ABUJA – New National Chairman of Independent National Electoral Commission, INEC, Professor Mahmood Yakubu alongside the 5 national federal commissioners would be sworn in Monday. The 5 commissioners included Mrs. Amina Zakari, Mr. Solomon Adedeji Soyebi, Prof. Antonia Taiye Okoosi- Simbine, Dr. Muhammed Mustafa Lecky and Alhaji Baba Shettima Arfo. The ceremony which will hold at the Council Chamber in the presidential villa is slated for 11 am. on Monday Similarly, the ministers-designates will also take their oaths of office in the Council Chambers of the Presidential Villa on Wednesday. On that day, President Muhammadu Buhari will officially preside over the first Federal Executive Council. The scarcity of Premium Motor Spirit (PMS), commonly known as petrol, which hit the country few days ago, is beginning to subside following the approval of N413billion by the Federal Government for immediate payment of outstanding subsidy claims to oil marketers in the country . The payment according to government was to facilitate importation of petroleum products to ease scarcity, which has become a recurring crisis, especially in the last quarter of every year. When Sunday Vanguard, visited some filling stations within Lagos metropolis, it was observed that long queues found initially at many outlets were disappearing. But the situation at Apapa depots where petrol is often loaded from and distributed to other parts of the country was a different scenario entirely. While going round some depots, Sunday Vanguard learnt that buying petrol from depots poses a big challenge to many marketers, especially those coming from the eastern parts, Kaduna, Kano, far north and other places outside Lagos. Our team gathered that while some marketers buy from third parties almost at the official pump price of N87, which they ought to dispense at the outlets, others spend days, incurring so much expenses before getting the products from the depots. Some buyers at the depots, and among them women, who spoke with our team, expressed displeasure with the challenges they face in getting products from the depots, even when there is no scarcity. Madam Lawal (surname withheld), in a chat with Sunday Vanguard said, “Getting the products from the depots is sometimes very difficult, even where there is no scarcity in the country. Sometimes my truck stays for days before being loaded. Often, some of us after spending days at the depots buy from third parties at exorbitant rate, instead of returning without the products.” In the same vein, a truck driver, who gave his name as Baba Isa, said he has been robbed twice along Oshodi- Apapa road while on queue waiting to get to the depot Some buyers at the depots, and among them women, who spoke with our team, expressed displeasure with the challenges they face in getting products from the depots, even when there is no scarcity. However, many stakeholders in the oil and gas sector have advised the current administration to find sustainable solution to the recurring scarcity of petroleum products in the country, stressing that paying marketers N413billion as subsidy claims would only assist them to pay their debts in commercial banks, but would not bring a lasting solution to petrol scarcity in the country. According to the Executive Secretary, Major Oil Marketers Association of Nigeria,MOMAN, Mr. Femi Olawore, government should fully deregulate the downstream sector and stop controlling shares in the refineries. “The plants should be given to the private sector for prudent management. Now, we hear that the refineries are being maintained by local engineers, which is what one has always agitated for, that our engineers have the skills and capability to maintain the refineries, but the issue has always been ownership of the plants. For instance, of all the refineries in the US, none is controlled by government. Over 120 refineries are privately controlled. A group in Delta state, the Ijaw Justice Forum (IJF), on Wednesday, October 28, has criticised Chief Edwin Clark, a former federal commissioner for information for saying he benefited nothing from the former president Goodluck Jonathan’s administration. The group, in a statement jointly signed by its president and secretary, Karona Etonye and Ekenwan Akwagbe respectively, said it was wicked and mischievous for Clark to say that he did not get anything from the Jonathan-led administration, Vanguard reports. The IJF said: “This is the peak of ingratitude from a man, who called himself the ‘father’ of the former president. He attracted patronage from the high and mighty from all parts of Nigeria and received gifts of cash and kind because of their perceived closeness of him to Dr. Jonathan. “It is wicked and mischievous for Clark to say that he did not get anything from the Jonathan administration, including contracts. Perhaps, Clark made this statement to the Vanguard reporter in his dream, has he forgotten that his company was awarded a contract for the reclamation and shore protection of Amadi-ama community in Rivers State by the Ministry of Niger Delta Affairs during the Jonathan era?” In a lengthy letter, Clark poured out his mind, saying he had known Jonathan before he became the president and he didn’t at any time gain anything from being close to the former president. The IJF said it was quite unfortunate