Fresh revelations emanating from the Economic and Financial Crimes Commission (EFCC) have it that ex-president Goodluck Jonathan spent about N2.2billion on prayers to fight Boko Haram. The Nation gathered from an executive director of the Nigerian National Petroleum Corporation (NNPC), Aminu Baba-Kusa, that the money was spent on prayers in Nigeria and Saudi Arabia to win the war against insurgency in the country. This latest development is not part of the $2.1billion arms fund for which former National Security Adviser (NSA) Colonel Sambo Dasuki is being tried. The monies for the prayer, it was gathered, was disbursed through the Office of the National Security Adviser (ONSA), as proposed by Baba-Kusa. Making this revelation was Baba-Kusa himself, in a statement of witness filed in the high court of the Federal Capital Territory (FCT), where he, Dasuki and three others(Acacia Holdings Limited and Reliance Referral Hospital Limited (owned by Baba-Kusa) and a former director of finance in ONSA, Shuaibu Salisu) are facing trials. The NNPC director confessed that the money was spent on prayers to hasten the defeat of the insurgents, and that it was released in two tranches of N1,450,000,000 and N750,000,000, adding that the proposal was verbal. “I approached the former NSA and discussed Boko Haram problems and I suggested there is need for prayers and he considered and accepted in 2013 when he first came to office. “I personally sponsored many people locally and some few to Saudi Arabia. Some monies were later paid into our companies, which we paid to some of the mallams. “I then arranged to recover my personal expense which I put into our own businesses. “We have been spending a lot from our businesses and personal accounts. Money paid through UBA, First Bank and ECOBANK. For Acacia Holdings Limited(A/C 1017330319-UBA); ECOBANK(0122012650); and First Bank(Reliance Referral Hospitals Limited A/C 2022394057). The total amount is N2,200,000,000 from October 2014 to April 2015,” Baba-Kusa confessed. According to him, he may not be an expert, “but I used some of the mallams to organise in Abuja, Zaria, Kano, Sokoto, Maiduguri, Kaduna and Saudi Arabia covering 2013 to 2015. “I give them funds as required from time to time, ranging from N500,000 to N30million, depending on their needs, traveling, sadaqat and others for local expenses and travels to Saudi Arabia for Umrah and Hajj. “I reminded the NSA many times before payments were made. We grew up together with the former NSA with common friends in ABU. “Most of the payments in cash were meant to give out cash to people that have been organising prayers. Some transfers to Acacia to other banks were for logistics and also to some mallams in cash.” On how the prayer contract was arrived at, the suspect said: “The proposal made to the former NSA was not documented by him or myself. The verbal proposal to him was for prayers to overcome Boko Haram within the shortest possible time. “The engagement for prayers by organising some people to be praying was not formally written down. “There was no amount of money agreed on. I said to him, I will start organising, which he agreed and said he will see what he would give at a later time.” Baba-Kusa, who noted that he spent an estimate of over N700million from his own resources before asking for money from the ONSA, noted further that “some of these funds came from disposal of some of my land in Abuja. One in Maitama, one in Gudu and one in Guzape. The Maitama was a little over N200million; Guzape (N80m), Gudu(N18m).” He added that he kept no records of the money he handed over to the various people they used, but assured the EFCC that he would refund the said cash if he is able to dispose off his landed properties. “I am making efforts to dispose of my properties in Abuja which would be over the total amount of N2.2billion. If the sales go through and the amount from the sales is made in full, I will make full payment.” he was quoted to have said. Former Senior Special Assistant (SSA) on Public Affairs to ex-President Goodluck Jonathan, Dr. Doyin Okupe, on Tuesday, refuted online reports that the Economic and Financial Crimes Commission (EFCC) has begun investigation into his alleged involvement in the payment of N2.1 billion from the former National Security Adviser (NSA), Col. Sambo Dasuki, to the former Chairman of DAAR Communications, Chief Raymond Dokpesi. Okupe who took to his Facebook page to debunk the reports which stated that the EFCC has written to the Presidency to investigate the involvement of his office as Special Assistant to the President on Public Affairs, however, pointed that his office didn't have a budget or any capital vote and therefore lacked the capacity to award contracts, when he held sway. Okupe said: "My attention has been drawn to publications on two online publications stating that EFCC is probing me with respect to the payment to Daar Communications Ltd. and the now famous $2.1 billion Dasuki gate. "They claim in their write up that EFCC has written to the Presidency to investigate the involvement of my former office, office of the special assistant to the President on public affairs. "My office does not have a budget or any capital