The Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has ordered the arrest of a director and five officers for the alleged leakage of information and corrupt practices.

The agency is investigating some of its top operatives, who are believed to be living above their earnings.

The massive clean-up has caused tension in the commission because of the likely sack of bad eggs.

A source said: “The no-nonsense acting chairman of the Economic and Financial Crime Commission, Ibrahim Magu, has commenced a massive clean-up of the agency with the arrest of some officers.

“Those affected are a director and five officers who are causing disaffection and engaging in corrupt practices.



“We will not release their names until the investigation is completed.”

The source also gave details on the allegations against the six suspects.

“They were allegedly involved in unauthorised leakages of official information and causing damaging reports based on false information to be published against the commission by bloggers.

“The action of the officers is prejudicial to discipline and violates their oath of allegiance.

“Those in custody include a director, some senior and lower cadre officers, including a former senior operative, who was dismissed for corruption and involvement in cult activities.

“In recent times, the EFCC has been at the receiving end of negative reports by bloggers and the mainstream media, targeting its leadership. The malicious reports have done untold damage to the reputation of the commission.

“Available facts showed that the staff, who operated as a syndicate, were desperately projecting the management staff to take over the leadership of the commission while attacking the integrity, professionalism and reputation of the EFCC.

“The investigation is still o, with the possibility of more arrests in the coming days.”

Meanwhile, the EFCC has started probing workers and operatives living above their means.

It was also learnt that some workers, who used to collect bribes to influence investigation, were being sorted out.

Another source said: “We have some workers using exotic cars above their income or family inheritance. We are looking into the activities of these workers in order to rid this commission of bad eggs.

“Also in focus of the discreet investigators are workers against which allegations of corruption have been made by the public.

“This clean-up has created tension in the anti-graft agency. Magu has vowed to ginger up the anti-graft campaign and he will leave no stone unturned.”

Immediate past Chairman of the Economic and Financial Crimes Commission, (EFCC) Mr. Ibrahim Lamorde, may have been flown abroad for the treatment of undisclosed ailment, The Nation learnt yesterday.

Lamorde, who was scheduled to appear before the Senate Committee on Ethics, Privileges and Public Petitions yesterday, failed to honour the invitation provoking wild insinuation that he had fled the country to evade Senate probe of the alleged diversion of N1 trillion leveled against him.

An activist, Dr. George Ubah, wrote a petition to that Senate claiming the Lamorde in his capacity as the EFCC Chairman diverted over N1 trillion recovered by the commission.

Lagos lawyer Festus Keyamo, who stood in for Lamorde, defended him.

Keyamo said, “He (Lamorde) is still a policeman, he has no reason to go on exile. Lamorde has served this country very well and let me tell you this if you don’t know. The only way to succeed as the chairman of EFCC is for you not to succeed at all.



“Lamorde is not here today, not out of disrespect to the committee. It is a matter of complete misunderstanding of issues at stake. When Lamorde was invited to this committee, he was invited as chairman of EFCC and between then and now circumstances had changed.

“He is no longer the chairman of EFCC. So, because of that, he thought that would be the end of his invitation because he was invited in that capacity.

“He then handed over the case and traveled for medicals. It was in his absence that the second letter came and addressed as the immediate past EFCC chairman. The fact that he is no longer the chairman, he can no longer be invited except as a witness.”

The Chairman of the committee, Senator Samuel Anyanwu, noted that Senate does not accept representation when it invites anybody to appear before it.

A member of the committee, Senator Obinna Ogba, wondered why Lamorde failed to live by example being a man who was a former boss of the anti-graft agency that usually invited people to appear before it.

He said the non appearance of Lamorde at the probe was an insult, and disrespect to the Senate.

Senator Tayo Alasoadura, who is also a member of the committee, said: “We are in a situation whereby people are showing their shamelessness.”

Alasoadura queried the capacity in which Keyamo was in the Senate being a lawyer to the EFCC “and the man he claimed to represent is no longer in office as chairman.”