that the elder statesman is still telling lies at the age of 90 “How would Clark say that he did not ask for jobs for his children or for his relatives? Has he forgotten the note he wrote to the former Minister of Niger Delta Affairs, Elder Godsday Orubebe asking him to use his good offices to make his younger brother, Mr. Isa Clark the Coordinator of the Sure- P programme in Delta South Senatorial District?” the group queried. They listed some of the things Clark benefitted from Jonathan. They said he applied for and was granted a licence to establish a private university, the E. K. Clark University in his hometown, Kiagbodo, and the NDDC awarded a contract for the sinking of a bore hole in the university campus. “There are many more gains that Clark made in the Jonathan era; never before in his political life has he gotten the kind of patronage he had under Jonathan,” they added. The group noted that Clark was in the habit of benefitting from powerful people and then leaving them when the tables turn. They cited the case of the former Delta state governor, James Ibori, saying Clark was one the elders that benefitted most from Ibori’s administration between 1999 and 2007 but he later sponsored a Delta Elders and Stakeholders’ Forum to petition the EFCC alleging that Ibori committed monumental corrupt practices while in office. The IJF claimed that the former commissioner played a major role in the failure of Jonathan in the March presidential elections as the insults he rained on leading political figures across Nigeria attracted hatred to Jonathan and negatively affected the outcome of the election results. Chief Clark was a staunch supporter of Jonathan before he lost the presidential election to Buhari. On Wednesday, October 7, he announced that he had quit the PDP,accusing Jonathan of lacking the political will to fight corruption. , saying he had no moral justification to condemn Jonathan. Justice Pindigi, the former chairman of the Rivers state governorship petitions tribunal, has recounted his experience at the tribunal. He said, "Two weeks before I was removed as chairman of the Tribunal, I got a call from an unknown number, asking for an appointment for us to meet in Kaduna. And I asked, what for? And the caller said, it's on a need to know basis. That the details of the meeting would be made known to me in Kaduna. And I declined. The next was a call from the DSS, saying they were all expecting me at meeting in Kaduna. And demanded why I turned down the appointment. And I said, I'm a chairman of a Tribunal, and do not have the luxury to attend meetings. Especially one without an agenda. And the caller from DSS said there was a petition of fraud against me, in a case I handled in Kaduna in 2009. And I asked him to charge me accordingly, in line with the extant laws. I was called again by another caller; who apologised to me, on behalf of the DSS. And offered to compensate me for the harassment I received from the DSS, and rescheduled another meeting, in Kaduna. And I declined again. And the next was a letter removing me as the Chairman of the Rivers State governorship petitions tribunal, and replacing me with Justice Ambrosa. As is the practice, I offered to brief Justice Ambrosa, on the proceedings so far, but he said that won't be necessary that he has been following the case. Now, on the judgement delivered by Justice Ambrosa; it will be unethical and unprofessional to denigrate, or condemn the judgement of a contemporary colleague. However, the Supreme Court has said, that for an election to be annulled, the petitioner has to prove that elections didn't hold at the polling units, where the winner was returned elected. Abuja – Following the filing of fresh charges of illegal possession of foreign and local currencies said to have found in the houses of former National security Adviser, Colonel Sambo Dasuki (rtd), the ex-NSA has protested the plan by the Federal Government to arraign him in a secret trial. At the resumed hearing of the earlier charge of possession of illegal firearms filed against Dasuki Monday, Justice Ademola Adeniyi of the Federal High Court Six, sitting in Abuja expressed surprise at the decision of prosecution counsel to bring additional charges against immediate past National Security Adviser (NSA) on a day set aside for definite hearing on the one count charge preferred against him. Recall that on September 1 this year, prosecution counsel, Mohammed Diri, had told the court that Dasuki was charged with the unlawful possession of firearms without a licence which Dasuki pleaded not guilty. Justice Ademola then granted Mr. Dasuki bail on self- recognition but ordered that his passport and other travel documents be deposited with the Deputy Court Registrar while the case was adjourned to October 26 and 27 for the hearing. When the court sat today (October 26, 2015) however, M.S. Labaran, appearing for the prosecution announced instead that the one count charge was now being expanded to include additional charges bothering illegal possession of various amounts of local and foreign currency in his Abuja residence and family house in Sokoto contrary to Money Laundering Prohibition Act 2011. Lagos State Government on Wednesday made a donation of N50million each to Adamawa, Borno and Yobe States, worst hit by the nefarious activities