vote. My office lacked the capacity to award contracts. I was employed to do a job and I was loyal and committed totally to my employer and whatever I considered was important in the line of my duty. "I did not receive neither did I take any special gratifications for what I did. This is what is difficult for most of my detractors to believe. From the entire write up it is obvious the writer(s) of the story were speculating and imagining things that are not real. "The EFCC cannot embark on an investigation based purely on fiction and delusionary imaginations. I am ashamed at the extent some unscrupulous and ill-bred journalists will go to disparage the innocent by publishing outright falsehood. Even if people are paid to bring imaginary political enemies down, do they not have the fear of God? "Those who are impatiently waiting for my arrest , by the Grace of the Almighty God who I serve, and whose precepts I have kept all my life, in and out of office, will wait till kingdom come," Okupe said. Ayuba Wabba, president of the Nigeria Labour Congress (NLC), says the four government-owned petroleum refineries are among the best in the world. Ayuba said capacities of the refineries could be turned around and upgraded through an effective turn around maintenance. Citing the example of Niger Republic, where one of the best refineries was reportedly built within a year, he said nothing stops the administration of President Muhammadu Buhari from doing same. “Despite the poor state of the country’s four refineries, they are still considered some of the best in the world,” he said. “While it is regrettable that bad governance, misplaced priorities and corruption have almost killed the petroleum industry, we believe a serious government can revamp the industry within one year. “There are examples of countries, especially neighbouring Republic of Niger, where one of the best refineries was built within a year. Nothing stops this government from doing same.” Ayuba also wondered why some oil companies operating in Nigeria decide to build refineries abroad. “We will not accept a situation where major oil companies operating in Nigeria will have refineries in other countries where they ship our crude for refining and sell what they refined from our crude through importers of petroleum products to our country. Why have they not built their own refineries in Nigeria?” he asked. “It makes no common sense that this situation continues. While our resources are enriching other countries and creating jobs for citizens of other countries, our country and citizens are groaning under high currency exchange rates, deepening unemployment and infrastructural collapse.” Ayuba lamented over the current fuel scarcity across the country, and urged the government to find a lasting solution. He sought the intervention of the Nigerian National Petroleum Corporation (NNPC) in the situation, threatening that workers might be asked to stay away from work if concrete steps are not taken. “We are disturbed by the recurring scarcity of petroleum products, especially the Premium Motor Spirit, PMS, popularly known as petrol, which has caused long queues at some fuel stations that are selling while many more closed their gates with claims of non-availability of the product,” he said. “Nigerians are yet to be told what the cause of the current scarcity is; we however believe government will not allow any individual or corporate organisations sabotage efforts to restore sanity and good governance in all facets of our society as it is obvious the ongoing scarcity is a calculated sabotage by petroleum marketers to sell the products at high prices for more profits. “The Nigerian National Petroleum Corporation (NNPC) must immediately intervene in the current hardship imposed by the scarcity of petroleum products. “We also call on government to strongly intervene by sending out appropriate agencies, especially the Department of Petroleum Resources, to enforce the sale of the products as some marketers have been reported to be hoarding the products. MAKURDI— Relations of another missing 14-year-old girl, Patience Paul, have alleged that the primary six pupil of Mohammed Zako Model Primary School, Sokoto, may have been abducted and housed at the palace of the Sultan of Sokoto. Father of the girl, Mr. Paul Adaji, an indigene of Ochobo in Ohimini Local Government Area of Benue State, told Vanguard on phone that his daughter had been missing since August 12, 2015. Adaji, who resides in Sokoto with his family, alleged that some persons spotted his daughter at the Sultan’s palace. He said: “We got information that she was in the Sultan’s palace and the last time we went there, we did not find her.” When asked how they knew she was at the palace, he said: “Some people told us that they saw her at the palace. They also used to camp some of them there, that was why we went to the palace to see if she has been taken there. “Even her friend, who used to be a Christian, was found there. She was taken there and they converted her. “We will still continue to search for her. We will not give up; we only want the world to help us so that our daughter can be released to us.” Brother’s story Corroborating Mr. Adaji’s