it was signed in to law april 2019, which automatically translates to the month of implementation, which was why federal workers got their arrears in the first place. Corpers are also under the federal government's payroll so they also deserve it sir.

But they deserve the arrears. People who are over paid (huge salaries and allowances) in other organisations are paid their entitlements as at when due so why not same for corpers who are undergoing a period of national service for the nation. It only means no regard for them at all.

A new report has emerged online which ranked Nigerian women as the most promiscuous in Africa and also makes the world top 15.

On the world ranking, New Zealand claims the number one spot while Switzerland and Spain follow suit respectively.

Conspicuously missing on the list is the United State of America while Slovenia, Italy, Brazil, and Greece are placed fourth, fifth, sixth and seventh respectively with Mexico, Australia, and Croatia completing the top 10.

The Revenue Mobilisation, Allocation and Fiscal Commission says it has started preliminary work on the review of the remuneration of political office holders.

This, however, generated criticisms from the organised private sector, human right groups, among others.

Reiterating that the review would be achieved this year, the Chairman of RMAFC, Mr Elias Mbam, said the pay package of political office holders could go up or down after the process.

Mbam said the review would align the remuneration of the political office holders with “current realities” in the country.

Nigerian political office holders are reputed to be among the highest paid in the world despite the country’s revenue challenges.

Nigeria is rated as a ‘lower middle-income country’ by the World Bank.

The Federal Government had said that the country was not generating enough revenue, and, despite misgivings over the rising debt stock, planned to take more loans to fund part of the 2020 budget.


Also, the Debt Management Office had explained that the government embarked on borrowings to bridge revenue gap.

The Federal Government just hiked the Value Added Tax to 7.5 per cent, and also introduced other measures in the recently passed Finance Act, in a bid to generate more revenue.

Addressing some journalists during an interactive session in Abuja, Mbam said, “It is the intention of the commission to review remuneration of public office holders this year and the process will determine whether it will be a reduction or an increase.

“That is part of our primary responsibilities.

“It is one of the areas we intend to address this year so that the remunerations will reflect current realities.”

Asked whether a downward review was not the more obvious reflection of current realities in the country, considering the revenue challenges facing the government, Mbam said the review process would determine the outcome.

He said, “I don’t want to pre-empt what will be the result.

“It is a process and the process, if followed appropriately, will arrive at the appropriate answer. The preliminaries have commenced.”

Currently, the country’s President and Vice President earn N3.5m and N3.03m as basic salary, per annum, respectively, according to the breakdown made available by the RMAFC.

The commission is empowered by section 32(d) of Part 1 of the Third Schedule of the Constitution to determine the emoluments of political office holders.

In the same vein, the annual basic salary of political office holders are - minister, N2.02m; minister of state, N1.95m; Special Adviser, N1.94m; governor, N2.22m, deputy governor, N2.11m, and commissioner, N1.33m.

Apart from the basic salary, the President is entitled to allowances such as hardship allowance, which is 50 per cent of his salary, about N1.757m, and consistency allowance - 250 per cent of his salary, which amounts to about N8.79m.

The President’s gratuity is 300 per cent of his salary, amounting to N10, 544,115, and he is also entitled to a leave allowance of 10 per cent of his salary, as well as a vehicle loan which amounts to 400 per cent of the salary.

The Vice President, governors, members of the National Assembly and some other categories of political office holders also receive similar allowances in different amounts.

Other regular allowances enjoyed by the President, Vice President, the governors and members of the National Assembly include personal assistant, constituency, vehicle fuelling/maintenance, domestic staff, entertainment, recess, newspaper/periodicals and utilities.

Also included are house maintenance, security, special assistant, furniture, wardrobe, duty tour, accommodation, estacode and medical allowances.

In an interview with one of our correspondents, the Coalition in Defence of Nigerian Democracy and Constitution described any upward review in the salaries and allowances of politicians as wicked and unacceptable, noting that Nigerians would not accept it.

The CDNDC Convener, Ariyo Dare-Atoye, said it would be a disservice to ordinary Nigerians coming at a time the state governments were finding it difficult to pay the minimum wage.

He said, “Any upward review of salaries and allowances of politicians is a disservice to the common man. It is wicked, unacceptable and Nigerians will resist it.

“How can the commission think of increasing their allowances when our political leaders are the highest paid in the world despite being the highest under-performers across the globe?”

The Nigeria Employers’ Consultative Association, on the other hand, recommended salaries and downaward adjustment in the allowances of all political office holders to make the offices unattractive.

Expressing this view to one of our correspondents on Monday, the Director-General, NECA, Dr Timothy Olawale, welcomed the review as ‘long overdue’.

He said, “The critical question however is whether the laws allow the revenue commission to review or tinker with the allowances of legislators as they had claimed to be independent and were empowered to determine their own allowances.

