Politics / Delta State Speaker Exposed For Bribing Tribunal Judges With N115 Million by Okimski(m): 9:11pm On Sep 10, 2015
According to the SDP House of Assembly
lawmaker, "just few days ago I was
approached by the Speaker of the House Mr.
Monday Igbuya, whose election has been
challenged too, saying that twenty-three
members of the House under his Party, the
PDP, have contributed N5million each,
amounting to N115million to have favorable
judgments against the petitioners
challenging their election.”
aharaReporters has learned of a desperate attempt
by twenty-three PDP politicians in the Delta State
House of Assembly to bribe a panel of three judges
presiding on the House of Assembly election
petition tribunal, currently sitting in the Delta State capital
Asaba.
Confiding in SaharaReporters, two members of the Delta
State House of Assembly, under the platform of the Social
Democratic Party (SDP) and the Labour Party (LP),
disclosed that 23 PDP members in the Delta State House of
Assembly have already contributed a sum of N5million
each with which to compromise the three members panel of
judges and receive a favorable judgment against opposition
petitioners.
According to the SDP House of Assembly lawmaker, "just
few days ago I was approached by the Speaker of the
House Mr. Monday Igbuya, whose election has been
challenged too, saying that twenty-three members of the
House under his Party, the PDP, have contributed N5million
each, amounting to N115million to have favorable
judgments against the petitioners challenging their
election.”
"The Speaker therefore advised me that I bring my own
N5million to join to the N115million already contributed for
the settlement of the judges. Other members of the House
under the PDP approached me to buy into the project in
order for me to get victory at the tribunal. But I told the
Speaker and other members who approached me that since
I am very confident that I won my April 11, 2015 election
fair and square I don't need to bribe anybody to undermine
justice," the SDP lawmaker stated confidently.
A Labour Party lawmaker told SaharaReporters of a similar
instance with Mr. Monday Igbuya describing how he
“approached [LP lawmaker] to bring N5million been
contributions to settle the panel of judges at the House of
Assembly tribunal to get justice. When the pressure was
becoming unbearable for me, I asked the Speaker how he
will go about it, and he told me in confidence that 23 PDP
members of the House already raised about N115m, and
will be rooted through Mrs. Pat Ajudua, a member of the
House, representing Oshimili North constituency, said to be
a very close associate of one of the tribunal judges.”
He added “Monday Igbuya confided in me that he will not
leave anything to chance, that he is very desperate to save
his seat. He is worried he could lose his seat, which is why
he decided to engage the services Mrs. Pat Ajudua, the wife
of Nigeria famous fraudster Fred Ajudua, to compromise
the tribunal judges.”
SaharaReporters has gathered from conversations with
lawmakers in the State that Mr. Igbuya has a very bad case
against him in the election tribunal and could lose his seat.
Meanwhile, investigations by SaharaReporters revealed that
the All Progressives Congress (APC) in the State has
already hinted of a plot to compromise the panel members.
Several calls and messages to the Mr. Igbuya and Mrs.
Ajudua for comment were not returned at the time of filing
this report. However an aide to Mr. Igbuya admitted
"though, my Oga’s case at the tribunal is very bad and no
longer a secret he would not bribe anybody to get justice."

Health / New Study Suggests Hiv-prevention Pill May Be 100% Effective by Okimski(m): 4:08pm On Sep 08, 2015
Researchers working with 600 people who use the HIV prevention pill Tuvalu have just revealed their striking results:
after more than two-and-a-half years, no new HIV infections have been detected. The work was published in Clinical
Infectious Diseases this week. The daily pill Truvada is what’s known as an HIV pre-exposure prophylaxis (PrEP). Green-lit by the U.S. Food and Drug Administration in July 2012, it's the first drug approved that reduces the risk of infection in uninfected individuals who may engage in sexual activity with HIV-infected partners. When the person is exposed to HIV, two anti-retroviral medicines (called tenofovir and emtricitabine) contained within the pill work to keep the virus from establishing a permanent infection when taken consistently, according to the Centers for Disease Control and Prevention .
Early on, the blue pill was criticized for encouraging unsafe sex because of a false sense of security, SFGate reports.
However, a published study that looked at sexual risk compensation in those taking PrEP found this not to be the
case, and in fact observed a trend towards safer sex.
For this study in San Francisco, a Kaiser Permanente team tracked 657 Prep users, almost all of whom were gay or
bisexual men, over the course of 32 months. Despite the high rates of sexually transmitted infections among the participants – as well as reports of risky behavior, such as injection drug use and decreased condom use – there
were no new HIV infections among this study group. So they did contract STIs including chlamydia, gonorrhea, and
syphilis, but not HIV.
“This is very reassuring data,” study leader Jonathan Volk of Kaiser Permanente San Francisco Medical Center told the New York Times . “It tells us that PrEP works even in a high-rise population.” It’s best combined with condoms and frequent STI-testing.
This is the first real-world study of Truvada. Although, observational studies aren’t typically considered as
scientifically rigorous as randomised clinical trials that utilize control groups and placebos. Also, the researchers
don’t know for sure if the participants took their pills regularly. “PrEP is another line of defense,” Volk said . “I
don’t think PrEP is right for everybody. But for the folks who need it, it works,”he added in an interview with SF Gate .

