http://www.titopeblog.com/2017/07/nigerian-newspapers-10-things-you-need.html

Good morning! Here is today’s summary from Nigerian Newspapers

1. The Supreme Court of Nigeria, yesterday, laid to rest the protracted leadership tussle in the Peoples Democratic Party between the two factions led by Ali Modu Sheriff and Ahmed Markafi. The court sacked Sheriff as the chairman of the former ruling party and reinstated Markafi.

2. Kaduna State Governor, Nasir El-rufai has affirmed that the ruling All Progressives Congress must perform at all levels or risk the anger of Nigerians.

El Rufai noted that the current federal government was credibly elected by people of this country in 2015, and has continued to enjoy unwavering support and solidarity all the way and the party can’t afford to disappoint them.

3. Acting President, Yemi Osinbajo, has directed the Minister of Finance, Kemi Adeosun, to immediately release N1.6 billion for 16 states ravaged by floods across the country.

The states are Ekiti, Osun, Akwa Ibom, Kebbi, Niger, Kwara, Ebonyi, Enugu, Abia, Oyo, Lagos, Plateau, Sokoto, Edo and Bayelsa. Adesina said the money will help cushion the effects of the disaster on residents of the states.

4. The Speaker of the House of Representatives, Yakubu Dogara, has stated that restructuring of Nigeria can only be actualized through alteration and amendment of the 1999 Constitution.

Dogara, who made the disclosure at a public hearing organised by the House Ad hoc Committee on the Review of the 1999 Constitution at the National Assembly, also assured that the National Assembly will not “constitute a stumbling block” to the aspirations of Nigerians for genuine changes in the constitution.

5. Ekiti State Governor, Ayodele Fayose, has vowed to release recent pictures of President Muhammadu Buhari to prove he is critically ill.

According to him, if they (FG) go further and try to continue to deceive Nigerians, he will release about 11 damaging pictures anytime from now on the President’s health.

6. The Peoples Democratic Party, Kogi State chapter, has accused Governor Yahaya Bello of wasting the resources of the state on frivolous political jamboree.

The PDP, in a statement by its State Publicity Secretary, Bode Ogunmola, accused the governor of disregarding the laid down rules and procedures in carrying out government business.

7. The West African Examination Council (WAEC) will release the May/June 2017 West African Senior School Certificate Examination (WASSCE) results by next week Wednesday.

The board said the results of the WASSCE for School Candidates, 2017 will be released by the Council, on or before Wednesday next week.

8. Minister of Agriculture and Rural Development, Chief Audu Ogbeh, has said that the country will be self sufficient in rice production by November, which he said will force a reduction in the price of the commodity

He frowned on what he called the people’s unbridled penchant and taste for foreign foods, most of which, he said, were not as healthy and nutritious as those produced locally.

9. Former Minister of Aviation, Femi Fani-Kayode, has claimed that President Muhammadu Buhari’s health condition is “pathetic” and he will never return to govern the country.

Fani-Kayode, in a series of tweets posted on Thursday, also called on Acting President Yemi Osinbajo to stop lying, because “Nigerians have a right to know the truth.”

10. Popular American singer, songwriter and global Evangelist, Don Moen has debunked the rumours that went viral of his death on Social media on Wednesday.

The American worship leader who dispelled the death rumour in a tweet had posted a family photo of himself, his father, his own son and two of his grandchildren.

PoliticsArewa Consultative Forum Gives Conditions For Restructuring Of Nigeria by olajay86(op): 10:13am On Jul 13, 2017
http://www.titopeblog.com/2017/07/arewa-consultative-forum-gives.html

Arewa Consultative Forum (ACF) has called for clarity on the restructuring of Nigeria, as there appears to be varying meanings to different groups.

The ACF said the apologists of the restructuring of Nigeria should define the meaning of the concept in the present democratic setting.

A statement released after its national executive council meeting on Wednesday in Kaduna, said the only acceptable restructuring, is one that will enhance unity, harmony and peace among Nigerians.

“ACF has observed with keen interest the current nationwide debate on the term, restructuring of the country, as being canvassed by some people, groups and even prominent citizens. The term, however, means different things to different people or groups.

“To some, it is true federalism, whatever that means. For others it is fiscal federalism, while some groups tout resource control, yet we have those for resource ownership.

“ACF notes with regret that those clamouring or demanding for the so-called restructuring are yet to define what they actually mean by the concept and its application in our present democratic setting. In most cases, the meaning depends on which section of the country or where the person advocating it comes from.

“It is, therefore, the considered view of the ACF that any acceptable restructuring meant to improve the unity, stability, harmony and peaceful coexistence of the country must be based on just, fair and equitable principles to all Nigerians that come with clarity of definition,” read the statement signed by Mohammed Biu, ACF publicity secretary.

CelebritiesDon Moen Tweets To Dispel Death Rumour by olajay86(op): 8:32am On Jul 13, 2017
http://www.titopeblog.com/2017/07/don-moen-tweets-to-dispel-death-rumour.html

Popular American musician and evangelist, Don Moen, yesterday shared a post on Twitter to debunk the rumours that went viral on Social media about his death on Wednesday.

It could be recalled that Moen’s son – Michael – had told Nigerian gospel music act, Frank Edwards, that he would get his father to post something on social media so that people know ‎the truth about his state of health.

In keeping with Michael’s promise to Edwards, the American worship leader yesterday posted a family photo self, his father, his own son and two of his grandchildren reportedly taken today.

Osinbajo should stop lying, Buhari will never return as President – Fani-Kayode

Though Don Moen was briefly ill, there is not an iota of truth in the Wednesday reports that he had died after a short battle with stomach pain.

PoliticsFayose Vows To Release Damaging Pictures Showing Buhari Critically Ill by olajay86(op): 8:22am On Jul 13, 2017
http://www.titopeblog.com/2017/07/fayose-vows-to-release-damaging.html

Ekiti State Governor, Ayodele Fayose, has vowed to release recent pictures of President Muhammadu Buhari to prove he is critically ill.

