it's normal for u to pay her dowry before making any arrangements for burial. it happen to my friend also and his inlaws told the same thing despite they were from the same tribe. According to my tribe, once u fail to do the needful ( paying of dowry) at the right time, u are at ur own risk. If it was you, will u allow a man to bury ur daughter or sister without proper payment of bride price? Or do u intend to her her dowry after her burial? u are even lucky that u have a son from ur late wife. My colleague who have the same issue didn't have any child from his Late wife, yet he paid her dowry before buryi his late wife.
