The suspended Director-General of the National Intelligence Agency, Amb. Ayodele Oke, has met with Vice-President Yemi Osinbajo, where he admitted that his agency received the sum of $289,202,382 on the orders of former President Goodluck Jonathan in February 2015.
President Muhammadu Buhari, on Wednesday, ordered the suspension of Oke over the role of the NIA in the ownership of $43m (about N13bn) and other currencies uncovered in Osborne Towers, Ikoyi, Lagos.
Buhari also ordered the suspension of the Secretary to the Government of the Federation, Mr. Babachir Lawal, in connection with his indictment for contract fraud by a Senate ad hoc committee on mounting humanitarian crisis in the North-East.
A top government source, on Thursday, confided in one of our correspondents that the Osinbajo-led committee had directed Oke to submit documents to back his claim.
It was learnt that the suspended NIA boss had also gathered documents which would be formally submitted to the panel showing that the transaction was approved by Jonathan through the embattled former National Security Adviser, Col. Sambo Dasuki (retd.).
It was learnt that the transaction was known as an intervention fund for national security or special services with the aim of fighting insurgency during the six weeks period between February 14, when the Presidential/National Assembly elections were postponed and March 28, when the polls were held.
However, operatives of the EFCC are said to be working on the theory that the money was meant for the prosecution of the 2015 general elections.
A source, who spoke on condition of anonymity because of the sensitivity of the case, said, “The DG of the NIA has met with Vice-President Osinbajo and will submit documents pertaining to the transaction.
“The DG admitted on record that the transaction was authorised by former President Jonathan and Col. Sambo Dasuki, and as such, was simply following orders from the commander-in-chief. He will submit memos and other documents as evidence.”
Explaining how the transaction took place, the source said a memo was raised by the National Petroleum Investment Management Service on February 25, 2015, two weeks after the postponement of the presidential election for ‘security’ reasons, based on Dasuki’s advice.
According to the memo, NAPIMS asked the CBN to release $289,202,382 to the NIA in cash.
The money was received by the NIA and kept in a safe house.
When asked why President Muhammadu Buhari was not briefed on the existence of the cash, the source said, “The DG NIA informed top security people in the government of the existence of the cash.
“Specifically in January 2016, a letter was written by the DG NIA to the NSA, Babagana Moguno, on the existence of the cash. The memo exists and will also be submitted to the panel.”
It was gathered that one of the posers the NIA would solve was why the apartment, where the money was kept, was registered in the name of the wife of the DG, Mrs. Folasade Oke.
“One question the suspended NIA boss must answer when he meets with the panel is why the apartment used for an official matter was registered in his wife’s name,” the top government source said.
Efforts to get the NNPC through the Group General Manager, Corporate Affairs, Ndu Ughamadu, were not successful as his mobile indicated that it was not reachable.
A detailed text message was sent to him on the matter, but he had yet to respond as of the time of filing this report on Thursday.
NAPIMS is a subsidiary of the NNPC.
Attempts to get comments from the CBN were also not successful as repeated calls made to the acting Director, Corporate Communications, CBN, Mr Isaac Okorafor, did not connect while a text message sent to him on the issue had yet to be responded to as of press time on Thursday
Panel to invite NAPIMS, CBN officials, others
It was learnt that the Osinbajo-led panel would also invite the Governor of the CBN, Mr. Godwin Emefiele, and some directors of the apex bank to explain why such a huge sum of money was released in such a manner.
One of our correspondents also gathered that officials of NAPIMS would also be invited to explain why the money, which did not go through appropriations, was released.
EFCC to monitor airports, get warrants to search more properties
It was learnt that the EFCC was working on the theory that more of such huge funds, belonging to the NIA, might be stashed in some secret locations.
A source told The PUNCH that the commission had obtained warrants to search more properties in urban areas of the country.
One of our correspondents learnt that the EFCC had asked sister agencies to be on the lookout at various airports to ensure that none of the affected persons was allowed to flee the country.
Senate panel expresses doubt on Osinbajo-led probe
Meanwhile, the Senate Ad Hoc Committee on Mounting Humanitarian Crisis, whose interim investigative report indicted the SGF, Lawal, has expressed doubt on the probe ordered by the Presidency.
The Chairman of the Senate panel, Senator Shehu Sani, while featuring on a breakfast programme by Television Continental, TVC Breakfast, on Thursday, said an investigation of the SGF by the Presidency could give Lawal a soft landing eventually.
He stated that the EFCC, the Independent Corrupt Practices and other Related Offences Commission and the Nigeria Police could be asked to probe the SGF.
Sani added, “What I am saying in this aspect is that the best institution to investigate the SGF is one recognised by the law (to carry out the task), which is the EFCC, ICPC and the police.
“That is why we are being very cautious in endorsing the investigation in the Presidency. What I am afraid of is soft landing, which I don’t think will be in the best interest of the anti-corruption crusade.”

Those who graduated from Institutions outside Nigeria, (Foreign-trained graduates), are to visit the NYSC portal, register and upload the following documents:
West African School Certificate(WASC) (with not less than 5 Credits at 2 sittings) or its equivalent; or General Certificate of Education (GCE O’ Level) (with not less than 5 Credits at 2 sittings) or its equivalent; or NECO (with not less than 5 Credits at 2 sittings) or its equivalent; or High School Diploma or its equivalent.