Health / Re: Scientists Finally Discover The Function Of The Human Appendix by Okimski(m): 2:41pm On Sep 08, 2015
I knew it but could not prove it
How can God create something that is useless, not possible
Health / Scientists Finally Discover The Function Of The Human Appendix by Okimski(m): 2:37pm On Sep 08, 2015
For generations the appendix was thought to have no
purpose. But now, researchers say they have discovered
the true function of this organ, and it is anything but
redundant.
Researchers now say that the appendix acts as a safe
house for good bacteria. The body uses this to essentially
“reboot” the digestive system when one suffers from a bout
of dysentery or cholera.
Conventional wisdom used to claim that this small pouch
protruding from the first part of the large intestine was
simply redundant or an evolutionary shadow of a once
useful organ. For years doctors advised people have their
appendix removed and in spite of it’s now-apparent use,
most seem none the worse for having it removed.
Duke University Medical Centre in North Carolina
researchers say that following a severe bout of cholera or
dysentery, which can purge the gut of bacteria essential for
digestion, the appendix acts as a reserve for good bacteria
to emerge.
In spite of the findings, Professor Bill Parker says that this
does not mean we should cling onto our appendices at all
costs.
“It’s very important for people to understand that if their
appendix gets inflamed, just because it has a function it
does not mean they should try to keep it in,” he explained.
“So it’s sort of a fun thing that we’ve found, but we don’t
want it to cause any harm, we don’t want people to say,
‘oh, my appendix has a function’, so I’m not going to go to
the doctor, I’m going to try to hang onto it.”
Nicholas Vardaxis, an associate professor in the
Department of Medical Sciences at RMIT University, says
that the theory put forward by the Duke University team
makes a lot of sense.
“As an idea it’s an attractive one, that perhaps it would be a
nice place for these little bacteria to localize in, a little cul-
de-sac away from everything else,” he weighed in.
“The thing is that if we observe what’s been happening
through evolution, the higher on the evolutionary scale we
are and the more omnivorous animals become, then the
smaller and less important the appendix becomes and
humans are a good example of that.
“The actual normal flora bacteria within the appendix, as
well within our gut, are the same, so we’ve lost all of those
specialized bacteria.
“So it doesn’t have that safe house type of function
anymore, I don’t think.
“It’s a vestige of something that was there in previous
incarnations, if you like.”
Scientists were led to the discovery by examining the
appendices of koalas. Unlike the short human variety, the
koala is famous for having an extremely long appendix.
This aids in their diet which is almost exclusively made up
of eucalyptus leaves.
Professor Vardaxis says that in spite of the fact that the
human appendix acts in a similar manner to that of koalas,
it is unlikely that we will see a shrinking of the Australian
marsupial’s organ any time soon.
“Unless of course we have a massive blight and we get the
eucalypt on which the koala thrives dying, then we may
find some mutant koalas out there perhaps that will start
eating other things, and as they start to eat other things,
then over generations and hundreds of thousands of years
of time, then surely, yes, the koala’s appendix will shrink as
well.”

A step in the right direction
Politics / Senate Begins Probe Of Power Sector Tuesday by Okimski(m): 6:44pm On Sep 07, 2015
The Senate will on Tuesday begin investigation into
alleged unwholesome practices in the power sector.
A statement by the Clerk of Senate Ad-hoc Committee on
Power, Cletus A. Ojabo, said the power sector probe will
be in form of investigative hearing/interactive session.
Ojabo said the investigation will centre on funds
appropriated for the power sector since 1999 and the
unbundling of the Power Holding Company of Nigeria
(PHCN).
The statement was however silent on those that had
been invited to appear before the probe panel.
It is expected that all those who played key roles in the
power sector since 1999 including ministers and heads
of government departments and parastatals will appear
before the panel.
Senate President, Bukola Saraki, inaugurated the ad-hoc
committee to conduct a comprehensive probe of
allegations of questionable practices in the power
sector.
The committee headed by Senator Abubakar Kyari,
(Borno North) is charged with the task of looking into the
entire power value chain including generation,
transmission and distribution with a view to identifying
what the problems in the sector are.
Saraki noted at the inauguration of the committee three
weeks ago that the task before the panel is huge.
The Senate President frowned at the continued absence
of regular supply of electricity despite the country’s huge
investments in the sector.
Kyari, in his remarks, detailed the nature of the
investigation his committee is saddled with.
He said: “A close look at the entire power value chain
(generation, transmission and distribution) calls for
review of our policies in order to obtain optimum
performances across the board.
“The abysmal performance of the generation segment is

no longer news in view of the current deteriorating power
supply which hovers around 4,600MW for a population
of over 170million people, despite the huge resources
committed into it.”

