Most institutions are situated on the outskirts of city center.
FUTO is in ihiagwa. Ihiagwa isn't in owerri municipal council but owerri west LGA.
Imo poly umuagwo is not in Owerri city but on the outskirts.
Fed poly nekede is not in Owerri city but in Owerri west LGA
IMSU teaching hospital is in orlu
IMSU college of medicine is in orlu

Only IMSU and ALVAN is currently in Owerri municipal

What qualifies a city is the concept of migration into a particular area over time.
So basically a city is a just a place with large population.
In imo state, you even have more non imolites migrate to okigwe and orlu over the years. Such environments naturally host basic education. It doesn't have to be a university.
Infact there are many industries in orlu, ranging from aluminum to pharmaceutical, so it's basically an environment you would find at least craft or basic education in an area.

Just like you have owerri town, you also have okigwe town and orlu town which do not have significant difference in livability.

Okigwe and orlu have other suburbs.

Now let me address your confusion.
Your intention to address Imo as a one city state is born out of an involuntary response to what a city should look like, using parameters like higher education. But you failed to add beauty to one of your parameters..lol.
So you see, non of beauty, or even industry should qualify as a city. It is not by force to have a motor company when you can have a world class entertainment center for tourists.
What primarily qualifies a city is population and basic amenities.; All your so called cities in osun are lacking in basic amenities

Owerri has uncountable number of streets and the city has grown so large in the last 20 years. Talking about IGR, there is no need taxing people or businesses more when the money won't be judiciously utilized. Imo State has a bigger GDP than most states in Nigeria and that's what matters more.

The Number of BVAS Accredited Voters gets automatically synchronised and shown on the IREV,, even before the results are uploaded by the INEC Officials..

This means that,, in the end,,
we would be seeing something like:
“17-accredited-voters” on the IREV, as the automatically generated..

But the results that the officials uploaded would be showing us something like:
“358-accredited-voters.”

OVER-VOTING everywhere.!!

But the IREV is showing that none of the results had automatically generated “number of accredited voters“..

Thus,, all those results are fake.
It shows that no Election took place there.

I just closed my eyes and voted. All of them are the same people, eating and dining together in the midnight while we fight ourselves in the day. I just want a governor who can move around and find out the happenings in the State without heavily relying on assistants and political jobbers.

Any result not posted on IREV is false.
