Theresa May’s government was hit by its first ministerial resignation today when a Treasury Minister who has been voicing fears over her policies dramatically walked out.

Lord O’Neill wrote a resignation letter that hinted strongly he did not trust her commitment to develop ties with China or maintain the Northern Powerhouse policy.

He was also said to be a critic of her decision to expand grammar schools and was known to have considered resigning when she delayed the massive £18 billion Hinkley Point nuclear power station deal with Chinese investment.

The former Goldman Sachs chief economist told Mrs May last night he would go. He also resigned from the Conservative party in the House of Lords, a move that gives himself freedom to speak out.

In a lukewarm endorsement, his resignation letter to Mrs May said the issues that concerned him “appear to be commanding your personal attention”, implying he doubted it.

Lord O’Neill was the economist who coined the term Bric for the booming economies of Brazil, Russia, India, China. He is close to Mr Osborne who championed the Northern Powerhouse agenda.

He wrote: “I primarily joined however for the specific purpose of helping deliver the Northern Powerhouse, and to help boost our economic ties with key growing economies around the world, especially China and India and other rapidly emerging economies.

“The case for both to be at the heart of British economic policy is even stronger following the referendum, and I am pleased that, despite speculation to the contrary, both appear to be commanding your personal attention.”

He made clear he would be speaking out in future. “I am leaving knowing that I can play some role supporting these critical initiatives as a non-governmental person.

“I look forward to moving to the cross benches of the Lords, and wish you every success with the exciting challenges and opportunities ahead, and thank you for allowing me the privilege to serve in government.”

A No 10 source declined to say whether or not Mrs May tried to persuade him to stay.

The FT last month reported him telling friends he would quit unless she persuaded him to stay.

Mrs May sent him a brief letter wishing him well. “I was sorry to receive your letter of resignation,” she said. “I would like to thank you for your service to the Government over these last two years, both as Commercial Secretary to the Treasury and as Chair of the Review on Anti-Microbial Resistance.”

As Jim O’Neill he worked for Goldman Sachs from 1995 until April 2013, spending most of his time there as Chief Economist. He chaired the Cities Growth Commission in the UK until October 2014 when it provided its final recommendations.

GADDAFI once told the Nigerian and British governments to divide Nigeria into two, so that the Hausa/Fulani (Moslems), Yoruba (Christians) and Biafrans/Igbo, can live as neighbouring countries.

It's good we look at these 16 REAL REASONS WHY COL. GADDAFI WAS KILLED:

1. There is no electricity bill in Libya, electricity is free for all its citizens.

11. If a Libyan is unable to get employment after graduation, the state would pay the average salary of the profession as if he or she is employed until employment is found.

Travellers who own Samsung’s fire-prone Note 7 smartphone will no longer be able to use or charge them while on board UAE airlines, officials said.

Etihad and Flydubai issued statements on Saturday barring in-flight use of the phone, which was recalled earlier this month by Samsung after reports of burning and exploding batteries. The statements come after aviation authorities in the UAE, Europe, the US, India and Singapore issued similar bans or advisories on the use of the phone on planes.



The UAE’s General Civil Aviation Authority banned the use of the device on board, Saif Mohammad Al Suwaidi, director-general, General Civil Aviation Authority, said on Saturday. The authority also banned the transport of Note 7 in luggage.

Emirates said it would “advise” customers not to turn the devices on while on the plane — or put them in checked baggage.

“Emirates can confirm that with immediate effect it will advise customers not to turn on or charge their Samsung Galaxy Note 7 smartphones during flights or stow them in checked baggage due to concerns over the phone’s fire-prone batteries,” the airline said in a statement issued to Gulf News on Saturday.

Etihad also said that it “has, as a precautionary measure, enforced a temporary ban on the in-flight use and battery charging of these devices on all its flights until the issue is rectified by the manufacturer”.

Low-cost carrier Flydubai said: “We would like to request passengers that own these devices to not switch them on or charge them in flight. In addition, we are unable to accept this device in checked baggage. Thanks for your understanding.”

The low-cost carrier’s statement released on Facebook late on Friday.

Yet for regulators, airlines, the phone’s owners, and Samsung, the fiery glitch provides little occasion for joy.

In the UAE, Samsung on Friday launched a “voluntary exchange programme” for the Note 7 “in response to the recent announcement regarding battery cell issues”.