story, his son, Paul Isaac Adaji, gave an account of circumstances that led to the disappearance of his sister. He said: “Patience is my younger sister. We are based in Sokoto. That is where the issue occurred. My dad is in Sokoto but we lost our mother two years ago. My younger sister was brain-washed from school, Mohammed Zako Model Primary school, Sokoto. She is a primary six pupil. “The fact is that sometime last year, we noticed she started keeping some funny friends and her attitude started changing. This is a girl that normally likes attending church activities. “We cautioned her but along the line, she changed. Then again, she started misbehaving. So at that point, my parent and I decided to move her out of Sokoto and return her to Benue State so the rumours of children converting does not happen to us as we do not have anybody to fight for us. “Unfortunately, what we were scared of later happened to us. Sometimes we will see her returning from school with a veil covering her head. When we inquired, she said it was given to her by her friend in school. “We cautioned her on several occasions. But we later arranged with my dad to get her back to Benue. Unfortunately, she got to know about our plan to send her back to Benue and obviously informed the people who were brainwashing her and they eventually abducted her. “When we could not see her, we started serious investigation and along the line, discovered that it was one of our neighbours who actually abducted her. Hisbah takes over “We reported the matter to the police. The masterminds of her abduction were invited by the Police. They made their confessions that the girl wanted to join their religion, which was why they abducted her. They said they took her to the Hisbah (Islamic Police). “At that point, the Police invited the Hisbah and they came and gave their own statement. They said they had taken the girl to the Sultan’s palace. I was hoping that since the police had stepped in, my sister would come home. “But that did not happen. I reported the matter at the Police Headquarters in Sokoto, but it was transferred to our Area Division. So after the interrogations, the Police said since I reported the matter at the headquarters, their findings will also be communicated to the headquarters. “Two weeks later, I went to the police headquarters here in Sokoto only for the police to tell us that we should just go and maintain peace. I became inquisitive and wanted to know what the police found that prompted that advice. Bishop Kukah steps in “It was at that point that I reported the matter to Catholic Bishop of Sokoto Diocese, Matthew Kukah. He was very angry with us, saying we ought to have reported the matter to him earlier. “He made some calls and promised to step into the matter. I became restless and worried because the Bishop is a very busy person. We are urging and pleading with all well-meaning Nigerians to help us intervene. “From what we gathered, from last year up to early this year, she was in the Sultan’s palace, but she has been taken away from there since last month. “‘We went there with my other sister to check and they brought a different person to us. From our investigations, she is not the only one because the two girls they brought did not look like real Muslims.” Meanwhile, calls to Bishop Kukah to find out the veracity of claims that the matter was reported to him at a point were not responded to. Source confirm palace connection However, a source in Sokoto told Vanguard that the girl was actually abducted and kept at the Sultan's palace. The source also noted that the teenager was not the only person abducted and hidden at the palace, adding that three other girls were in the palace. The source said: “What is happening is not new; it is a common occurrence in Sokoto and Katsina. Christian teenage girls are often abducted and hidden in such places. “Patience is not the only victim. Three other girls were found to have been abducted and kept at the palace. There is an Ibo girl among the three.” Reacting to the development yesterday, Sokoto State Commissioner of Police, Salisu Fagge, said: “It is not true. I have not received such report from anybody. We relate very well with the palace and Bishop Kukah and such report has never come to me. “If we had got it, we would have taken prompt action. A matured being is someone who have total control of his/her environment and himself/herself. First of all, 'immaturity' is a term used most frequently to describe persons who do not take responsibility for their actions. Literally, it is described with the number of years an individual has lived on planet earth. I have seen old men and women who have not attained the 'maturity personality'. These are older persons who don't accept their faults and cannot stand criticism or confrontation because they would always want to prove their point even when it is obviously evident that they're wrong. On the other hand, we have some young adults who have achieved self-mastery and self-development despite their young age and have a high level of emotional intelligence. Biologically, maturity has a designated number or age limit but the kind of maturity I'm talking about is that of the