Press Release June 24, 2017 Budget 2017: Fashola Should Stop Spreading Half-Truths, Says Senate The Senate has cautioned Minister of Works, Housing and Power, Mr. Babatunde Raji Fashola, SAN, to stop spreading wrong information and half-truth about the 2017 budget as the legislators worked to ensure equity across the country on all new and outstanding projects. In a statement by its spokesperson, Senator Aliyu Sabi Abdullahi, the Senate noted that Mr. Fashola did not give members of the public full details about the Lagos-Ibadan Expressway, which has been on a private finance initiative from the beginning because he would prefer an arrangement that allows the Ministry to continue to award contracts and fund the project through Government budgetary allocation at a time when the nation’s revenue is dwindling and at an all time low. BIAFRA: Osibanjo Has No Magic To Stop Agitation – Archishop Abdullahi stated that the Bureau of Public Procurement, and the Federal Executive Council in 2013, approved the reconstruction, rehabilitation and expansion of the Lagos-Ibadan expressway as a Public Private Partnership project using the Private Finance Initiative, with the Federal Government providing about 30 percent of the funding while the balance shall be provided by the private sector. The project was on course for completion by end of 2017 when the private finance initiative was being implemented, with over 30 percent completion rate attained as at early 2015. Abdullahi further noted that in a blatant disregard for existing agreements, constituted authorities and extant laws, Fashola on assumption of office got Government through the Ministry to start voting money for the implementation of the project. “Even as at last year the 2016 Appropriation Act voted N40 billion for the project on the insistence of the Ministry and only N26 billion was released. If we had known, the rest N14 billion could have been allocated to other critical roads across the country”, he said. “In the spirit of consensus building and effective stakeholder engagement, the Leadership of the Senate met with key relevant stakeholders, including the Ministries of Works and finance. It was agreed that we should give the Private Finance Initiative a chance to complement Government’s resources in the delivery of critical infrastructure assets across the country. Hence, in this year’s budget, we have engaged with the Government and private sector groups who have assured that they will resume funding of the project. So, we only provided the fund in the budget that would ensure work does not stop before the funds from the private sector start coming in .What we reduced from Lagos-Ibadan Expressway in the 2017 budget estimate was spread on Oyo-Ogbomoso road in the South-west, Enugu-Onitsha road in the South-east, and two other critical roads in the North-east and North-west; and this was done to achieve equity. The Minister should realize he is Minister for the entire country and not just that of Lagos State. “It is our view that the Federal Government cannot fund the reconstruction and maintenance of all the 34,000 kilometers of roads under its care. We are looking for private funds for some of these roads, particularly those with high potentials of attracting private investors. The Independent National Electoral Commission says it is not aware of any moves to recall Dino Melaye, the senator representing Kogi West Senatorial District. INEC Director of Voter Education and Publicity (VEP), Oluwole Osaze-Uzzi, said this in an interview with the News Agency of Nigeria (NAN) on Thursday in Abuja. Explaining the processes involved in recalling an elected lawmaker, Mr. Osaze-Uzzi said a petition signed by at least 50 per cent of the registered voters in that senatorial district must be submitted to the commission. “It is only when the petitioners get 50 per cent of the registered voters that they can submit a recall petition to the commission. “That is when INEC can commence the recall process, but we have not received such petition.’’ Mr. Osaze-Uzzi said upon the receipt of such petition, the commission would also embark on verification, to ascertain whether the recall petition was actually signed by registered voters in that senatorial district. The Speaker of the House of Representatives, Yakubu Dogara, on Thursday said the National Assembly has powers to alter national budget according to the desire of the citizens. He stated this during plenary after Abubakar Lawal (APC- Adamawa) drew the attention of the lower chamber to Acting President Yemi Osinbajo’s remarks on the matter. Osinbajo’s was quoted as saying the power of appropriation was vested with the executive arm of government. Dogara said it is left to the judiciary to interpret which arm of government has the powers to alter the budget according to the Constitution. He said: “This issue is left to the judiciary to interpret to us as to what arm of government has power to do what. For me, this is not an issue we should dwell so much on. “I don’t want to believe that the Acting President made that statement because when it comes to the budget, the power of the purse rests with the parliament. “The executive is just one man; every other person in the executive arm is answerable to the President alone. The relationship is that of master and servant, but for the parliament, it is that of equals. “Even, when the President