All LGs and LCDAs in Lagos have their separate accounts. A local government chairman in Lagos doesn't need to go cap-in-hand to the governor for approval and funds to execute a project.

Bro, how is Tinubu their poster boy? Nigerian politics is national because you have to carry over 300 ethnic groups along in the effort to become President.

How do you want Tinubu to play it when machiavellian and monolithic North must be carried along if any individual wants to be President ?

What you must ask yourself is whether Tinubu, at the hour men must be men, flinched against Buhari or the North.

If you are a fair and objective person then you will admit that Tinubu's action show he is a Nigerian champion. Perhaps the only one we can trust to right the wrongs on behalf of all Nigerians

I don't understand. Was there anytime PDP ruled Lagos?
I strongly disagreed that it was OBJ who put LGs under states. What I pointed out to you is that it's both sides that killed the LG. If you say it's a PDP strategy, why did the APC embrace and even strengthened it while countering Buhari when he attempted to give the LGs full financial autonomy? They even took him to court!!
What I am saying is, till today, the allocations of LGs (from FG) and LCDA (from LASG) go to them unlike what we have in other states where LGs can't execute any project because the governors are sitting on their funds.

Geographically, of course, Russia is in Eastern Europe but in the everyday human sense of Europe, Russia is on its own and still prefers to be seen as belonging to the soviet union - USSR.

Not true. I already gave you examples of Fayemi. Oyetola just conducted a sham LG election last week. Both Oyetola and Fayemi are APC.
Are the LCDAs in Lagos financially and administratively independent?
In Lagos, the LGs and LCDAs are funded just like it used to be before the PDP came. You named Fayemi to shift the blame and make it look like a collective decision. It was a PDP strategy which the governors liked because it puts them too in control of the local governments and also puts more money in their pocket.
PoliticsRe: What Do You Think About Tinubu's Manifesto? by OsunOriginal(op): 6:40pm On Oct 21, 2022
Agbegbaorogboye:
When did I say OBJ empowered LGs?
It's also flat out not true that OBJ put LGs under states? Was it OBJ who created LCDAs? Fayemi said sometimes last year that the Constitution does not recognize LGs as federating units. It is govs that killed LGs. Successive govs be it APC or PDP or even APGA under Obi.
What left LGs in abject poverty is joint allocation account under the direct supervision of the govs.
Putting LGs under the state was a strategy by the PDP government to control, politically, the country. So, all they needed to do was capture the state. Once that is done, all the LGs are captured. LCDA creation was a good initiative which the OBJ PDP went against because it was against their crude political plan to subdue and castrate the local governments.

I would think we will be more concerned about gas for domestic consumption before stretching our necks to Europe. How do we become a production economy without energy?
How do we get clean energy to our homes and preserve the environment from church rats who eat poisoned holy communion if we can't get affordable and available cooking gas to our people. Charity should begin from home.

See, most of those countries along the Sahara have very high gas reserves too. Nigeria, Algeria, Egypt, Libya have the highest gas reserves in Africa. Egypt, Libya and Algeria are closer to Europe than we are

Russia, Iran, Qatar have highest gas reserves in the world, far higher than Nigeria's and are closer to Europe.

Wait. Is Russia not an European country? I don't understand.
Russians don't see themselves as part of Europe. The reason we're talking about fight over Ukraine joining European Union or NATO

That he did not promise resource control means he has betrayed fiscal federalism he used to argue for against OBJ and PDP

Empowering states and LGs is not a new idea. OBJ did it. 13% derivation is also an offshoot of that. What states like Akwa Ibom wanted and never got is resource control. Same with Lagos. If Tinubu will not even entertain the idea, how is he different from Buhari?
OBJ didn't empower local governments. As a matter of fact, Obj put the local governments under the state for political reasons. That was what killed the local government, taking government away from the people and leaving local governments in abject poverty.