Politics / Adesina, Oteh’s Appointments Show We Had A World-class Economic Team – Jonathan by Okimski(m): 6:32pm On Sep 06, 2015
Former President Goodluck Jonathan has said that the emergence of Dr Akinwumi Adesina as President of the African Development Bank, AfDB, and Ms. Arunma Oteh as Treasurer/ Vice President of the World Bank demonstrated that he had a good economic team.

Dr. Adesina was Dr. Jonathan’s Minister of Agriculture and Rural Development, while Ms. Oteh, was the Director-General of Securities and Exchange Commission.

The former president’s position was contained in separate letters of congratulations to both Dr. Adesina and Ms. Oteh which Dr. Jonathan personally signed.

He described them as high achievers and Nigeria’s worthy ambassadors.

In his letter to Dr. Adesina, the former President said, “Given your exemplary record of performance, while serving as the Honourable Minister for Agriculture and Rural Development in my cabinet, I have no doubt that you will deploy your energy and the bank’s resources to ensure that Africa experiences a new era of accelerated development.

“You were not only a critical voice in my economic team, you also walked the talk, and earned the praise of our countrymen and women, by ensuring that Nigeria’s quest for self-sufficiency in food production became an achievable dream.

“I am particularly pleased with your emergence as the AfDB boss; a development, I believe, has come as a reward for having served your country meritoriously. It also attests to the fact that my Administration had a good team that managed the affairs of the country.”

Also writing to Ms. Oteh, Dr, Jonathan said, “I am delighted that you are going to your new job, fresh from the experience of having led the recovery and growth initiatives of the Nigerian Bourse in the wake of the decline, occasioned by recent global economic recession and financial crisis.

“I am particularly pleased that you are being rewarded and elevated on the world stage, after serving your country meritoriously, at a time I was the President. This is a clear testimony to your capacity, high integrity, and tenacity of purpose. It is also a vindication of the decision of my Administration to stand by you, believing in your abilities and competence, even when questions were being raised in some quarters over your choice.

“I am convinced that the experience you gathered as Director-General of the Securities and Exchange Commission of Nigeria (SEC) gave you deep insights on how to tackle the peculiar challenges of a developing nation.

The World Bank can draw from this to ensure that its future partnerships with emerging economies in Africa and other parts of the world are anchored on policies that will lead to sustained growth and development, which is a sine qua non for lifting

