The latest attack forced residents of the community to besiege the palace of the Ayangbure of Ikorodu, Oba Adewale Shotobi, in protest of the continued killings by the gang. It was gathered that the heartless Badoo group yesterday attacked a family of five at Olopomeji, Odogunyan, Ikorodu, killing three and leaving two children, between the ages two and four, in critical condition. The incidents happened around 3am on Wednesday on 9 Aliyu Adesanya Street, Olopomeji Bus Stop. A resident told newsmen that members of a family he identified as David Ikehi were struck to death with a grinding stone. The witness said: “David, his wife, Pricilla, and their son, Moses were killed with a grinding stone. Another son, Sunday, was seriously injured, while their two-year-old boy is missing. “A bloodstained grinding stone was found on the premises and that was when we suspected that the dreaded cult group known as Badoo had struck again. “Apart from numbers 9 Aliyu Adesanya Stree, two other buildings were attacked, although no casualty was recorded in the other buildings.” He said policemen from Sagamu Road Division were invited to the scene, “after which they took the injured to the hospital and the dead to the mortuary.” Meanwhile, a text message to the Lagos Command spokesman, ASP Olarinde Famous-Cole, has not been replied. |
http://www.titopeblog.com/2017/06/osinbajo-appoints-14-heads-of-tertiary.html The Acting President, Yemi Osinbajo, has approved the appointment of 14 Chief Medical Directors and Medical Directors in Federal Teaching Hospitals, Federal Medical Centres and Specialty Hospitals all over the country. The approval was disclosed in a letter signed by the Deputy Chief of Staff to the Acting President and addressed to the Minister of Health, Isaac Adewole. The press statement noted that the appointments take immediate effect for a four-year tenure and are in two categories. Five of the appointees will be serving their second and final term. Some institutions in the country have been under interim heads for between six months to two years, against the provision of the Acts that established them. The Health Minister in his congratulatory message to the appointees, charged them to reciprocate the Federal Government’s gesture by taking their appointment as a call to service. They were also advised to ensure that they operate an all-inclusive administration that will promote efficiency, transparency and accountability. Adewole stated further that the Chief Executive Officers were to support the current health agenda of President Muhammadu Buhari’s Administration which is aimed at achieving universal health coverage. The new chief executive officers and their health facilities are: Bisala Ekele — University of Abuja Teaching Hospital, Gwagwalada; V.A. Osiatuma — Federal Medical Centre, Asaba; Idris Suleiman –Federal Medical Centre, Birnin Kudu; Abdus Musa — Federal Medical Centre, Abeokuta; O.O. Alabi — Federal Medical Centre, Lokoja; Adejuwon Dada — Federal Medical Centre, Ebute-Metta, Lagos; Ibrahim Wakawa — Federal Neuropsychiatric Hospital, Maiduguri; O.C. According to a statement issued by the Chairman of NAHCON, Abdullahi Mohammed, the approval was given on Wednesday at the weekly Federal Executive Council (FEC) meeting chaired by the Acting President Prof. Yemi Osinbajo. Mohammed said: “The approval was granted consequent upon the commission’s ability to raise the sum of N2 billion out of the N2.4 billion of the agreed price. “The balance of about N500 million which is about 20 per cent is to be funded from the commission’s 2017 budget appropriated capital expenditure. “The main building of the property after renovation will serve as NAHCON’s Corporate Headquarters complete with conference halls, board rooms, training centre etc while the two annexes are to be rented out for the commission to generate revenue in its strive to achieve financial autonomy from government.”

On Wednesday, Fayose alleged that the President has been on “life support for 20 days”. Fayose made the allegation while berating Buhari’s handlers over the non-disclosure of the President’s health situation. However, spokesman for the ruling party, Malam Bolaji Abdullahi, labelled the Governor’s comments as “tales”. APC dares Fayose to prove Buhari is on life support in UK Abdullahi who admitted that he did not know the current health status of Buhari said: “I don’t have such information on the health status of the president as spokesman of the APC. If the governor is saying he has it, I don’t have it. “All I know is what is in the public domain. If Fayose has such information and he is making it available, I think people should ask him how he got it. “I only hope he is not celebrating that his prophesy is coming to pass. I hope that is not why he is gleefully announcing it because if that is what he is doing, it is no longer politics. It is about our common humanity.”