It is the responsibility of the prospective corps members who studied in non-English speaking countries to get their Certificates and Transcripts translated into English language before uploading.
All graduates of Medicine, Veterinary Medicine, Physiotheraphy, Radiology, Optometry, Medical Laboratory Science and Pharmacy are expected to have their Certificates of Registration with their professional bodies. Payment receipts are not acceptable.
Unlike in the past, Foreign-trained graduates should NOT visit NYSC Headquarters, Abuja for verification of their documents. This exercise will now be done at the Orientation Camps. They should simply print their call-up letters on-line and report at the Orientation camps in their States of deployment, but should come to the camp with the original documents they uploaded for verification.
Anybody who presents any fake document will be demobilized and decamped.
Prospective corps members should ensure that Passport photographs used meet the following specifications:
Ensure your face (eyes, nose, ears, mouth and jaw) is fully shown without bending
Ensure the picture fills the frame and centralized
Ensure the Photo background is white or off-white with no shadow.
On no account should prospective corps members register by PROXY. They should also remember the fingers used for their biometric capturing as these will be used for verification at the orientation camps. Those who cannot be verified with their biometric at the orientation camp will not be registered.
Only prospective corps members who want their call-up numbers sent to them through SMS and wish to PRINT their call-up letters on-line are expected to pay the sum of Three Thousand Naira (N3,000.00) (see NYSC Portal on how to make payment).
Prospective Corps members who do not want to pay the N3,000.00 have the option of going to their schools to collect their call-up numbers and call-up letters.
All prospective corps members who paid for the online registration before but were not mobilized need not pay again.
Married female prospective corps members (whether locally or foreign-trained) should upload copies of their marriage Certificates, evidence of Change of name and their husbands’ place of domicile during registration.
The orientation camp is highly not ideal for pregnant and nursing mothers. Prospective corps members in this categoriy are therefore to note that they will not be accommodated.

The board of directors of the Nigerian Aviation Handling Company (NAHCO) are planning to re-introduce the suspended Management Support Agreement (MSA) stipulating that 3 percent of the company’s gross earnings is shared among the board.

Under this agreement, the eleven-man board headed by Usman Bello would share N700 million, which is a backlog of the money that would have been shared in the past year if the program were not stopped by the Security and Exchange Commission (SEC), which considered the agreement fraudulent.

A source close to the NAHCO described the MSA as a loophole allowing the board of directors to milk company stakeholders and shareholders dry. He questioned why the board would reintroduce such a controversial agreement that enriches board members while workers’ salaries have remained stagnant for the past four years.

The source told our correspondent that two industry unions, the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN) and the Nigerian Union of Air Transport Employees (NUATE), had in the past three years kicked severely against the introduction of the MSA without success until the SEC intervened in 2016 and canceled it.

“The current board membership of NAHCO has held a series of secret meetings where they planned to reintroduce an illegal agreement nicknamed the Management Support Agreement (MSA) whereby 3 percent of all gross earnings of NAHCO would be paid under a platform,” the source said.

“It would be remembered that the former chairman of the board had to relinquish the position under a controversial circumstances in 2016. In the process of that, questions arose as to what constitutes the MSA, and the Security and Exchange Commission directed that the money should be stopped immediately.

“This is the same organization that has over the years jettisoned staff salary increase, staff promotion is also stepped down and long overdue.”

The source added that the managing director of NAHCO, German national Norbert Bielderman, was not favorably disposed to the board’s plan. It was learnt that in one of the meetings held at the headquarters of the ground handling company at the Murtala Muhammed Airport (MMA), Lagos, Mr. Bielderman insisted that he would not be a part of the plan, but the 11 board members overruled him.

Apart from this, our correspondent also gathered that the same board is also seeking the approval of N155 million at N15 million each from the management in order to pay for foreign training of its board members.

The Kogi State Police Command on Monday said seven persons have been arrested in connection with the assassination attempt on Senator Dino Melaye at his country home Aiyetoro-Gbede last Saturday.

Melaye escaped unhurt after gunmen invaded his house and shot sporadically. They also destroyed two vehicles and riddled the senator’s building with bullets.

A source close to the state police command said a black jeep suspected to have been used for the operation, alongside a cache of ammunition, was found at the Odokoro home of the administrator of Ijumu local government area of the state, Taofiq Isa, by the State Criminal Investigation Department (SCID).

The source added that the suspects were arrested at different locations, while the black jeep and the ammunition have been impounded by the state police command.