“Otherwise, we advise the revenue mobilisation commission to muster the courage to decisively adjust salaries and allowances of all political office holders to the extent that such offices are not made too attractive to the effect that getting there becomes a do or die affair.”

Executive Director of YIAGA Africa, Samson Itodo, said any move that would increase the emoluments of politicians’ was a mockery of the avowed plan to cut down the cost of governance.

He said, “At a time legislators in some countries are seeking pay cut due to recession, poor economic growth, high cost of governance and poverty, we are considering pay rise.

“It’s quite unfortunate and disappointing. Increasing their pay at this time makes a mockery of the discourse on cutting down the cost of governance.

“It’s inexplicable that in a country regarded as the poverty capital of the world, a country ravaged by insecurity and humongous economic challenges, our priority is to increase the pay of politicians. The more we increase their pay, the more desperation to seek public office.”

Executive Director, Civil Society Legislative Advocacy Centre, Auwal Rafsanjani, said pay rise for politicians could lead to political violence.

He said, “As a matter of fact, this proposal of pay rise for politicians is capable of increasing political violence and institutionalisation of corruption in electoral politics by making it as a do or die.

He noted that the proposal was coming when the government was finding it difficult to pay workers reasonable wages and advised RMAFC not to add more burden to the economy.

According to the current revenue sharing formula, the Federal Government takes 52.68 per cent from the Federation Account, the 36 states collect 26.72 per cent, while the 774 local government areas receive 20.60 per cent.

Some passengers came under gun attack around Rigasa train station in Kaduna state on Friday.

A security source told TheCable that the incident happened shortly after travellers from the nation’s capital arrived in Kaduna.

The source said the passengers were making plans to connect various destinations within the state when the gunmen struck.

“When the 6:30pm train from Abuja arrived Kaduna around 8pm, the passengers disembarked. Some of them proceeded to their destinations but those who tried to connect the town through the Rigasa-Airport road came under gunfire from suspected bandits,” the source said.

He added that some motorists abandoned their vehicles by the roadside during the attack.

TheCable could not independently verify if some persons were kidnapped in the incident which happened a week after Umaru Bubaram, emir of Potiskum in Yobe, was attacked in Kaduna.

The first-class monarch lost at least four of his aides in the attack. The Ansaru militant group later claimed responsibility.

Speaking on the latest attack, a resident told TheCable that the gunmen fled following the prompt response of security personnel.
“There was an attempted attack on passengers around the Rigassa train station but it was repelled by the army, I don’t have the details,” the resident said.

Samuel Aruwan, commissioner for internal security and home affairs, neither answered calls nor responded to a text message seeking his comment on the incident.

But Yakubu Sabo, spokesman of the Kaduna police command, said he was not aware of the attack. He, however. promised to find out and get back but had not done so at the time of this report.

Kaduna is one of the states in the country with the highest rate of insecurity. The fear of kidnappers and bandits made many residents to abandon the Abuja-Kaduna highway. Many people feel safe boarding trains whenever they are travelling.

WASHINGTON (REUTERS) - The Trump administration is planning to add seven countries - Belarus, Eritrea, Kyrgyzstan, Myanmar, Nigeria, Sudan and Tanzania - to its travel ban list, U.S. media reports said on Tuesday.

Some countries will face bans only on some visa categories, the Wall Street Journal reported. The list of countries was not final and could yet change, website Politico said.

U.S. President Donald Trump said in an interview with the Journal that he was considering adding countries to the travel ban, but declined to state which ones. Politico said an announcement was expected as early as Monday.

The move is likely to sour ties between the United States and the countries affected under the expanded ban.

Nigeria, for example, Africa's largest economy and most populous country, is a U.S. anti-terrorism partner and has a large diaspora residing in the United States.

A senior Trump administration official said that countries that failed to comply with security requirements, including biometrics, information-sharing and counter-terrorism measures, faced the risk of limitations on U.S. immigration.

The Department of Homeland Security did not immediately respond to requests for comment. The State Department declined to comment.

Under the current version of the ban, citizens of Iran, Libya, North Korea, Somalia, Syria and Yemen, as well as some Venezuelan officials and their relatives are blocked from obtaining a large range of U.S. immigrant and non-immigrant visas.

Chad was previously covered under the ban but was removed in April 2018.

Citizens of the countries can apply for waivers to the ban, but they are exceedingly rare.

The national electricity grid has recorded its first collapse in the year.

The grid collapsed more than 10 times in 2019, causing power failure across the country.

The system was said to have collapsed around 12:37 on Thursday resulting in power outage in some parts of the country.

The development was confirmed in a tweet by Eko Electricity Distribution Company (EKEDC).

“Dear Customer, present outage affecting all is a TCN System Disturbance on the grid. Power to be restored as soon as available,” the company said.