“If they go further and try to continue to deceive Nigerians, I will release about 11 damaging pictures anytime from now on the President’s health”, Fayose told newsmen in a chat in Abuja on Wednesday.

The Chairman of the PDP Governors’ Forum advised Nigerians to ignore any claim that Buhari’s health was improving.

His word: “I’m not going to prove that (the President is recuperating) to Nigerians. It is him (Osinbajo) who said he saw the President that needs to prove to Nigerians.

“I have made the allegations and I have said it expressly that we are in the age of technology.

“How do we have an Acting President of a nation that has visited his boss that cannot show evidence of the meeting? The picture they are posting on social media are pictures taken long time.

“You recall that I said this again at Transcorp Hilton in 2015. We are talking about President of 170million people.

“The Acting President visiting the President that has left this country for about 60 days or more cannot show evidence of the meeting. It shows the President is in critical condition.

“Again, if they are not careful, I will release some pictures. This will in turn create so many serious problems for this country. And I’m telling you again that I don’t need to prove anything to Nigerians because they are saying the President is well. He’s hale and hearty.

“He has refused to come home in about 70 days. The office of the President and office of the government are offices that encourage the office holders to perform. A President that has spent so much time outside the country in a year shows clearly that this sickness is major.”

EducationAppeal Court Justice Withdraws From Patience Jonathan’s Case by olajay86(op): 10:37pm On Jul 12, 2017
http://www.titopeblog.com/2017/07/appeal-court-justice-withdraws-from.html

The suit seeking to stop the forfeiture of $5.7 million and N2.4 billion to the Federal Government by the wife of former President, Mrs Patience Jonathan, was on Wednesday stalled at the Court of Appeal, Lagos Division.

The matter was stalled because one of the three-man panel of the appellate court was recusing himself from hearing the appeal for personal reasons.

Justice John Ikyeh, who presided over the appeal alongside Justices Abimbola Obaseki-Adejumo and Abrahim Georgewill, noted that three judges were required to form a quorum.

He, however, did not say which of the justices was withdrawing from hearing the case.

Ikyeh said: “One of us is going to recuse himself from this case for personal reasons, so we are not complete. Two of us cannot make a quorum.”

Counsel to the EFCC Rotimi Oyedepo, urged the court to consider hearing the appeal preferably during the court’s vacation.

Oyedepo said: “If we can be accommodated during vacation. Our challenge is that the trial court has stayed proceedings over the subject matter of this suit.”

But the court observed that because it had not formed a quorum, it could not grant his request.

Ikyeh said: “we can’t write anything because we are not complete. One of us is recusing from this appeal.

“The suit is hereby adjourned till Sept. 18, first week after vacation.”

The News Agency of Nigeria (NAN) reports that Mrs Patience Jonathan’s appeal arose from an order obtained by the EFCC on April 26 from the Federal High Court in Lagos, temporarily forfeiting the money to the government.

The commission told Justice Mojisola Olatoregun, who made the order, that the funds were suspected to be proceeds of unlawful activities.

PoliticsRe: Makarfi, Others Take Over PDP Secretariat After Supreme Court Ruling (Photo) by olajay86(m): 6:48pm On Jul 12, 2017
http://www.titopeblog.com/2017/07/pdp-crisis-makarfi-others-take-over.html

Leaders of the Ahmed Makarfi-led Caretaker Committee of the Peoples Democratic Party, PDP, have taken possession of the party’s National Secretariat in Abuja, following Supreme Court judgement which affirmed the former Kaduna State governor as the party’s leader.
Photographs of members of the Makarfi’s committee taking possession of the party’s secretariat were posted on PDP’s official twitter handle.
Recall that the apex court had earlier put an end to the lingering leadership crisis rocking the opposition party.

In a landmark judgment, the apex court held that Markafi remains the authentic National Chairman of PDP and consequently sacked Sheriff.
The Supreme Court also ordered Sheriff to vacate the National Secretariat of the party.
PDP has been experiencing leadership crisis since it lost the 2015 presidential election.
The crisis, however, heightened earlier in the year when an Appeal Court in Port Harcourt, Rivers State affirmed Sheriff as the National Chairman of the party while sacking the Makarfi’s Caretaker Committee.

PoliticsDino Melaye: Kogi Government Blasts Ekweremad by olajay86(op): 8:41am On Jul 12, 2017
http://www.titopeblog.com/2017/07/dino-melaye-kogi-government-blasts.html

The Kogi State government, yesterday, described as mischievous a statement credited to the deputy Senate president, Ike Ekweremadu, suggesting that it is behind Senator Dino Melaye’s recall process.

The State noted that Ekweremadu’s remark that Melaye’s recall process by the people of Kogi West senatorial district was an exercise in futility was an indication that the deputy Senate president was ignorant of the constitution.

In a statement issued by the state’s Attorney-General and commissioner for Justice, Ibrahim Sanni Muhammed, Kogi government stated that a situation where Ekweremadu would, on the floor of the upper chamber, “describe a lawful exercise of recall initiated by the good people of Kogi West Senatorial District as ‘an exercise in futility’ or posit that the constituents were wasting precious time, was highly regrettable and condemnable

“The Senator’s remarks in this regard and to the effect that proper advice was not given by the Attorney-General on a recall exercise can therefore only be regarded and should be seen as one laden with mischief, malice, and bad faith”, he said.

Muhammad added that, while he holds Ekweremadu in very high esteem, being a lawyer and a principal officer of the Senate, the same did not extend to his (Ekweremadu’s) remarks regarding Melaye’s recall exercise.

He continued, “While we all as Nigerians and more particularly myself respect and support the Senate as a very vital institution of our democracy, the Senate as an institution must continue to conduct itself in a manner compatible with the status conferred on it by the 1999 Constitution(as amended) so as to sustain the respect and support of Nigerians which it currently enjoys.

“For a start, it must be clear to all that, the recall process of Senator Dino is not a State function but that which was initiated by the good people of Kogi West Senatorial District in the exercise of their constitutionally granted right to recall a Senator representing them where they have lost confidence in the Senator.