The House of Representatives on Tuesday summoned the Minister of Health, Prof. Isaac Adewole, and the Minister of Education, Mr. Adamu Adamu, over the outbreak of an epidemic in Queen’s College, Yaba, Lagos, which has so far claimed the lives of three students
One of the students, an orphan, Praise Sodipo, had died on March 31, after days of undergoing treatment.
Over 1,222 other students were affected by the outbreak, according to a House resolution passed after the Majority Leader, Mr. Femi Gbajabiamila, moved a motion calling for an urgent intervention.
Gbajabiamila recalled that the college had faced a health crisis since January when students returned from their Christmas and New Year break.
He added that the school’s water sources were reported to have been contaminated by pathogens, while there was a general poor hygiene regime on the premises.
The two ministers, along with the Principal of the school, are to explain what steps their respective ministries have taken so far to halt the situation from claiming more lives.
The majority leader’s motion passed by the House, read, “The House is aware that the health crisis in the school has been in the news since the school resumed from the Christmas and New Year holiday in January 2017, and despite this obvious health crisis, the management of the school failed to take appropriate steps to safeguard the students.
“Instead, they concealed the facts, claiming there was no outbreak of an epidemic or death recorded in the school.
“Further aware that the case of Praise Sodipo, one of the students who had been in the intensive care unit until she died on March 31, 2017, is even more pathetic as an orphan and the only child of her late parents, meaning that her family lineage had suddenly seized to exist.
“Concerned that the current situation in Queens College calls for a state of public health emergency in the institution as young lives and future leaders have been lost carelessly with many more endangered; leaving parents in tears and sorrow as the benefits for sending their young daughters to school.”
Meanwhile, in a separate resolution, the House called on the Federal Government to intensify its search for the remaining 195 Chibok schoolgirls.
The lawmakers passed the resolution ahead of the third anniversary of the abduction of 219 schoolgirls from Government Girls’ Secondary school, Chibok, Borno State, which comes up on tomorrow.
The girls were abducted by Boko Haram insurgents, who later released 21 of them.
The whereabouts of the remaining 195 remain unknown.
The resolution was passed after the member representing Damboa/Gwoza/Chibok Federal Constituency of Borno State, Mrs Asabe Bashir, informed members that the plight of the girls remained a source of concern.

The Federal Government, on Tuesday, in Abuja, called on Nigerians not to be discouraged by the recent setbacks in the war against corruption, promising that the serial negative outcome of corruption cases that were recorded at the High Court level would not dampen the anti-graft battle.
The Minister of Information and Culture, Alhaji Lai Mohammed, in a statement, assured Nigerians that the government had appealed against all the negative decisions and would vigorously canvass its case at the Court of Appeal.
He added that all the judgments were being rigorously reviewed “to determine whether there were errors on our part or whether the government is the victim of mischief.’’
Mohammed stated, “The war against corruption is going to be long, tough and arduous, but this administration is equipped, physically, mentally and intellectually, for the long haul.
“We must win this war because the law is on our side; the people are on our side and God is on our side. This is only the beginning, so any setback will not deter or discourage us.’’
He appealed to Nigerians to continue to identify with what he described as a titanic struggle, saying, “This is not Buhari’s war. It is Nigeria’s war of liberation from poverty, misery, sickness and wretchedness.’’
Mohammed stated that Nigeria could not afford unnecessary technicalities as far as the war against corruption was concerned, especially because of the adverse and devastating consequences of corruption on the polity.
The minister said, “Nigerians will appreciate more the grave and dire consequences of corruption when they consider that the $9.2m found in a village house in Southern Kaduna can finance the construction of one health centre in each of the 774 local government areas in Nigeria and fund them for one year.
“Against this background, one can therefore imagine what Nigeria could have achieved with the $20bn that was estimated to have been looted in the last three years of the immediate past administration, either in the areas of job creation or infrastructural development.
“The government is therefore more determined than ever to recover as much of this plundered funds as possible and use them to put our youths back to work, fix our roads and other infrastructure.”

The Ekiti State House of Assembly has imposed N1m fine on the former governor of the state and current Minister of Solid Minerals Development, Dr. Kayode Fayemi, for failing to answer three summonses served on him.
The fine was part of the two resolutions reached by the lawmakers at their plenary on Tuesday in Ado Ekiti.
The Assembly also agreed to write a reminder to the Inspector-General of Police, Ibrahim Idris, on the need to execute the warrant of arrest issued against Fayemi.
Addressing journalists on Tuesday after the plenary, the Chairman, House Committee on Information, Dr. Samuel Omotoso, said the Assembly derived the power to sanction Fayemi under Section 129(1) (d) of the 1999 Constitution.
He said, “It is public knowledge that this honourable house invited the Minister of Solid Minerals, Dr. John Kayode Fayemi, at three consecutive times spanning a period of one year.
“The first invitation was sent on March 10, 2016, the second invitation was sent on November 29, 2016, and the third invitation was sent on February 2, 2017.
“Rather than attend to these invitations by the EKHA as empowered by Section 129 (1) (c) of the Constitution of the Federal Republic of Nigeria and come to the Assembly to explain himself on allegations of corruption and abuse of office levelled against him by the executive arm of government, Dr. Fayemi prefers to play to the gallery.
“He ‘shadow-boxed’ himself by putting his face at the laws of our land, thus constituting a serious affront and threat to the sustenance of democracy in Nigeria.”
Omotoso maintained that the Assembly, under Section 129 (1) (c) of the constitution, had the power to invite anybody for information and clarification, especially on matters of evidence.
He added, “This we have done and Dr. Fayemi was officially declared wanted on February 7, 2017, and the police was adequately communicated through the IGP to effect his arrest forthwith.
“Up until this moment, the police have failed to carry out their constitutional duties as conferred by the 1999 Constitution of the FRN.
“This breach of the law of the land is one too many on the part of Dr. John Kayode Fayemi and stands condemned by this House and all lovers of democracy and the rule of law.
“Flowing from the above, this House today officially declares the Minister of Solid Minerals, Dr. Kayode Fayemi, as a lawbreaker; and in exercising our powers under Section 129, (1) (d) of the 1999 Constitution of Nigeria hereby imposes a fine of N1m on Dr. Fayemi and payable to the EKHA.”
Omotoso said the Assembly had begun a court process to obtain an order of mandamus that would compel the police to arrest Fayemi and bring him before the Assembly.

