Apart from edo,cross river and akwa ibom, the rest of the Niger -delta are so overrun by Ijaw criminals and militias, that it will take a leader with an iron fist and will to pacify those places.
These guys and the politicians who support them have turned the place into a festering sore.
They have rendered much of these states desolate that the only investors ready to put any money there are into high risk / high reward ventures ( oil and gas).

Make it difficult so as to make people to start returning to their farm and rural areas.
No benefit of that industry to anybody.

Beware of what?
My advise to buhari.
Just shut down all oil installations in the lawless parts of the ND,
suspend all oil investments in the affected places and direct such to cross river, akwa ibom lawful parts of delta/ rivers ,Ondo, ogun and lagos
Mobilise the navy to completely blockade the coast off those places to prevent bunkering.
Send marine hit squads to search and destroy criminal activities.

What I want( easier said than done)
Buhari should completely shutdown the oil industry and build a non oil economy.
The oil business has developed a sense of entitlement in the citizens most especially the thieving.
The benefits are not getting to the people apart from a tiny parasitic elite.

What did you do when oil price was $120 a barrel.
Hopefully , Buhari will succeed in dismantling corruption infested and unproductive dollar non-economy .
What gladdens my heart is the fact that they have been able to sustain the country on internally generated revenues , a source of income which was looted by Jonathan and his goons .
they also gave the finger to the IMF loans which , if it had been taken , would set a trap for Nigeria down the line .
If they had taken those IMF loans , all those so -called foreign investors would simply cash out and take the money out of Nigeria immediately.
Just like Greece where 95% of every loan is immediately handed to German and French banks , the rest is taken out by wealthy Greek while the Greek people people are saddled with more debt ,suffer and die of hunger.
No improvement, no benefit but more debts.
The otuoke mumu and the fraud Iweala were transforming the country with debt expended on salaries and a budget of 10% capital expenditure. Only fellow dullards will lap this up.