Buhari Withdraws Support For Oshiomhole As APC Chairman

Lagos–Comrade Adams Oshiomhole, embattled national chairman of the ruling All Progressives Congress (APC), may soon kiss his position goodbye, Daily Independent has gathered.

Credible sources said President Muhammadu Buhari has caved in to pressure and has technically endorsed his removal as a solution to the intractable crisis rocking the party.

Speaking with Daily Independent, one of the sources said the president who has hitherto supported Oshiomhole may have decided to back out as majority of the elected governors on the party’s platform have asked Oshiomhole to quit.

“From latest developments in the party, it seems the president has had enough of the crisis in the party under Oshiomhole’s leadership, especially when state governors who are key stakeholders in the party have declined support for him. The president is no longer standing with him and that can be seen in recent political developments in his home state of Edo”.

Also on Wednesday, an online medium quoting another source, who is familiar with the development, said the president gave the blessing for Oshiomhole’s ouster after some stakeholders in the party and some state governors elected on APC’s platform convincingly argued against the national chairman’s continued stay in office during a meeting with the president.

The source, who craved anonymity, told the online medium that the process to ease the embattled chairman out of office has started, adding that if he refuses to resign he would be forced out “using the machinery of state.”

“Oshiomhole has been told that the president wants him to leave the post but he is going round grandstanding, lobbying people close to the president and even using members of his family to beg with the hope that the president can be convinced to change his mind. He’s done. His time is up,” the source said.

The source who asked to remain anonymous said Buhari had until recently stood firmly by Oshiomhole, who has been at loggerheads with key stakeholders and did not heed the president’s admonition to resolve the crisis within the party. His critics say he is too highhanded, proud and lacks the capacity to manage a political party as diverse as the APC.

The crisis in the party Tuesday took a new twist as a meeting of the National Working Committee (NWC) of the party was marred by a shouting match over the announcement of Waziri Bulama as the new national secretary by the National Working Committee (NWC) of the party.

Comrade Salihu Mustapha, National Vice Chairman, North East, the zone where the office of national secretary was zoned to, accused Oshiomhole of highhandedness and not following the party’s constitution on the matter.

After storming out of the meeting, Mustapha, told reporters that Oshiomhole was not qualified to preside over the NWC meeting because a court had approved his suspension by the chapter of the party in his home state, Edo, where he is in a bitter political fight with the Governor Godwin Obaseki and the state executive of the party.

In Tuesday’s meeting, a member of the National Working Committee (NWC) of the party said Mustapha spoke the minds of other members who are tired of Oshiomhole’s dictatorial rule.

“Yes, there is division in the NWC already. Some members of the NWC are on the same page with their governors who want the national chairman out. The NWC is currently divided into two right now- those who want Oshiomhole out and those who want him to remain.

“Many believe he is unfit to continue to preside over the affairs of the party since his home in Edo is in political turmoil. Aside that, he has been suspended from home as a member of the party. How can such a man be presiding over the affairs of the party and you expect peace?”

Speaking on the development, Barr. Anselm Ojezua, Edo state chairman of the APC, said they are in support of Mustapha’s position as they have always maintained that Oshiomhole’s continued stay in office as national chairman is an illegality having been suspended from office.

“That has been our position. If your membership is not established, you cannot act as an officer. For you to be an officer of any association, you must first of all be a member of that association.

“So, if your membership is in abeyance, then of course your position should also be in abeyance for the relevant period. We support the statement credited to that NWC member”.

The Federal Government has ended Multichoice’s exclusive rights in broadcasting sporting events in the country following a statement issued by the Minister of Information and Culture, Alhaji Lai Mohammed.

Special Assistant to the President (Media), Office of the Minister of Information and Culture, Segun Adeyemi made the statement available to newsmen.

Consequently it has directed the National Broadcasting Commission to immediately implement measures aimed at sanitising and re-positioning the industry.

“This regulation prevents the misuse of monopoly or market power or anti-competitive and unfair practices by a foreign or local broadcaster to suppress other local broadcasters in the television and radio markets.

“This is so, having removed exclusivity from all content in Nigeria and mandated the sharing of all content upon the payment of commercially viable fees,” he said.

Mohammed said the new regulation is contained in the report of the committee which he set up to work out the modalities for implementing the recommendations approved by President Muhammadu Buhari to re-position the broadcast industry.

The minister inaugurated the NBC Reform Implementation Committee on Oct. 10, 2019 and the committee chaired by Prof. Armstrong Idachaba submitted its report on Nov. 19 the same year.

The minister stressed that the break-in monopoly will boost reach and also maximise utilization by all broadcasters of premium content, in order to grow their platforms and investment in other content.