The Ekiti State Governor, Ayodele Fayose, has agreed with leaders of the Muslim community not to demolish four mosques built in filling stations in Ado Ekiti.
A petroleum dealer in Ekiti, Alhaji Suleiman Akinbami, built the mosques and donated them to the Muslim community.

The matter was resolved at a meeting held in the Government House in Ado-Ekiti, the state capital, with the delegation of the Muslim community led by the President General of the League of Imams and Alfa for South-West, Delta and Edo, Sheikh Jamiu Kewulere Bello.

Also at the meeting were the President of the Supreme Council For Islamic Affairs, Ekiti State, Alhaji Yakubu Sanni, and the Coordinator of the National Council of Muslim Youths Organisations, Ekiti, Mr. Tajudeen Ahmed.

Fayose clarified that there was no political bias in his government’s plan to demolish mosques or churches built inside petrol stations.

He said the mosques marked for demolition were being attended by many Muslim worshippers; a development which he said was very risky in the event of any fire accident.

The governor promised that he would not demolish the mosques if they were used for private worship and not for public use.

Fayose said, “I would have sent security operatives to enforce the order to demolish the mosques but because of the respect I have for you (Sheikh Bello), despite the barrage of insults that some Muslim groups have hauled at me on the Internet and in the papers. Some of them even went to the point of holding rallies and protests and turned the matter to politics, but I kept my cool.
“I would have arrested them because those holding the rallies have overstepped their boundary but we honour you. Please caution those doing that so they don’t rubbish you.

“No one who is in APC can say I have harassed him in the state and I don’t allow any of my people to harass them because I don’t play politics of bitterness.”
Fayose said, henceforth, it was an abomination to build either a mosque or church within the premises of petrol stations.

“Tell our people, our patience does not mean we can’t fight. As for those (mosques) in existence, I will allow them to operate for private use only. No violation of this condition,” he stressed.

The governor said he had been fair to Muslims in his government, adding that his father’s Muslim name was Jimoh.

“If anything is wrong, let us look at it together. If it is for private worship, I can tolerate it but if there is traffic there, I won’t.

“Any mosque built for private use will not be demolished. But when hundreds are going there, the mistake of one man can cause big tragedy for all.
“I am not after anybody; if there is any government that has paid attention to Muslims in this state, I am one. I considered the new Chairman of Ado-Ekiti because he is a Muslim,” Fayose added.

Earlier, Bello, who addressed the governor on behalf of the delegates, said, “We appreciate your immense support for the Muslim community in Ekiti. It was with your support and that of God that we got the position we have as leaders of the community in the South-West, Delta and Edo. Your decision to bring fortunes to all shall be rewarded.

“Though, we were surprised that one of our mosques would be demolished, we know you have a listening ear and there must be a reason for your actions.”

All the gifts and talents these folks had weren't their greatest asset. The asset that stabilized them to go places was their CHARACTER.

The relevance of Character for all high-flyers cannot be overemphasized. I believe the greater a person's gifting or talent, the greater their need for a strong Character.

Character is a person's unique identity - what you are known for. What you do when no one is watching you is your Character. The core values, self-discipline and integrity of a man also comprises his Character.

It's unfortunate that Character is one of the greatest losses in our world today. Many try to build big businesses through corrupt means or pursue their ambitions treacherously
at the expense of a integrity. Nowadays, we see politicians who siphone money, professors or lecturers in the higher institutions chasing after young female students, anointed preachers with Character bankruptcy. Many see significance in short cuts more important than following due process due to the way up. This is so disheartening. We have many in history who allowed their gifts to be stronger than their Character.

The Biblical King Solomon is an example of one of those men. He was blessed with wisdom from his Creator but his gift of wisdom was not strong enough to sustain him in the time of temptation. His wisdom compelled the queen of Sheba to travel down just to hear him. History told us that with all the wisdom he had he still ended up marrying three hundred wives. That wasn't enough. He needed some more to keep himself warm. He added seven hundred concubines!

For you to have an ambition, gift or destiny higher than your character is to collapse before arrival. There's always a high price to pay for 'low living'.

All politicians​, professors, civil servants, business folks, religious leaders, high-flyers who have made up their minds to live in corruption have settled to live a life full of limitations already.

We need to come to a point where we cherish character above our gifts, talents, abilities and profession.

A man's Vision, Education(knowledge), talent and gift will create a place for him at the top but it's his Character or right attitude that will stabilize him when he gets there.

Self-confrontation,
Personal Development, making up your minds to do what is right regardless of what others are doing and also self-discipline has the potential of stabilising the future of stars.

Evil companions can also thwart the destiny of high-flyers. You need to have intimate friends who share the same core values​ with you and also have a track record of unquestionable integrity.

The Ekiti State House of Assembly has restated that the immediate past governor of the state, who is also the current Minister for Mines and Solid Minerals Development, Dr Kayode Fayemi, remains a wanted person, insisting that it had, in the last one year, summoned him according to the dictates of the 1999 Constitution of the Federal

Republic of Nigeria (as amended).