“We acknowledge the inconvenience this may cause,” said the statement, which was carried in coordination with the Ministry of Economy.

Worldwide, the voluntary recall applies to all 2.5 million Note 7 phones sold since its roll-out in August.

Samsung believes that the battery problem might affect 0.1 per cent of all the phones sold. At least 35 users reported that their Note 7 had caught fire or exploded — either when in use or being charged.

In the United States, the federal consumer safety watchdog on Friday issued a stark statement. All Note 7 users, the Consumer Product Safety Commission (CPSC) said, should power them down and stop charging or using the device.

Almost all CPSC recalls are done voluntarily in conjunction with a company and the scope of any action on the Note 7 may be identical to what Samsung has already suggested to consumers.

Consumers who have witnessed their gleaming new phones turn into a melted plastic brick have turned to news outlets and the internet to express their anger. A viral video released on YouTube late last month showed a melted and charred Note 7.

The user claimed the device had caught fire while being connected to a charger. Another user — this time a self-confessed Samsung smartphone fanboy — claimed that his Note 7 had exploded while being charged in his car.

Standing glumly by the burnt-out wreckage of his beloved Jeep Grand Cherokee, Florida resident Nathan Dornacher told local TV station FOX 13: “I don’t think I’m going to let another Samsung product into my house.”

The smouldering issue has left Samsung with a loss of face — and cash.

The recall will cost the manufacturer an estimated Dh3.67 billion, while its shares fell 3.9 per cent in trading on Friday in Korea, the biggest drop since the beginning of the year.

Samsung’s strategy centred on rolling out the Note 7 last month to give it a head start on the launch of Apple’s seventh generation of iPhones.

But much like the stricken smartphone, the Korean firm’s hopes of stealing a march on the California-based giant have now gone up in smoke.

Air China warns travelers to watch out for “Indians, Pakistanis and black people” in London

Air China execs must not have noticed the international uproar sparked by a Chinese detergent company‘s racist ad earlier this year. In the September issue of its inflight magazine, the Chinese airline wholeheartedly embraced racial stereotypes, warning travelers to avoid areas of London inhabited by “Indians, Pakistanis and black people.”



“London is generally a safe place to travel, however precautions are needed when entering areas mainly populated by Indians, Pakistanis and black people,” reads Wings of China in English, CNBC reports. “We advise tourists not to go out alone at night, and females always to be accompanied by another person when traveling.”

Wings of China is a bilingual publication. The Chinese-language version of the tip describes areas populated by Indians, Pakistanis and black people as “relatively more chaotic.”

CNBC Beijing correspondent Haze Fan was flying with China’s state-owned airline, when she noticed the “Tips from Air China” section. Fan tweeted the picture to Sadiq Khan, London’s British-Pakistani mayor.

It is so shameful that while the Nigerian government keep giving excuses of fallen crude oil price at the international market as reason for Nigeria's present economy woes, which has led to the Nigerian Naira currency taking a free-fall since last year to the tune of $1 = NGN420 in the parallel market, leading to increase in not just food and comodity prices, but house rent and in fact, every other thing human needs to survive in Nigeria, including building materials....and shamefully, other nations that are fully dependent on crude oil for FOREX and their GDP growth like UAE are still witnessing a booming economy despite the fall in crude oil price.

Sharjah’s residents haven’t got much of a rental respite compared with their counterparts in Dubai and Abu Dhabi. After a decline of 5.7 per cent through the first quarter, the rate of rental decline in the second slipped to only 2.5 per cent, according to data from Cluttons, the property services firm.



But the chances are that Sharjah rental market will remain soft for the time being. “We now expect rents to end the year 8-10 per cent down on 2015 as the market rebalances and we work out way through the bottom of the current market cycle,” the report notes.

Also, “with job creation rates slowing and residential rental values ebbing in Dubai, we have observed cases of reverse migration where tenants previously priced out of Dubai are once again relocating to the emirate.”

Indeed, the UAE residential rental market is turning into a two-tier marketplace — at the premium end, there continues to be marked declines in lease rates, while in the mid-market, rents have either held the line or have shot up further.

At Dubai’s freehold locations — and particularly within the premium clusters — estate agents are reporting properties remaining vacant for far longer than the norm. They have been evoking the situation that persisted between 2009-11 to explain the current market’s predicament.