hasn’t said anything, everyone is trying to read what the body language is; the basis of democracy is collaboration. “In the case of the budget, if the parliament disagrees with the executive, the worst that would happen is that they will refuse to sign the budget. “In that case, we can override the veto of the President and pass it into law. “The worse the executive can say is that they will not implement. The question then will be, is that the law of the land? Anyone with honour, who is in the seat, should know the right thing to be done. “In case of the executive, everyone knows the consequence and I don’t want to mention it by its name. “This house is not going to be a rubber stamp to the executive arm. “In the United States where we borrowed our Constitution from, once the President walks into the chamber with the budget proposal, it becomes dead on arrival. “It is therefore what the parliament decides that brings it back to life. “The priority of the people may not be that of the executive. Lalasticlala Mynd44 OAM4J NANS DISRUPTS HOUSE OF REPRESENTATIVES TWO YEARS ANNIVERSARY: THE TRUE STORY. My attention has been drawn to purported stories of my arrest and eviction from the National Assembly on the 2nd Anniversary of the 8th National Assembly. Ordinarily, it shouldn't have warranted any reaction from me but for careful correction of certain misinformations being spread by agent provocateurs and externally sponsored elements within NANS hence my decision to straighten the misleading posts by the NANS merchants. Let me first and emphatically say that there is no such occurrence(s). The liars simply peddled innuendoes. I was at no time under threat of arrest or rebuttal during our stay in the National Assembly. I stood in defence of Nigerian students. My voice and their voices were heard. On May 30th, 2007 I had the privilege of being invited by the House of Representative Committee on Tertiary Education and Services to contribute to amendments on 7 bills at a public hearing. I warmly and carefully with my team, studied and intellectually prepared a thorough defence of 6 items on the invitation letter through a memoranda and physical presentation. This happened before the Committee and the general public. The greatest opportunity was the rare chance to defend the proposed amendments to the Student Union Act and other related matters. The House of Representative through the Clerk of the house wrote again to invite me and NANS for the 2nd year Anniversary of the 8th National Assembly. (Please, see below the letter of invitation extended to me as the NANS President). Preparatory to honouring the invitation extended to NANS at the National Assembly, we had mobilized 100 student leaders, including our revered Immediate Past President Comrade Tijani Usman Shehu to join the NANS leadership in honouring the House of Representatives with our presence. We did with respect and happiness. After taking seat, in a dramatic and orchestrated manoeuvring, at about time the Honourable Speaker was to introduce me, Hon. Herman Hembe, representing Vandeikya/Konshisha Federal Constituency in Benue State rose to present a different name to the Honourable Speaker, insisting the name submitted by him be recognized. Erroneously, the House Speaker, Rt. Hon. Yakubu Dogara did recognize the Hon. Hembe adopted President. Much as we regard Honourable Herman Hembe as having made a mark in NANS, we expect that as a former NANS executive he ought to promote protocol and procedure. We strongly appeal he faces his legislative duties and stop further interference in properly documented and administrative work of the legislative arm in her relationship with NANS. As a convinced holder of student's mandate. Nigerian students at the gallery of the House roared a loud rejection of the erroneous announcement of Haruna Kadiri. The entire House was shocked. I was on the high table protesting the discrimination and demanded for the withdrawal of the announcement. In the resonating loud rejection by students at the gallery, I suspected an attempt to force me out of the high table since I was the only one protocol allowed in the V.I.P Chambers. Students at the gallery moved in to join me in rejecting the injustice. The security agencies and the ever vibrant Nigerian media quickly and professionally intervened and interacted with our team and tension was doused. Our leaders who are also Honourable members in the National Assembly (Hon. Kolade Akinjo and Hon. Tajudeen Yusuf) amongst others joined in pacifying us. See pictures below. The House of Representative subsequently adjourned till Tuesday for the celebration without calling for remarks from NANS. Upon adjournment, our team waited at the National Assembly complex to interface with our leader Honourable Hembe. We had no opportunity to do so. I led same delegation to his residence to enquire why he chose to ridicule NANS but couldn't see him either. We left the residence peacefully without any harassment of the security officer at the residence, disrupted no person nor cause any damage to any item within and outside the premises. In an attempt to gain vain glory, Haruna Kadiri who has been parading himself as NANS President only at Government functions, private residences of wealthy Nigerians with insatiable penchant for commercializing student and academic struggles has been misleading people on the facts of the