The House, in reaction to a reported suit filed by Fayemi, demanding for N500 million damages from the Assembly, reacted through its chairman, Committee on Information, Youth and Sports Development, Honourable (Dr) Samuel Omotoso, on Thursday, maintaining that the former governor’s antics were efforts in futility.

According to Dr Omotoso; “The attention of the Ekiti State House of Assembly has been drawn to some newspapers publications where the wanted Minister of Solid minerals, John Kayode Fayemi, claimed that he had sued the House for N500 million for issuing a warrant of arrest against him, due to his failure to appear before the Assembly on three consecutive invitations spanning a year period.

“As a former governor and a serving minister, one would have expected him to be abreast of due process, especially as it relates to service of court processes which, is at the instance of the bailiffs. Rather than communicating with the Assembly through any court process (if any), or through the appropriate channels, Kayode Fayemi prefers the comical way of media blitz and sensationalism which is fast becoming the past time of the All Progressives Congress (APC)-led Federal Government and it’s cohorts.”

The House noted further that its members’ resolution over the mismanagement of State Universal Education management Board (SUBEB) funds crisis was carried out according to all laid-down provisions of the 1999 Constitution.

“All lovers of democracy who believe in the rule of law know that in carrying out one of its oversight functions of accountability, the Ekiti State House of Assembly, as well as the National Assembly, have powers under the Constitution to invite anybody, anywhere in Nigeria to appear before it as long as he/she is relevant to the issues under purview.

“The same 1999 Constitution, while taking cognizance of some heady elements, also empowered the legislature, under section 129 (d) to issue warrant of arrest to force such lawbreakers to appear before it for questioning and clarifications.

“This is what the House of Assembly in Ekiti State has done in exercising its lawful powers under the constitution of the Federal Republic of Nigeria over one of its subjects, herein Dr Kayode Fayemi,” Omotoso explained.

He said Fayemi breached the said constitution by failing to appear before the House, after it had summoned him three times in the last one year.

“It is public knowledge that Dr Kayode Fayemi was invited three times, spanning a whole year, to appear before the Ekiti State House of Assembly to answer some allegations of corruption levied against him by the executive arm of government.

“It’s also on record that all the three invitations were not honoured by him without any official explanation and, hence, the EKHA has no choice than to exercise its powers as conferred in Section 129 (d) of the Constitution of the Federal Republic of Nigeria, by issuing a warrant of arrest,” he said, declaring g that thus, “the RHS has also directed the following to arrest Dr John Kayode Fayemi anywhere he is seen and bring him to the EKHA as allowed by Section 129 (e) of the 1999 Constitution of Nigeria: 1. The Inspector General of Police(IGP);

The Commissioner of Police (CP), Ekiti State;
The Interpol; and any private citizen of Nigeria.
“The EKHA has also gone ahead to approach the court to issue an order of mandamus to compel the police, through the IGP, to forcefully bring the wanted man, Kayode Fayemi, to the floor of the EKHA. ”Omotoso concluded by saying that; “One would now understands the panic and desperation inherent in Dr Fayemi’s rushing to the media with a court process that’s has not been procedurally served on the EKHA, an action amounting to self glorification and blinking in the dark.

“The EKHA wishes to reiterate its commitment to orderliness and due process and no predictable media blitz or sensationalism will deter us from carrying out our lawful duties as enshrined in the Constitution of the Federal Republic of Nigeria.

“All rapes on the economy of this state by previous administrations must be recovered to the last penny and running from pillar to post by Dr Fayemi is purely an exercise in futility.

“It’s so obvious that Dr Fayemi is taking lessons from his counterparts facing similar diatribes at the National Assembly by rushing to an imaginary court without the knowledge of the EKHA.

“The APC-led Federal Government surreptitiously undermines this democracy by giving subtle supports to its members who break and rubbish the Nigerian Constitution at will. Otherwise, in saner climes, someone like Dr Fayemi has lost all moral grounds to serve, after disobeying the Constitution of the Federal Republic of Nigeria upon which his job as a minister stands. This cannot continue.

“Dr John Kayode Fayemi is a wanted person by the EKHA and must be arrested immediately. This is the position of the law.”