Politics / The Article Every Nigerian From The South NEEDS To READ by Okimski(m): 2:37pm On Sep 05, 2015
I am writing this post with a lot of caution and trepidation. I
have never subscribed to ethnic chauvinism and I actually
detest being labelled as a tribal bigot. I am usually very
careful because I have friends and colleagues from every
part of the nation and some of my best friends are not even
from my side of the country.
However, recent events are making me to have a deeper
reflection and I wish we- Southerners in this instance- can
have some kind of introspection. Out of 25 appointments
made so far, 18 are from the North, 3 are from the South
West, 4 are from the South South while the South East has
ZERO appointments. A tweet which I saw today stated that
“southerners are only competent when it’s time for elections
but northerners are competent in terms of governance” and
this made the following thoughts run through my mind:
1. Only Southerners have been accusing fellow Southerners
of corruption. Oshiomole has been attacking Ngozi Okonjo-
Iweala as if Ngozi turned down his marriage proposal. The
same Oshiomole tried to make nonsense of Akinwumi
Adeshina’s successes in the agriculture sector. Ambode
tried to pull Fashola down and successfully smeared him
with stains. Maybe that’s why Fashola did not get the Chief
of Staff role. I’m yet to see a Northerner accuse another
Northerner of corruption, even when they belong to different
parties. The closest a Northerner got was when the new
Kano State Governor attacked Rabiu Kwankaso but he
quickly sheathed his sword and even disowned previous
reports of attacks. Why are we like this?
2. Are Southerners the only ones who are corrupt? Were
there no northerner heading the ministries and parastatals?
Did the outgone Comptroller-General of Customs, Abdullahi
Dikko not have an alleged case of certificate forgery but he
still served out his tenure until he resigned voluntarily? I’m
not in support of corruption under any guise but the fight
against corruption must not be seen to be sectional.
3. How come it’s easier for the President to believe that
Sanni Abacha was not corrupt in spite of recovered loot
while it is so easy for him to believe Goodluck Jonathan is
irredeemably corrupt?
4. I still remember that aside from God, Tinubu made
Tambuwal what he is today. The same Tambuwal would
later call Femi Gbajabiamila ‘incompetent’ and rated Dogara
as more competent. The same Tambuwal was propped up
by Tinubu, a Southerner against a fellow Southerner, Mulikat
Akande. Obasanjo was very key to denying Goodluck
Jonathan a second term. A good number can still recall how
OBJ tore his PDP membership card in public glare. The
Northerners find it easy to support themselves but we are
always pulling ourselves down. Babangida Aliyu, Sule
Lamido and all the other Northern Governors including the
former PDP Chairman Adamu Muazu often times refused to
campaign for Goodluck Jonathan openly and many times
even espoused the virtues of the opposing candidate on the
rostrum!
5. Southern leaders and Presidents pull down Southern
business men but prop up Northern ones. How many people
still remember how Obasanjo ran Mike Adenuga out of town
but both Obasanjo and Goodluck Jonathan made Aliko
Dangote what he is today. No northern leader goes against
their own. I dare to put it on record that President Buhari will
never go against Aliko Dangote for any reason.
6. How come OBJ pardoned Salisu Buhari, the ex-Speaker
who forged his credentials and he later was given an
appointment as a Governing Council member of a University
and heavens did not fall- but when Goodluck Jonathan
pardoned Alamieyeseigha it became one of the major issues
counted against him? Is there one rule for some and another
rule for others?
7. We find it easy to raise our voices in support of the
deportation of Buruji Kashamu but have no qualms with
Atiku Abubakar strutting around the corridors of power.
8. Only Southerners find it so easy to abuse their elders
when they voice opinions not in tandem with the popular
opinion. We find it easy to diss Afenifere elders and call
them ‘Afenifebi’ while hurling expletives and curses at them.
We even abuse our kings and priests. Northerners will never
abuse an Emir no matter how unpopular what he said is.
Can you imagine any Northerner raising his voice against
the Sultan? In spite of Tanko Yakassai, Balarabe Musa and
Dangiwa Umar’s perceived support for Jonathan, northern
youths did not abuse them. But our own youths run down
our elders on social media while our educated elite also
support the act.
These are some of the thoughts that have been running
through my mind. I don’t pretend to have all the answers
and I do this at the risk of being labelled an ethnic bigot. The
point however is that Southerners have to get their acts
right. We have to put our house in order. The bickering must
stop. Let’s engage our emotional intelligence. Let’s not
allow others to exploit our tendency to self-destruct.

Politics / EFCC Moves Against Tompolo And Former NIMASA DG by Okimski(m): 1:22pm On Sep 05, 2015
The Economic and Financial Crimes Commission (EFCC) has frozen the accounts of two companies reportedly owned by the ex-Niger Delta militant leader, Chief Government Ekpompolo, otherwise known as Tompolo. The companies, named Mieka Divers Limited and Global West Vessels Limited, are allegedly linked with fraudulent activity in the Nigerian Maritime Administration and Safety Agency (NIMASA) under its ex-director general, Dr. Patrick Akpobolokemi, The Nation reports. The head of the media unit of the EFCC, Wilson Uwujaren, did not confirm any details, but said that investigations are ongoing as regards Akpobolokemi’s tenure at NIMASA. He said: “I can’t confirm that to you immediately, but what I know is that the matter has been under investigation.” The report revealed that a number of private bank accounts, allegedly linked to Akpobolokemi, had also been frozen on the orders of the EFCC. A source said freezing the bank accounts was aimed at checking the illegal movement of large sums of foreign and local currency across the nation’s borders. The source, who spoke on condition of anonymity, further stated that there was ongoing security surveillance on a number of private and corporate accounts suspected of being linked to slush funds. Money said to be a part payment for construction work on Maritime University and NIMASA Techincal College in Delta state, under a N30 billion contract agreed by the former administration of the agency, is reportedly trapped at a Yenagoa, Bayelsa state, branch of an old generation bank. The source said the move by the EFCC was to verify and keep a close watch on the outflow of funds from the accounts, with a view to ensuring that such funds were used for the projects they were meant for. The source said: “For instance, just one individual got about N13 billion from a single transaction with NIMASA. The same individual also collected about $57 million from similar deals from the agency without proper documentation. “No serious administration would attempt to sweep this type of thing under the carpet. So there must be proper explanations, bearing in mind the security implications of movement of such large sums within the system.” Meanwhile, the presidency has issued a statement ordering every federal government ministry, parastatal and agency to begin remitting its earnings into a Treasury Single Account (TSA) .