Ample new supply of standalone homes and town houses in key locations of Jumeirah and Umm Suqeim also meant that rental demands remained subdued. (But such rental softening has not materialised in Dubai’s traditional residential hubs of Deira and Karama, or the emergent locations in Al Ghusais and Al Rashidiya.)

So, where did rentals drop the most in Dubai in the first-half of the year? The Cluttons report cites the villa rents on the Palm and Jumeirah Islands as taking a bit of a hit, while the Hattan clusters at The Lakes and Arabian Ranches also experienced “big drops”. Three-, four- and five-bedroom properties were down 11.8, 16.7 and 7.7 per cent, respectively.

“The performance at the top end of the villa spectrum in Dubai mirrors the Abu Dhabi market as demand for more expensive property wanes in the face of a slower rate of job creation,” the report says.

In Abu Dhabi, where much of the real estate dynamic is linked to what happens to the oil industry, there was a bit of a fluid situation at the top end of the rental spectrum. After refusing to lower their realistic expectations all through the second-half of 2015 and Q1-16, Abu Dhabi’s landlords now seem to have turned more realistic.

“Q2 marked a significant turning point with apartment (down 0.8 per cent) and villa (13.7 per cent) rental rates falling in most locations,” Cluttons reports. “The majority of rent declines have occurred during the second quarter of 2016.”

Scientists trying to predict the future path of Zika say that 2.6 billion people living in parts of Asia and Africa could be at risk of infection, based on a new analysis of travel, climate and mosquito patterns in those regions.

Some of the most vulnerable countries include India, China, the Philippines, Indonesia, Nigeria, Vietnam, Pakistan and Bangladesh, according to the research.

Experts caution that the study could overestimate the number of people at risk because they don't know whether Zika had already landed in some of these countries in the past and allowed people to develop immunity. More than two-thirds of people infected with Zika never get sick, and symptoms are mild for those who do, so surveillance systems may have missed cases.

Although Zika was first identified in 1947, the virus wasn't considered a major health threat until a major outbreak in Brazil last year revealed that Zika can lead to severe birth defects when pregnant women are infected.

In February, the World Health Organization declared the spread of Zika a global emergency, and epidemics have been sparked in at least 70 countries. In the last few weeks, it has sickened more than 100 people in Singapore and started spreading in Florida. Zika is mostly spread by a specific species of tropical mosquito, but it can also be spread by sex and through blood transfusions.

Researchers hope their new study will help officials plan ahead to possibly avoid some of the worst effects of Zika.

"For countries with a finite amount of resources, this may help them use those resources as efficiently as possible," said Dr. Kamran Khan, an infectious diseases physician and scientist at St. Michael's Hospital in Toronto, the study's senior author.

To figure out where Zika might gain a future foothold, researchers examined patterns of people traveling from infected regions in the Americas to Africa and Asia and combined that with an assessment of local conditions, including mosquito populations. They used the spread of a related virus, dengue, as a model for Zika since the same mosquito species transmits both diseases. Dengue is not spread by sex, like Zika, but mosquitoes are responsible for the vast majority of Zika cases globally.

The study was published online Thursday in the journal, Lancet.

Some experts pointed out that the expected impact of Zika will depend largely on whether people have any previous exposure to the virus — and that is unknown.

"No one has ever looked, so we don't know if there is any pre-existing immunity to the virus," said Dr. Abraham Goorhuis of the University of Amsterdam, an author of a commentary that accompanies the Lancet study. The virus in the Americas is an Asian strain that was responsible for a large outbreak in French Polynesia and other Pacific Islands in 2013 and 2014.

"If there was broad circulation of this virus in Asia, then it could be that the risk of Zika spreading to Asia won't be as bad as we think," Goorhuis said. He said another big unknown was whether people who might have been exposed to the African strain of Zika might be protected once the slightly different Asian version arrives. It's unclear how widely the original 1947 strain found in Africa may have spread.

Goorhuis also noted it was possible Zika might eventually burn itself out after about a year or so of circulation, the way a related virus, chikungunya, recently did.

Others said scientists should seize the chance now to prevent Zika from becoming entrenched elsewhere.

Ben Neuman, a virology professor at the University of Reading, said that once the virus has started to spread by mosquitoes locally, and not just by travelers, it can become entrenched in animals as well as people and be extremely difficult to eradicate. "We have the opportunity right now to prevent (Zika's) spread and by doing so, halting the spread of unnecessary suffering," he said.
