The Muhammadu Buhari-led All Progressives Congress (APC) administration had been characterized by infighting among its key officials since its inception in 2015, but the recent leaked memo in which the National Security Adviser (NSA), Maj. General Babagana Monguno alleged usurpation of the President’s power by his Chief of Staff, Alhaji Abba Kyari, speaks volume of a house divided against itself. Felix Nwaneri reports

The office of Chief of Staff to the Nigerian President is not recognised by the country’s constitution. Perhaps, it was copied from the United States (U.S.), where the position of White House Chief of Staff is the successor to an earlier role of the President’s private secretary. The White House Chief of Staff is a political appointee of the U.S. president, who does not require Senate confirmation, and who serves at the pleasure of the president.

While not a legally required role, all presidents since Harry Truman have appointed chiefs of staff. No doubt, duties of the White House Chief of Staff vary from one administration, but they are majorly overseeing the actions of the White House staff, managing the president’s schedule, and deciding on who is allowed to meet with the president. Against this backdrop, Chief of Staff has at various times been labeled “The Gatekeeper.”



In Nigeria, the office was first introduced with the return of civil rule in 1999 under President Olusegun Obasanjo and successive presidents after him appointed chiefs of staff. The president occupant of the office is Abba Kyari, who was appointed by President Muhammadu Buhari on August 27 2015. He holds a Bachelor of Arts Degree in Sociology from the University of Warwick, England in 1980, another degree in Law from the University of Cambridge, England and was called to the Nigerian Bar after attending the Nigerian Law School in 1983.

In 1984, he obtained a master’s degree in Law from the University of Cambridge. He later attended the International Institute for Management Development at Lausanne, Switzerland and participated in the programme for Management Development at the Harvard Business School between 1992 and 1994.

Kyari worked for a law firm, Fani-Kayode and Sowemimo for some time after his return to Nigeria. From 1988 to 1990, he was Editor with the New Africa Holdings Limited Kaduna.

In 1990, he served as Commissioner for Forestry and Animal Resources in Borno State. Between 1990 and 1995, he served as Secretary to the Board of African International Bank Limited. Kyari was Executive Director, Management Services, United Bank for Africa Plc. (UBA) and was later appointed Managing Director and Chief Executive of the bank. He was appointed a Director of Unilever Nigeria Plc. in 2002 as well as served as a Director of Exxon Mobil Nigeria.



According to the Nigerian State House website, the office of the Chief of Staff to the President performs the following functions – administrative duties, protocol, security and media – with the Chief of Staff to the President being responsible for managing the President’s schedule and correspondence and any other duties that may be assigned by the President. Perhaps, it was the clause “any other duties that may be assigned by the President” that President Muhammadu Buhari predicated his directive to ministers-designate in August last year to channel all requests for meetings with him through his Chief of Staff, Mr. Abba Kyari.

“For the new ministers, make sure you engage and benefit from the experience of the older ministers and former governors in the cabinet. In terms of coordination, kindly ensure that all submissions for my attention or meeting requests be channeled through the Chief of Staff, while all Federal Executive Council matters be coordinated through the Secretary to the Government of the Federation,” he directed while giving his closing remarks at a retreat for the ministers-designate.

Expectedly, the directive was trailed by controversy as some members of the public reasoned then that Buhari has indirectly abdicated his responsibilities as President and Commander-in-Chief to his Chief of Staff.



However, the presidency came out with an explanation on the directive. Senior Special Assistant to the President on Media and Publicity, Garba Shehu, in a statement then, explained that Buhari merely pronounced one of the primary functions of the Chief of Staff as the role has not changed.



The presidential spokesman maintained that Kyari had not been granted more powers under Buhari’s second term. “Recent media and social media reports on the responsibilities of the Chief of Staff to the President have suggested that the role has changed.
This is not the case. Today, under the Buhari second term administration the role of Chief of Staff remains the same as it was under Buhari’s first term,” Shehu said.

The presidential spokesman further said that the role of the Chief of Staff is based on a model adopted from the U.S. “It is worth stressing that the role and responsibilities of the Chief of Staff and the method of communication and arranging scheduling between Cabinet members and the President are, in Nigeria, based on the U.S, model, where the same system operates – and has done for decades – in precisely the same way.

“That role is to act as the head of the presidential administration at Aso Rock; to be an adviser to the President on any and all matters; to be the line manager for all staff at Aso Rock; and to manage appointments and scheduling for the President.



“In the traditional presidential system, it is a primary function of a Chief of Staff, which may vary according to the needs and desires of each President, to supervise key State House Staff, control access to the office and the person of the President, manage communications and information flow and this includes that which binds the relationship with the two other arms of government. “During the President’s first term those were the responsibilities of the Chief of Staff, and they remain the same responsibilities today. There is no change.