matter. Our resolve is to lead a NANS that has base with the owners. We do not believe in merchandising our cherished NANS and selling her for a plate of porridge as some old merchants are dealing. While we respect every institution and structure of government, we welcome no disrespect from anyone either. NANS is a mass based organisation, owned by students, led by students for the protection of students' interest. Under my responsible watch, I shall continue with my team of excecutives and Nigerian students in defending students' rights and mandate in best ways possible. We all know that politicization and undue interferences are issues deliberately positioned years ago by reactionaries and forces of polarization who are hell-bent in weakening our vibrant Union. Every organization or institution faces its challenges, NANS is not different. Our representation of students thus far is eloquent enough to sound the direction of our decently guided pro student image and resolve. Our priority is to attend to less distractions as Nigerian students are way back in the consideration list of Nigeria. We are adding not just our voice, we are crucially engaging the system and stakeholders in the Nigerian federation in seeking for prioritization of education, subsidization of education, interest free loans for Nigerian students and increase in minimum wage for workers. We are interested in training and retraining of our teachers and their promotion as and when due, workable pension plans and prompt payment of salaries. We have done a lot in the whistleblowing efforts in partnership with EFCC, ICPC, NHRC and CSO's at ridding our campuses of corruption and corrupt practices. We haven't turned NANS to a courtesy visit enterprise. We have empowered students with notebooks and instructional materials in some places (wholly sponsored by NANS). We are continually in touch with genuine student leaders in various zones and have refused to destroy public buildings, loot offices or businesses owned by either multinationals or Nigerians. We do not issue press statements for enrichment purpose or to curry political invite and patronage. We have constantly defended students and the education sector. My team and I are devoted to giving our best in providing a responsible leadership. While we recognize various threats to us by certain persons, including some in high places, we acknowledge with NO fear and accept with equanimity the challenge to stand in defence of our mandate and Nigerian students. We remain undaunted by threats and intimidation. We are focused on the few times remaining on our tenure and wish to speedily transit peacefully at the expiration of our one year mandate. We thank Nigerian students and the general public for their concerns and support. We enjoy your solidarity and encouragement. We appreciate your trust. We will continue to work for you and in your interest. To our misguided friend and brother, Haruna Kadiri and his mercantilist clique, we understand the challenges posed by your rejection and non acceptability by the students you purport to represent but continually defraud and sold for personal survival. We are far apart in ideology. Our own mission is to resuscitate the glory of NANS no matter your distraction caused by your greed and misrepresentation. Yours is to further dent NANS and market it to any bidder or satan even when offered the least dollar. It is not too late to CHANGE. We can accommodate your positive contributions in our daily effort at moving our noble NANS forward with your old experience inspite your uncontrollable search for NANS Presidency since 2008. At the time, those of us opportune to lead NANS today were just enrolling in ND at various institutions. No amount of visitation to wealthy corridors by any self professed NANS leader (for personal enrichment or power-broking ventures) is worth the de-recognition Nigerian students suffer in the society when we misguidedly and desperately put Nigerian students up for sale or personal aggrandizement. We should and always remain the last bastion of hope for our oppressed and marginalised constituency- the Nigerian students. This followed his return from a visit to Awka, Anambra state capital. Barely a year after he attempted to take his own life, Tiwa Savage’s estranged husband, Tee Billz, has opened up on the ugly incident, blaming his breakdown on the “loss of his mind.” Speaking in a recent interview with Linda Ikeji TV, Tee Billz revealed that before the supposed suicide attempt, he realised that something was wrong with him as he couldn’t help himself. Going down memory lane, he blamed most of the actions on his upbringing. He said, “I was that guy that growing up, I couldn’t eat three square meals per day. It’s lack of fulfilment because I pushed myself too hard. It got to a point I didn’t want to be around people. I just wanted to be on my own. I was so messed up in my head. I was trying to use things to get away from my head. At some point in my life, I depended on alcohol to get through.” Tunji admitted that he was somebody that lost his mind, adding, “Nothing was interesting to me at one point.” On when he started having suicidal thoughts, TeeBiiz said, “It was actually three to four months before my incident. Everyone around me, that is the closest people to me, they knew it. I even had a conversation with them that ‘I don’t know what’s wrong with me.