It makes practically no economic sense for a country thousands of miles away from Europe to build a gas pipeline when countries like Morocco and Egypt that are closer to them have not. Like I said, do a cost benefit analysis of that and see if it can work. No serious financial institution will support it. What you're saying is that you want to compete with the Nord Stream pipeline. Do you realize Russian gas is the cheapest in the world?

Where is the pipeline? Who is building it? And to which country exactly is it being built?

Nigeria needs to ramp up her crude production to meet her quota and make money. We are not making money as we should from crude production you are talking about gas! Qatar and Dubai are closer to Europe than we are and they also have gas. It makes no economic sense to base our economic recovery on a gas pipeline to Europe
What do you think is the distance between Russia and most European countries? Also what you don't know is there are many other countries along the path from Nigeria to Europe and many of them have even made commitments to purchase gas from us when completed. Therefore, while Europe is the final destination, there are many other consumers along the way from Niger to North African countries to Mediterranean countries and finally to European countries. When completed, we won't have to flare gas again.

That means ultimately Tinubu is not coming to do anything different from what Buhari is doing then. Cause Buhari blamed NASs for his inability to perform in his first term.

It also seems as if you have not read the manifesto because he has constitutional review under Federalism, page 69 exactly. So what you are saying is Tinubu is promising what he cannot fulfill.

It is also interesting he is talking about social investments like conditional cash transfer and other social investment programs which will ultimately increase our deficit and debt. You see why I said he is not in tune with our present realities? Same social investment that have become an eyesore under this govt!!
Tinubu didn't promise resource control or whatever you call it. He only promised to empower the states and local government financially through the restructuring of federal allocations.

Before COVID, Nigeria was already battling inflation. Other countries were Ok. True. But COVID was not the cause of inflation. Inflation occurred as a result of countries printing money to finance their budgets. Nigeria also did same despite our already biting inflation.

Good you agree Ukraine war should have been a blessing to us now. But you missed it by blaming 16 years of PDP. Why will PDP build a gas pipe to Europe? At what cost? Can Nigeria compete with Russian gas supply to Europe?

In 2011-2014, we benefitted from high oil prices despite not habing a gas pipeline to Europe. So what changed that we need a gas pipeline before we can benefit from rising global oil prices like other oil producing countries.

Newsflash. Under this govt, Angola overtook Nigeria as the top oil producer in Africa. Angola don't have a gas pipeline to Europe. This is a bumbling failure of a govt. Simple!!
With the right financing, we could have done it. Where would the money have come from? Yet, Obj gave billions of dollars away in the name of debt repayment even when we needed money to build a good country. Today, we're building the pipeline. Where did the government get the money from?

Resource control, Fiscal federalism, State policing, decentralization of govt powers, LG and judiciary autonomy, regionalization etc. I suspect it is wilful ignorance on your part to claim not to know what restructuring is. Same restructuring your party shouted all over the airwaves pre-2015.
All those requires constitutional amendments. A president can't just promise that... it goes beyond him and requires the agreement of all the federating units. Even if we the southerners say we want resource control and the northern states say NO, it is NO. So, we need to be guided and pursue it diplomatically.

No. I disagree. Go back and check the figures. Inflation was already prevalent before Ukraine happened. Ukraine only worsened it.

One also wonders what concerns Nigeria's inflation with Ukraine
Bro, there was COVID-19 lockdown which wrecked the economy of most countries. It actually started from that.

Of course, the war in Ukraine should have been a blessing to Nigeria but we didn't make the right investment and position ourselves for a time like this. Now, we're just building a pipeline to convey our gas to europe. We should have done that during the 16 years of the PDP.

Also, we import about 40% of the grains we consume from Ukraine/Russia. It's unfortunate despite all the expansive farmland we have.

Agbegbaorogboye:
Turning Nigeria into a production economy does not necessarily deal with inflation. Most industrialized nation of the world are also battling with inflation presently. What being a production economy does is provide jobs (which can even worsen inflation if not properly balanced) and increase govt revenue in terms of taxes and royalties.