This is to stress that access to the President is open to ministers. It is not true that this is denied them in the Second Term.”

Shehu said the President gave the directive to the ministers in order to inform the new members of the cabinet of the mode of operation and urged the public to put an end to the allegation as the ministers begin to carry out their various tasks. No doubt, the explanation calmed some frayed nerves then, but it was still suspicion over the role to be played by the Chief to the President.

The doubt was not unexpected given that many believed that a few close confidants to the President, particularly Kyari and his benefactor, Mamman Daura (Buhari’s nephew, who brokered the job for him) called the shots during the administration’s first four years in office, a development, which did not go down well even with chieftains of the ruling All Progressives Congress (APC) then.

It would be recalled that Kaduna State governor, Mallam Nasir el-Rufari, in a 29-page memo, dated September 22, 2016 and entitled: “Immediate and medium term imperatives for President Muhammadu Buhari,” which was leaked to the media in March 2017, drew the attention of the President to how he surrounded himself with inexperienced and clueless officials, who do not share in the vision of the APC

The Kaduna State governor also raised issues about Buhari’s frosty relationship with the APC leadership and near-zero support for the party’s structure; ministers’ lack of access to the president; cold relationship with the legislature and judiciary; lack of coherent response and action plan; hijack of government by a cabal; skewed appointments, 2019 presidential election and economic crisis, among others.

He particularly hit hard on the then Secretary to the Government of the Federation (SGF), Engr. Babachir Lawal and Chief of Staff to the President (Kyari), describing them as inexperienced and clueless. His words: “You (Buhari) appear to have neither a political adviser nor a minder of your politics.

The two officials whose titles may enable them function as such generally alienate those that contributed to our success. The SGF is not only inexperienced in public service, but is lacking in humility, insensitive and rude to virtually most of the party leaders, ministers and governors. “The Chief of Staff is totally clueless about the APC and its internal politics as he was neither part of its formation, nor a participant in the primaries, campaign and elections.

In summary, neither of them has the personality, experience and the reach to manage your politics nationally or even regionally.” The President’s wife, Aisha, also spoke in the same vein, when she said in an interview she granted to the Hausa Service of the British Broadcasting Corporation (BBC) in December 2018 that Buhari’s government had been hijacked by a “few people,” who were behind presidential appointments. She also said that the President did not know most of the officials he appointed in his first term and warned that she may not back him for a second term unless he shakes up his government. According to her, people who did not share the vision of the APC were appointed to top positions because of the influence a few people wield.



Her words: “The President does not know 45 out of 50 of the people he appointed and I don’t know them either despite being his wife of 27 years. Some people are sitting down in their homes folding their arms only for them to be called to come and head an agency or a ministerial position.” Though the President’s wife failed to mention names then, she said some of such appointees were not on the same page with Buhari on the vision of the APC. These backdrops may have informed protests to stop Kyari’s reappointment after Buhari returned to power in May 2019 for a second term in office.

The President’s Chief of Staff was then accused of running the presidency as a cabal. However, the move did not persuade Buhari from dropping Kyari. The Borno State born Chief of Staff was reappointed on June 5, 2019, an action many saw as a move by the President to cement his hold on power and to show that he cannot be stampeded by anybody or group.

While intrigues have characterized developments in the presidency since the inception of Buhari’s second term, the power struggle between some key officials in the Villa, have continued to propel many to insist that the President’s directive to his ministers to route all communications to his office through the office of his Chief of Staff points towards abdication of responsibilities.

The belief in some quarters is that the directive did not only strip Vice President Yemi Osinbajo off his powers, but elevated Kyari to the position of de facto vicepresident with executive powers, while Osinbajo remains de jure vice-president without executive powers.

Among developments that informed such view was the constitution of the Economic Advisory Council (EAC) to replace the Economic Management Team (EMT) headed by Osinbajo. The EAC advises the President on economic policy matters, including fiscal analysis, economic growth and a range of internal and global economic issues, working with the relevant cabinet members and heads of monetary and fiscal agencies. Added to this was the memo that directed Osinbajo to seek presidential approvals for agencies under his supervision.

The Vice-President chairs the governing boards of the National Emergency Management Agency (NEMA), Border Communities Development Agency (BCDA), National Institute for Policy and Strategic Studies (NIPSS) and National Boundary Commission (NBC).

He also chairs the boards of Niger Delta Power Holding Company (NDPHC), a limited liability company owned by the three tiers of government as well as sits as the Chairman of National Council on Privatisation (NCP). Though no reason was given by the presidency for the directive, it was speculated that it was over irregularities in the running of the agencies.

But, the Vice- President insisted that he never breached due process in running the affairs of the agencies. The sack of 35 aides to the vice president by President Buhari in one fell swoop in November last year further made it clear that there was more than meet the eyes on the perception of an emerging power in the Villa beyond the President. The sack was after the visit of the Chief of Staff to the President to London, where he took the Deep Offshore Amendment Act 2019 for Buhari’s assent. The President was then on a 15-day private visit to the United Kingdom.

