Politics › Yar'adua To Sign Budget On Hospital Bed by nduchucks(op): 4:00pm On Dec 28, 2009
i hope say dem don prepare letter wey go inform national assembly say yar'adua de go for extended leave of absense, so dat him go sign am at de same time.  e don reach time for jonathan to become acting president.  enough is enough.

President Umaru Musa Yar'Adua is set to sign the 2009 Supplementary Appropriation Bill on his bed at King Faisal Specialist Hospital and Research Centre, Jeddah, Saudi Arabia, where he is recuperating.

Yar'Adua was flown out of the country on November 23 following a diagnosis of acute pericarditis, a heart condition.

The supplementary budget, which is aimed at fast-tracking development in the Niger Delta, has been awaiting presidential assent since it was passed by the National Assembly.

THISDAY learnt that the Principal Secretary to the President, Mr. David Edevbie, arrived Saudi Arabia this morning with the Supplementary Bill and other documents requiring president's signature.

This may have ended suggestions that the President will write to the National Assembly to allow the Vice-President to assume the position of Acting President.

Indeed, at the weekend, the Attorney-General of the Federation and Minister of Justice Michael Aondoakaa said the outgoing Chief Justice of Nigeria (CJN), Justice Idris Kutigi, will this week swear in his successor, Justice Aloysius Iyorgyer Katsina-Alu. Kutigi is due for retirement on December 31.

The Senate had December 16 approved the nominations of Justice Katsina-Alu as CJN and Justice Isa Ayo Salami as President of the Court of Appeal.

Yar’Adua had before he travelled to Saudi Arabia submitted the names of the Justices for confirmation to the Upper House of the National Assembly.

Speaking with newsmen in Abuja, Aondoakaa said the President or the Chief Justice is empowered by the Constitution of the Federal Republic of Nigeria to administer the oath of office on the new CJN or any other senior judicial officer in the country.

He said: “The President or the Chief Justice of the Federation is empowered by the second schedule of the Oath Act Cap of the Laws of the Federal Republic to administer oath on the Chief Justice of the Federation.”

According to him, “there is no ambiguity in law and no constitutional crisis. As a matter of fact, there is no vacuum as is being speculated by some mischief makers. For the avoidance of doubt, Mr. President can actually exercise his executive powers from anywhere in the world and there is no doubt about that.”

He also said other principal officers empowered by the Oath Act Cap in the laws of the Federal Republic include the Senate President, as well as the Speaker of the House of Representatives for the swearing-in of Clerks of the National Assembly.

A presidency source told THISDAY last night that since Nigerians are already used to the president swearing-in the CJN, hence, they see that as a norm.

He, however, added that it is very clear that it is not only the president that could swear in the chief justice or even the President of the Court of Appeal.

The source confirmed the position of the AGF and said the new CJN, Justice Kastina-Alu, would be sworn in by the outgoing CJN, Kutigi, before the end of the week

I'm happy that this terrorist act did not originate from any extremist group inside Nigeria. My heart goes out to the suspect's parents and his mother in particular.

(CNN) -- The father of a man suspected of trying to bring down a Northwest Airlines jet recently contacted the U.S. Embassy in Nigeria about concerns that his son had "become radicalized" and could be planning something, a family source told CNN Saturday

About three months ago, the family source said, the father contacted various security agencies and the U.S. Embassy in Abuja, the capital, about a text message he had received from his son the day before.

The son informed his family that he was leaving school in Dubai, where he had gone to get a second degree, to move to Yemen. He implied that he was leaving "for the course of Islam."

The family member said the son "had no family consent or support." He "absconded to Yemen."

"His mother has not been sleeping for months. She is on medication to sleep," the source said.

The UK has become a breeding ground for these young terrorists. Additionally, the suspect's name was in a database indicating "a significant terrorist connection" although it did not appear on a "no-fly" list, said Mr King.  http://news.bbc.co.uk/2/hi/americas/8430699.stm

My question is, what the hell did they do with that information?  The guy was given a visa to enter the USA, shouldn't the embassy officials have notified authorities of these guy's impending entry into the US?

Someone should get fired for endangering the lives of everyone on the plane! How did he get past security in Amsterdam?

becomrich is right about the road network in the north being of a better quality when compared to that of the South West.  Driving from Kaduna to Kano, through Zaria, is actually a pleasure.  You don't have the typical death traps found in the South West there.

I however, do not believe that good road network is sufficient to deem an area developed.

Politics › Ministry Workers Lock Up Perm Sec by nduchucks(op): 10:03pm On Dec 22, 2009
hehehehe  cheesy

Minister of Transport Alhaji Ibrahim Isa Bio was prevented from entering his office yesterday while his permanent secretary, Mr. Olufemi Olayisade was locked up in his seventh floor office by workers of the Federal Ministry of Transport in a dispute over unpaid allowances.

The Permanent Secretary, who was already in his office when the workers embarked on a demonstration, was prevented from leaving his office up to the time our reporter left the scene late in the afternoon yesterday. The demonstrating staff locked all entrances leading into the Ministry’s Zanna Bukar Dipcharima headquarters in the Central Business District and switched off all the lights, thereby preventing the use of the lift, air conditioners or other power appliances in the offices. The Permanent Secretary was sighted moving about in his office, fanning himself with old copies of newspapers and making frantic phone calls. Minister Bio, who was not in the office when the workers laid siege, was alerted by his personal aides and he stayed away.