The Chairman of the committee stopped Keyamo half way insisting that anybody could be invited by the Senate panel to come and give evidence.

What followed was hot exchange of words between Keyamo and members of the committee.

At end Anyanwu insisted that Lamorde should make himself available on November 24 notwithstanding the plea by Keyamo that his client would not be available until December 15.

Keyamo later told reporters that the committee was wrong to have insisted that Lamorde must appear before it.

He said: “The constitution is very clear as to those who can be subject to investigation by section 88, 89 of the constitution. By section 88, 89 of the constitution the Senate has powers over two categories of persons.

“The first are those who are subject of investigation. They can be summoned before the committee and the second are witnesses to appear in respect of that investigation.”

The National Youth Service Corps (NYSC) has discovered 17 staff members of the Guaranty Trust Bank (GTB) with fake NYSC exemption certificates.
Four of the suspects were handed over to the police by the corps for onward prosecution while others are to be arrested for prosecution.
Speaking with newsmen at the handing over in Abuja, the NYSC Director of Certification, Alhaji Hudu Aliyu Taura, said the arrest was made possible through the cooperation of their employers, who alerted the scheme for verification of their certificates.
He disclosed that 17 certificates were found out to be fake during the verification exercise carried out by the scheme, adding that three out of the suspects who are currently using the certificates to work in one of the financial institutions bank were on the run.
 
He assured that the remaining 10 people and those on the run would soon be arrested.
“Some employers came to verify those certificates, specifically GTB sent certificates to be verified by us and in the course of that, we found 17 out of what they sent to be fake. So, we invited them to come with the original of that certificates.
“Only seven came and we took their statements. We verified the certificates and found them to be fake, they were not issued by the NYSC. They confessed to have gotten them from other sources.
“So, with their written statements, we will hand them over to the security agencies for further necessary action.
Taura further said that it had become necessary for the employers of labour to crosscheck with the NYSC to ascertain the genuineness of certificate submitted to them by applicants.
“We are appealing to all employers of labour to bring the certificates that are said to be issued with NYSC for verification. Any time they are employing, they should contact NYSC with the certificates so that we can verify and tell them the genuine ones. Even those that had employed should bring those certificates for verification,” he said.
The suspects confessed to newsmen to have paid money ranging from N25,000, N40,000, N60,000, N20,000 to get the fake certificates.

AN operative of the Department of State Services (DSS), on Saturday evening, went berserk and shot at a newly wedded couple during their wedding reception in Karu Local Government Area of Nasarawa State.

Witnesses told the Tribune Online that the incident, which occurred at Kugbaru community during the reception after solemnisation of their holy matrimony, left some guests injured.

There are, however, conflicting reports about the state of the newly-weds. While one report said the bride and bridegroom died before reaching the hospital, another said the couple, alongside other victims, were in the hospital responding to the treatment.

It was learnt further that the operative, who appeared suddenly when the couple was dancing, started shooting sporadically and later shot at the couples and guests.

According to one of the witnesses, "after shooting the couple and other guests, he attempted to flee but some youths at the event caught him. He was beaten up and the the arrival of policemen saved him from being beaten to death."

When contacted on phone in Lafia, the state capital, on Sunday, the state Police Public Relations Officer (PPRO), Ismaila Numan, an Assistant Superintendent of Police (ASP), confirmed the incident, saying the suspect had since been arrested, while investigation was ongoing.
The PPRO, who declined comment on the identity of the suspect, added that the couple and one other victim were shot during the reception and they were all responding to treatment.

A football commentator has lost his job after a hilarious incident which saw him fall asleep and snore on live television while giving his thoughts on a UEFA Champions League group stage match this week.

Dong Lu, the veteran Chinese pundit, was acting as co-commentator for LeTV’s coverage of the Real Madrid versus Paris Saint-Germain match early Wednesday morning Beijing time, when he dozed off.

The 46-year-old had to stay up until 3:45am for kick-off at the Santiago Bernabeu, and fatigue got the better of him in the final 20 minutes.