Again, the presidency dismissed claims that the action was taken to further diminish Osinbajo’s office, explaining that it was taken to cut cost. But justified as the reason seemed, some political observers pointed towards members of the presidency cabal as masterminds of the Vice President’s ordeal. But it seems that it is the time for some members of the cabal to turn the sword against themselves given the raging supremacy battle between Kyari and the National Security Adviser (NSA), Maj. General Babagana Monguno (rtd).

The two top officials, who interestingly hail from the same state – Borno – are at war over who should be in control of the security architecture and the service chiefs of the Nigerian Armed Forces.

Kyari, contrary to protocol, is said to have sometimes, acting in the capacity of the President and Commander-In- Chief of the Armed Forces, convened and chaired meetings with heads of defence, security and intelligence agencies with their supervising ministers in attendance.

This is going by a leaked memo, dated December 9, 2019, entitled: “Disruption of National Framework by Unwarranted Meddlesomeness,” in which Monguno accused the Chief of Staff to the President of hijacking the coordination of national security functions, a role, he claimed, rightfully belonged to the Office of the NSA.

The NSA warned Kyari to desist from undue interference in matters bordering on national security, describing it as dangerous meddlesomeness. Monguno, particularly noted that Kyari had arrogated so much power to himself beyond the capacity of his office, which according to him is an aberration. Monguno further noted Kyari had, oftentimes, held meetings with the service chiefs and issued directives to them without his knowledge and the approval of the President and Commander-In-Chief of the Armed Forces.

This practice, he said, amounted to usurpation of the powers of the President and has contributed in no small measure in government’s failure to frontally combat the insurgency and other security challenges facing the country.

The memo read in part: “It should be noted that the Chief of Staff to the President does not direct the security apparatus of the Federal Republic of Nigeria, his job as it relates to security stops at conveying Mr. President’s written directives.

“Similarly, you are reminded that the Chief of Staff to the President is not a presiding head of security, neither is he sworn in an oath of defending the country. As such, unprofessional practices such as presiding over meetings with Service Chiefs and heads of security organisations as well as Ambassadors and High Commissioners to the exclusion of the NSA and/or supervising Ministers are a violation of the constitution and directly undermine the authority of Mr. President. Such acts and continuous meddlesomeness by the Chief of Staff have not only ruptured our security and defence efforts, but have slowed down any meaningful gain that Mr. President has sought to achieve.

“As professionals, you are aware that the security of the Federal Republic of Nigeria requires concerted and centralized effort taking into account internal, external and diplomatic factors.

It is therefore detrimental to our collective security that the Chief of Staff, who is a non-supervising minister, holds meetings with diplomats, security chiefs and heads of agencies. “Pursuant to the foregoing, you are, by this letter, directed to desist from these illegal acts that serve nothing but the continuous undermining of our national security framework. Any breach of this directive will attract the displeasure of Mr. President.”

So far mum is the word from the presidency over the NSA’s leaked memo, but the issue has triggered bashings for the President.

The PDP, which is the main opposition political party, for instance, said Monguno’s is a proof that Buhari is running a failed government. The party in a statement by its National Publicity Secretary, Kola Ologbondoyan, said the letter has vindicated its earlier stand that Buhari has abdicated the responsibilities of his office and should immediately resign.

A suspected fake Medical Doctor, Saidu Ahmed Ya’u has been arraigned before the Chief Magistrate court on charges of certificate forgery and impersonation
Before being nabbed following an investigation Governor Nasir El-Rufai ordered, Saidu Ahmed Ya’u worked as a medical doctor for more than 11 years as a staff of Kaduna State Ministry of Health.

In a statement signed by the Attorney General of Kaduna State Aisha Dikko, it was gathered that a four-member committee was set up by the Ministry of Health to investigate and verify the certificates and institutions Saidu claimed to have attended as well as verify his registration with the Medical and Dental Council of Nigeria(MDCN). The certificates he presented were found to be fake after an investigation was carried out.

The statement read in parts;

‘’Information gathered from Ahmadu Bello University(ABU) Zaria and MDCN also reveals that Saidu was neither admitted nor graduated from the university and was not registered with the Medical and Dental Council of Nigeria.”

Upon being arraigned in court, Saidu insisted that all the charges against him are false. The bail application filed by the suspect was opposed by the Director of Public Prosecution who stated that the allegations against him are weighty.

The DPP added that the exceptional circumstances for admitting such offenders to bail have not been complied with, in line with Section 174 of Kaduna State Administration of Justice Law 2017.

The case was adjourned to March 16 after the Director of Public Prosecution requested for a date to enable him to conclude investigations.