Some of the demonstrating workers who spoke to Daily Trust said they were demanding Sallah, Christmas and New Year gifts from the management. They said it was a tradition in the Ministry to share money to them annually as Sallah, Christmas and end of year or New Year gifts, but that no such arrangements were made for them this year. They accused the Permanent Secretary of “frustrating all the efforts made” by them to convince the Minister to approve some welfare money for them.

“We succeeded in letting the Minister know what we wanted. The Minister called the Permanent Secretary and asked him to advise him on the matter, but he refused to give the appropriate advice, claiming that there was no provision for that by the government. We are aware that the office of the Head of Federal Civil Service (HOS) distributed some items to all their staff and are now sharing N80,000 to each of them. Are we more civil servants than the HOS? We are only demanding that the Permanent Secretary should come and address us so that we can ask him some fundamental questions.”

The workers’ spokesman also said, “We intend to ask the Permanent Secretary why they have been collecting hampers and cash gifts from the contractors handling all our railway, Niger River dredging and other contracts awarded by our ministry. We watched those contractors bringing such gifts to them in the office. Let him (the Permanent Secretary) tell us why they will collect hampers and refuse us to collect ours. We have N90 million stocked in the ministry for the past five years. The money is meant for the rehabilitation of the railways. That contract has been suspended and the money is still there. We are the ones keeping the money. Why can’t they pay us from there? Let them give us something for end of year.”

But the Secretary General of the Joint Union Council and Secretary of the Federal Civil Service Union of the ministry, Mr. Mustafa Grema said the issue of gifts was a secondary matter. He said, “The main issues are the non-payment of our allowances such as transfer benefits, retirement benefits for those that retired within 2009 and the failure of the ministry to send staff on training. We usually go on various trainings but this year they refused to sponsor staff training.”

If your question emanated from some argument on the basis of secession, count me out. I am for all of us slugging it out in ''one Nigeria'' with well-laid out federal system (including resource control). However, if it be that we separate along the line due to inherent incompatibility, so be it.

No governor or president should be seeing to be doing favours to anyone. They should do their job (their job is not to grant favours); and the followers (citizens) too should do what is theirs to do?

There should not even have been the question of sharing oil wealth among the states. 100% resource control is the real deal and every state should develop what they have. The last I checked, each state has many different natural resources in abundance.
Thanks for clarifying your position.

Now, do you care to respond to the real question I asked Dede1? If the focus is on the question I asked, the conversation may become more fruitful without unnecessary distractions.

Pray tell, what economic favors did your people receive from your governors as a direct result of spending every penny of the $1.35billion? You should be demanding an explanation from your governors, first and foremost, before directing any blame at the federal government for your woes. These governors are the same crop of leaders you’ll have even if you are allowed to secede. Multiply $1.35billion by 10, and you’ll have a good picture of who is keeping your region from any kind of development.

Would you please itemize the financial contribution of Abia and Imo state towards the discovery, drilling, distribution or any other oil production process? Thanks in advance.

Your Answer:
What is the financial contribution of other oil-producing states towards the ''discovery, drilling, distribution or any other oil production process''?

Do you agree with me that these governors have, to say the least, squandered over $10billion in the past few years and a good opportunity to develop the region?

Your Answer:
Yes, but so have other governors of other regions. Do you have any exceptions?
mekusxxx, regarding your first answer, please note that we are only discussing the 4 states here. But if you want to be dodgy and avoid addressing the question asked, I understand.

Your answer to the second question was a bit disappointing. The least one should do is to hold one's own governor accountable, regardless of what other governors are doing. I'm afraid you have not done that here.

@paddy_lo, I agree that a lot of money goes into paying salaries, but I don't think salaries account for up to 1% of the said funds. If these governors had earmarked only 10% or $1billion on infrastructure in the past few years, Ariara market for example, will not be a dump that it is.

It does not even take a fool to realize that the federal government of Nigeria has systematically stymied Igbo land of economic favors. It is conspicuously tabled that federal government presence in Igbo land as in the form of industrial infrastructure is zero.

There is no denying the fact that Biafra lost the civil war. By the same token, my plank of the debate remains and always suggests that Biafrans should never forget to get even with the federal government of Nigeria as well as remain resolute to the commitment of achieving sovereign nation.
Let me with pleasure, acquaint you with some information that you are obviously ignorant of, or are intentionally ignoring. I present you the federal allocation disbursement to 4 south eastern states namely, Abia, Anambra, Enugu, and Imo :

2008 Disbursements:

Abia N38,713,001,058.28
Anambra N38,339,111,019.18
Enugu N33,928,866,057.32
Imo N50,614,742,898.72

Okonjo-Iweala lauds CBN gov

World Bank Managing Director Dr. Ngozi Okonjo-Iweala has lauded the on-going reform in the banking sector by the Central Bank of Nigeria (CBN).
She however said the sector must be open and transparent, if the reform is to succeed. Okonjo-Iweala spoke to journalists at the weekend at the inaugural graduation ceremony of the African University of Science and Technology (AUST) Abuja. She chairs the Board of AUST.

According to her, “It is a good thing that we are transparent and open about our banking sector. The Central Bank Governor (Dr. Sanusi Lamido Sanusi) is doing a good job in that area. I think the consolidation of the banking sector was a good thing but now it is time to have a strong supervision and risk management and the CBN Governor is doing it. He is doing a good job, I should say.”

She noted that the direction the Federal Government was going in terms of fiscal policy, trying to keep deficit down but at the same time trying to spend money to have a fiscal stimulus is also the right direction.