No official information as to his whereabouts and his state of health. “Like every other Nigerians, I do not wish the president dead, I have therefore maintained dignified silence since we were told that the President embarked on his second medical trip abroad this year. “However, the recorded audio message which was released by the Presidency as the President’s Ramadan message to Nigerians necessitated my setting the records straight today. “No doubt, the audio message was only a damage-control strategy aimed at further deceiving Nigerians. “I have therefore elected in good conscience to state as follows: “That the audio message does not represent the truth as our President does not only have voice impairment, he has been on life-support since June 6, 2017 at a West-End, London Hospital. “Of a fact, our First Lady, Her Excellency, Mrs Aisha Buhari was not allowed to see her husband during her last visit to the United Kingdom if only she will be courageous enough to admit. “Only three Nigerians who are of the President’s cabal are allowed access to the President. The Minister of Health, Prof. Isaac Adewole, stated this when he briefed State House correspondents on the outcome of the meeting which was presided by Acting President Yemi Osinbajo in the Presidential Villa, Abuja. Adewole expressed optimism that the inclusion of the corps’ members in the health scheme would not only check the reported unnecessary deaths among NYSC members but would also ensure that they receive the highest attainable level of healthcare across the country. “The other memorandum taken at today’s meeting had to do with how we will prevent unnecessary deaths among the corps members across the country. “The Council approved the memo that henceforth we will include NYSC members in the National Health Insurance Scheme across the country and this will guarantee access to quality healthcare across the country, prevent unnecessary deaths and also ensure that the NYSC members receive the highest (attainable) level of healthcare services across the country,’’ said the Adewole. The minister announced that his ministry also presented the reports on the state of public health services in the country to the council. He disclosed that no single case of polio was recorded in the country in 2017, while only seven new cases of Lassa fever were recorded across the country this year. “We have formally declared the meningitis outbreak over in the country. “We also informed FEC that we have not recorded any case of polio in 2017. “We have recorded seven new cases of Lassa fever across the country and the cholera outbreak in Kwara state has also fizzled out. “So, we have to report that to FEC, today,’’ the minister said. Rising from its meeting at Odo-Ado, in Ado Ekiti on Tuesday, the APY said in a statement signed by its President, Asiwaju Adewale Falade, that it was the height of irresponsibility for the APC in Ekiti State to be circulating online, such a write-up against a revered leader of Ekiti like Afe Babalola just because of his support for Governor Ayodele Fayose. The youths demanded an unreserved apology from the APC for attempting to bring the good name of Aare Afe Babalola into disrepute. “We take exception to anyone disrespecting Baba Afe and any leader in Ado Ekiti because of politics and this irresponsible politics of the APC must stop. “Today, Afe Babalola is the highest contributor to the economy of Ekiti State apart from the government. A section of the media had reported that the President is suffering from speech impairment and memory loss. The audio was intended to counter the narrative. Okupe, however, rejected the excuse that the broadcast was part of an interview Buhari had in Hausa with the radio station. He said, “I have pondered a while on the supposed message to Nigerians in Hausa language by President Buhari. I believe the voice is the voice of PMB and not any phoney laboratory creation. “I also believe strongly that PMB never intended the statement to be used as a direct message to nation. The war against corruption must be fought very, very transparently to elicit from the average Nigerian some level of credibility. “It may be merely coincidental that only a certain section of the Nigerian community is being prosecuted for corrupt practices, essentially people who participated in the last PDP government who are not members of the APC (All Progressives Congress) government now. “As long as that is the perception of the average Nigerian, the fight against corruption lacks credibility. Don’t for forget that sometimes perceptions are a reality. And as long as it lacks credibility, the feeling is that it is only those who are in the opposition party now that are being persecuted. “Allegations have been made against persons who either were in PDP or were in other political parties or were in positions of leadership, but who have moved to APC they are walking freely on the street. “Similar allegations have been made against PDP members who participated in the last government, such allegations have been promptly investigated and such persons are facing trials in various courts in the land. “I want to say this very frankly that in the interest of this country, it is a plus for President Muhammadu Buhari to see corruption as a cankerworm that has eaten very deep into the fabric of our nation Nigeria. “It is also a credit to him that he feels determined to fight this very albatross that has contributed in no small way to the underdevelopment of this country. But the approach definitely leaves a lot of room for improvement. “I think that while we are sanctioning those who have been proven to have defrauded this country, corrupted the system, we must at the same time draw up an appropriate roadmap towards preventing corruption rather than punishing corruption, because punishing corruption is just a scratch on the surface. “Like they say, you can only correct mistakes; you cannot change mistakes that have already been made. Therefore, the question that readily comes to mind is, in punishing corruption, can we be able to stamp out corruption? “Also, I have continued to insist that corruption in Nigeria is predominantly more attitudinal than institutional. And the emphasis must be placed on refraining, remoulding and re-orientating the attitude.”

