Ignorance, in Law, is not an excuse.

Any motorist that violates any of the road traffic laws is expected to pay the penalties.

On federal roads in Nigeria, there are specific amounts that are paid as fines for the different traffic offences.

These fines and penalties are administered by the Federal Road Safety Corps (FRSC).

The FRSC is the agency established with a mandate to reduce vehicular accidents on federal roads, educate motorists and pedestrians on traffic laws, clear any form of vehicular obstructions, etc.

The authority of the FRSC is restricted only to Federal roads and highways. That is, inter-state roads or federal government-built bridges or flyovers.

The FRSC has no statutory mandate, or authority, to operate or carry out its functions on State government constructed roads.

Governor Rochas Okorocha of Imo State has inaugurated a six-man committee to see to the implementation of six new universities, colleges of education and polytechnics.

Prof. Chima Iwuchukwu will lead commissioners and other members of the committee.

But the move did not go down well with the governor-elect, Emeka Ihedioha, as he has written to the National Universities Commission (NUC) not to honour the approval of more universities in the state.

Okorocha said the House of Assembly backed the committee’s inauguration with a law.

He compared the move to about 15 universities established in Ogun State, which enhanced admission opportunities and job placements.


The proposed new schools include: Aboh Ngor University of Agriculture and Environmental Sciences; University of Agriculture and Developmental Science, Umuagwo; University of Science and Technology, Onuimo; University of Creative Technology, Isiaku-Nkwerre; University of Medical Science, Ogboko, Ideato South; Marine University, Oguta; College of Health Technology; Mbonu Ojike Polytechnic, Arondizuogu; and Bishop Shanahan Polytechnic, Ahiara Mbaise.

Okorocha said the new institutions would be on 90 per cent private investors funding and 10 per cent government input, noting that government would handle infrastructure areas.

Meanwhile, medical doctors in health facilities owned by the state have commenced indefinite strike.

Chairman, Nigerian Medical Association (NMA) in Imo, Kyrian Duruewuru, who briefed journalists in Owerri yesterday, accused the state government of treating the doctors unfairly.

He noted that the industrial action was to register their disaffection with the way Imo government under Okorocha had openly marginalised medical practitioners in the state.

The NMA chairman explained that the first phase of the strike would involve all doctors in Imo State University Teaching Hospital (IMSUTH), Orlu; Imo State Specialist Hospital, Umuguma; and the Hospital Management Board (HMB).

According to him, the second phase of the industrial action will involve all doctors in private hospitals and those in federal health centres in the state.

Duruewuru asserted that while their colleagues practising in other states were enjoying the adjusted salary structure for medical practitioners, Okorocha refused to implement it.

He said: “For the past four years, doctors in Imo have received 70 per cent of their salaries. Also, the doctors are being owed three months salaries by Imo government. For us, this highly unacceptable and very insensitive.”

The two policemen who beat up and killed one Ogar Jombo, a two-star officer of the Nigeria Security and Civil Defence Corps (NSCDC), in Abuja last month, have been dismissed and charged to court.

The Civil Defence officer died after he was assaulted by the two traffic wardens identified as TW GII Idoko Sunday and TW GII Katdel Dabit - for violating traffic rules.

The arraignment of the dismissed officer followed investigation, which indicted them for assault and excessive use of force on the deceased after his arrest.

A statement by the Force Spokesman, DCP Frank Mba in Abuja on Wednesday also noted forensic analysis by a pathologist as seen in the autopsy report clearly traced the cause of death to injuries inflicted on the deceased during his encounter with the traffic wardens.

Details of the update into the cause of death of Ogar read: “In keeping with the assurances by the Inspector General of Police, Ag. IGP Mohammed Adamu, to ensure a transparent, accountable, comprehensive and speedy investigation into the circumstances surrounding the death of the late ASC Ogar Jumbo, an Assistant Superintendent of the Nigerian Security and Civil Defence Corps (NSCDC), the Nigeria Police have today arraigned in Court the two Traffic Wardens – TW GII Idoko Sunday and TW GII Katdel Dabit for complicity in the unfortunate death of the NSCDC Officer.

