Only change of management will not do anything .The school need to come up with a strong anti bully laws that will suspend any student that is found bullying another student in its first attempt & then exportion will be carried out against that child should that same kid repeat such actions again.
Parents must be told at inception of the school strong stance against bullying and the consequence of such actions.They must read it before signing .This must be included in the school terms and conditions before parents can enroll Thier wards in the school.
Secondly , staff must be sacked from thier duties, if any one fails to be vigilant and act swiftly against any bullying happening among students in the school . By the time few students and staff are made Scape goat, others will sit up and pocket Thier various demons. That is the only way bullying can stop.
When this has been done , then you can say parents should join hands to move Dowen college forward .