IPOB made the disclosure in response to some Northern elders like Tanko Yakassai, who alleged that the group is calling for another civil war by insisting on the restoration of Biafra. Describing Yakasssai’s remark as “stupefying ignorance”, the separatist group said such was why “Nigeria cannot produce and distribute electricity and employment” despite its richness in coal and crude oil. The group maintained that most of what it “stands for is lost in translation.” IPOB stressed that it want Biafra through, “referendum or plebiscite” and not through war. A statement signed by the group’s spokesperson, Emma Powerful and sent to DAILY POST, reads, “We the members of the indigenous people of Biafra (IPOB) and it’s leadership worldwide have observed the grand conspiracy perfected by Hausa Fulani oligarchs like Tanko Yakassai and his fellow Hausa fulani politicians with the help of certain unity beggars to the effect that IPOB asking for self determination is tantamount to declaration of war or asking for referendum is equal to hate speech. “We also understand that such levels of stupefying ignorance about what IPOB is demanding is totally the reason why Nigeria cannot produce and distribute electricity and job opportunities in Nigeria despite the abundance of coal, Palm oil, gas and crude oil. “This thuggish mindset of some Hausa Fulani oligarchs is quick resort to violence as espoused by Tanko Yakassai and Co and is the reason why we have Boko Haram today. They always see civilised debate as a call to war, such people and the values they represent can never be reconciled with the civilising effects of genuine democracy that allows for freedom of expression. “It is fair to assume, going by the utterances of certain corrupt segments of the Nigerian society, that most of what IPOB is saying and stands for is lost in translation because anybody with basic understanding of rudimentary English and constitutional law will know that self determination does not mean War and that referendum is not hate speech. “Again, when badly educated and ill informed people dabble into a discipline above their station, such mistakes are bound to happen. ‘ ”We would like to use this opportunity to clarify once again that IPOB is asking for self determination as recognised in both United Nations charter on the Rights of Indigenous People and the African Charter on Human and Peoples Rights. Before these Northern unity beggars threaten us with war that IPOB hasn’t called for, let them spend a bit of their valuable time acquainting themselves with these charters and declarations. “The only instrument IPOB has at its disposal is civil disobedience which is entirely legal. Civil disobedience it must understand and be said that it has nothing to do with armed conflict. “Furthermore, people should better advised to study and assimilate the subtleties and nuances of English language before engaging in any public discussion regarding Biafra independence. “Our leader Nnamdi Kanu is a peaceful man that constituted IPOB with peaceful foundation and the sole aim is to liberate his people from humiliation and bondage. “If some oil revenue dependent Northerners wish to misunderstand him and IPOB aims and objectives, that is their business. “Also we understand that some people console themselves with the constant reference to a war fought over 50 years ago by saying that those asking for Biafra did not see war, ignorantly they forget that the generation fighting today to defend Israel were not born when Hitlar’s Nazi regime murdered 6 million Jews during the second world war. “The fact that our fathers were defeated in a war Britain, USSR, Egypt and other Arab world fought against our people during the war of genocide in 1967 and 1970 does not mean we cannot ask for our freedom in this 2017. “More so, we would like to remind the likes of Tanko Yakassai and co to know that if not the support of British and their allied forces there will be no way Nigeria could have defeated Biafra in a battle field. “The gloating over the outcome of the Nigeria/Biafra war is a source of motivation for us contrary to what people maybe thinking, we are not asking for war rather what we are requesting for is referendum or plebiscite for Biafrans to decide if they want to remain in Nigeria or not.”