“Neither Senator Ekweremadu nor other commentators on their train have provided any iota of evidence to support this allegation. This therefore remains an unfounded allegation.

“Following from the above position that the exercise is not that of the State, it means that the Attorney-General of Kogi State has no role whatsoever in the exercise by private citizens of their constitutional right to seek the recall of a senator.

“Senator Ekweremadu being a Lawyer and Lawmaker with considerable experience knows the role of the Attorney-General of a State as provided by the 1999 Constitution. The statement is in the least prejudicial and capable of interfering with the lawful functions of a constitutionally created body (INEC)’.

“I therefore call on well meaning Nigerians to resist any attempt by the Senate to make a mockery and in essence stifle the lawful functions of INEC.”

CrimeBoy Murdered By Cultists In Bayelsa Not A Cadet Officer – NDA by olajay86(op): 8:12am On Jul 12, 2017
http://www.titopeblog.com/2017/07/boy-murdered-by-cultists-in-bayelsa-not.html

The Nigerian Defence Academy (NDA) has said Cadet Saviour Enoch Gbavieme, who was reportedly killed recently by suspected cultists in Yenagoa, the Bayelsa State capital had ceased to be the institution’s cadet with effect from November 18, 2016.

Gbavieme was shot dead last Saturday night, along Gwegwe/Naval Road in Ovom, Yenagoa Local Government Area of the state.

In a statement issued by the spokesman for the NDA, Musa Yahaya, the military institution said the deceased, Saviour Enoch, who was once a student of the institution, was expelled for absconding without permission in November 2016 and therefore, ceased to be their cadet before his death.

The statement reads in part: “The Academy has investigated the report and feels obligated to make the following clarifications: that from NDA records, there was a Cadet Izibeginiwo Enoch Gbavieme who was a second-year Army Cadet studying Mathematics at the Faculty of Science NDA; that the said Cadet Izibeginwo Enoch Gbavieme absented himself from the Academy with effect from 15 November 2016 and is still absent.

“His Next-of-Kin (NOK) was contacted and all efforts to ascertain his whereabouts and bring him back to the Nigerian Defence Academy proved abortive.

“Cadet Izibeginwo Enoch Gbavieme was struck off strength from the Nigerian Defence Academy for being absent for a cumulative period of 72 hours in line with extant NDA Regulation on Discipline and General Administration with effect from 18 November 2016; that for the avoidance of doubt, the said Izibeginwo Enoch

“Gbavieme ceased to be an undergraduate of Nigerian Defence Academy with effect from 18 November 2016. While we sympathise with the family of the person said to be shot by cultists in this moment of their grief, we wish to state that the Academy has very stringent administrative and organisational procedure towards ensuring the safety and accountability of its officer cadets,” the statement added.

PoliticsFayose Wants To Kill Me" - EKHA Minority Leader, Hon Olugboyega Aribisogan by olajay86(op): 7:53am On Jul 12, 2017
http://www.titopeblog.com/2017/07/fayose-wants-to-kill-me-ekha-minority.html

BEING THE TEXT OF ADDRESS OF THE MINORITY LEADER OF EKITI STATE HOUSE OF ASSEMBLY, HON (CHIEF) GBOYEGA ARIBISOGAN AT WORLD PRESS CONFERENCE ON JULY 11, 2017 AT THE APC SECRETARIAT, IN ADO EKITI .

Gentlemen of the Press,

I welcome you all to this briefing. Let me use this opportunity to thank you for your immeasurable support for our great party, the All Progressive Party (APC). I also thank you for standing by us always.

I also want to personally thank you for your support for me since the beginning of my odeals in the hands of Governor Fayose and the leadership of Ekiti State House of Assembly.

You will recall that I have been having a running battle with the leadership of Ekiti State House of Assembly since October 7, 2016 over the illegal 180 sitting days suspension handed down on me and Ikole constituency 1.

You are also aware of my official resumption on June 8, 2017 after nine months of denying my constituency the needed representation in Assembly. You will also recall that I said the House leadership led by Rt Hon. Kola Oluwawole had continued to violate the Standing order of the House which says no member of the House can be suspended beyond 14 legislative days.

Gentlemen of the press, you are aware of my defection from the Peoples Democratic Party (PDP) on account of the division and factionalisation of the PDP to the All Progressive Congress on June 27,2017. Since I left the PDP, Governor Ayo Fayose in connivance with Rt Hon, Kola Oluwawole have been plotting to kill me and deny my constituency permanently from being represented in state Assembly. As I address you, the Governor has drafted his killer squad led by one Tajudeen Olagunju a.k.a Alhaji to the Assembly Complex. These hoodlums with guns and dangerous weapons, have been detailed by the governor and Pastor Oluwawole to attack me and my constituents anytime we move near the Assembly complex.

Part of the plot of the governor to silence me was the setting up of a Committee headed by Hon Dele Fajemilehin representing Gbonyin local government to lure me to the Governor's office under the pretence of inviting me to a committee meeting, so that Tajudeen Olagunju can easily attack me and escape to Governor's residence in Magodo GRA, Lagos.

When they discovered that the plot had leaked, the Speaker quickly dissolved the Committee and planned to set up another one that will be used to carry out the dastardly act.

Gentlemen of the Press, the Ekiti state House of Assembly is in dire straits. The legislative arm had been taken over by the Executive Governor, Ayo Fayose, and its powers and rights are being constantly usurp by the governor.

Since his public declaration before the MACE on December 6, 2016 when he said "I AM THE SPEAKER, OLUWAWOLE IS ONLY ACTING ON MY BEHALF" while presenting the budget, the governor had unconstitutional taken over, the funding and management of the House, including the sittings of the House and had been under the supervision and direction of the Governor contrary to section 183 of the1999 Constitution of Nigeria( as amended) which states that the governor can not hold any other executive position during the period of his tenure.