In footage of the match from LeTV, Dong can be heard snoring at around the 79-minute mark, in an incident that had football fans across China chuckling.

However, his employers at LeTV did not take the incident lightly, as the man with 20 years of experience analysing football matches was fired from his post soon after.

A retired colonel, Bassey Jackson-Umoh, was on Thursday paraded by the Cross River State Police command for allegedly stealing a 2008 model of Toyota Highlander belonging to a member of the Cross River House of Assembly, Mr. Steven Okpupken

Briefing PUNCH Metro on the development at the command headquarters in Calabar, the Police Public Relations Officer, Mr. John Eluu, said the suspect was arrested with the vehicle in Uyo, Akwa Ibom State following complaints from a car dealer.



He said the retired colonel, who allegedly posed as Maj.-Gen Peter Williams, attached to the Aso Rock Villa in Abuja, had issued a dud cheque to the car dealer and left an old Toyota Camry car in the dealer’s custody.

But the suspect while being paraded boasted that he would deal with all those connected with his travail when he regained his freedom.

“At the end of the day, the truth will come out and I will deal with all those connected with this and everybody connected will pay for it,” he boasted.

However, the PPRO maintained that the blue Toyota Highlander with number plate, Cross River BKS 214 AA, was received fraudulently.

He said, “On October 5, 2015, one Mr. Steven Okpukpen, a member of the state House of Assembly, came to the command with a written petition that he gave out his 2008 Toyota Highlander for sale. He gave the light blue vehicle to the owner of Micah Motors to be placed for sale at the cost of N3m.

“He stated that to his surprise, the manager of Micah Motors informed him that one retired Maj. Gen. Peter Williams came to his car shop and indicated interest to buy the Highlander and another Honda Accord car for N7.5m.

“In his petition, he also stated that the said retired colonel, who introduced himself as Maj. Gen. Peter Williams, had on October 3, issued a post-dated cheque to be cashed on October 5, by the Managing Director of Micah Motors. But on presentation of the cheque to the bank, it was dishonoured by the bank for insufficient funds.”

The PPRO said upon receipt of the information, a team of detective from the Special Anti-Robbery Squad in the state trailed the suspect to Uyo where he was arrested.

He added, “During investigation, the suspect confessed to the police that his real name was Col. Bassey Jackson-Umoh (retd). He said that Maj. Gen. Peter Williams was his fake business name which he used in duping members of the public.

“He equally confessed that he was fully aware that there was no money in the said bank account. He confessed that since his Toyota Camry car was bad and he needed a new car and had no money to buy a new one, he had to convince the car dealer that there was money in the said bank account. He did this dirty deal so as to allow him take possession of the Toyota Highlander and the Honda car.”

While noting that investigation was still ongoing, Eluu advised members of the public to be wary of frausdters.

Meanwhile, Okpupken, who is the chairman of the House Committee on Public Accounts, has commended the state police command for the manner with which it handled the case.

In a letter he addressed to the police command, the lawmaker said contrary to the negative impression created against the police, the case had shown that the police had a better image than what was being portrayed.