The governors, under the aegis of the Progressives Governors’ Forum, PGF, however, called for structured processes of national consultations and negotiations to stem the tide of agitations. This was part of a statement signed by the Forum’s Director General, Salihu Lukman yesterday in Abuja, where the governors urged all Nigerians, especially regional leaders to speak up against the upsurge of elements they described as irredentist movements. The APC governors also pledged to work with party leaders, Federal Government and all Nigerians who were committed to democratic development to ensure unencumbered protection of lives of all citizens in every part of the nation. PGF insisted that regardless of diverse identities and differences, the country must thrive. The statement said, “Acknowledging the rich diverse heritage of Nigeria as a country, the PGF particularly note that the resurgence of desperate youth groups promoting ethno-regional identities and extremist positions from the different geo-political zones across the nation as currently experienced is a reflection of prevalent weak governance, poor economy and law enforcement system in Nigeria. “PGF, therefore, called for the rise of all decent voices across this country to speak up against the upsurge of some desperate irredentist movements across all ethnic groups and support the emergence of a stronger and virile unified Nigeria for us all. The Forum insisted that, regardless of the nation’s diverse identities and differences, Nigeria has to thrive. “While acknowledging that as a nation, we do have challenges, PGF believe that the resolution of those challenges rest with the development of our democracy and with it, the ascendency of structured processes of national consultations, negotiations and invariably agreements. “Some of the challenges are highlighted in the accompanying PGF position – ‘There has to be a nation first.’ As governors elected under APC, we will work with our party leaders, the Federal Government and all Nigerians who are committed to democratic development in all parts of the country to ensure unencumbered protection of lives of all citizens in every part of the territorial boundary of our nation. “We must create, by all means necessary, a country that we can collectively call our home, irrespective of tongues and localities.”

Alabi had obtained a police permit which was granted by the state police command about three weeks before the declaration but was allegedly persuaded by the Commissioner of Police, Abdullahi Chafe, to shift the event. The command is believed to have attempted to convince Alabi to shift the event because Governor Ayo Fayose was also holding victory rally to mark the third anniversary of his electoral victory in 2014. But Alabi defied the police and staged a street procession which shut down some parts of Ado-Ekiti and his native Ikere-Ekiti from where party faithful trooped out in their thousands to witness the declaration at the APC secretariat. There was a massive security buildup to prevent a possible clash between APC members and Fayose’s supporters. Men of the Federal Special Anti-Robbery Squad (FSARS), Department of State Services (DSS) and Nigeria Security and Civil Defence Corps (NSCDC) at Ijigbo and Ajilosun areas of Ado-Ekiti. Addressing party leaders while declaring his intent to run for governor in 2018, Alabi said neither himself nor his party can be intimidated in the quest to bring about positive change in Ekiti. He promised to focus on agriculture, development of mineral resources, opening up more revenue-generating ventures and growing cottage industries. Receiving the aspirant, APC Deputy Chairman, Mrs. Kemisola Olaleye, slammed the state police command for attempting to force a shift of the event for which a valid permit had been secured. She explained that the police had shifted two APC programmes for which permit had been obtained in recent past in favour of rallies by Fayose questioning the neutrality of the command. Mrs. Olaleye said: Fayose cannot intimidate us because we have police permit for this declaration at our party secretariat. APC is fully on ground, nobody can chase us out of the state and whether Fayose like it or not, we are coming to power at next year’s election.”