It seems you view the production economy as a one-size-fits-all panacea. That will be narrow and wrong. It will do us a lot of good no doubt but will not solve our immediate problem which as I said, is inflation and public debt. For Tinubu to not realize that shows he is not in tune with our present realities
If the US, UK, and Europe are not fighting a war (in Ukraine) that is affecting energy supply, we won't be talking about inflation at this time in those countries.

Again, it is all about demand and supply.

Oh Ok. I understand you now. But he did not identify any fundamental issue that is causing the inflation, neither did he propose any solution to the structural issues of our macroeconomics such as weak exchange rate, cost of governance, debt management, cost of living etc.

So you are still agreeing that he is not thinking about Nigeria's present challenges like I said
He did... He can't talk about inflation in isolation. He talks about turning Nigeria into a production economy (through industrialization) where we export more and import less. Into a country where we produce what we need.

“We will remove import and forex restrictions and insist on a single forex market. The current system penalizes exporters, who bring in forex by forcing them to sell at a rate that they are unable to source for forex when they need to purchase forex. This multiple exchange rate regime encourages capital flight and deters investment, which has further worsened Nigeria’s forex situation.”

“We are spending more on recurrent expenses, and we are borrowing frivolously. I am not against loans per se; but we must stop borrowing for consumption. All loans must be invested in regenerative projects. We must operate within available resources and strive for a balanced national budget as cost saving measures. Ending the leakages – including the subsidy regime and improving our tax regime, should do the magic.”

The manifesto adds, “We shall ensure that in moving Nigeria forward, no state or community will be left behind. Pursuant to its statutory responsibility to protect, our government will promote equity in power and resource sharing. The federating units will enjoy discernible autonomy. Resources will also be shared equitably. A higher derivation paid to oil or solid minerals producing states will not be tantamount to other states not receiving federal allocations that should keep them viable. We must transcend the rhetoric that bedevils a robust debate on some of these national questions.

“We will respect the principles of federal character, affirmative action and gender balance; but no longer at the expense of merit.”

APC failed woefully in all the things they promised.

Incase you’ve forgotten, APC campaigned on 3 cardinal point… Security, Economy and Corruption.

Would you say that security is better today than when Buhari was sworn in?

Can you say that the economy is better today than when Buhari was sworn in?

Can you say corruption has been reduced to below what it was when Buhari was sworn in?

Must we continue to make excuses for Buhari’s failure with global economic issues?
grin grin grin

You think you can solve economic issues without addressing infrastructure issues first? You can't build something on nothing and your economy can't operate in a vacuum. Also, our economy is not yet insulated from the global economic headwinds and therefore, most of what we complain about are not caused by local problems - COVID, War in Ukraine, etc. Even in France today, everybody is on the streets protesting and asking their government to do something. UK and US are facing similar crisis as we speak.

Regarding security, yes is better today than 2015. It's unfortunate that we forget so soon.

- Boko haram were attacking places in Abuja (e.g. UN building, Thisday office, etc) killing many people
- Boko hara even attacked Aso Rock villa
- Bomb blast in Kano, Burno, etc used to happen daily pre-2015
- Boko haram already annexed 17 local government and mounted their flags there
- Kidnapping was also even happening in Lagos here at the time

I can continue to list.

As someone who has been an advocate of resource control and true federalism for a very long time, a major plank of which he constantly bickered with the OBJ government, I find it disheartening that restructuring of our federal structure is totally absent from his manifesto.
Also, under the decentralization and federalism tab of the manifesto, he didn't mention state policing which has become a major talking point.
Resource control which is a very strong plank of decentralization is also absent. I think no one should expect a departure from the old order if this manifesto is truly a manifestation of what to expect if Tinubu wins.
What is your own definition of restructuring?

The All Progressive Congress presidential candidate, Bola Tinubu, has promised to reform the Nigerian Police Force for efficiency if elected as president next year.

He said he would free police officers from being security or orderlies for Very Important Personality, adding that police personnel on such duties would be replaced by the Nigeria Security and Civil Defence Corps officers.