of the Boko Haram sect, just as Governor Akinwunmi Ambode condemned the insurgency in the North East. Ambode, who made the donation at the Presidential Villa, Abuja, commiserated with the State Governments as well as the families of those who either lost their loved ones or have been displaced from their homes. He said they were not alone in their current plight as the prayer of every Nigerian is for the insurgency to end so as to enable them return to their normal lives. We share in the pain and discomfort of our brothers and sisters. The situation is unacceptable, pathetic and desirous of our assistance. As a flagship state, Lagos must show leadership and compassion notwithstanding the harsh times in the country”, he said. Governor Ambode also commended the Federal Government for its ongoing efforts geared towards bringing the insurgency to an end, expressing optimism that the promise of the security chiefs to rout the sect from the North East before the end of the year is achievable. LAGOS—Two planes belonging to Arik Air, yesterday, brushed each other while manoeuvring out of the apron at the General Aviation Terminal, GAT, of Murtala Muhammed Airport, Lagos. The two planes had their wing tips damaged and have been grounded to allow further investigation into the incident. Reacting to the incidence, spokesman of the airline, Mr. Adebanji Ola, said in a statement: “Two of our aircraft, Boeing 737-800NG were this afternoon (yesterday) involved in a wing-tip brush at the General Aviation Terminal, GAT, of Murtala Muhammed Airport, Ikeja, Lagos. “One of the aircraft, 5N-MJP, was marshalled out of the ramp for a scheduled flight, when its wing brushed that of another aircraft, 5N-MJQ, parked on the ramp. “There were no incidences as the safety of passengers was not jeopardized. We have grounded the two aircraft and are looking into the incident.” A similar incidence happened recently at the Murtala Muhammed Airport Terminal 2, MMA2, in Lagos, when there was a ground collision of two aircraft belonging to FirstNation Airways. Another similar incident also occurred at the airport on July 6, following the collision of two aircraft belonging to Emirates and Hak Air. The incident, which happened at about mid-day, involved two Airbus 330 conveying no fewer than 250 passengers. The two aircraft had their bodies partially damaged. One of the aircraft was taxing from the runway to MMA2 to disengage passengers, while the other aircraft was preparing to take off to Port Harcourt Airport from the same terminal. The appeal by Senate President, Bukola Saraki against the jurisdiction of the Code of Conduct Bureau (CCB), to try him over alleged false declaration of assets, was on Monday, adjourned indefinitely by the Appeal Court, sitting in Abuja. Recall that Saraki is challenging the legal propriety of the 13-count criminal charge the Federal Government preferred against him before the Code of Conduct Tribunal, CCT. He had also gone before the appellate court to query the constitutionality of the warrant of arrest earlier issued against him by chairman of the CCT, Justice Danladi Umar. Besides, the embattled Senate President, through his team of lawyers led by a former President of the Nigerian Bar Association, NBA, Mr. J.B. Daudu, SAN, wanted the higher court to ascertain whether the Justice Umar-led panel subscribed to the appropriate legal procedure when it ordered him to mount the dock and enter his plea to the charge despite preliminary objections against his trial. By Suzan Edeh Bauchi – It was a day of mourning in the Igbo community of Bauchi State following the gruesome killing of a Pastor and his wife in Bayan Garin area, a suburb of Bauchi metropolis. The deceased couple, Mr Obi William and his wife, Ebere, a thrift collector were shot to death by the gunmen on the evening of Thursday, October, 15, 2015. The murder of William who hailed from Mbaitoli Local Government Area of Imo State and his wife, an indigene of Afikpo Local Government Area of Ebonyi State, has added to the growing list of Igbos that have been killed in cold blood in the state in recent times. Confirming the incident, the police Public Relations Officer (PPRO) Bauchi command, Deputy Superintendent of police (DSP) Haruna Mohammed said that the gunmen attacked the couple at Bayan Gari area in the state capital at about 7:45 pm on that fateful day. Mohammed told newsmen in his office that the suspects took a bag from Ebere, undisclosed amount of money being thrift collected from her customers that day as contributions and fled after shooting the couple. He said : “Police detectives attached to the Estate Division rushed to the scene and evacuated Williams and his wife to the Abubakar Tafawa Balewa University Teaching hospital, ATBUTH, Bauchi where they were certified dead on arrival by doctors” “The exhibit recovered from the scene of the crime was an expanded ammunition of 7.62 mm and efforts are ongoing to apprehend the perpetrators of the dastardly act” Mohammed said following the killing of the couple, the Commissioner of Police Mohammed Mohammed held a meeting with members of the Igbo community and assured them of the security of their lives and property. The PPRO said the police Commissioner enjoined members of the Igbo community to always give police information that will lead detection and