He also stated that the two traffic wardens have been remanded in Kuje Prisons pending the next adjournment of the case.

The House of Representatives of Nigeria on Tuesday rejected the Bill for an Act to establish the Chartered Institute of Forensic and Investigative Auditors of Nigeria (CIFIAN) for effective regulation, cerification and registration of members.

The audit bill which was sponsored by Hon. Uzoma Nkem-Abonta (PDP-Abia) and two other lawmakers also determines the knowledge, cerification and skills that a practitioner is required to attain in order to qualify to practice as a Forensic and Investigative Auditor.
The bill, which passed first reading in the year 2018 at the senate, was rejected by the House for the conflicting role of the Chartered Institute of Forensic and Investigative Auditors of Nigeria with similar professional body such as the Institute of Chartered Accountants of Nigeria (ICAN) and the Association of National Accountants of Nigeria (ANAN).

The Deputy Speaker, Mr. Lasun Yussuff, while contributing to the bill stated that since the word ‘audit’ was being contested, it could, for clarity purposes, be coined to read ‘forensic investigators’ or ‘experts’.

Hon. Yussuff went further to explain that the Bill could look like an exclusive accounting bill, but with his advice, it would be more encompassing for other fields. Nkem-Abonta said that the word ‘audit,’ was encompassing and could be used as investigation and the bill should not be rejected just because accountants don’t like it. He also noted that the bill, as it was, was not an exclusively accounting one, but all encompassing.

A reps Member, Hon. Simon Arabo (PDP-Kaduna), while contributing stated that if the word ‘auditor’ was the only contention, it could be expunged to accommodate the content. Hon. Kayode Oladele (APC-Ogun), said that since it had been discovered by the three-man committee set up by the Speaker that other countries had the proposed body, the Bill needed to be passed. Rep. Oladimeji Ayodele (PDP-Ekiti), said that if the proposed Bill was for the establishment of an association, it would be okay; but the fact that the proposed institute seeks to be chartered, then it was contradictory to laid down law.

Rep. Shehu Garba (APC-Kaduna), said that auditing was one responsibility strictly reserved for accountants and passing the proposed bill as it was would be creating confusion of agency roles in the minds of Nigerians. Also, Hon. Babangida Ibrahim (APC-Katsina), on his part, said that an auditor was a professional.

“So, the word ‘audit’ should be expunged. The way it is being applied in the proposed bill or the bill should not be passed. ”Nkem Abonta, in exercising his right of reply, said that the term ‘audit’ in the bill was just to investigate and did not seek to take anything away from the accounting profession.

I think it is the journalist that is trying to cause problem for Ambode. He only mentioned successive government without mentioning names but we all every states in Nigeria has one form of foreign debts or the other even before the creation of some states because the debts were shared as liabilities from the old state. Three Policemen and four others, have been sentenced to death by the Federal High Court sitting in Uyo, Akwa Ibom State on Tuesday over kidnapping in the state. The kidnappers  identified as  Cpl Emmanuel Charlie, Fidelis Emmanson Jeremiah, Cpl Bassey Sunday (377812), PC Mfon Bassey (478463), Ndu Okon Johnny, Unyime Edem Etukakpan, and Itohowo Godwin Akpakwa, were sentenced to death alongside the woman (Ekaette Edet Moses) they paid N50,000 to cook for the victim – Deaconess Ime Anietie Ekanem, while the ransom negotiation was on.The three police and fours others were sentenced to death over kidnapping by the court, which acted according to the state instituted Suit No HU/13c/2012 against 8 members of the gang in 2012.

The convicts who were found guilty of three-count charge of conspiracy to commit felony, kidnapping, aiding and sponsoring kidnapping, reportedly  dragged out their victim out of the Toyota Sienna car driven by the husband, in front of the family house at about 6.30 PM and whisked her away in a Volvo Wagon Car to Afaha Udoeyop in Ibesikpo Asutan LGA where she was kept, under armed guards, in an isolated building pending agreement and payment of Ransom.