With effect from 2017, candidates sitting for the Unified Tertiary Matriculation Examination would spend two hours instead of three hours, the Joint Admissions and Matriculation Board said on Wednesday.
The test on Use of English which used to be 100 questions has been reduced to 60 questions, while the other three subjects would be 40 questions each, making a total of 180 questions.
The organisation said the reduction in hours was in line with international best standards and practices where no candidate sits for an examination such as UTME for more than two hours.
The Registrar/Chief Executive of JAMB, Prof. Is-haq Oloyede, announced the changes in Kaduna during the commencement of a strategic planning retreat on monitoring, supervision and evaluation of 2017 UTME with the theme, ‘Inclusiveness and sensitisation of key external actors.’
Oloyede said, “We are going to reduce the duration of the examination for this year’s UTME. You cannot keep children of this age for three hours. For their age, the maximum time you can keep them is two hours. So, we are considering the reduction in the time they spend because once it is more than two hours, you can’t expect that they will retain their presence of mind.”
JAMB also announced innovation in the use of computer for the test, saying, “From the general feedback on the adoption of the Computer Based Test mode, we have noted the challenge of computer low level literacy of some candidates, especially with the phobia for the mouse. This has been responsible partly for the call by some people for reversal to the Paper and Pencil Test mode. In order to ensure equity and level playing field for all candidates taking the UTME, JAMB has designed a system that will allow candidates to use only eight keys without the use of the mouse.
“All the candidates need to do is to press the letters A,B,C,D for responses(answer) to questions and keys: P = Previous question, N = Next question, S = Submit responses when candidate has finished examination R = Reverse (do not intend to go further to submit again).”
JAMB also said special privileges would be accorded to blind candidates in the UTME, including “the transportation and accommodation of every blind candidate and one guide.”
Oloyede said, “In order to amplify the past efforts and also expand the frontiers of equity and inclusiveness, we have met with the executive committee of the Association of Blind Persons in Nigeria at the board’s headquarters in Abuja in February 2017 and we also met with prospective blind candidates from a school for the blind in Lagos about two weeks ago at the University of Lagos.
“The outcome of these meetings revealed that while the challenged group fully appreciates the board’s recent efforts at improving and upgrading the facilities for the administration of the board’s examination for the blind candidates.
He added that out of the 13 commercial banks and the Nigeria Postal Service that signified interest in the sales of the admission forms, only nine had paid for the number of application documents required in the first instance.
He said, “As part of our approach to the ideal of inclusiveness, we invited all Central Bank of Nigeria approved commercial banks to participate in the sale of the 2017 Board’s application documents. Sixteen commercial banks and NIPOST honoured and attended the interactive session where we explained the reason and need for all of them to partake in the exercise.
Oloyede added in pursuit of the all-inclusive approach of JAMB, JAMB had to patronise the NIPOST which could reach remote towns and villages.
“Even when NIPOST could not raise the capital to purchase the pins for the application documents, we had to open a credit line for NIPOST to also vend pin and pay later without reducing the commission that the organisation is entitled to per sale of document.”

Naijaloaded last week, shared a disturbing video that emerged amid rash of racist attacks on Africans in Greater Noida, Delhi, in which a man was kicked, punched and beaten with steel by a large group at a shopping mall.

The young man identified as a 21-year-old Nigerian student Endurance Amalawa and his brother Precious, were wandering through a Ansal Plaza when the phone rang with warnings from a friend, “Hurry home, mobs of Indians are attacking Africans across the area.”

The brothers, who came to India to seek better education and work opportunities, rushed out and tried to hail an autorickshaw, just as a mob of Indian men saw them and ran towards them.

The Amalawas ran back inside the mall but dozens of screaming men followed them. Precious Amalawa hid inside a changing room but Endurance got dragged out. They thrashed him with stools, bins, blows, and whatever they could grab. No one tried to help Endurance or stop the attack. One man even took a selfie with the violence in the background.

“They attacked him with bricks, sticks, belts,” 23-year-old Precious said on Friday as he sat, still stiff with shock and fear, in their apartment.

Endurance’s body was dotted with medical staples on his temple, his cheek and both arms. Precious’ arms were covered in cuts and bruises from when the mob chased him from his hiding place by shoving sharp objects through the changing room’s thin walls.

The violence started on March 24 when a teenage boy disappeared in Greater Noida, outside New Delhi, and angry relatives claimed he’d been killed by his Nigerian neighbors. A mob of people began searching the area for Africans, with some accusing kidnappers of eating the boy.

The boy returned home Saturday morning. He died later that day of what police said was a drug overdose.

Five men who had been charged with kidnapping and murder were let go within hours because police could find no evidence.

But rumors about cannibalism swirled and mobs began to attack Africans across the suburb. The last attacks were reported Wednesday. There were reports of mobs pulling Africans out of taxi cabs and autorickshaws and assaulting them.

The African Students’ Association in India asked Africans across the capital to remain alert and especially warned those living in Greater Noida from stepping out at all.“All African Students Studying in Greater Noida are hereby instructed to stay at home as the situation remains volatile,” the statement said.

The association has been arranging food and water for African students in Greater Noida as most of them hide at home.

Police say they have arrested five men for attacking the brothers and are searching for others. Police patrols in the area have been increased after Foreign Minister asked that the local government ensure the safety of Greater Noida’s African population.

4. Leap Motion
Multi-touch desktop is a (miserably) failed product due to the fact that hands could get very tired with prolonged use, but Leap Motion wants to challenge this dark area again with a more advanced idea. It lets you control the desktop with fingers, but without touching the screen.

If this device could completely work with Oculus Rift to simulate a real-time gaming experience, gaming is going to get a major make-over.
5. Eye Tribe
Eye tracking has been actively discussed by technology enthusiasts throughout these years, but it’s really challenging to implement. But Eye Tribe actually did this. They successfully created the technology to allow you to control your tablet, play flight simulator, and even slice fruits in Fruit Ninja only with your eye movements.

It’s basically taking the common eye-tracking technology and combining it with a front-facing camera plus some serious computer-vision algorithm, and voila, fruit slicing done with the eyes! A live demo was done in LeWeb this year and we may actually be able to see it in in action in mobile devices in 2013.
Currently the company is still seeking partnership to bring this sci-fi tech into the consumer market but you and I know that this product is simply too awesome to fail.