Rt Hon. Kola Oluwawole having agreed with governor Fayose by joining the remaining 24 members to say YES before the MACE, the authority of the House,he had voluntarily relinquished his position to the governor and therefore cannot continue to function as the Acting Speaker , a position that is reserved for the Deputy Speaker in the case of the Speaker's absence

Therefore, Rt Hon. Kola Oluwawole must resign as the Speaker of Ekiti State House of Assembly immediately, because his continued stay in that position is a violation of the Standing Order of Ekiti State House of Assembly which states that there shall be no two Speakers in a State.

Governor Ayo Fayose is presently holding two Executive positions. First, as the Executive Governor and two, as the Speaker of Ekiti State House of Assembly contrary to Section 183 of the Constitution of the Federal Republic of Nigeria which states that the Governor can not hold two positions during his tenure.

These constitutional infractions and violations of standing rules should not be allowed to continue in a democracy. Governor Fayose must also come the hallowed chamber within the next 14 days to publicly relinquish the position of the Speaker or he should resign as Governor of Ekiti state.

Gentlemen of the press, as part of his unconstitutional behaviour he has just directed six out of his former Commissioners to resume duties without a recourse to the State House of Assembly. The dissolution of the cabinet has made it imperative for the re-appointed Commissioners to appear before the House for another screening before they can be sworn -in to office.

Governor Fayose in his usual characteristics, has usurped the power of the Assembly by directing the newly appointed Commissioners to resume duties in utter violation of the constitution which states that nominees can only be confirmed by the state House of Assembly.

I therefore advise the governor to send the names of the newly appointed Commissioner designate to Ekiti state House of Assembly for screening and confirmation.

Thanks for your patience.

Yours faithfully,

Hon. Gboyega Aribisogan

Minority Leader

EKHA, Ikole Constituency 1

APC will support whatever steps the minority leader takes ~ Hon Olatunbosun Taiwo Franklin

PoliticsFashola Vs NASS: Why We Rejected N20bn Contingency Fund – Reps by olajay86(op): 10:22am On Jul 07, 2017
http://www.titopeblog.com/2017/07/fashola-vs-nass-why-we-rejected-n20bn.html

Abdulrazak Namdas, Chairman of the House of Representatives Committee on Media and Public Affairs has spoken over alleged ‘ghost allocations’ by Minister of Works, Power and Housing, Babatunde Fashola.

He insisted that Fashola’s N20 billion contingency fund was questionable and that it was rejected by the National Assembly because the figure was too high.

“When the minister was asked about the N20 billion allocations, he did not deny it. He simply explained that it was for the purpose of planning. My quarrel is that even if you have a contingency plan, N20 billion is a huge amount”, he told Sun.

“The Second Niger Bridge alone has a budget estimate of about N12 billion, why would anybody have N20 billion for contingency? If every ministry in the country will have N20 billion for contingency alone, then the budget of the country will be exhausted on contingencies.

“Then he has the issue of N17 billion for Economic Impact Assessment (EIA) for Mambilla plateau power project. N17 billion not million, it is too much. There is nothing personal here; it is just injustice to the budget itself to have those amounts approved. We have made valid observations to Fashola’s presentation and he agreed to them.

“He should be humble enough to admit it instead of trying to paint the National Assembly black in the eyes of the public. Tomorrow, he might find himself in the National Assembly and the negative image he has been trying to create for the lawmakers might become his.

“We have introduced for the first time, public hearings for the purpose of allowing members of the public to have inputs into the budget. People come to give us their opinion about the budget, we deserve some credit”.

PoliticsNigerian Air Force Jet Crashes In Maiduguri by olajay86(op): 8:17am On Jul 07, 2017
http://www.titopeblog.com/2017/07/nigerian-air-force-jet-crashes-in.html

The Nigerian Air Force, NAF, has confirmed the crash of its helicopter on Thursday.

NAF disclosed that the helicopter crashed into a pool of water in Maiduguri, Borno State.

Spokesperson of NAF, Olatokunbo Adesanya, who made the disclosure said no life was lost in the incident.

In a statement he signed, Adesnaya said the Chief of Air Staff, Sadique Abubakar, has constituted a panel of inquiry to unravel the cause of the crash.

The statement reads, “A Nigerian air force (NAF) Agusta 109 light utility helicopter has suffered a mishap while undertaking a liaison mission targeted at further enhancing the synergy between the Nigerian army and the NAF in the ongoing counter-insurgency operation in the north-east.

“The incident, which occurred today, 6 July 2017, was as a result of an airborne technical fault with the helicopter.

“The experienced NAF pilots, however, successfully ditched the helicopter into a pool of water to minimise damage and loss of lives.

“Consequently, there were neither any injuries nor loss of lives to anyone on board or on the ground.

“The chief of air staff has immediately directed the constitution of a board of inquiry to determine the exact cause of the incident while efforts are ongoing to recover the helicopter and members of the board are already in Maiduguri to commence work.

“The NAF continues to solicit the understanding and support of the general populace as it daily strives to ensure the security of Nigeria and Nigerians.”

Education2018 UTME Candidates To Register Under CCTV Cameras by olajay86(op): 8:07am On Jul 07, 2017
http://www.titopeblog.com/2017/07/2018-utme-candidates-to-register-under.html

The Joint Admissions and Matriculation Board (JAMB) has said that all candidates for the 2018 Unified Tertiary Examination (UTME) must register under the lenses of the CCTV Camera.

It also said the footage of registration processes of each candidate must be uploaded to the Board Headquarters.

This was part of fresh standardization rules, guidelines and registration processes issued to licensed operators of Computer Based Test (CBT) centres on Thursday.

According to the new rule contained in a statement by the Board’s registrar, Ishaq Oloyede, the fresh rules were necessary to eliminate fraudulent practices in the system ahead of the 2018 Unified Tertiary Matriculation Examination, UTME, examination.

CBT operators are now also required to ensure that as soon as candidates complete their registration, they should upload the handwritten forms of the candidates. This it said will make easy for whatever errors to be easily identified and traced.