However after the anti-kidnapping unit of the state CID got involved as telephone negotiations between the kidnappers and the victim’s husband brought down the initial demand from more than twenty million naira (N20m) to about N1.8 million to be paid on 2 installments, they were shocked to discover that the first 2 persons who approached the Afaha Ibesikpo Market square, venue for the ransom delivery were their colleagues at the state CID.

A young lady was allegedly beaten and left seriously injured for 'dressing improperly to church' in Taraba state, according to a Facebook report.

Victor T Injoh who shared the report online - claimed that the lady identified as Faith Ishaku of Taraba State Polytechnic, was allegedly assaulted by church officials during morning service on Sunday, April 14th, for not purportedly dressing properly to church.

Internet users reacting to the report feel that there might be more to the story and that the lady in question may have provoked the church officials after being rebuked over her dressing.

The Inspector General of Police, IGP Mohammed Adamu who spoke during his official visit to Lagos State on Monday, stated that any policeman found guilty of power abuse will be dismissed. 


Mohammed Adamu who expressed his condolences to the bereaved families of the victims of the misuse of firearms in the state, also added that the line supervisors of such officer, including the Area Commander, Divisional Police Officer or Sectional Head, would be sanctioned for lacking supervision.The IGP who stated that the recent abuse of power by some police officers in the state was against the statutory provisions of the Nigeria Police Force, maintained that any policeman found guilty of power abuse will be dismissed.

The rainy season is just about kicking off.

Countries – especially those in the tropical region – that have witnessed severe cases of flooding due to heavy rainfall in recent years, are putting measures in place to avert such crisis from repeating itself.

For instance, in Kenya, the government is taking proactive steps to ensure that there are no flooding in city centers especially in big cities like Nairobi, Mombasa, etc.

There, the authorities are making concerted efforts to clear up blocked drainage systems. ahead of the rainy season.

Blocked drainage systems in cities can lead to flooding, a situation where water is diverted from the channels into roads, homes, etc.

Sadly, in Lagos state, a place prone to flooding, and also a place that is supremely notorious for blocked drainage systems, there has been absolutely nothing done to rid the drainage systems of refuse.

President Muhammadu Buhari has agreed to inaugurate Africa’s first mega bus terminal, Oshodi Transport Interchange before May 29, officials of the Lagos State Government have confirmed.

Besides, the president will equally unveil the 10-lane Oshodi-Murtala Mohammed International Airport road, another iconic transport infrastructure project the administration of Governor Akinwunmi Ambode executed under two years.


The state’s cabinet-ranking officials disclosed the plan to inaugurate the two strategic transport projects purposely developed to serve at least one million commuters in the metropolis daily.

One of the state officials, who spoke with Akelicious in confidence, described the transport interchange, as the first of its kind in Africa, which he said, was similar to Victoria Terminus in London, the United Kingdom.
At the time Ambode formally sealed the contract to construct the transport exchange at the height of economic meltdown in 2016, the project was then awarded at a whopping cost of $70 million
Constructed purely by an indigenous construction firm, Planet Project Limited under the leaders of Mr. Biodun Otunola, the official said the transport interchange was a people-oriented project that would help at least one million residents commute easily daily.

He, specifically, compared the socio-economic value of the transport interchange with the Murtala Mohammed International Airport, which according to him, was designed to serve about 40,000 people daily.
While the airport would only serve the elite, the official noted that the transport interchange was conceived “to reduce travel time on Lagos roads; unlock gridlocks associated with the megacity and help people commute without stress.

“That informed Ambode’s decision to construct other bus terminals – Ikeja Bus Terminal, Berger Bus Terminal, Yaba Bus Terminal, Oyigbo Bus Terminal and Race Cross Bus Terminal – to make Lagos function like other megacities in the developed world.

