The Central Bank of Nigeria on Sunday reduced the withdrawal fee charged for the use of other banks’ Automated Teller Machines from N65 to N35.

The N35 ATM fee according to the CBN should be imposed on customers after the third withdrawal within one month.

The new directive is part of the major highlights of the new Guide to Bank Charges released by the CBN on Sunday.

It also removed Card Maintenance Fee on all cards linked to current accounts, and also asked banks to charge a maximum of N1 per mille for customer induced debit transactions to third parties and transfers or lodgments to the customers’ account in other bank on current accounts only.

The guidelines also pegged the Advance Payment Guarantee to a maximum of one per cent of the APG value in the first year and 0.5 per cent for subsequent years on contingent liabilities.

The CBN warned banks to ensure full compliance to the new guidelines adding that any bank that violate the provisions of the guidelines would be sanctioned.

It reads in part, “Financial Institutions are to note that any breach of the provisions of this Guide carries a penalty of N2,000,000 per infraction or as may be determined by the CBN from time to time.

” Failure to comply with CBN’s directive in respect of any infraction shall attract a further penalty of N2,000,000 daily until the directive is complied with or as may be determined by the CBN from time to time.”

The Federal Government is set to increase electricity tariffs as it expects the completion of power projects across the country, the Minister of Power, Engr Saleh Mamma, has said.

He said the increase in electricity tariffs is inevitable in view of the rising cost of electricity generation in the country, adding that cost-ineffective tariff has a drawback on the operation of the energy distributors in the country.

Currently, the sector is implementing differential tarrif regime for the eleven power distribution companies (DisCos), as well as ensuring that customers pay tarrifs relative to their consumption of electricity, as specified by the Nigerian Electricity Regulatory Commission (NERC).



In a document sighted by The Nation, the Minister said the government is installing a 330KVA line as part of efforts to improve electricity supply in the North and other parts of the country.

Mamman said: “As part of efforts to improve supply of power to the Northern part of the country, a new 330 KVA line is about to be installed by the government. This, among other projects, would improve supply of electricity in Nigeria. With the improvement in power supply, the increase in tariffs in the country was inevitable, because the cost of generating electricity must be met by the operators.”

He urged Nigerians to be more responsible, by paying their electricity bills, adding the government is taking various measures, including the completion of going projects, to improve power supply.

The power distribution companies (DisCos) and other agencies are owing power generation firms (GenCos) over N1.3 trillion, stressing that collection and remittances have reduced below 30 per cent.

The sector, he noted, has introduced a policy titled: willing buyers and willing sellers, to double up supply of electricity to the consumers.



He said the policy intends to whistle down the supply value chain, where 2,000 megawatts(Mw) of electricity is stranded as a result of failure in the distribution chain.

A politician is good at getting votes. They know how to work the system and get what they need to get and then keep their job. They know how to work things to get paid in donations and kickbacks. They have no qualms with lying and can just shrug off any criticism as sour grapes while laughing all the way to the bank. They tend to be good at speaking. They have no issue with promising the moon and blaming someone else when they can’t deliver. They are manipulators who realise you don’t have to fool everyone, you just have to fool enough.

Statesman are politicians who perform their job well and with dignity. They understand they are the embodiment of the will of the people, not just those that voted for them. They understand the weight they carry and act accordingly. While they are human and therefore not above reproach, they will attempt to perform admirably and in the best interest of the whole of whom they represent knowing they are not just a mouthpiece of representation, but an instrument of policy. They are poised and act with honor and in good faith. They attempt to emulate the best of who they represent while trying to have none of their flaws and vices. There is no need for them to demand respect, their actions and words command it whether they are in the room or not.

All is not well within the Presidency over alleged misappropriation of N40 billion from the Federal Inland Revenue Service, FIRS, under the immediate past Chairman, Babatunde Fowler.

Mr Fowler who was appointed to superintendent Nigeria’s apex tax office was replaced on December 9, 2019, by a tax consultant, Muhammad Nami.



Sources knowledgeable about the development told PRNigeria that the ‘misappropriated’ money, which was purportedly used as ‘political campaign fund’ during 2019 election, did not sit well with the ‘Seat of Power’ as the top principal stakeholder has ordered investigation and prosecution of culprits.

While Mr Fowler is said to be caught in the web of the said fund, top officials in the Presidency are said to be angry and unsatisfied with the explanations on how the fund was ‘shared,’ vowing to punish other collaborators, including a powerful figure within the same presidency.

Also connected to the N40 billion sharing bazaar was an influential and powerful political gladiator in the Southwest who was said to have received a ‘paltry’ sum of N3 billion, which is less than 10 percent of the ‘campaign fund.’

It was gathered that already, some top management staff of FIRS have been arrested and are being interrogated on corruption allegations by anti-graft agencies.

“Some senior FIRS staff, about nine of them who were arrested in connection with the money are being interrogated by an anti-corruption agency. Some are accused of being involved in a multi-billion naira fraudulent actions and contract awards.

“This is added to the extravagant lifestyle of these stooges and aides, poor governance structure, audit reports and general mismanagement at FIRS,” a source within the Presidency claimed.