Politics / Buhari, Osinbajo Have Not Declared Assets, Says PDP by Okimski(m): 6:24pm On Sep 04, 2015
The Peoples Democratic Party (PDP) describes as “a
deceptive window-dressing to hoodwink unsuspecting
Nigerians” the release, by an aide of the President, of a
mere list of some belongings of President Muhammadu
Buhari and his Vice, Prof. Yemi Osinbajo, in place of the
pledge made to Nigerians by Mr. President as candidate of
the APC on March 18, 2015, at exactly 5 pm.
The party recalled that the President in his own words had
stated to Nigerians that, “I pledge to publicly declare my
assets and liability and also encourage my political
appointees to publicly declare their assets and liability.”
The PDP however, observed that President Buhari and his
vice failed to produce copies of their declarations, detailing
the exact nature and value of respective assets.
PDP National Publicity Secretary, Chief Olisa Metuh, in a
statement on Friday said “the release of a mere list of
belongings falls short of credibility, transparency and anti-
corruption standards as well as exposes the proclivity of the
present administration for deception.”
“We have noted the release of a flimsy list of belongings of
President Muhammadu Buhari and Vice President Yemi
Osinbajo by the Presidency, who want such to pass as the
public declaration of assets as pledged by the President.
“Nigerians are not deceived by this poor attempt at window-
dressing designed by the Presidency to hoodwink the
unsuspecting populace in a desperate bid to shore up its
diminished image.
“We ask, is the resort to a mere list, instead of true copies
of the declaration not a ploy to give the Presidency a
window for denial in consonance with their widely observed
inclination for flip flopping, backtracking and brazen denials
of their statements and actions?
“All we want is credibility, integrity and sincerity of purpose.
We are not questioning how a President, who by December
last year, declared that he had only N1 million in his
account, could suddenly now list N30 million in the same
bank account by May 29, and after an expensive campaign;
we are not yet demanding the public declaration of his
assets in his wife’s name.
“We are not even applauding the multiplication of his cows
from 150 to 250 in a space of three months, arising from his
dual and conflicting pronouncements on this issue
“What the PDP and discerning Nigerians demand is for Mr.
President to always stand by his words and pledge.
“Mr. President, this is a mere list of your belongings and not
public declaration of assets in fulfillment of your covenant
with Nigerians”

Politics / Jonathan, PDP Votes Brought Oshiomhole To Power – Amori by Okimski(m): 5:38pm On Sep 03, 2015
Abuja — SENATOR Ighoyota Amori, representing Delta South
Senatorial Zone, has taken a swipe at Governor Adams
Oshiomhole of Edo State over what he referred to as the
latter’s “unnecessary attacks on former President Goodluck
Jonathan.”
Amori, who said the former president silently worked to
ensure the victory of the governor during his first and
second election contests, and accused Oshiomhole of being
ungrateful to the former president.
Speaking to Vanguard in Abuja, the lawmaker said the claim
by the governor that he borrowed the sum of $75 million
because the Peoples Democratic Party, PDP, led
government looted all the money from the country was
baseless.
He said: “We have heard the governor of Edo State saying
that ‘oh, I am borrowing the sum of $75 million because
PDP looted the treasury. This is somebody who has been
governor of Edo State for almost seven years now.
“In his last days in office and because he is an APC
governor, he is borrowing $75 million to do what he could
not do ever since and he is putting the blame on the PDP!
“First of all, how did he come to power? He came to power
through PDP. Both in his first and second tenures, he came
to power through PDP; it was the PDP votes that brought
him to power. But today, he is biting the finger that fed him!
And he is putting his blame on the PDP.”
Even as the PDP did not only present candidates in the Edo
governorship elections but also contested the polls keenly,
Amori insisted that the votes that made Oshiomhole the
governor were from PDP members.
But he refused to explain why his party did so: “You must
know that in politics, a lot of things happen. So, let us not go
into that.
But I can tell you that Oshiomhole was friendlier to the
people then. You remember that in Imo State in the last
election, PDP members worked against their own candidate
to install Ohakim. When Ifeanyi Ararume was the candidate
of the PDP, the party asked Ararume to leave and when he
refused, the members worked against him and Ikedi Ohakim
emerged as the governor.
“So, in politics, a lot of things happen. Oshiomhole knows
very well that he was a PDP-installed governor, both in his
first election and in his rerun and he has not hidden it but
tries to counter the argument by saying ‘well, I equally
supported Jonathan in his presidential election.”
“We, as a PDP, supported Oshiomhole in all ramifications,
we provided everything for Oshiomhole to become governor
and the first target of Oshiomhole was of course, Aneni and
Igbinedion. Because he believed that power was already in
his hands and he could attack and abuse them anyhow,” the
senator fumed.

