Spokesman for the Nigeria Police, Mr. Frank Mba, a Chief Superintendent of Police (CSP), has blamed his Igbo ethnic group for their woes in the police under the watch of the Inspector General, Mohammed Abubakar.

Reacting to last week Monday’s petition by the International Society for Civil Liberties and the Rule of Law (Intersociety) seeking President Goodluck Jonathan’s intervention to reverse Abubakar’s discrimination against Igbo police officers, Mba told the Lagos-based Daily Newswatch: “It’s quite unfortunate that the IGP is being accused of ethnicity, because he has nothing to do with the promotion and the discipline of officers. The duty falls on the Police Service Commission; it is the Commission that has the authority to promote and discipline NPF officers. They are just wrongly accusing him because they don’t know how the Constitution of the Police works.”

H added: “There can never be more than one IGP and eight DIGs at a time, and if some officers from a particular ethnic group in the country decided to retire or opt out of the service to do businesses like importing containers, thereby giving room for other ethnic group to get promoted when it’s promotion time, then the IGP is not to be blamed at all. If a particular tribe joined the service years after (members of) another ethnic group were recruited, you don’t expect the ones that joined late to be promoted before the ones that were the first to be recruited.”

Contacted by News Express for his reaction, Intersociety Board Chairman, Comrade Emeka Umeagbalasi, described Mba’s claims as unfortunate, especially coming from an Igbo man. He said Intersociety stood by its petition and was preparing a statement on Mba’s outburst.

As-salaam `alaykum. Regarding shortening and combining prayers:a) What is correct number of days that shortening of the prayers is applicable while traveling? b) What is the most accurate way to count the number of days that a person is on journey? c) Some say that while traveling and shortening prayer it is OK to combine Zuhr/`Asr and Maghrib/ `Isha. Others say that the prayers must all be done at their appropriate times. Also, some of those who advocate the combining of prayers say it is ok to combine Zuhr with `Asr and perform them both at `Asr time and perform Maghrib and `Isha at the `Isha time. Is this correct

1) There is general consensus among scholars that if a traveling person is determined to return as soon as his work is done and does not know when that will be, then he may continue to pray Qasr as long as he is on travel.

If, however, a person decides to settle down in a city, the moment he does so, he ceases to be a traveler, and, therefore, he must pray full.


If, on the other hand, one is determined to stay only for a few days the number of which he knows precisely, then he should pray full, according to a great number of scholars, if his stay exceeds more than four days. The Hanafi School, however, puts the number of allowable days at fifteen, while a third group of scholars put it at eighteen.



The first view seems to be the safest view to follow, as it has been based on the Prophet’s practice. According to authentic reports, he stayed in Makkah for four days, and during his stay he prayed qasr; he had already known in advance how many days he would be staying. He is reported to have prayed Qasr for eighteen and twenty days on two different occasions, when, most likely, he had no idea as regards the number of days he would be staying.

Having said this, I should rush to state that if anyone follows the position of theHanafi School, he should not be blamed for his action, for theirs is a Fiqh– ruling based on acceptable practices of the Salaf as-Salih (pious predecessors). Since it is merely a question of differences of interpretation based on valid Ijtihad (creative exercise of reasoning), one should never make a big issue out of such differences of opinion among Imams.

2) The most accurate way to count the number of days for a traveler is to consider oneself a traveler only after one has crossed the boundaries of his city of residence. Thus, in case of people living in Toronto, if they are in a long distance journey they will be considered travelers only after they have crossed the boundaries of GTA. The days of stay are calculated by excluding the day/days of going and returning.


3) Yes, according to the vast majority of scholars and Imams, it is perfectly allowed for a traveler to combine Zhuhr and `Asr , and Maghrib and `Isha’. This ruling (known as Jam`) is based on the authentic traditions which clearly state that the Prophet (peace and blessings be upon him) had combined Zhuhr and `Asr as well as Maghrib and `Isha’ on a number of occasions while traveling.

The majority view allowing combining of prayers as mentioned earlier has been considered to be the most authentic; it has been adopted later by many scholars belonging to Hanafi School as well.


4) While combining prayers, you are allowed to make either taqdim (advancing) or ta’khir (delaying): In other words, you are allowed to advance the second prayer to the time of the first prayer. Thus, if you are combining Zاuhr and `Asr , you can first pray Zhuhr, and then advance `Asr by praying immediately, or if you wish you can defer praying Zhuhr until the time of `Asr and then pray `Asr afterwards. The same procedure applies to combining Maghrib and `Isha’ as well. at the time of arrives, in which case, you will first pray.

An important word of caution concerning Jam` is that there is no combining of Fajr with Zhuhr, or `Asr with Maghrib, or ‘Isha with Fajr.