The parties said the electoral alliance was not a merger because it would see the participating registered political parties field separate candidates for councillorship, local government chairmanship, House of Assembly, House of Representatives and senatorial elections, but collaborating at the gubernatorial and presidential elections. The mega coalition also chose National Chairman of the National Unity Party, NUP, Chief Perry Opara as its “Chancellor.” According to the coalition in a statement in Abuja yesterday, “At the governorship elections, the winning party shall form a Government of State Unity, GSU, while at the presidential election, the winning party shall form a Government of National Unity, NUG, with a view to accommodating participating parties in the coalition, thereby reducing the winner takes all syndrome which does not allow smaller political parties to grow in Nigeria.” Some of the parties which signed the agreement included the Allied Congress Party of Nigeria ACPN, Better Nigeria Progressive Party BNPP, Democratic Alternative DA, Democratic Peoples Congress DPC and Democratic Peoples Party DPP among others. The coalition said it would field candidates in the forthcoming governorship elections in Anambra, Ekiti and Osun states, for a start, vowing to dislodge the ruling parties therein. It added, “The Mega Coalition is a response to the high divisiveness in Nigeria and lack of credible opposition party in Nigeria since the 2015 general elections. ‘’In 2019 general elections, no single party can win at first ballot. It will be difficult to meet the constitutional two third states requirement. The only way to success in 2019 is for like-minded political parties to come together to select credible, capable and popular candidates who can win elections.” Chief Opara added, “The Mega Coalition urged Nigerian politicians who have something to hide to desist from parading themselves for elective offices, while credible men and women who are courageous are encouraged to start now to educate the masses on their blueprint for elections. “The Mega Coalition thanked INEC for announcing the February 2019 date for commencement of elections which puts politicians and political parties on notice ahead of time.” Opara said that no party shall be excluded from participating in the Mega Coalition. “Only good candidates who have programmes that can provide dividends of democracy can be voted into office by Nigerians. Opara said the Mega Coalition is ready to collaborate with any like-minded registered political party irrespective of its previous electoral fortune. “2019 elections shall have emphasis on candidates and personalities rather than parties. Nigerians are now aware that most politicians promise “heaven on earth when they are seeking public offices only to renege on their campaign promises when they are elected. “Nigerians are now aware and know better. ‘’We shall test the might of the Mega Coalition in the Anambra, Ekiti and Osun States elections before the 2019 general elections. “Future elections in Nigeria will no longer be about political parties or Godfatherlisim. It will be about the personality of the candidates and the issues being canvassed. “The Mega Coalition will reduce the inconveniences INEC faces in conducting elections”, he stated.

Speaking in Port Harcourt, the state capital, on Monday, the governor described Amaechi’s alleged criticism on projects and programmes across the state as unfortunate, saying, “It is unfortunate that someone who was celebrating his 52nd birthday would tell Rivers people what is not correct.” He pointed out that it was wrong for Amaechi to compare his eight years as governor to the two years he has spent so far. The governor also charged Amaechi to allow those aspiring to be governor in the state to express themselves because he, Amaechi, could not be governor again. Wike noted that his administration had remained focused and would continue to deliver projects that would improve the living condition of the people. He said, “His (Amaechi) anger is that I have been given the name, Mr. Project. I came to serve the people. The Lawmaker, had however, described the suspension as a clear case of political victimization while also denying the accusation that he was hobnobbing with the governor’s arch enemies . Inaugurating the panel on Monday, the party’s factional chairman, Gboyega Oguntuase told the panel to give the beleaguered lawmaker a fair-hearing . The panel, chaired by a Commissioner in Fayose’s cabinet, Hon Michael Ayodele, was inaugurated yesterday and immediately swung into action. Other members include: Dapo Olagunju(Secretary), Hon Bisi Kolawole, Tolulope Awoniyi and Olayinka Olomofe. Ayodele, who spoke to newsmen on the terms of reference said, they have the mandate to probe into the allegation of disloyalty leveled against the beleaguered lawmaker. He said the Committee has invited Aribisogan