The South China Sea is claimed by China, Taiwan, Philippines and Vietnam. Non of them consider the sea and most especially it's islands as "international" waters. Even the US never countered Chinese claims until 1954! And that's only after the communist take over of China.

A country has territorial control of its shore to 12miles into the sea/ ocean( territorial water), after that distance, it becomes international waters.