physical, mental, spiritual, emotional, psychological type that spans all around the human life. Evidently, maturity has nothing to do with age. Emotional Intelligence Maturity is all about how responsible you are to handle issues that affect your well-being. It has a lot to do with having strong emotional control, a great understanding of persons around you. Being responsible for you actions, successes and failure. Persons that have high levels of emotional intelligence already know what they want, they can relate well to people and know how to keep a win-win attitude, they stay focus on their priorities and important tasks, and they understand that life is what they make it. Through self-mastery and development , they know how t manage their emotions and people. Oftentimes, these young adults who have attained mature personality at an early age are the ones who succeed and live a well-meaning life. How Do You Become A Matured Person? A mature person has achieved self-mastery through personal development and self-improvement. By learning and mastering the right principles and attitudes, a mature person can overcome any challenges life brings. The Economic and Financial Crimes Commission (EFCC) on Monday detained a former Minister of Interior, Comrade Abba Moro, a former Permanent Secretary and a director over N650million immigration recruitment scandal. The three suspects were re-invited by the EFCC ahead of their arraignment in court on Tuesday. The fate of a former Comptroller-General of Nigerian Immigration Service, Mr. David Parradang, was however unknown. About 6.5million applied for 5,000 immigration jobs, but the conduct of the test in March 2014 led to the death of several applicants during stampede in Abuja, Port Harcourt, Minna. To avoid unnecessary friction that may lead to tension in the area, President Muhammadu Buhari has been advised to call for the immediate withdrawal of troops redeployed to some communities in the Niger Delta region. A human rights activist, Ann-Kio Briggs, who gave the warning said the presence of soldiers in these communities particularly in the Gbaramatu community of Delta state could be agitating and was capable of causing tension in the area. This is coming at a time when the Federal High court in Lagos ordered for the arrest of the ex-militant warlords for his refusal to honor several invitations by the EFCC. Speaking in Port Harcourt, Rivers state capital at the weekend, Ann-Kio Briggs warned that if the idea of redeploying troops to the Delta community was to arrest Government Ekpemupolo, popularly called Tompolo, then “They should go through the due process of arresting anybody”. “Tompolo has been doing legitimate business with the government over the years. I don’t know which law stipulates how to do business or otherwise. If the federal government has any issue with Tompolo, they should go through the due process of properly investigating him. “You can’t send soldiers to destroy a community, arrest young men and rape women in the name of searching for Tompolo. If they claim that everybody in the Ijaw land is a criminal, does it also mean that everybody in the north is a member of Boko Haram? “You cannot hold the traditional rulers responsible for Tompolo’s action or inaction. The attitude of the soldiers in the Ijaw communities is oppressive. The moment soldiers are restricted to a particular ethnic group in the country, it becomes very Ann-Kio Briggs who is the spokesperson of the Ijaw Republican Assembly, IRA, said it was fundamentally wrong for soldiers to “invade” any community in search of their target, adding that such action was “not the way to address the issue of decades-long neglect of the Niger Delta region by every successive government”. According to her, If Tompolo has been indicted for any wrong doing, he should be properly investigated but “there are officials in this government who have been indicted of embezzlement of public funds, yet they are walking about as freemen”. Speaking further, the activist corrected that the search for the arrest of Tompolo should not be enough reason for the Minister of Transportation, Rotimi Amaechi to cancel the Maritime University set up by the government of former President Goodluck Jonathan in Delta state. She described as anti-Nigeria the cancellation of the university by the minister, stating that this is capable of generating “bad blood” between the north and the people of the Niger Delta region. “Tompolo’s issue is not enough reason for anybody to cancel the maritime university. This is a shame. We in the Ijaw land deserve the equal share of every good thing in this country. If an aviation university is to be built in the north, why can’t somebody leave the maritime university in Delta! LAGOS— THE Socio-Economic Rights and Accountability Project (SERAP) has sent an appeal over the decision of the World Bank to provide insufficient information on how the government of Nigeria spent the recovered stolen funds by the late General Sani Abacha. In the appeal by SERAP to the Access to Information (AI) Appeals Board on the bank’s decision dated November 25, 2015, it requested the board to exercise its prerogative and allow disclosure of specific information