to appear before the panel on Thursday, June 22, 2017 to interface with members. The panel chair said the party has seven days to submit its report to the State Working Committee, revealing that the Chairman of Aribisogan’s ward Ijesa Isu Ekiti , where he hailed from and the PDP Chairman in Ikole Local Government have been invited today(Monday) as part of the procedure for the commencement of the probe. “What they said was that, the suspended lawmaker was found hobnobbing with opposition since his suspension last year October and this suspicion cannot be wished away by our party. “But let me say this, this is not a victimization , it is just a fact-finding panel and we shall be fair to him, because the PDP is not a party that is known for vindictive actions”. The incident, which happened around Bello Street left many people in confusion. It was gathered that the heavily armed gunmen had invaded their house around 3am and demanded for money. DAILY POST gathered that the man, whose identity was given as Baba Eneh, a native of Owukpa in Ogbadibo LGA of Benue State told the robbers that he only had N3’500 at home. A resident of the area hinted our reporter that Baba Eneh, a road transporter begged the robbers to leave them after collecting the money, saying that they just got married and trying to settle down. Angered by the man’s inability to provide money, the robbers descended on the wife and started raping her. Drama occurred during the incident as instead of the woman to scream for help, she was moaning in excitement. “Instead of her to cry for help, she was busy making some funny sounds, an indication that she was enjoying the sex, even in the presence of her husband,” the source said. After the robbery incident, the man reportedly ordered her to leave the house on the ground that she disgraced him. According to the source, it is against the gods of Owukpa for a married woman to sleep with another man. The man, who was apparently afraid of dying, asked the wife to return to her village until the necessary sacrifices are done. When DAILY POST contacted the chairman of Owukpa Youths Ambassador chairman in Lagos, Samuel Adikwu, he said the group was aware of the development but failed to give further details because it was a ‘family affair.

The Acting President, Prof. Yemi Osinbajo, on May 18, signed three Executive Orders on ease of doing business in the country. Mr Fola Akinkuotu, the Managing Director of NAMA in the organisation’sweekly publication on Monday, stated that all personnel should set template for excellent service delivery in the nation’s airports. According to him, they must individually and collectively, in their operational and administrative procedures, resolve to make the executive orders successful. He noted that “the Orders give us the opportunity to correct our shortcomings, perfect the system and set the template about what excellent service delivery should be. “As my representatives on the field, Airspace Managers must ensure that staff under their different jurisdictions are conversant with the spirit and letters of the Executive Orders to ensure seamless implementation nationwide” Akinkuotu noted that the acceleration of approvals and permit processes as contained in the order, would significantly increase revenue, attract investment and boost economic activities in the country. He added that there would be no room for wilful or deliberate negligence of established procedures, adding that defaulters must be ready to face appropriate sanctions. The NAMA boss, who commended the airspace managers for ensuring safety of air travel, called for synergy within the agency and among agencies within the sector. According to him, it is only when there is unity of purpose, teamwork, harmony and co-operation at all levels that the agency can realise its cardinal vision. Akinkuotu also called on them to ensure that navigational aids in their areas of supervision were serviceable, adding that NAMA had plans to replace old ones with modern ones in some strategic airports. He urged them to explore ways to generate revenue from non-aeronautical sources, decrying the huge debt owed the agency by some state aerodromes in the country.

This followed an agreement by the defence and prosecution counsel that the trial will continue at the FHC. Earlier, the prosecution had brought an application demanding that the trial be transferred to Benue State, saying the security situation there has been controlled and that there is peace in the state. But the defence counsel, Mr Taiwo Kawul objected, insisting that there is still crisis in Benue as different factions loyal to Mr Suswam and the incumbent governor, Samuel Ortom are still fighting. But the prosecutor refused the objection saying he can only move that the trial be continued in Abuja if the defence would make an undertaking that they will not challenge the trial on territorial jurisdiction.

