statement credited to Amosun on his nativity status as diversionary. Daniel in a statement by his media aide, Ayo Giwa said: “It is now glaring that the clock is fast ticking towards electoral defeat hence his attempt to stand history on its head by reverting to the same scenario that played itself out some 12 years ago. The statement that Otunba Gbenga Daniel is not from Sagamu is an insult on the entire good people of the historical town of Sagamu as well as a taboo and effrontery on the traditional institutions in the land especially the thrones of the Akarigbo of Remoland as well as the Ewusi of Makun in Remo Kingdom. “Precisely on Saturday 23 February, 2002, Otunba Gbenga Daniel was made the Aare Asoludero of Makun Sagamu with traditional rites performed by the Late Ewusi, Oba Efuwape Ogunsowo, Inanuwa II. To all intents and purposes, Oba Ogunsowo declared that Otunba Daniel was a freeborn of Makun in Sagamu and of the Ojelobaye family origin. Prominent among those who were present on that occasion was the former Governor of Lagos State and the leader of the APC, Asiwaju Bola Ahmed Tinubu.” “Has he quickly forgotten that Otunba Daniel also holds the traditional title of the Arole of Remoland as well as many across the state? Coldfeet: To an extent teamclicksair is RIGHT!! Majority of them don't have the time to read! 80percent of them are workers and family men and women! Tell me how do you expect these people to actually make out time to read? And those who have the time to read cos they aren't working are being oppressed by the money hungry lectures to part with huge sums of money for materials and all what not. One doesn't have to be a student there to know what happens in that place! In my own case I was a student there for 5yrs but on 300level!!!!! I had to bolt and start all over as a main student in another school and I graduated 2 years after my lasues mates did.Listen! You don't have any idea of what you are talking about. Part time program was design for working class quite alright but you will discover that 70% who do PT program are of the same age as the regular students due to the problems we have in d education sector. |
In years past, education use to be relatively free but in recent times we accept the fact education attract cost. However,'to whom much is given much is expected' how the hell will student pay school fee with their parents hard earned money and yet get little in terms of quality? Unfortunately, majority of those in authority now enjoyed free education of the Awolowo regime and they send their children abroad to have quality education while condemn the masses to low profile education. It simple, if the sons of the masses have good education, it will give us to audacity to challenge them and challenge their children in the future.
