Hbuyosh: These counties are quite autonomous than the provinces before them.
Rather than the heads of the counties being political appointees, as was the case in the old constitution, it is the people that get to determine who to be the heads (governers) of these counties thru elections.
Rather than the national govt in Nairobi determining for the counties what development project to undertake in these counties as they used to with the provinces, since the national govt then controlled all the funds and the resources, now these counties can determine for themselves what development projects to undertake.
It is the county govts that serve as the stewards of all the resources available within the county rather than the national govt. They also get to collect taxes. They can enact laws thru their parliaments. They are incharge of the certain public services such as education and health and public works, (not security, however for that is solely the role of the state govt). That means they even have appointed ministers, vetted by the county parliament prior to their taking up the roles.
The national govt is not required to meddle in the affairs of these counties unless it is a really a major issue, such as a run away insecurity or a malfunction within the county adminiatration rendering it ineffective as a govt.
By and large, they are quite autonomous, to the extent I have thot they should appropriately have been called "states" instead of counties, for they operate really as miniature countries within a country. But then again, what is in a name? Would it cease to be a rose were it called a thistle? As long as they serve their envisaged purpose, that of devolving power and developement at the grassrots level' the name does not really matter. I see. Had Kenya done this earlier, the country would have been more urbanized and Nairobi slums wouldn't have been such an issue as it is today. So are the Kenyan counties now developing their new administrative capital cities? Are these counties going to build and maitain their own universities and tertiary institutions? How is the Central govt allocation to these counties like? |

now to the education. i quite agree with you. that some of the nigeria student in ghana are those who could not face the rigorous nigeria selection system. if i may ask what is the importance in making education difficult? no advance country do that.but your assumption is not absolute. many nigerians are here in seach of quality education too. There are good private university in ghana too. Ashesi uni is one ,central uni is another. This university also aim to become the best citadel of learning. Also note in mind that the process of selection may be easy that does not mean the tuttion is not up to standard. Ghana did not witness or survive a war or decades of visionless military rule. So, Ghana has never had a good reason not to make progress. Nigeria is rich, yes, but a larger population to cater for will ways make wealth look like poverty. Ghana has a sole ethnic majority group who control and dominate the entire affairs of the country unlike Nigeria where there are 3 majority groups who are always fighting each other for domination. Nigeria is also making progress too, we are not sleeping while Ghana is making progress. Nigeria even has the advantage in development because we are developing many more cities/financial centres at the same time. |

Hbuyosh: My guy, we do acknowledge our problems. We know that our country is far from perfect, the reason we push our govt hard to solve these challenges, and the pressure on the govt to act has all the more intensified since the the advent of the true democracy and freedom of speech in the country. Now, the last census was conducted in 2009, (every year ending with a 9 is a census year in Kenya, since 1969).....and it established that Kenya had a total population of about 38.5mln. Back then, Kenya was divided into 8 administrative units called provinces, and they were widely deemed as inefficient in as far as effective governance and equal shareout of the national cake was concerned. A new constitution was passed thru a plebiscite that recommended among other things, the total overhaul of the Kenyan administrative units- eliminating the 8 provinces and the hundred of districts, replacing them instaed with the 47 counties.
They new constitution carried the day, and it was ultimately promulgated in 2013. As u can see, this is a very recent system of governance in Kenya.

So it's not exactly true when you hear North are the once always ruling. What the refer to was the military regime which will never come again.
The advantage they have is population and their influence on North Central which they are losing gradually. Exactly @mtis. Since the return to civilian rule, Southerners have ruled more years than Northerners. Northerners only had the advantage in military rule because the South is usually divided while the north is usually united. Higher illiteracy in the north usually helps the northern leaders easily deceive and exploit the northern masses. That tool is gradually breaking because people from the north-central/northern minorities (Central Nigeria) are now becoming more highly educated, enlightened and becoming closer to the southerners culturally and socially than the core-northerners. So, there is no longer 1 solid northern unity anymore. If not that most of the yorubas decided to vote a northern candidate against a southern candidate in the last elections, no way a northerner would have been president. |