It is also worth mentioning that while praying Qasr during travel is highly recommended—some Imams such as Abu Hanifah even consider it as obligatory—during travel, praying Jam’ is only allowed while one is actually traveling or pre-occupied with pressing circumstances. Jam’ is rare, while Qasr is common.
A final remark to be made is that if a person is aimlessly wandering, he is not considered a traveler and is, therefore, not allowed to make use of the allowances of Qasr and Jam`.

KILLING AND BEHEADING OF SIX (6) INNOCENT FULANI CATTLE REARERS BY IRIGWE MILITIA IN BASSA LOCAL GOVERNMENT AREA OF PLATEAU STATE

"We write to express our dismay over the killings and beheading of six (6) innocent Fulani cattle rearers on Sunday October 15, 2017 by the Irigwe militia in Kuri village of Bassa Local Government Area of Plateau state.

The incident occurred on Sunday October 15, 2017 at about 3pm when the Fulani, while grazing their cattle at kuri village in Bassa LGA were attacked, slaughtered, beheaded and their heads catered away by the Irigwe militia.

In addition, a total of forty (40) sheep nine (9) cows were machete and killed and a total of two hundred and thirty two (232) herds of cattle belonging to the families of the deceased persons were rustled.

The unfortunate incident was immediately reported to the Divisional Police Officer (DPO) Bassa Local Government Area and Operation Safe Haven (OPSH), Sector 6, who visited the scene and confirmed the dead and burial.

MACBAN Plateau State chapter wholeheartedly condemns the killings of all innocent lives, destruction of properties and rustling of Fulani cows.

We also observed the unbalanced reporting of the incident by the media, where they neglected and refused to interview or contact the Fulani community to capture the killings of the six (6) deceased, 40 sheep and 9 cows machete to dead and the 232 rustled cows by the Irigwe militia.

We are peace loving people, therefore, calling on Plateau state Government and security operatives to investigate, fetch out the killers and take necessary action that will stop future recurrence.

There are always two side to every story, while we all are sharing pictures of victims of Killer Herdsmen in Miango Bassa LGA, the Fulani Community are also sharing their own victims which was the trigger that led to this senseless killing in the first place.

If you are a Christian and you think that Muslims criticising Aisha's dress are wrong, you are the one who is wrong, not because you have no business in the discourse but because you probably do not know how Islam asks Muslims to dress.

Indeed, Aisha's home ( Alh. Umaru Ndanusa) is a Muslim home. Now, what I am not sure of is if Aisha is still a Muslim. If she is a Muslim, those dresses are not the way of Muslims and Muslims have the right to complain about them. At that point, your duty as a Christian is to seek explanation as to how wrong they are on a Muslim's neck. If she is a Christian, Muslims have no right to complain. And their duty would be to continue with the business of living together in a mixed society like Nigeria.

The hypocrisy of all our complaints reside in the fact that before Aisha's case, Muslims have lived and transacted businesses with Christians whose dresses are worse than Aisha's, perhaps, because those people didn't call themselves Muslims. Also, Christians have lived successfully with Muslims putting on what could pass for deep Islamic dresses without qualms. Any muslim who says Aisha's dressing is not wrong is only being hypocritical. Allah says hypocrites exist among Muslims. He warned that they are terrible to be with. They can conjure misleading thesis to cause confusion. Muslims take their injunctions from the Qur'an and Hadith plus conclusions from their scholars, only.

Some of us who are Muslims know that Christianity forbids dressing that reveals the crevices of a woman; we know that Christianity promotes decency in dressing. Once upon a Sunday morning at ABU, behind Ribadu hall(girls hostel), a girl in her fullness of life was walking past, ahead of us to a church within the campus. Suddenly, we started hearing shouts and boos from atop the hostel: 'ashawo, seducer, sit not in front...' some Christian girls booed the badly dressed girl with a Bible in hand...instead of being remorseful, she stopped and began shaking her buttocks in the direction of her accusers. 'you don't have this', she replied. A Christian friend from Gombe who was with me simply concluded: 'wancan yar wuta ce'.

So, both Islam and Christianity, I know, preache decency in dressing. Perhaps, more than proclamation, Islam has gone further to describe the ways in which men and women should dress. Therefore, if any Christian must reach a conclusion on this matter, he must have the knowledge of how Islam prescribes her dress code. It doesn't have to be like Arabs. It could be a Nupe or Igbo or Idoma type of dressing but it has to be according to Islamic specification. A person's first responsibility to a group is to observe her codes.

Muslims who seek to correct any deviations must apply wisdom, diplomacy and persuasion either to a differing Muslims or a Christian needing education about what they know not in Islam. That's how the prophet of Islam did it. In fact, Christians are not the problem of Muslims in this matter but Muslims who know the truth and are pretending that her dressing is correct.

On the whole, the major problem is that Muslims think Islam is theirs only, when Allah says it is a package for mankind. If you take it all, how do others who are not Muslims access it. Nigerian Christians are no better; they also think Christianity is theirs. So, every little thing goes for war between these two groups.