Politics / Letter From Africa: Does Nigeria Run Better Without A Cabinet?-bbc by Okimski(m): 4:53pm On Aug 31, 2015
In our series of letters from African journalists, Mannir Dan Ali looks at how Nigeria is coping without a cabinet. It is now three months since Muhammadu Buhari was sworn in as president of Nigeria and five months since he won historic elections, the first time an opposition candidate had won. His victory generated huge celebrations and expectations of a new beginning, with many anticipating dramatic changes to follow, and analysts urging him to "hit the ground running". Most Nigerians expected President Buhari to shake up the security services and make other key appointments in his first few days - as former President Olusegun Obasanjo did within hours of his inauguration in 1999. But it took nearly two months for him to replace his security chiefs and so far he has only made appointments in about a dozen government offices. When commentators began to get agitated about the lack of a cabinet, a former newspaper editor and unofficial aide to the president wrote an article entitled What is all the fuss about? He urged the press, social media and others to focus on the "real enemies of Nigeria: poverty, ignorance, disease and squalor" and not stand in the way of "the most popular president in our history". "The new government came into power through people's power…. Therefore, its duty should be to constructively plan and execute people's policies and not worry too much about who gets what post," he said. He is right up to a point - though the new democratic halo around President Buhari does make it difficult for many to publicly criticise him. 'State of decay' A leak from the highest level then said there would not be a cabinet before September. The justification, according to the source, was that "almost everything is in a state of decay". "There is absolutely no way the new government can hope to achieve anything long-lasting without first building a new foundation." This was followed by an opinion article by President Buhari published in the Washington Post to coincide with his visit to the US last month, making further justifications about why the task "should not be rushed". "It is worth noting that [US President Barack] Obama himself did not have his full cabinet in place for several months after first taking office; the United States did not cease to function in the interim," he said. "In Nigeria's case, it would neither be prudent nor serve the interests of sound government to have made these appointments immediately on my elevation to the presidency; instead, Nigeria must first put new rules of conduct and good governance in place." 'Keeps things close to his chest' The commentators are now learning to live with President Buhari's pace of governance. He has been dealing directly with the top civil servants, who run the ministries. Though it is not only the cabinet that is not yet in place. Just after he took office in May, the senate said he was allowed to appoint 15 special advisers. Yet only a few have been appointed and there is currently no adviser on the national assembly to serve as a link between the executive and legislature. This could be seen as a mistake given the current friction between the presidency and the senate over the election of the chamber's president, who was not the ruling party's chosen candidate. Meanwhile, it is the politicians who are suffering most from the lack of a cabinet. On a visit to a newspaper a few days ago, a spokesman for the ruling All Progressives Congress (APC), Alhaji Lai Mohammed, admitted that no-one in the party knew when the appointments would be. "The president I know has kept this thing very close to his chest. However, it is not only the politicians who are in a limbo. Many sectors of the economy await policy direction. Following Mr Buhari's pledges to make tackling corruption a priority, they want clarity on how to proceed. This is also making foreign investors wary. So while it is clear that President Buhari has shown that Nigeria can run without a cabinet, there may be an unacknowledged cost. On the bright side, with the briefings he is getting from civil servants, the ministers, when they are eventually appointed, will find that their boss knows more about their departments than they do - and that should keep them on their toes.

Politics / Bancorp Bank In The USA Writes To Buhari : Plans To Return Amaechi’s Loot. by Okimski(m): 7:48am On Aug 21, 2015
According To Hope for Nigeria Former Rivers state Governor, Rotimi Amaechi has written to Bancorp Bank in Minnesota in the United States that the alleged $757 million Dollars domiciled in an account in his name; was authorized by him in error; from a Rivers State Government Account with Access Bank Plc. The Nigerian most corrupt governor according to CNN letter reveals that a similar letter was also written to a bank in Switzerland; stating that a similar authorization was made in error.
The letter stated that the said transfers to both banks were for the purchase of security Helicopters, payments to a foreign company to combat malaria in Rivers state by using helicopters to spray mosquito insecticides, and for the purchase of an official residence for Mr. Rotimi Amaechi, in America.

The letter further explains that, the payments for the security helicopters, and mosquito insecticides to fight malaria were made through other sources, after the funds had already been transferred abroad. He reminded the bank that the Rivers state law on his severance package, provides for an official residence for a former governor; of which he chose to have his residence in America.

Amaechi said that, this law was later amended to have his official residence built in Nigeria, after the funds had already been transferred to Bancorp/Minnesota Account. Mr. Amaechi said these changes were the reasons he communicated the consultants for purchase of security helicopters, his official residence in the U.S and the Insecticide companies not to access the funds; since they have been paid through other sources.