The other one, which could not be visited on Sunday, was reportedly located on Gowon Estate, in the Egbeda area of the state. While the Ejigbo detention camp is located on Green Street, Jakande Estate, the other is at 21 Prophet Asaye Close, New Igando. Evans was apprehended in one of his two mansions on Magodo Estate, Lagos, on Saturday, June 10. Six of his gang members – Nwosu Chukwuma, aka Sudo, 42; Suoyo Paul aka Nwana, 42; Felix Chinemerem, 36; Chukwuemeka Bosah, 28; Uchechukwu Amadi and Ogechi Amadi – were also arrested. In continuation of the revelation of his seven years of kidnapping, he told operatives of the Inspector-General of Police Intelligence Response Team that the Jakande Estate detention camp was rented in 2010. He said, “I have just three camps in Lagos where I kept some of the victims I kidnapped. “One of them is this house on Jakande Estate; the others are in the New Igando and on Gowon Estate. I paid N750,000 per annum for this flat (Jakande)then. “I don’t come to the camps, I have my boys on the ground and they give me information on a daily basis. “One of the victims I kept here (Jakande) is one Udoji, who I collected $1m from. Another one, Emesbos, paid me $300,000, while another one, whose name I can’t remember, paid $250,000. “Whenever the pressure from the police is much, I usually move my victims to another camp.” The house in New Igando has two different flats, which Evans said he rented for N1m per annum. He said two victims – Chief Umeh the phamarcist, and Chief Donatus Duru – were held in the house before his arrest. “We demanded €1m from Duru’s family, but they paid N100m and promised to bring the rest. “When I collected the money, I told my boys to release the man; but they flouted my order. By then, policemen were after me,” he added. The kingpin denied owning a car called Fathom, as being reported. “The vehicles I owned were a Toyota Hilux and a Nissan pickup that I bought for N7m; Lexus GS460, which I bought for N22m; 2016 Range Rover, which cost me N55m, and Lexus GL4.7 that was bought for N9m,” he said. He added that he did not enjoy the money made from kidnapping because he was always on the move to avoid arrest by policemen. Evans said he was not harassed by inmates in the police cell. “Even the IRT policemen are friendly. I can’t blame them if they are not friendly because I am the cause of my problem,” he added. The ceremony was witnessed by the U.S. Ambassador to Nigeria, Stuart Symington, who said that “Nigerian is working with the embassy and others are committed to changing Nigerian history for better.” Birx said that the COP was an annual programme plan for U.S. Government investments in the Nigeria National HIV/AIDS Response through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). “U.S. Government commitment to the Nigeria COP 2017 is approximately 469 million dollars including centrally funded initiatives, to support HIV prevention, care and treatment programmes in the country. “Since its inception in Nigeria in 2004, PEPFAR has disbursed more than 4.3 billion dollars in support of the Nigeria HIV/AIDS. “It is a rare privilege to be here and it is a historic moment because it is the first time we ever signed a U.S. government commitment HIV/AIDS to a country in a country,” she said. She said that the present U.S. Administration was committed to the issue of HIV/AIDS and also committed to the people and Nigerian government who she said was doing something big at the moment. The envoy said that the authorities in Nigeria had been working to ensure that all Nigerians can thrive free of HIV/AIDS and be free of the disease. She said that COP signing was important because it would help to give more understanding on how to control the pandemic by the year 2020. Birx said that the U.S. was also committed to ensuring that the HIV/AIDS was put under control in Nigeria by the year 2020. “As a partner and the American people to the government and the people of Nigeria, our commitment is to really control this pandemic. “I think Nigeria can go from the lowest number in West and Central Africa to the leadership position that it should be,” she said. The director-general of NACA expressed appreciation for the help rendered by the U.S. government in fighting HIV/AIDS in the country. “We are just about crossing the first million persons on treatment most of which is driven by U.S. government that has put more than 700,000 on treatment. “U.S. is also committed to putting an addition 260,000 people on treatment that means that the U.S. government is keeping alive hundreds of thousands of Nigerians. “We are grateful for that, we are also appreciative of the confidence repose on us,” Aliyu said. According to him, the Nigerian government will work closely with the U.S. government to continue to advocate for greater resources. “We know our responsibility as