prevention of crimes in the state. Two female suicide bombers killed at least 11 people in northeast Nigeria after hiding among residents fleeing a suspected Boko Haram attack on a remote village, police and a local official said on Sunday. The attack happened in Dar village, in the north of Adamawa state, on Saturday evening, the former head of the Madagali local government council, Maina Ularamu, said. Boko Haram has repeatedly attacked the area, which is near the border with Borno state to the north and the Islamists’ Sambisa Forest stronghold, prompting calls for better security. “Residents fled to the bush. After a while, two women who disguised as fleeing locals blew themselves up… while the gunmen shot at survivors,” he told reporters. Ularamu said “so far 12 corpses have been found” but the Adamawa state police spokesman, Othman Abubakar, confirmed 11 dead. On October 1, seven people were killed in the village of Kirchinga, near Madagali, while four people were killed on September 30 in two other villages close by, both in similar raids. On September 11, seven people were killed when a bomb went off at a camp for people displaced by the conflict outside the state capital, Yola — the first time Boko Haram has attacked refugees. Thirty-one people were killed when two male suicide bombers detonated their explosives at a market in Yola on June 4. Suicide bombings are fast becoming Boko Haram’s preferred method of inflicting mass civilian casualties, accounting for seven of the eight recorded Boko Haram attacks this month in Nigeria. Increasingly, the group is using two or more bombers, detonating the second or third explosives after people rush to help those caught up in the first blast. Similar tactics have been seen in Boko Haram attacks in Chad, Cameroon and Niger. This month alone 101 people have been killed in Nigeria, according to an AFP tally, while nearly 1,370 have died since President Muhammadu Buhari came to power on May 29. On Sunday, soldiers shot dead a suspected suicide bomber outside the main military base in the Borno state capital, Maiduguri, detonating explosives concealed in her handbag, a civilian vigilante and a military source told AFP. At least 34 people were killed in a wave of attacks on Thursday night and Friday morning on the outskirts of Maiduguri, while last month 117 died in explosions in the Ajilari Cross area of the Borno state capital. The military source, who requested anonymity as he is not authorised to talk to the media, said the use of human bombs was a sign of the group’s desperation and frustration at a fight-back by troops. “They are looking for every opportunity to hit back, which is why they have resorted to soft-target attacks on mosques and markets and such attacks on a military base is intended to show the terrorists are still strong,” the officer added. http://www.vanguardngr.com/2015/10/female-suicide-bombers-kill-11-police/ |

Katsina – Governors elected under the All Progressives Congress (APC) have shunned a planned meeting of the Progressive Governors Forum in Katsina, forcing the organisers to cancel the event. The meeting scheduled to hold between Sept. 14 and 16, was to set legislative agenda for the implementation of the APC manifesto. Also absent was the Senate President, Speaker, House of Representatives, Speakers of APC state assemblies and key officers of the party. The Chairman, Local Organising Committee, Alhaji Mustapha Inuwa told newsmen that the parley had to be postponed due to poor attendance. According to him, most of the expected dignitaries have travelled to Saudi Arabia for the Hajj. Inuwa, who is the Secretary to Katsina State Government, said although the state was fully prepared to host the event, ‘’the postponement was necessary in view of low turnout of participants’’. The Director General of Progressive Governors Forum, Salihu Lukman said that a new date would be announced for the inaugural parley later. Chairman of Peoples Democratic Party, PDP, Dr. Bamanga Tukur, has for the first time, given the reason why five of the party’s governors walked out on him and President Goodluck Jonathan at the special national convention of the party in August, 2013. Tukur, in an interveiw, rebuffed claims that he stopped Governor Murtala Nyako from the convention ground. Rather, he claimed that Nyako chose to stay away after he was told that he could not come into the convention with his factional chairman of the party. According to him the five other governors decided to walk out in solidarity with Nyako because most of the governors themselves did not believe in the principle of internal democracy which he championed as national chairman. He accused the governors of seeking to push erstwhile national chairman of the party’s Board of Trustees, BoT, Chief Tony Anenih, to undermine him as national chairman of the party. Tukur, in the interview, also affirmed that the defeat of Dr. Jonathan in the March 28 presidential election was a result of sabotage worked out by some persons around the former president. Tukur, who was compelled to resign as national chairman of the party in January 2014, also defended his stewardship of the party and dismissed assertions that the powerful politicians he brought in as aides helped to fracture his relationship with other members of the National Working Committee, NWC.