Oloyede disclosed that there were errors in the registration exercise in the UTME 2017.

“This has led to many candidates requesting for one form of correction of data or the other,” he said.

In its effort to eliminate all forms of errors and also hold people responsible for negligence and mischief, the registrar said, “All candidates must register under the lenses of the CCTV Camera and the footage of which should be uploaded to the Board Headquarters. We have discussed with the telecommunication service providers the details of the required bandwidth and data for the operation.

“These measures are aimed at curtailing the need and demand for corrections. Thus, any centre that makes a mistake during the registration, as will be proven by the uploaded forms and CCTV footage, will be liable for such errors as they will not be paid for the total number of candidates they have committed such errors. This measure has become necessary as it has come to the notice of the Board that some centres make deliberate mistakes in order to extort candidates.

“The process of scanning and uploading completed forms by candidates has to be done meticulously. The details of this process would also be explained later.

“In addition, scanning of passport photograph would not be accepted anymore. Rather real time capturing of candidates’ photo at the centre would now be the rule”, Oloyede said.

This is against previous practice where CBT centres operated under different capacities, with tendency for manual registration and distribution of candidates, prejudice and sharp practices by operators.

The board had announced the blacklisting of 72 of the 600 (CBT) centres used for the 2017 UTME across the country due to their alleged involvement in extortion and “organised examination malpractice” during the UTME.

PoliticsI Will Leave Nigerians To Judge What Senator Goje Did To 2017 Budget – Fashola by olajay86(op): 7:17am On Jul 07, 2017
http://www.titopeblog.com/2017/07/i-will-leave-nigerians-to-judge-what.html

The Minister of Power, Works and Housing, Babatunde Fashola, has said he would allow Nigerians to judge how patriotic the National Assembly joint Committee on Appropriation led by Senator Danjuma Goje gave priority to ‘tiny’ constituency projects at the expense of national infrastructure in the 2017 budget.

Fashola stated this in a statement he personally signed and sent in from Zimbabwe where he is currently attending the 35th Annual General Meeting of the Shelter Afrique.

He said it was regrettable that Senator Goje would seek to trivialize the issues he raised about the unilateral slashing of the budgetary allocation to key national infrastructure by the National Assembly.

According to him, the Senator’s reference to the patriotism of legislators should not be spoken but demonstrated as regards his calls for a more developmental budgeting approach.

Explaining this further, Fashola said: “In this context, it is left for Nigerians to then decide whether budgeting for constituency roads is more patriotic than budgeting to complete the Kano-Maiduguri Road that connects 5 states, the Lagos-Ibadan road that connects 3 states and helps to move food, imported goods and fuel across the country; or the 2nd Niger Bridge that connects the East and West geopolitical zones of at least 11 states together.

“I will also leave Nigerians to judge whether it is more patriotic to budget for the Mambilla Power Project that will contribute to more power across Nigeria or reduce the budget to build street lights in legislative constituencies.”

Reiterating his respect for the Parliament as a house where very vigorous debates about development should take place, Fashola advised Goje to acquire the temperament for such debate and disagreement.

“Let me reiterate that I see parliament as a house where very vigorous debates about development should take place and it is important for Goje to acquire the temperament of debate and disagreement, he said.

Governor Godwin Obaseki of Edo State, on Thursday, swore-in 18 commissioners.

He, however, told them that there was no room for corruption in his administration and tasked them to come up with innovative solutions to developing all sectors of the state.

Addressing the commissioner,s consisting 15 males and 3 females at Edo State Government House in Benin City, the governor stressed that their appointments indicated a call to service, and not an avenue to make money or accumulate wealth.

“We expect that you live above board; your confirmation by the Edo House of Assembly goes to show that you were found worthy to serve the state.

“This is the time to build institutions; it is not a time to think about self, but to work for the common good of the people. Bring your experiences to bear and threat staff with respect and follow laid down rules,” he said.

The governor urged the commissioners to work towards increasing internally generated revenue in the state, while also tasking them on loyalty, accountability and inculcation of the ICT initiative of the present administration.

Why nobody can remove Magu as EFCC Chairman – Osinbajo
Thursday, July 06, 2017 0
Vice President, Prof. Yemi Osinbajo has declared that as long as he remains in the acting capacity, no one would remove Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu from office.
Recall that the embattled Magu had been rejected by the National Assembly a couple of times.
The Acting President spoke through Governor Nasir el-Rufai of Kaduna State shortly before the commissioning ceremony of the EFCC zonal office in Kaduna on Thursday.
He said he had discussed with President Mahammadu Buhari over the issue of Magu, and the President said as long as he remains President, Magu would not vacate the anti-corruption seat.

Osinbajo said, “We have every confidence in Magu to fight corruption to a standstill.
“He will remain the EFCC chairman as long as I remain the Acting President and as well as Muhammadu Buhari remains the President.
“It is our belief that Magu will continue to remain a nightmare for corrupt people for years to come.”
Governor el-Rufai, in his opening address, disclosed that he had recovered over N500 million quietly from corrupt past government officials and contractors without anybody knowing.
He stressed that those corrupt officials will be handed over to the EFCC in due course for prosecution.

PoliticsWhy We Cannot Defend Osinbajo Over Nominees’ Confirmation – AGF, Malami by olajay86(op): 8:13am On Jul 06, 2017
http://www.titopeblog.com/2017/07/why-we-cannot-defend-osinbajo-over.html

The Federal Executive Council (FEC) on Wednesday, distanced itself from the comments of Acting President Yemi Osinbajo, on the confirmation of nominations made by the Executive.

In April, Osinbajo stated that he was in support of the view of human rights lawyer, Femi Falana, that the Executive did not need to send the name of Acting Chairman of the Economic and Financial Crimes Commission (EFCC), to the Senate for confirmation.

But fielding questions from reporters after the FEC meeting today, Attorney-General of the Federation, Abubakar Malami, said the cabinet cannot defend what it did not decide on.