government and we will make sure that we deliver on it,” the director-general said. Whilst it is premature at this stage of the ongoing discussion to affirm that this is the conclusive option, Etisalat Nigeria considers it pertinent to state that parties in the negotiation are considering a number of options and discussions are at an advanced stage regarding the syndicated loan agreement with the banks. It will therefore be presumptive and in bad faith to begin to predict the outcome. Discussions have so far been quite collaborative and we expect to reach a final resolution next week, by which time we will be in the position to make a definitive announcement. Professor Jega stated this yesterday in Kano while answering questions from participants at a public lecture titled: ‘Electoral Democracy and Integrity in Nigeria: Reflections on INEC’s Transformation 2011-2015’, organised by the Aminu Kano Centre for Democratic Research and Training, Mambayya House. Jega served as INEC chairman and left when his first renewable tenure expired shortly after he conducted the 2015 general elections. He said giving autonomy to INEC in funding and appointment of its chairman and commissioners was critical to the achievement of credible elections in the future. Jega explained that although the ex- Chief Justice of Nigeria Lawal Uwais-led electoral reform committee had recommended that INEC should be given autonomy to appoint its chairman and commissioners, the call was not accepted by the executive. “Still the president nominates INEC’s chairman. It is important to legislate the appointment of the INEC chairman,” adding that despite the fact that Nigeria had achieved a lot, there was need for more reforms. “Ghana that we celebrate has the worst process of appointing chairman of its electoral body. Once the president nominates, the nominee will obviously emerge as chairman and will stay on that position until he reaches his retirement age, which is 70,” he said. Prof. Jega also admitted that INEC had gotten relative autonomy in terms of funding because of the recommendations given by the Uwais-led committee, which he said had legislative backing. “INEC currently has account with the CBN where it controls all its money. This has given the commission relative autonomy in terms of funding; once money is released into its account, it can control it,” he said.

The President in a statement said that signing of the budget by Prof. Yemi Osinbajo was in the interest of the nation’s economy. According Buhari, the letter underscores the unity at the highest level of government. The President said he was pleased with a resolution that the Executive would “submit next year’s budget proposals by October 2017 and the National Assembly will conclude the Appropriation process by December 2017, so that the country can return to a normal fiscal period from next year onwards”. The Acting President on Monday signed the 2017 Appropriation Bill into law, one month after it was passed by the National Assembly. The National Assembly passed the budget of N7.44tn on May 11 after increasing it from the N7.29tn proposed by the executive. He described the signing of the budget as “an important milestone” in the economic recovery and growth plan laid in April by President Buhari.

Indication that the Trump administration will unveil its Boko Haram plan was contained in a notification letter addressed to the congresswoman by the U.S. Department of State. Last month, U.S. Senator Susan Collins and Wilson led a bipartisan group of 50 members of Congress in writing to the U.S. Secretary of State Rex Tillerson, Secretary of Defence James Mattis, and Director of National Intelligence Daniel Coats, requesting an update on their efforts to counter Boko Haram. In December 2016, legislation introduced by Collins and Wilson was signed into law requiring the U.S. government to develop a comprehensive plan to help the Nigerian government and its partners combat Boko Haram and address the legitimate concerns of affected, vulnerable populations. Collins and Wilson’s legislation, which responded to the terrorist organisation’s kidnapping of 276 schoolgirls in Nigeria in 2014, directs the Secretary of State, Secretary of Defence, and the Director of National Intelligence to submit to Congress a five-year anti-Boko Haram strategy by June 12, 2017. “While we were encouraged by the release of 82 of the Chibok schoolgirls…, it is imperative that we remember that many of the girls remain in captivity along with untold hundreds of other women, men, and children who have been kidnapped by Boko Haram,” Collins and Wilson wrote to members of the administration. “…We look forward to receiving an update on your efforts to develop an anti-Boko Haram strategy and beginning the process of dismantling Boko Haram and reuniting all of the Chibok schoolgirls with their families.”
