The Police Department is so corrupt that they'll need to cut the beast from the head. They drag such cases for long because so top-shots are always involved in the crimes. Also, you must admit that nepotism has really engulfed Federal Government jobs recruitment over the years and this always make high profile cases to remain unsolved.