“Although the issue came up for discussion at the cabinet meeting, since the cabinet was not particularly connected, it cannot begin to defend what it did not decide on,” Malami said, according to TheCable.

“The fundamental consideration about the alleged statement is the fact that at no point ever did the federal executive council sit down to arrive at the decision in one way or the other as far as the issue of nomination or otherwise is concerned.

“So, I do not think it constitutes an issue for the federal executive council to make any clarification about because it has never been considered by the FEC.”

The National Industrial Court Owerri judicial division on Wednesday declared the 40 percent payment to Imo Pensioners by the Imo State government illegal and unconstitutional.

The court issued an order of perpetual injunction restraining the government and her agents from further slashing of pensions due the state pensioners.

The Presiding Judge, Olufunke Anuwe gave the order while delivering judgment in suit no. NICN/OW/144/2017 filed before her by the Nigeria Union of Pensioners (NUP) Imo state chapter against the Imo state governor and three others.

The court had on May 23, 2017 reserved judgment in the suit filed by Imo State branch of the NUP against the State government after counsel to both parties had filed and responded to relevant papers.

Justice Anuwe stated that the claimants had on February 24, 2017 filed a suit seeking declaration and order directing the Imo State government from respecting and honouring their rights to earn pensions.

She said that the claimant equally sought an order of perpetual injunction restraining the Imo State Government from further slashing of pensions.

DAILY POST had reported that the Imo State Council of the NUP, condemned the decision to reduce their pension by authorities.

They accused the government of Rochas Okorocha of “exhibiting lawlessness”.

PoliticsBeware Of Fake Tax Collectors – Oyo Warns Residents by olajay86(op): 8:27pm On Jul 05, 2017
http://www.titopeblog.com/2017/07/beware-of-fake-tax-collectors-oyo-warns.html

Oyo State Government has cautioned property owners in state to beware of fraudulent individuals and groups parading themselves as government tax collectors.

It said such persons were extorting money illegally from unsuspecting residents of the state.

It, however, assured that adequate measures were being taken to checkmate this worrisome activity saying the days of the illegal money collectors posing as tax collectors are numbered.

The state government while warning the residents to be careful of those men, said that its representatives were equipped with relevant documents and identification “to distinguish them as genuine government officials and they do not have the mandate to request or extort money from individuals or property owners.‎”

Director General of the Bureau of Physical Planning and Development Control in the state, Mr. Waheed Gbadamosi, who gave this warning on Wednesday in Ibadan, the state capital explained that “it has come to the notice of the State Government that some people are moving about parading themselves as the Government Task Force and extorting money from members of the public if they cannot provide documents requested from them”.

Gbadamosi noted that the “Government’s Task Force Team are only mandated to check for necessary documents from property owners and they do not have the right to request for money”.

He, therefore, appealed to members of the public “to beware of these fraudulent individuals, urging that they should visit the Bureau of Physical Planning and Development Control for more Information if they are in doubt of the identity and veracity of the people that visit them.”

Meanwhile, the Oyo State government has assured that it will continue to synergize with the Federal Road Safety Commission (FRSC), noting that the agency was critical to the ongoing infrastructural development in the state.

Receiving the new sector commander of FRSC, Oyo Sector Commander, Corps Commander Cecilia Alao in his office on Wednesday, the State Head of Service, Mr. Soji Eniade explained that the ongoing infrastructural development was geared towards safety of lives and properties.

He said that the government will improve on the relationship between the commission and the state government to sustain the positive development in the state.

Eniade disclosed further that Oyo state had been playing a very important role in the area of Special Marshal Corps in which notable personalities of the state were active members, urging that the corps should intensify efforts on the area of advocacy to enlighten citizens on the rules and regulations regarding road safety.

He enjoined FRSC to re-introduce the road safety Clubs in Secondary Schools and higher Institutions in order to enhance understanding of road safety ethics.

Alao earlier hinted that the purpose of the visit was to familiarize with the state government and seek more collaboration to enlighten people on road safety.

She noted that safety on roads was a collective responsibility that required the support and efforts of all and sundry.

PoliticsMagu Using EFCC To Blackmail State Governors‎ – Fayose by olajay86(op): 8:19pm On Jul 05, 2017
http://www.titopeblog.com/2017/07/magu-using-efcc-to-blackmail-state.html

Governor Ayodele Fayose of Ekiti State, on Wednesday said the Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu was using the Paris Club refund to “blackmail” state governors.

Fayose made the claim while lamenting the incessant harassment of serving governors in the country, especially the Chairman of the Nigeria Governors’ Forum (NGF) and Governor of Zamfara State, Abudulazeez Yari

In a statement by by his Special Assistant on Public Communications and New Media, Lere Olayinka , Fayose said “The EFCC is obviously blackmailing State Governors on the Paris Club refunds.”

Fayose, who said that Governor Yari, as the leader of all the State Governors in Nigeria deserved some level of respect from “Magu and his gangs in the EFCC,” added that “Rushing to court to seek forfeiture of properties on which no one had been convicted and maligning the NGF chairman is to say the least, irresponsible.”

The governor described the “onslaught on Governor Yari as a direct attack on all the governors of the 36 States” of Nigeria, adding that all the “governors to rise and protect the NGF.”

He pointed out that the Paris Club refunds was occasioned by the Federal Government’s illegal conversion of funds belonging to the States and Local Governments, adding that it was absurd that the Federal Government, which illegally used money belonging to the States and Local Governments for its own purpose was the one giving conditions as to how the refund must be spent.

“It is like a man stealing your money and now coming back to give you conditions to refund the money he stole and also telling you how to spend the money,” he said.

The governor said it was the height of rascality for the EFCC to keep feeding the public with falsehood and maligning the hard-earned integrity of Nigerians, especially former and serving governors.

“This persistent media trial is the reason EFCC has lost most of the high-profile corruption cases at the law courts.

“For instance, EFCC was the one that investigated and it was the one that went to court to file ex-parte application, seeking interim forfeiture of N500m and $500,000 it claimed was looted from the Paris Club refunds. No defence from any of the accused.