“This is the kind of project the governments at different level should invest in. The project will serve larger population and not just the elite. Ambode’s burden to relieve commuters’ pains of gridlocks informed the conception of the project.”

A statement from Planet Project Corporate Communication Office explained the rationale behind the transport interchange, which it said, was informed the peculiarity of Oshodi, West Africa’s busiest transport interchange in West Africa, with over 13 parks and 5,600 buses loading per day.

It said Oshodi “has over 100,000 passengers and 1 million pedestrians daily, with 76 percent of its land area dedicated to transport and related activities. This leads to serious traffic congestion and other environmental issues.

“Our concept seeks to transform Oshodi into a world-class Central Business District (CBD) with business, travel and leisure activities conducted in a serene, secure, clean, orderly and hygienic environment, comparable with other transport terminals around the world including Stratford and Victoria Bus Station in the United Kingdom.”
The statement, therefore, said the transport interchange would consolidate all the 13 city and interstate bus parks into 3 multi-storey terminals, providing standard facilities including waiting area, loading bays, ticketing stands, drivers lounge, parking areas, rest rooms, accessible walkways and pedestrian sky-walks linking all the 3 terminals.

According to the statement, other components of the terminal include 20 lifts and escalators, two sky-walks connecting the terminals to each other, Architectural LED Lights, passenger concourse, public address systems, bus depot, passenger drop-off areas, taxi and car parks, passenger lounge for intercity commuters, loading bays, passenger information systems, etc.

It, also, explained the benefits of the transport interchange, which it said, ensure the reduction of the traffic congestion and chaos traditionally experienced at Oshodi with a reduction in the scattered and unruly transport activities, leading to a world-class excellent transport experience for commuters and an improvement in the standard of life of Lagos residents.

With the consolidation of all transport activities, the statement said a lot of the informal economic activities “will be brought into the tax-net of the State government and Oshodi would thus be rebranded as the new and iconic face of Lagos.

“With the ongoing pace of works, the project is billed to be completed this month, and operations commencing soon after. Commuters around Lagos can therefore look forward to having a comfortable, accessible and world-class transport system.”

The Federal Executive Council (FEC) has approved a new scheme that is targeted at creating employment for 60,000 Nigerians aged 18-25 years.

This was announced Wednesday by the Minister of Budget and Planning, Udoma Udoma while briefing State House correspondents at the end of the meeting of the council chaired by President Muhammadu Buhari.

Mr Udoma said the new scheme is called the N-Power knowledge multi-track youth empowerment programme.

He said under the scheme, 12,000 unemployed or under-employed graduates aged 18-25 yrs will be trained and given relevant devices afterwards.

He also said the training will be on mobile computing and commonly used electronic devices.
Mr Udoma said the programme, which will be run under the National Social Investment Programme (NSIP), is open to all unemployed graduates.

He also said after the training, each of the initial 12,000 selected and trained “will be empowered to train five other youth, leading to additional 60,000 jobs”

He said the contract for the programme was awarded to Softcome Ltd working with the officials of NSIP.

The minister also said the federal government will spend N259,000 per youth on the training while an additional 207,000 will be spent for work tools.

He put the value of the programme at N5,595,669,250 with a completion period of nine months.

Peoples Democratic Party (PDP) on Wednesday boycotted issuance of certificates of return by Independent Electoral Commission for what it blamed on ‘safety reasons’.

INEC had issued certificates of return to Ganduje, Deputy, 24, House of Representatives’ members, and 30 out of 40 members of the State Assembly at a colourful but brief ceremony at the Sani Abacha Indoor sports hall.

PDP had in a letter to INEC expressed strong reservation over the selection of venue for issuance of certificates of return to the party State Assembly members-elect.

A press statement that was signed by Sanusi Bature Dawakin Tofa, spokesperson to Kano PDP Campaign Management Team, explained that the venue for the exercise wasn’t safe for its members

Dawakin Tofa said that “there should be a neutral ground for the exercise, PDP members are not safe in the venue selected which is indoor stadium of Kofar Mata sports complex.”