This was contained in the manifesto exclusively obtained by The PUNCH on Friday,

The PUNCH reports that top on his priority lists of action plans was national security, economy, agriculture, power, oil and gas, transportation and education.

The 80-page document, containing multi-sectoral policy options, was tagged “Renewed Hope 2023 – Action Plan for a Better Nigeria.”

On police reform, Tinubu said, “We shall boost the public confidence in the Nigeria Police Force and other internal security agencies by increasing recruitment and providing high-tech, non-lethal equipment with corresponding manpower development schemes.

“Police reform will be focused on positioning the institution to better deliver on its primary duties of community policing and maintaining law and order through crime fighting and prevention.

Bro, Tinubu is a brilliant and visionary leader. Our Awolowo of today. His manifesto will always be brilliant. Others can deliver sensible manifesto too.

Ask me about what troubles you today and I may deliver solutions that may wow you. All averagely intelligent people have the capacity to do that.

Yet this is not the issue for Nigeria. Our problem is vested interest of a few very strong and powerful cabals and interest groups who are solidly entrenched enough to ensure Nigeria cannot make progress because they feel they need billions their generations unborn cannot spend in ten lifetimes.

What Nigerians should be excited about is that Tinubu is the only leader with the capacity and sagacity to get 85 to 90% manifesto implementation as President.

Obi cannot even gain 5% manifesto implementation because he is a weakling and coward incapable of cowering anyone to get his way.

Atiku and Kwankwaso will automatically prioritize pro-North manifestos, that would be dead on arrival for Nigeria, when nationally progressive plans are what we need. Nigerians should shun sentiments and bigotry to vote wisely.
Brilliant! I agree
PoliticsRe: What Do You Think About Tinubu's Manifesto? by OsunOriginal(op): 4:03pm On Oct 21, 2022
Agbegbaorogboye:
Not correct! Inflation is a macroeconomic variable. I don't know what you mean by microcosm within a microcosm. It sounds vague. Can you expatiate better? Inflation has become the frontline economic issue all over the world presently. UK just lost a Prime Minister who got her hands burnt when her ideas on how to combat the effects of a 40year high inflation failed. If a government coming in is not thinking of steps to curb inflation, then that government is going to be really short on options on other policies like subsidy removal for example.

Debt management for a third world nation that depends almost solely on oil is a given. Again, I don't know what you mean by saying I care so much about debt who doesn't? Even the US does!!
From the manifesto, it seems your candidate is looking towards Agriculture as an alternative to oil to shore up our revenue. However, this present administration adopted same approach when it came in 2015 and so far, has achieved little if not nothing in that regard. It is incumbent on Mr Tinubu to tell us how he intends to do things differently from his present occupant from the same party if he intends to adopt same Agriculture.
Back to debt management. Even if our revenue rises, if we do not manage our debt servicing and borrowing, we will still be in the same spot. This is because if debt servicing increases at a rate far above your revenue, you will end up looking like a circus like the present administration is.
Inflation doesn't have a life of its own or operates on its own. Inflation comes from fundamental economic issues and is essentially a symptom of those issues. To address inflation, you need to address the fundamental economic issue(s) causing it. For example, if the supply of a product is lower than the demand and thereby causing a price increase, you have to address the supply issue. The exchange rate is a perfect example here. We will be talking about how to push up our foreign earnings by exporting more and importing less.

Man face the truth...
- APC promised infrastructure and delivered. If the PDP in 16 years did half of what the APC did in 8 years, we won't be where we are today.

- APC promised improved power supply and they are delivering on that promise too. Power supply is better across many locations in Nigeria compared to the time of the PDP - 16 years and more darkness

- APC promised security and they are delivering on it.

- APC promised to improve the value of naira and they failed in that area - many countries of the world is failing in this area. Ghana currency lost 40% of its value this year alone. And a consuming nation where importation, championed by the likes Obi is the standard thing, the naira can't improve.