“Yet, Governor Yari is already being presented to the public as a thief by the EFCC. This irresponsibility must stop because these attacks on the person of NGF chairman by Magu and by extension the entire governors in Nigeria must stop,” he said.

PoliticsBiafra: Why Nigerians Must Stop Nnamdi Kanu – Obasanjo by olajay86(op): 9:09pm On Jul 04, 2017
http://www.titopeblog.com/2017/07/biafra-why-nigerians-must-stop-nnamdi.html

Former President Olusegun Obasanjo has said that Nigerians must do everything possible to stop the agitation for Biafra led by Nnamdi Kanu.

He stressed that failure to do so could lead to a repeat of the 1966 coup and the events that led to unprecedented bloodshed in the country.

He said this at the International Conference Centre, Abuja during the launch of the biography of late Brigadier Zakariya Maimalari on Tuesday.

According to Obasanjo, the top most lessons for Nigerians to learn from unfolding events in the country are that the nation has had enough of tragedies.

“What lesson can we learn? The lesson we can learn is that we have had enough tragedies in this country.

“So far, since 1999, it seems that we have got it right. Let us hope that we continue to get it right and learn that Nigeria has had enough of bloodshed, enough of sacrifices by those victims, that Nigeria deserves peace, unity and progress,” Obasanjo asserted.

The two-time Head of State also gave reasons for some of the decision taken by his government in his second coming as civilian president in 1999

He said he decided to retire Maimalari’s son who was the then Military Administrator of Jigawa State for certain reasons.

Obasanjo said: “I have no apology but I have explanation. It’s because it’s necessary to stop this sort of things that took the life of your father prematurely, that we had to take the decision that all those who have tasted power, that they should never have tasted, of political office that we should ease them out of the Army so that we can have an Army that is free from political aberration.”

PoliticsEkiti 2018: APC Shouldn’t Rely On Federal Might To Win – Osinkolu by olajay86(op): 7:54pm On Jul 04, 2017
http://www.titopeblog.com/2017/07/ekiti-2018-apc-shouldnt-rely-on-federal.html

A senatorial aspirant in Ekiti State All Progressives Congress(APC), Dr. Olusegun Osinkolu, has advised the party not to rely on federal might to win the 2018 governorship poll.

Osinkolu, said the party must conduct credible primary and embark on aggressive mobilization drive to be able to defeat the Peoples Democratic Party(PDP).

Speaking in Ado Ekiti, on Tuesday, Osinkolu disclosed that the APC lost the 2014 governorship poll despite being in control in Ekiti, saying it would be foolhardy for the party to rest its winning streak on federal might while leaving other strategic things undone.

He reminded the party that the PDP under Dr Goodluck Jonathan failed to defeat Governor Rauf Aregbesola in Osun State in the 2014 poll, because of his popularity and connection with the grassroots, urging the party to take a cue from that political experience that federal might doesn’t guarantee automatic victory.

The senatorial aspirant appealed to party members, particularly the governorship aspirants, who are now over 40 to be committed to the party, saying the huge number was enough to strengthen the party if they display uncommon loyalty and dedication to APC before the poll.

“APC may end up meeting its waterloo if it relies on federal might. It failed in Osun State against governor Aregbesola and that was suffice

to say that federal might will become irrelevant and unhelpful when a bad candidate is fielded for an election.

“The federal might is like a good advertisement for any candidate in any credible election, because such huge potentials can be deployed to market the candidate. But when you present a bad candidate, then the advert becomes useless , because no good advert can sell a bad candidate.

“That is why our leaders must build internal democracy. They must allow it to grow and thrive , so that every member can have a say in who is the best for a particular election.

“Ekiti electorate are very sophisticated and sensitive and past elections had lent credence to that . I want to appeal to the National Working Committee to allow a free, fair and credible primary, this is the only thing that can save us, no other magic.

“The moment the people of Ekiti sees that a particular candidate was imposed, then they will revolt against him , because an average Ekiti person hates cheating under any guise”, Osinkolu warned.

He appealed to the aspirants to pursue their aspirations with civility and work with the State Working Committee to build a party that will be acceptable to Ekiti people.

“Let there be civility in their utterances and conducts to prevent anarchy. The moment the party starts showing signs of incoherence , then there could be apathy which the PDP can catch on to defeat us again and this is a banana peel we must avoid for us to bounce back again.

“No Ekiti man will be proud of this maladministration we are witnessing now. The only option left for Ekiti is to work with APC and once we miss the opportunity, then it becomes an albatross to all of us and the future generations”, he said.

Oye was reacting to threats from members of the opposition All Progressives Congress (APC) in the state, who allegedly said they would pull down the bridges constructed by Governor Willie Obiano, because they were poorly constructed.

He said those questioning the quality of the bridges lacked the technical know-how, insisting that the bridges met all engineering requirements.

“They are not coming to power today or tomorrow; APGA will be here for another 100 years. By that time we would have produced more and more bridges.

“When they said the bridges were collapsing, what they saw was like a mirage. They didn’t know that when you build a bridge, you have to create room for flexibility. They didn’t study physics; the bridges depict architectural masterpieces,” Oye said.

PoliticsECA Slams IBB Over Calls For Nigeria’s Restructuring by olajay86(op): 7:53am On Jun 30, 2017

The Eastern Consultative Assembly (ECA) has faulted former military president Ibrahim Babangida over his call for restructuring of Nigeria.

In a statement in Enugu signed by its Secretary, Evang. Elliot Ugochukwu-Uko, the group said Babangida belonged to the club of the elite who bluntly refused to accept that the style, manner and format of the creation of the existing 36 states were a huge source of grief to millions of Nigerians and therefore, the real bone of contention.

Gen Babangida(rtd) had on Monday said the time had come for Nigeria to be restructured.

Babaginda, who urged leaders across the aggrieved parts of the country to show maturity, insisted that war is not a “joke anyone should toy with.”

