The problem has never been with borrowing. It is only a problem when we borrow and its not justifiable. Imagine the measures FG now has to take to ensure that the Paris Club Funds are at least utilized for the good of the masses who are the so - called 'reason' for the loan. |

The monthly allocation given to these governors is meant to include recurrent expenses ( which is where salary fall) and for infrastructure.... why is then difficult or near impossible to pay the salaries of workers whose money you have collected even with no tangible infrastructure on ground. 
I feel that withholding the Paris funds is not punitive enough... i think that if you can't pay salaries for a month without any reasonable , acceptable and humane reason , then you shouldn't expect any allocation for the next month
