This is not true.
With the new law, you can apply for citizenship even without PR as long as you fulfill other requirements.
In order to qualify for citizenship with C1 after 3 years, you have to show a proof of what they call BESONDERELEISTUNG(special achievement)....

That other requirements is working atleast two years on Blue card, 18b or 18d, voluntary work, without having PR you can apply but if you have live and work in Germany for two years you are qualified for PR . After application for citizenship it will take at least 1 to 2 years for processing, why not convert the work permit to PR so that you will have freedom to choose any work or business you want to do while waiting for processing period.

What do you think special achievement is, if not part of tax payment, volunteer, special athlete etc, you must have contributed something for that 3 years which qualify you for PR benchmark, so I know what I am telling you, student who studies for 4 years cannot qualify for German citizenship even having C1, you must convert your student visa to work permit.

This is how it works in Germany concerning citizenship, students cannot get Permanent Residency if they have B1 after school, you have to graduate and get work permit called 18b or 18d, if the job pays high you get EU blue card and work for two years or for blue card 18 months before you apply for PR, secondly you cannot qualify for German citizenship by having C1 and graduating from school, you must transit into work permit, get PR to apply. 3 years is for those married to German or come to Germany on EU blue card or 18b start working immediately and transit to PR and having C1 already, they can apply for citizenship after 3 years.Time of student period count but you must have work permits then work for two years to qualify for PR then apply for citizenship, as a student you can’t achieve this in 3 years.