Reacting, however ECA noted that any restructuring that tended to maintain the 36 states as federating units, would not serve any useful purpose whatsoever.

Uko declared that “whereas, General Babangida’s endorsement of the deafening cries for an early restructuring of our polity seems commendable, a closer look at his version of restructuring reveals that it is not yet uhuru.

“General Babangida belongs to the club of elite who bluntly refuses to accept that the style, manner and format of the creation of the existing 36 states is actually a huge source of grief and sorrow to millions of Nigerians, and therefore, the real bone of contention.

“Accordingly, any sort of restructuring that seeks to sustain the current 36 states as federating units, would not serve any useful purpose whatsoever. It would not assuage the agitators; neither would it bring peace to the troubled land.”

He added that “it seems needless arrogance has beclouded the sense of judgment of the designers of the current unworkable structure. They seem too proud to accept the self-evident truth which is: that the unitary structure they created can no longer carry the building.

“Any change of the format they designed while in power as military rulers seem to hurt their pride. They simply desire, that the states and local government councils, they created through military fiat, remain that way till thy kingdom come, whether the country is failing or not. Even as 70% of the states cannot pay staff salaries.

General Babangida’s support for restructuring therefore is both jaundiced and belated.

“Jaundiced, because he is struggling to avoid the reality, which is that only a return to regional autonomy can calm the storm now. No section of Nigeria will loose out, when we revert to six regions. The states will function as administrative units, under the regions, whilst the regions remain the federating units. IBB is running around the truth, because he knows that devolving more powers to the existing states will not bring to an end, the agitations for secession, only a revert to regions will.

“Belated, because, he should have endorsed restructuring a lot earlier than now. He didn’t have to wait until the secession movement grew into a hurricane that is difficult to contain, before identifying with the truth.

“General Babangida is not sincere, the whirlwind that is blowing today, could have been averted, had he spoken up earlier.

“When you add this to the fact, that IBB contributed immensely to the war of attrition and scorched earth policy visited on Ndigbo since 1970. You will agree that Babangida is either hoping to deceive us to see him as a man of peace who wants equity for all, or that IBB is confused, hoping to diffuse the mess they created, by trying to sound reasonable, either way, his intervention is coming a little too late in the day. Now, check out his past wicked acts that led to the frustrations and bitterness, that finally built up the anger in the land today:

“IBB unilaterally created two additional states 30 years ago (September 1987), Akwa Ibom and Katsina.

“On his desk, were the reports of past head counts, he knew that the Igbo constituted over 63% of the old Eastern region, and the the Eastern minorities about 37% yet, Babangida gave the Eastern minorities 3 states (Akwa Ibom, Rivers and Cross River) while leaving the 63% Igbo population struck in only two states (Anambra and Imo) talk about man’s in humanity to man.

“As the window to save Nigeria continuously winds up to a very narrow and tiny leeway, which is: an early reversal to the 1963 constitution, where each region grew in its own peculiarities, we warn that, panicky calls for restructuring, based on devolving more powers to the existing 36 states as federating units, will not solve the problem.

“Only a return to true fiscal federalism, anchored on regional autonomy may save Nigeria now.‎”

PoliticsNigeria Will Overpower Those Calling For Separation – US by olajay86(op): 7:41am On Jun 30, 2017

The United States Ambassador to Nigeria, Stuart Symington, has stated that Nigerians are capable of overcoming those agitating for secession.

Symington made this comment in a speech at an event held in commemoration of the 241st anniversary of American independence in Abuja on Thursday.

According to him, the first American President, George Washington, had warned that those who seek to weaken a country would always seek to start by causing disunity.

Symington said just like America, Nigeria would remain a united country because of its determined people and leaders.

He said, “Every time we have been challenged, we overcame danger because we had visionary leaders committed to union and citizens committed to ensuring justice for all.

“Today, Nigeria is fortunate to have such leaders and citizens. Together, they are dedicated to keeping Nigeria united and just and to ensuring every Nigerian is heard and taken into account and treated fairly.

“Together, those Nigerians will overpower any call to divide this nation.

“Thanks to them, thanks to you, the lamp of unity and justice burns brightly both in our nations tonight. And the sight of a united Nigeria’s light lifts Africa and with it, the world.”

The US envoy said Nigeria’s diversity is an inspiration to many countries.

He said that, just like the US, Nigeria’s plurality was a source of strength.

Symington added, “Wherever I meet a Nigerian, I ask ‘What do you like the most about your country?’ I like our diversity, our resilience, our energy, our warmth, our spirit, our food.’

“Just like the United States, Nigeria is a wonderfully diverse nation whose differences and diversity are sources of strength and reason for pride.”

PoliticsMagu: Court Fixes Date To Hear Suit Seeking Removal Of EFCC Boss by olajay86(op): 6:52pm On Jun 29, 2017
http://www.titopeblog.com/2017/06/magu-court-fixes-date-to-hear-suit.html

Justice B.O Quadri of the Federal High Court, Abuja, has fixed October 10 to hear a matter filed by a lawyer, Johnmary Jideobi, seeking to remove Ibrahim Magu as Acting Chairman, Economic and Financial Crimes Commission (EFCC).

On Thursday, Mohammed Shehu, counsel to one of the respondents, asked the court for an adjournment to enable him to familiarise himself with the case being his first appearance.

Jideobi, who represented himself said he had no objection to the application for adjournment.

Jideobi is asking the court to make a pronouncement terminating the continuous stay of Magu as Acting Chairman of EFCC.

He said that the Senate rejected Magu’s appointment and by virtue of that expediency, the commission being headed by an acting chairman ended when the president wrote requesting for a substantive chairman.

However, the Federal Government, through the office of the Attorney- General of the Federation, objected to the application on certain terms.

Counsel to the Federal Government, Mrs Maimuna Shiru, said that one of the terms had to do with the powers of the president to appoint a chairman for the EFCC, whether in acting or substantive capacity.

Other defendants in the matter include the Senate, the Attorney-General of the Federation, and the EFCC.