On receipt of the governor’s letter by the Bancorp Bank, the bank has written to the Federal Government of Nigeria to repatriate the said funds to Rivers State treasury. Investigations further revealed that President Buhari is not disposed to this request to repatriate the said funds without a trial of the former governor; to ascertain the governor’s alleged errors in these transactions.

” Why would it take Christiane Amanpour of CNN, to remind Amaechi of such errors of over N80 billion Naira public funds in two different countries, and why in his name ?” Queried the Presidency.
Recall that Christiane Amanpour accused the former governor of Rivers State; Mr. Rotimi Amaechi of stacking the sum of $757 million dollars (N80 billion Naira) in Bancorp Bank in Minnesota in the United State.

Sports / Mourinho In Line To Be Sacked by Okimski(m): 9:02pm On Aug 17, 2015
CHELSEA manager Jose Mourinho has seen his odds of
becoming the next Premier League manager to be sacked
slashed following his team’s 3-0 defeat to Manchester City
on Sunday.
Odds released by Betfair Sportsbook on Monday show the
Portuguese tactician is now 7/1 second favourite –
previously 25/1 – to leave his post behind Sunderland
coach Dick Advocaat.
Mourinho had to also deal with heavy criticism in the build-
up to the clash on Sunday for demoting first-team doctor
Eva Carneiro after she had attended to Eden Hazard in the
dying minutes of the draw against Garry Monk’s side last
Saturday.
Despite the Portuguese manager only signing a new four-
year dealearlier this month, odds from Betfair suggest
Mourinho could be on his way out of Stamford Bridge if
Chelsea do not get their title defence back on track in the
coming weeks.
Football Trader for Betfair, Michael Bowers, said: “Jose is
struggling to get off on the right foot this season, after a
poor game against Swansea and an even poorer game
against the new title favourites
Manchester City, he has gone from 25/1 to 7/1 second
favourite as the next manager to leave the market after
heavy backing.
“The club will remain loyal to Mourinho for the time being,
but if the blues don’t start picking up some points after four
or five games, even The Special One could face the chop.”

Politics / If Igbos Are Butchered Again, Nigeria Will Break; Fani- Kayode Warns by Okimski(m): 8:47pm On Aug 17, 2015
ABUJA- FORMER Director of Publicity, Peoples Democratic
Presidential Campaign Organisation, PDPPCO, Chief Femi
Fani- Kayode Monday lampooned the Convener of the
Coalition of Northern Politicians, Academics, Professionals
and Businessmen, Dr. Junaid Mohammed, describing his
comments that President Muhammadu Buhari owes Igbos
nothing as most insensitive, cruel and Puerile.
Responding to comments credited to Junaid, Fani- Kayode
in a message to Vanguard noted that his statements that If
the igbo feel marginalised they should attempt to break
away again, was most uncharitable and careless, warning
that if there was any attempt to butcher the Ibos or a repeat
of what happened in 1966, it would be resisted by not only
the Ibos, but by all Nigerians, with attempt to secede, which
according to him, would be successful.
According to him, the like of Junaid must learn from history,
our mistakes, preach peace and peaceful coexistence, rather
that boast and beat our chests for yet another round of war.
Fani- Kayode reacting to a statement titled, ” If the igbo feel
marginalised they should attempt to break away again”- Dr.
Junaid Mohammed, The Punch Newspaper, 17th August
2015, said, “Given the immense suffering that the igbo were
subjected to both before, during and after the civil war this
is one of the most insensitive, cruel and puerile comments that I
have heard in recent times.
“I dare say that if Junaid Mohammed’s Nigeria ever
butchers over 100,000 innocent igbo civilians again, as they
did in the north in 1966 just before the civil war, there will
indeed be another attempt to secede, but this time it will not
only be successful, but they will also take many others with
them.
“Rather than boast and beat our chests, we must learn from
our history and we must never repeat its mistakes.”
Dr. Junaid Mohammed, had in an interview in one of the
national dailies( not Vanguard) , dismissed the sentiments
shared by a former Governor of Anambra State that the Igbo
have not been treated fairly in the governance of Nigeria.
Junaid who noted that people of the Igbo nation have
enjoyed favourable treatment, said it was wrong to reward
the Igbo simply on the basis of the Nigerian Civil War, which
lasted between 1967 and 1970.
Mohammed had said, “If it is about Buhari making the
appointments based on merit, I have no problems with it. I
don’t believe Buhari or Nigeria owes any Igbo anything. I
don’t care what Ezeife says; if they had seceded, there
would have been no Nigeria today. As people who acted
outside the interest of Nigeria as a country, to expect
compensation is a very odd logic.
“If the Igbo don’t like it, they can attempt secession again. If
they do, they must be prepared to live with the
consequences. Nobody owes them anything and nobody is
out to compensate them for anything.”