Recall that in August 8, the Chief of Staff to the President, Abba Kyari, had queried Mr Fowler for what the Presidency considered as unacceptably dwindling tax revenue since 2015 when the Buhari administration took over the country’s helm of governance.

Mr Kyari, in the query letter, ordered Mr Fowler to explain why in 2015, FIRS set N4.7 trillion target but was only able to make N3.7 trillion in the actual collection.

Also, in 2016, 2017 and 2018, the target collections were N4.2 trillion, N4.8 trillion and N6.7 trillion but the actual collections were N3.3 trillion, N4.0 trillion and N5.3 trillion, respectively.
“…you are kindly invited to submit a comprehensive variance analysis explaining the reasons for the variances between the budgeted collections and actual collections for each main tax item for each of the years 2015 to 2018,” Mr Kyari demanded in the letter.

But Mr Fowler, in his response, defended the performance of FIRS under him, attributing the fall in revenue generation to the state of the economy within the years under review.

According to him, the fall in crude oil production is one of the factors responsible for the low revenue generated.

However, apparently not satisfied by Mr Fowler’s defence, President Buhari in his October 1, 2019 Independence Anniversary Speech, said: “Our revenue-generating and reporting agencies will come under much greater scrutiny.

“Going forward, as the new performance management framework will reward exceptional revenue performance, while severe consequences will attend failures to achieve agreed revenue targets.”

Also, roping Mr Fowler and his benefactors into the quagmire, a former Deputy National Publicity Secretary of the All Progressives Congress, APC, Timi Frank had once alleged that the travails of the Vice president and Mr Fowler were due to corruption and have nothing to do with 2023 politics.

According to Mr Frank, the vice-president was being persecuted for alleged mismanagement of about N90 billion released by FIRS to prosecute the last general elections in favour of the APC.

When a former governor of Zamfara State, Abdulaziz Yari, wrote his successor, requesting N10 million monthly upkeep, in addition to his monthly pension as former governor, it generated furore across the country.

In the October 17 letter, Mr Yari told the incumbent governor, Bello Matawalle, that he had not enjoyed the N10 million “upkeep allowance” since July.

The former governor relied on a pension law he assented two months before leaving office, in making the request.

Pension for former governors has been a controversial issue since Nigeria’s return to civil rule in 1999.

A number of states passed laws giving huge retirement benefits to ex-governors, a practice that is much criticised by activists as extravagant and self-serving.

A report claims that 21 of Nigeria’s 36 states spent over N37 billion in such luxury retirement packages for former governors.

Aside from the monthly pay out of about N11 million, the law also provided for a house in Abuja for the former governor and his deputy.

In the ensuing uproar caused by the leaked letter of demand from Mr Yari, the state House of Assembly repealed the controversial law

While signing the repeal bill into law, Governor Matawalle accused Mr Yari of paying himself N360 million from the state’s pension funds.

Official documents and a bank statement now available to PREMIUM TIMES show that Mr Yari was paid N350 million two days before he left office.

The money was paid from the state government’s gratuity funds under the pension sub-account with Zenith Bank branch in Gusau, the state capital.

The payments were made on May 27.

Also, the then outgoing deputy governor, Ibrahim Wakkala, was paid N175 million from the same account.

An official computation seen by PREMIUM TIMES show that the two payments were part of three other payments obtained on loan from the said account.

The document showed that Mr Yari was paid for “purchase of a house in Maitama, Abuja”, in what appears to be in compliance with the luxury pension law.

“There is no reason whatsoever the state could afford to pay the past leaders a a whopping sum of N702 million annually to the detriment of dying pensioners in the state,” Daily Trust reported Mr Matawalle saying while assenting the repeal bill.

Yari shrugs off repeal

In his reaction, Mr Yari said he was not bothered by the action of the state government in repealing the act.

“It doesn’t matter to us,” said Ibrahim Birnin Magaji, a spokesperson for Mr Yari.

Mr Birnin Magaji also denied that Mr Yari had paid himself N350 million as part of his pension benefit.

When confronted with evidence including bank statements of the payment, Mr Birnin Magaji simply insisted his principal did not receive the money.

Other curious payments

Aside paying himself and his then deputy, the state government under Mr Yari made other curious expenditures from the same pensions account on May 27.

For example, a payment of N418 million was made to the Permanent Secretary, General Services, which was said to be for vehicles. The purpose of purchasing vehicles in the dying days of the administration was not immediately clear.

Another payment of N15 million was made from the same account on May 28 to an account with the name “Gusau Mobile Welfare Account”. No further details were provided.

However, two separate documents explaining some of the transactions on the Zenith Bank account show that the commissioner of police in Zamfara State was paid N15 million as “security operations allowance.”

Though the police is under federal control, police formations in states routinely rely on state governors for logistics support, often making the police prone to abuse by the governors.

Please experts in the house i need of some expert advice. I have a 600 watts (150 ×4) solar system, my issue is the best i can squeeze out of it is 300 watts max on my mppt charge controller on a very bright sunny day but i guess i should be getting more power since I'm using an mppt (felicity charger controller).

Please what might be the cause of this low wattage my solar panels are delivering to my system?
