Nigeria at amalgamation was made of the majority Muslim North and majority Christian South.
That was the guiding principle by which the colonialists ruled until 1960 when Nigeria was divided into 3 regions of North, East and West.
West was further divided into West and Midwest. The idea of one North as the only way to survive in Nigeria was propounded by no less a person by the Sadauna himself.
So, if you want to say appointing mainly northerners into govt is not nepotism, you will have missed the point of how Nigeria's existence was formed. Alex Ekwueme brought the idea of geo-political zones in 1999 to give the minorities a sense of belonging just as you posited. Yet till now, NW and NE have generally formed a voting bloc normally referred to as core North which actually consists of 13 states out of the 36 we have, regardless of the different tribes.
So if you're going to make it about tribe, one wonders why the core North have formed a voting bloc while having different tribes as you claim.
Buhari's constituency was the core North which is why he always got a certain number of votes from that region
