After the death of Sani Abacha and Abiola in '98, everyone knew 1999 elections would be about appeasing the Yoruba tribe which produced a president yet was denied the spot by late Arthur Nzeribe who went to court to challenge the election results.

The emergence of Olusegun Obasanjo was a convenient joker because he already had some goodwill with the people rather than the candidacy of Chief Olu Falae who was not well known across the country.

So it was convenient to vote for a sure banker, Igbos knowing that the emergence of Obasanjo was premiediated by the Hausa hegemony so they knew how useless it would be for anyone to fight against such a party, hence PDP was massively voted for.

So get it straight, it was more convenient for Igbos to vote for PDP knowing fully well that the party had the instrumentality of power at hand rather than AD, or APGA that was even seen as a regional party, back then.