Under-fire Chelsea doctor Eva Carneiro is alleged to have
had sex with a Chelsea player, according to her former
boyfriend. Ms Carneiro hit the headlines last week after
being demoted by Jose Mourinho following a furious
touchline row about whether she should have treated one of
the players.
Now, however, the Sun reports that Rupert Patterson-Ward,
allegedly a former boyfriend of Eva Carneiro, claims the
doctor taunted him by saying she once slept with an
unnamed Chelsea player.
Cover of the Sun on sunday
He said: ‘Eva would blurt out she had slept with one of the
players during heated rows. I don’t believe it was true. ‘She
told me how one footballer would constantly hit on her,
parading around naked in the dressing room and making
sure she got a real eyeful.
‘After one match, he called her to his hotel room and
answered the door completely starkers. She rubbed my
nose in it when we rowed. It was cruel.’

Education / Breaking News: WAEC Releases Results, Withheld 13 Indebted States by Okimski(m): 3:53pm On Aug 10, 2015
The West African Examinations Council, WAEC has released
the May/June 2015 WASSCE results, withholding the results
of students in 13 states that are owing the Council.
The Head of Nigerian Office, Mr Charles Eguridu who
disclosed this at its Yaba Office said:”Out of 1,593,442
candidates who sat for the examinations, only 616,370
candidates, representing 38.68% obtained credits in five
subjects and above including English Language and
Mathematics.”
Justifying the slight improvement in the results from
previous years, Eguridu said that in 2013, a total candidates
who obtained five credits in English and Mathematics were
639,760 representing 38.30 per cent.
He said, in 2014, 529,425 representing 31.28 per cent
obtained five credits in English and Mathemstics.
Meanwhile, Eguridu said that 6 states among the 19 states
that are owing the Council have paid their debt, left with 13
states.
The HNO who refused to disclosed the names of indebted
states explained that he would not want politicians to
hijacked the situation against their opponents. He, however
noted that if any of the states that are owing can get an
advanced payment guarantee from any reputable banks,
students results in such states will be released.
His words: ” I alerted the nation on the challenges which the
Council was facing in Nigeria as a result of this
indebtedness, and its adverse effects on our operations. I
had stated then that the Council may be constrained from
releasing the results of government-sponsored candidates
of the affected states.
“After my pronouncement, a few of the debtor states
responded by paying their debts fully or partially; while a few
others made promises, indicating their willingness to pay as
soon as they are able to do so. Others have not made any
efforts in addressing the matter.
“After reviewing the situation, the Council has decided that
the results of government-sponsored candidates of indebted
states would be released if such states endeavour to
produce bank guarantees, so that the Council will be
assured that the fees will be paid. This decision is in
appreciation of the general prevailing economic challenges
in the country, and in order not to jeopardize the educational
careers of the candidates of the indebted states.”
He said that the results of 118,101 candidates, representing
7.41% are being withheld in connection with various cases
of examination malpractice. According to him, the cases of
such students are being investigated and reports of the
investigations will be presented to the Nigerian
Examinations Committee (NEC) of the Council in due course
for consideration.
Also, he noted that a total number of 109 blind candidates
registered for and sat the examination. From this figure, 20
candidates, representing 18.34% obtained credit in 5
subjects, including English Language and Mathematics.
In the brake down of results, Eguridu said: “A total of
1,605,248 candidates registered for the May/June 2015
WASSCE, out of which 1,593,442 candidates, consisting of
864,096 male and 729,346 female candidates sat the
examination.
“Out of the total number of candidates who sat the
examination, 1,498,069 candidates, representing 94.01%
have their results fully released, while 95,373 candidates,
representing 5.99% have a few of their subjects still being
processed due to some errors mainly traceable to the
candidates and schools in the course of registration or
writing the examination.
” Such errors are being corrected by the Council to enable
the affected candidates get their results fully processed and
released subsequently.
“Of the total number of candidates that sat the examination,
758,849 candidates, representing 47.62% obtained six (6)
credits and above; 949,862 candidates, representing 59.61%
obtained five (5) credits and above, while 1,114,988
candidates, representing 69.97 % obtained credit and above
in four (4) subjects. In addition, 1,295,915 candidates,
representing 78.81% obtained credit and above in three (3)
subjects, while 1,376,743 candidates, representing 86.40%
obtained credit and above in two (2) subjects. However, a
total of 616,370 candidates, representing 38.68%, obtained
credit in five (5) subjects and above, including English
Language and Mathematics.
“Candidates who sat the May/June 2015 WASSCE will be
able to check the details of their performance on the
Council’s results website: www.waecdirect.org within the