The current problem that most devices have is that they function as a standalone being, and it require effort for tech competitors to actually partner with each other and build products that can truly connect with each other. iOS and Android are great, but they each have their own rules and policies that certainly inhibit the creative efforts of developers. Mozilla has since decided to build a new mobile operating system from scratch, one that will focus on true openness, freedom and user choice. It’s Firefox OS.
Firefox OS is built on Gonk, Gecko and Gaia software layers – for the rest of us, it means it is built on open source, and it carries web technologies such as HTML5and CSS3.

Developers can create and debut web apps without the blockade of requirements set by app stores, and users could even customize the OS based on their needs. Currently the OS has made its debut on Android-compatible phones, and the impression so far, is great.
You can use the OS to do essential tasks you do on iOS or Android: calling friends, browsing web, taking photos, playing games, they are all possible on Firefox OS, set to rock the smartphone market.

The project has been successfully funded so far, with an estimated delivery date of February 2013. For a mini supercomputer, the price seems really promising since it’s magically $99! It’s not recommended for the non-programmer and non-Linux user, but the kit is loaded with development software to create your personal projects.
I never thought the future of computing could be kick-started with just $99, which is made possible using crowdfunding platforms.
10. Google Driverless Car
I could still remember the day I watch the iRobot as a teen, and being skeptical about my brother’s statement that one day, the driverless car will become reality. And it’s now a reality, made possible by… a search engine company, Google.
While the data source is still a secret recipe, the Google driverless car is powered by artificial intelligence that utilizes the input from the video cameras inside the car, a sensor on the vehicle’s top, and some radar and position sensors attached to different positions of the car. Sounds like a lot of effort to mimic the human intelligence in a car, but so far the system has successfully driven 1609 kilometres without human commands!

CrimeCourt Remands 13 UNILAG Students In Kirikiri Prison by olajay86(op): 2:07pm On Apr 02, 2017
The police on Saturday charged 13 students of the University of Lagos before a Special Offences Mobile Court in Oshodi, Lagos, over unlawful invasion of a broadcast media outfit, Television Continental.
The accused are Femi Adeyeye, Toni Aina, Kodri Yaya, Asimi Oladime, Ismahim Olalekan, Segun Okesola, Abdulazeez Soneye, Idris Abogunloko, and Muyiwa Olaniyi.
Others are Toheed Oladimeji, Joseph Akanni, Lukumon Olusegun, and Abiodun Agbeniyi.
They are standing trial before Chief Magistrate P.E. Nwaka, on two counts bordering on unlawful invasion and disruption of activities.
They were arraigned at about 10.20am on Saturday, and they all pleaded not guilty to the charge.
Meanwhile, the magistrate ordered their remand at the Kirikiri prison, pending their bail application.
The court adjourned the case till April 6, for a determination of their bail.
The police prosecuting counsel, CSP Effiong Asuquo, Officer-in-Charge, Legal of the State Criminal Investigation and Intelligence Department, Panti, had told the court that the accused committed the offence on March 31, 2017.
He said the accused had engaged in a riotous invasion of TVC station in Lagos, protesting an alleged rustication of one of their colleagues.
According to him, the students also invaded the main campus of the University of Lagos, Akoka, and disrupted normal activities in the institution.
The prosecutor said the institution’s semester examination is scheduled to begin on April 3 (Monday) adding that the invasion by the students was simply a ploy to stall the commencement of exams.
He said the offence contravened the provisions of section 168 (1) (d), and section 2 of the Criminal Law, Laws of Lagos State, 2015.

Acting chairman, Economic and Financial Crimes Commission, Ibrahim Magu may be renominated for the EFCC top job despite his rejection by the Senate twice.

According to reports flying round, President Muhammadu Buhari “will not abandon Magu” as he may step into the row by opening talks with the leadership of the National Assembly and other stakeholders, including the Department of State Security Service (DSS).

Magu also got more backing from the Transparency International and Global Witness yesterday.
The two organisations invited Magu to London to speak at an international conference on money laundering and assets recovery on March 2.

According to the Executive Secretary of PACAC, Prof. Bolaji Owasanoye, he said all the advisers to the President on corruption have discovered that the Senate acted on old report.
Owasanoye said: “There was no fresh investigation conducted by the DSS. The Senate only relied on the old report. The DSS did not provide any new information for the Senate.

“For all intents and purposes, we believe it was unfair for the senators to reach the conclusion they have reached.
“We think there was no new information from the DSS. The Senate ought not to have rejected Magu
“The Senate was privy to two reports from the DSS. It ought to have satisfied itself by considering the two and not one as it did.

“The Senate also knew that the President had looked into the two reports and sent his conclusion to them, but they did not take cognizance of the President’s letter which overrides the DSS reports.
“Even when Magu told the Senate that he was not with his response to the query issued to him, we expected the Senate to have asked him to bring his defence the following day in the spirit of fairness.
“If you look at the proceeding in the Senate, there were too many gaps to be closed.”
Asked of the committee members’ position on Magu, the PACAC Secretary said: “We believe that there is nothing inhibiting him from being in office as the Acting EFCC chairman. We are of the opinion that he should remain in office.