The leader of the National Representative Council (NRC) of the Ijaw National Congress (INC), Professor Francis Sikoki and his deputy, Mr Ezekiel Karibo, have been relieved of their positions.
According to a statement made available to Tribune Online, on Monday, Sikoki, Karibo and the nine others were removed from office by the NRC of the congress over the weekend.
The other affected nine officers Charles Ambaiowei (Vice President); Sir Theo Ezonfade (National Secretary who was on suspension); Chief Williams Mkpah (National Assistant Secretary); Lady Meg Agidee (National Financial Secretary) and Pastor Victor Burubo (National Publicity Secretary).
Others included Amagbe Kentebe (National Organising Secretary); Chief V. B. Bamuza-Mutu (National Legal Adviser); Chief Phillip Agu (National Auditor) and Lady Ebiere Gold (National Welfare Secretary).
In the statement signed by Dr Bibobra Orubebe and Mr Miebaka Tamunomiebi, national secretary and national publicity secretary, respectively, the affected officers were sacked for allegedly failing to meet the conditions for membership of the INC as stipulated in Article 6(v) of its constitution (2009).
According to the statement, the NRC of the congress, in an extraordinary meeting held on April 29, 2015 in Yenagoa, Bayelsa State, resolved that the provisions of the constitution of INC should be implemented.
Consequently, the NRC of the INC, at a meeting held on October 30, 2015 in Yenagoa, Bayelsa State, elected officers to fill the vacancies created by the cessation of INC membership of the defaulting members of the NRC and the National Executive Council.
Those elected included Sir Lovette Kigigha (Leader of NRC); Captain Paul Akins (Deputy Leader of NRC); Chief Gabriel Apaingolo (Vice President); Dr Bello Orubebe (National Secretary); Dr Okere Iragunima (National Assistant Secretary) and Chief Victoria Potoki (National Financial Secretary).
Others included Mr Miebaka Tamunomiebi (National Publicity Secretary); Mr Ebipuodo Sapere-Obi (National Organising Secretary); Gabriel Yabaka (National Legal Adviser); Chief Odieari Oruye (National Auditor) and Mrs Cecilia Onana (National Welfare Secretary).

Five senior Customs chiefs yesterday threw in the towel. They voluntarily opted to retire according to highly placed sources in the organisation.

The Deputy Comptrollers General John Atte (Finance, Administration and Technical Service) ; Adewuyi Akinade (Tariff and Trade) ; Tahir Musa (Enforcement, Investigation and Inspection; Chukwuma Nwosu and Mera IM, reportedly wrote a joint letter of voluntary disengagement through the Comptroller General of Customs Col. Hameeed Ali, to The Chairman, Nigerian Customs Service Board.

The Service had not responded to the request as at last night, it was learnt. Spokesman of the Customs, Mr Wale Adeniyi, said he was not aware of the development.

He said: “I left the office at about 4pm and I’m not aware of such development.”

Officials of the Abuja Environmental Protection Board (AEPB) have shutdown normal banking operations at a branch of Zenith Bank in Abuja.

The bank’s branch located at Obafemi Awolowo Way, Jabi was shut for over two hours.

As at the time of filing this report, customers were prevented from entering the bank except for those in the bank premises before officials of the AEPB stormed the bank.

Customers expressed anger and disappointment over the situation.

Those in the banking hall had to bend low under the chain lock to exit the bank.



“What kind of embarrassment is this? Do you know if I have pile. Whatever issue you have with the bank should have been sorted before now,” an aggrieved customer said.

The Nation gathered that the bank was owing AEPB for an unpaid bill.

One of the security officials at the entrance who tried to persuade the customers stated that‎, “They said I should go to another bank that this branch is sealed up for now.‎  It so disappointing that we could not gain access into the bank.”

At a point, ‎security officials could not explain further due to increasing number of customers visiting the bank. They showed the customers the seal rightly pasted at the main gate.

“They are suppose to pay tax to the AEPB but they didn’t. It is very bad on a working day like this,” a police source said as he rode off on his motorcycle.

Incidentally, a bullion van arrived the bank 11:10 to make deposit but ‎they were forced to make use of the rear entrance to the bank.

When our correspondent spoke with an official of the AEPB, he said, “The issue is between them and the court. That’s why they asked customers to go to another branch,” he said as he pleaded not to be mentioned because of the sensitive situation.”

