The point is Mohammed Yusuf formed boko haram in 1992 and up till 2008 they never engaged in any form of violence. Boko haram started arming themselves when they fell out with governor modu sherrif, who had been hobnobbing with them for political reasons, and who started using police to kill boko haram members, often in large numbers.