“If you look at Section 171 of the 1999 Constitution, the President is empowered to retain him as long as he wants in an acting capacity. As long as the President remains in office, Magu can continue to act as EFCC chairman.”
Responding to a question, Owasanoye added: “If there is something new, we would have modified our position.
“But the Senate acted on an old report without considering the President’s points in the re-nomination letter.”
According to Section 171 (1) of the 1999 Constitution, power to appoint persons to hold or act in the offices to which this section applies and to remove persons so appointed from any such office shall rest in the President.
(2) The offices to which this section applies are namely
(a) Secretary to the Government of the Federation.
(b) Head of the Civil Service of the Federation.
(c) Ambassador, High Commissioner or other principal Representative of Nigeria abroad.
(d) Permanent Secretary in any Ministry or Head of any Extra-Ministerial Department of the Government of the Federation howsoever designated; and
(e) any office on the personal staff of the President.

(3) An appointment to the office of the Head of Civil Service of the Federation shall not be made except from among the Permanent Secretaries or equivalent rank in the Civil Service of the Federation or of a State.

(4) An appointment to the office of Ambassador, High Commissioner, or other Representative of Nigeria abroad shall not have effect unless the appointment is confirmed by the Senate.
(5) In exercising his powers of appointment under this section, the President shall have regard to the federal character of Nigeria and the need to promote national unity.

(6) Any appointment made pursuant to paragraphs (a) and (e) of subsection (2) of this section shall be at the pleasure of the President and shall cease when the President cease to hold office;
Provided that where a person has been appointed from a public service of the Federation or a State, he shall be entitled to return to the public service of the Federation or of the State when the President ceases to hold office.”

It was learnt that President Buhari may step into the controversy over Magu before effecting a re-nomination.
A highly-placed source said: “I think the Presidency will re-nominate Magu. His advisers on the fight against corruption want Magu retained.

“But the President is likely to engage the leaders of the National Assembly, especially the President of the Senate, Dr. Bukola Saraki and the Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara.

“There is a likelihood that the session might be enlarged to include some stakeholders like the DSS leadership.
Speaking last night, a presidency source said in confidence: “The President is set to receive official communication from the Senate. But I can assure you that the President will not abandon Magu.
Barely few days after the Senate rejected his nomination, Magu has been invited by two leading anti-corruption organisations, the Transparency International and Global Witness to speak at an international conference on money laundering and assets recovery on March 21, 2017 in London.
He is expected to deliver a paper on the topic: Give Us Our Money Back – Nigeria’s Fight Against Corruption: A Critical Conversation.

A statement by the Head of Media and Publicity of EFCC, Mr. Wilson Uwujaren said: “The invitation from the Global Witness and Transparency International is in recognition of the invaluable role the Magu-led EFCC has played in his more than one year in office in the recovery of stolen funds.
“ It also coincidentally comes a few days after members of the Nigerian Senate chose to overlook the strides achieved by Magu and instead refused his re-nomination by President Muhammadu Buhari as the substantive chairman of the EFCC.

“The international conference, which is coming on the heels of the 2016 London Anti-Corruption Summit, will focus on the progress of Nigeria’s asset recovery and anti-corruption efforts.
“It will also feature a panel of discussions for “critical exchange of views” between officials and non-government experts from Nigeria and the United Kingdom.

“A few international personalities have been invited along with Magu to participate in the conference.
“Among those from Nigeria are Lai Mohammed, Minister of Information; Prof. Itse Sagay, Chairman, Presidential Advisory Committee Against Corruption, PACAC; its secretary, Prof. Bolaji Owasanoye and Olanrewaju Suraju of the Human and Environmental Development Agenda.”

Today – March 4th, 2017 – marks 45 days of President Muhammadu Buhari’s absence from his office as President of the Federal Republic of Nigeria and from the country as a whole on a medical vacation in the United Kingdom. During this period, he has not made any public appearances and has only clandestinely “communicated” with very few people.

Furthermore, details of President Buhari’s health status have been kept away from the generality of Nigerians while his media team and other members of his cabinet/party make conflicting comments regarding his health.

2. We acknowledge that during this period President Buhari has satisfied constitutional requirements by transmitting letters to the National Assembly handing power over to his Vice President, Professor Yemi Osinbajo, on an acting capacity.

However, during this period President Buhari has created a constitutional dilemma by carrying out official functions. On February 13, 2018 in a capacity as President of Nigeria, he spoke to President Donald Trump of the United States with respect to bilateral relations between the two countries.

On Thursday March 2nd, 2017 again in a capacity as President of Nigeria President Buhari spoke to the King of Morocco with respect to bilateral relations between the two countries as well as Morocco’s application to become a member of the Economic Community of West African States (ECOWAS).

3. These actions, as well as President Buhari’s continued vacation, constitute a constitutional dilemma capable of destabilising the country. President Buhari’s insistence on performing the functions of President after having transmitted power to Ag. President Osinbajo in effect creates de-facto and de-jure, which does not bode well for the country.

4. To this end, we urge President Buhari to return to the country on or before the 60th day after which he left the country (15 days from today) failing which we will begin a series of peaceful processions across the country aimed at sensitizing the public as to the legal & constitutional dilemma created by President Buhari’s continued absence from office and his insistence on performing official functions while away.