A Nigerian who fled Nigeria from the militant Islamist group, Boko Haram, to South Korea is to be deported from the country as an appeal court overturned its initial ruling, the Korea Herald reported on Friday.
The court, on Thursday, ruled against the Nigerian, who illegally entered the country by sea last year and applied for refugee status upon his arrival citing attacks and threats from the terrorist group in his home country.
While the refugee application was in process, he filed a lawsuit to cancel the deportation order of the immigration office that took issue with his illegal entry and demanded that he return to his country.
The appeals court, however, upheld the immigration office's decision, saying that he could possibly avoid the threat from Boko Haram while still living in Nigeria.
"The Nigerian moved to the town of Bama in 2010 after living in the southern city of Lagos for years. Considering Boko Haram is based in the North, there is little possibility of being persecuted if he lives in Lagos," the court said in its ruling.
The Nigerian applied for refugee status in 2007 during his short trip to South Korea on a tourist visa. Claiming to be the son of the chief of a tribe based in Bama, he argued that Boko Haram had attacked him and his family after he granted his tribe members the freedom of religion.
The deportation order will be suspended while the application process is underway, which normally takes two to three years. He will be housed in the detention centre for foreigners until a decision is taken.

There was drama at the Code of Conduct Tribunal (CCT) yesterday when Senate President Bukola Saraki refused to move into the dock when his case was called.

The dock is where those standing trial stay during proceedings.

Saraki’s refusal to leave his seat for the dock led to an argument between his lead counsel, Mahmud Magaji (SAN), and the prosecutor, Rotimi Jacobs (SAN).

Objecting to Saraki’s action, Jacobs said it was the practice for an accused “irrespective” of his status to enter the dock during his trial.

According to him, once an accused person’s plea is taken, he/she must always sit in the dock during proceedings.



“Things must be done properly. The proper thing is for him to go to the dock,” Jacobs said.

Magaji said there was no need for Saraki to enter the dock, citing Section 22(m) of the Evidence Act to buttress his submission.

But, tribunal Chairman Justice Danladi Umar overruled him, directing him to prevail on Saraki to do the right thing.

Shortly after Saraki moved into the dock, Jacobs sought an adjournment to enable the tribunal await the Court of Appeal’s judgment in the defendant’s appeal.  The appeal court on Monday adjourned the verdict sine die (indefinitely).

Jacobs also acknowledged receipt of a fresh motion for stay of proceedings filed by Saraki’s legal team.

He said although the Administration of Criminal Justice Act (ACJA) 2015 frowns at a stay of proceedings in criminal cases, there was the need to await the appellate court’s verdict because it touches on the tribunal’s jurisdiction to further preside over the case.

A stay at this moment, he said, was reasonable in order to preserve the integrity of the court and of the legal profession.

Responding, Magaji, who had suggested an indefinite adjournment, said he would agree to the two-week adjournment suggested by Jacobs if the business of the court on the next date would be for parties to report the appeal court’s decision.

Magaji said it was necessary for him to remind the tribunal that his client’s trial was affecting his job as Senate President.

Jacobs objected to Magaji’s claim, saying the statement was intended to intimidate the tribunal.

“This is an intimidation of the tribunal. The defendant is a defendant. What is the essence of the rule of law?

He (Magaji) is saying that because the defendant is the Senate President.

“Are you saying he should not be treated like every other defendant, when the rule of law says even the king is subject to the law?” Jacobs said.

Ruling, Justice Umar said the tribunal would await the Court of Appeal’s judgment. He adjourned to November 5 for report of the appellate court’s decision and possibly, hearing of pending applications.

The tribunal, he said, would tarry a while in deference to the appellate court.

Saraki arrived at the tribunal around 9. 54 am, accompanied by some senators. The case was called at 10:45 am.

On September 22, Saraki pleaded not guilty to a 13-count charge of false asset declaration brought against him by the Code of Conduct Bureau (CCB).

He is querying the tribunal’s jurisdiction to try him at the appeal court.

Saraki is contending that the charge is defective, because it was not filed by a substantive Attorney General of the Federation and that the tribunal is not validly constituted because only two out of its constitutionally stipulated three members are currently sitting.

On October 8, the Justice MooreAdumein-led three-man panel of the Court of Appeal, sitting in Abuja granted accelerated hearing in Saraki’s appeal and promised to give judgment before his next appearance at the tribunal yesterday.
