the federal govt can take over banks. its called nationalization in finance/banking. but some things need to have been done before the federal government decides to nationalize a bank. the constitutionality of such actions is one thing thats also important because banks are legal entities and the federal government cannot just take them over like that. moreover the federal government can barely manage itself at this point, central bank and the SEC should be asked what measures they had put in place previously to try to protect these banks. are they using take over as the first option. |

there are a lot more safer ways to store the recorded footage. sure VCR tapes is one, but storing it on DVD or conpressing it and storing it on small more compact storage devices, (flash drive easily comes to mind) makes it easier to store and maintain than vcr tapes. |