Daura May Be Reinstated As ‘lobbyists’ Reportedly Mount Pressure On Presidency To Bring Him Back

Daura was sacked by Osinbajo, but the 'cabal' argues that the competence and international connections of the ex-DSS boss cannot be washed away.

Malam Lawal Daura, former Director-General of the Department of State Security Services (DSS), may be recalled to head the agency or get a new position as his supporters reportedly urged the presidency to review his case.

On Tuesday, August 7, 2018, Daura was relieved of his appointment by Vice President, Prof Yemi Osinbajo, following the invasion of the National Assembly by operatives of the DSS.

It’s not clear yet the position the ex-DSS boss would hold if the presidency eventually brings him back.

According to TheNation, Daura still provides security advisory to the government despite termination of his appointments 17 months ago.

But in February 2019, Pulse reported that the DSS denied that the former Director-General of the service is still in control of its affairs.

One of the sources, who spoke to TheNation about possibility of Daura’s reinstatement said he may be offered an official role or continues his present ad hoc advisory roles on security and intelligence service.

However, while his supporters want the presidency to offer him an official responsibility, a few power brokers do not want him to be recalled in whatever form.

The power brokers argued that bringing Daura back may send a wrong message that the presidency is not united because the ex-DSS boss was sacked by Osinbajo, when Buhari was on a vacation that required him to transmit power to his vice.

The group further argued that there was no need to revisit Daura’s case even though a “few things were wrong” about his sack.

Daura’s sack was said to have angered the ‘Cabal’, who succeeded in urging President Buhari to order a discreet investigation into the case to allow the ex-DSS boss state his side of the “invasion of the National Assembly.”

According to TheNation, five procedural issues surrounding his sacking have cropped up following the investigation. The issues are:

There was procedural error in the removal of Daura because as the Commander-In-Chief, President Muhammadu Buhari was informed after the ex-DG was removed
No formal query was issued to Daura and no one quizzed him while in detention.

All items retrieved from the residence of Daura were returned intact to him suggesting that there was no allegation of fraud.

How does Daura get justice having been rubbished?

A source, who spoke to the newspaper said, “Following recent developments, there is pressure on the presidency by some powerful forces to reinstate Daura into the nation’s security structure.

“Technically, they alleged that Daura committed no infractions having described the siege on the 8th National Assembly as “a normal operation” of the DSS based on some clues. They alleged that since Daura was neither queried nor interrogated, he could not be blamed for anything.

“They said the chambers of the Senate and the House of Representatives were not invaded by DSS operatives, who only restricted themselves to the entrance gate of the National Assembly.

“These powerful forces were angry that the President was notified of the sack of the ex-DG after it has been done. They described the removal as hasty.”

The source said the argument of the ‘Cabal’ is that the removal of Daura was unbefitting and that his competence and international connections cannot be washed away.

“Those behind Daura are saying that his competence and international connections cannot be wished away. They do not want the government to throw away the baby with the bathwater.

“They are seeking justice for Daura, whose manner of removal was unbefitting. He lives with a stigma of being disgraced out of office. And the sack was not a true reflection of the reality then.” Another source said a few power brokers are strongly opposed to the return of Daura because “it will amount to a divided presidency.”

A mother and her son have been arrested by Nigeria Police Force for the murder of final year Theatre Arts student of Lagos State University (LASU), Miss Favour Daley-Oladele.

The mother, Mrs Adeeko and her son, Owolabi Adeeko, lured Favour from Lagos State to Osun State, where she was murdered and some of her body parts were dismembered.

Ogun State police spokesman in a statement said Favour was declared missing at the Mowe police station on December 8 and that detectives went into full scale technical and forensic investigation of the case.

Through the police investigation, Favour was traced to a white garment church in far away Ikoyi-Ile in Osun State. The church was pastored by one Segun Philip.

“On getting to the church, the self acclaimed pastor was promptly arrested but he was quick to inform the detectives that the girl was brought to him by her boyfriend Adeeko Owolabi who was still within the vicinity of the church,” DSP Abimbola Oyeyemi said in the statement, adding that “the said boyfriend was traced and apprehended immediately.”

“When asked what pushed him to such devilish act, Owolabi explained that he decided to go into money ritual because things are not going well with his parents economically most especially his mother who used to be the breadwinner of the family; and when he sought for assistance from the pastor, he was asked to bring a human being for that purpose and the available person at that time was his girlfriend.”

The ritualist boyfriend confessed to the police “that that while the girl was sleeping, the pastor gave him a pestle with which he used to smashed Favour’s head and the pastor quickly used a knife to cut off her neck, ripped open her chest and removed her heart which he used in preparing a concoction for him and his mother to eat.”

Police authorities described the gruesome murder of the deceased as “superlative degree of wickedness” and vowed to ensure that all the suspects face the full wrath of the law.