and any feedback from the World Bank Evaluation Team on the several issues, including the “evidence and list of the 23 projects allegedly completed with recovered Abacha loot, and whether the projects were actually completed; and what became of the two abandoned projects.” In a statement by SERAP Deputy Executive Director, Olukayode Majekodunmi, the body complained that the World Bank failed to disclose sufficient information on the spending of recovered stolen funds by the government. To this end, it urged the AIAB to prevail on the bank to provide evidence and the location of the eight health centres built with recovered Abacha loot reviewed by the World Bank as well as the evidence and location of the 18 power projects confirmed by the World Bank. SERAP also urged the Appeal Board to direct the bank to state “how the $50 million Abacha loot received before 2005 kept in the special account was spent," and “evidence and location of schools which benefited from the Universal Basic Education (UBE) programme in the amount of N24.25 billion.” It also prayed the Appeal Board to request for “evidence and location of the 13 road projects completed with the recovered Abacha loot, including the names of three of the largest road and bridge projects in each geo-political zone” as claimed by the bank. SERAP noted it “considered the decision of the World Bank a serious violation of the AI Policy, as it amounts to improper or unreasonable restriction of access to information.” In the appeal, dated February 5, 2016, and signed by SERAP deputy executive director, it said: “Following receipt of several documents from the World Bank totalling over 700 pages on the Abacha loot, SERAP commenced independent investigations and verification of some of the information supplied with appropriate agencies and institutions of government. “SERAP is concerned that the World Bank failed and/or neglected to provide several portions of the information requested on the spending of recovered Abacha loot managed by the bank.” It noted that one of the guiding principles of the Policy on Access to Information (AI Policy) was recognizing the right to an appeals process when a request for information in the World Bank’s possession was improperly or unreasonably denied. http://www.vanguardngr.com/2016/02/serap-appeals-world-banks-decision-to-hide-information-on-abacha-loot-spending/ |

Outgoing Bayern Munich coach Pep Guardiola will take over from Manuel Pellegrini at Manchester City on a three-year deal from the end of the season, the English club announced Monday. "Manchester City can confirm that in recent weeks it has commenced and finalised contractual negotiations with Pep Guardiola to become MCFC head coach for the 2016/17 EPL season onwards," the club said in a statement. "The contract is for three years. These negotiations were a re-commencement of discussions that were curtailed in 2012. "Out of respect for Manuel Pellegrini and the players, the club wishes to make its decision public to remove the unnecessary burden of speculation. Guardiola "Manuel, who is fully supportive of the decision to make this communication, is entirely focused on achieving his targets for the season ahead and retains the respect and commitment of all involved with the leadership of the club." Guardiola announced in December that he would leave current club Bayern Munich in May after three years at the helm, with an intention to coach in England next season. The 45-year-old Guardiola notched up the treble of Champions League, German Cup and Bundesliga titles in 2013, but in the last two seasons, Bayern have exited the Champions League at the semi-final stage. The ex-Spain international previously coached Barcelona from 2008-12, leading the Catalan giants to domestic and Champions League glory in a remarkable run of success. The much-travelled Pellegrini, 62, signed for City in 2013, becoming the first Chilean to coach in the Premier League as he took over from Roberto Mancini. During his tenure, City have won 64 of the 99 games played. The only coach to have won more in his opening 99 Premier League games is Jose Mourinho (73). Manchester City, who currently sit second in the Premier League behind Leicester, remain in the running for four trophies this season. Pellegrini guided them to Premier League and Capital One Cup success in his first season, but the team failed to defend their title last season. Pellegrini Pellegrini announced his departure at the end of a standard press conference to preview Tuesday's Premier League game at Sunderland. That was quickly followed by the club statement. Pellegrini said: "Before we finish I will tell you that I talked with the club and I will finish my contract on the original date in June. "We extended the contract one year more but with the clause that one of the club or me may not use that extended contract. So, I will finish here on the original date, June 30. "There has been a lot of speculation about things, but they (the club) are not doing anything behind me. I knew this one month ago. I don't think it is good to have speculation about different things. I prefer to finish (by announcing) today - that is why I have told the press and told the players.
