Chime, who addressed some selected journalists at Government House, Enugu, said the Eugene Odo- led 15-member faction of the State House of Assembly, who, he described as clowns, allegedly demanded money from him, adding that the fight was all about money. Chime was reacting to the directive by the 15 of the 24 members to the Clerk of the House, Christopher Chukwurah, to serve an impeachment notice on him (Chime). The lawmakers passed the motion on Monday triggering off what is now known as Enugu Executive/Legislative crisis. But in a swift reaction, Speaker Odo said Chime lied, wondering why a person occupying an exalted office of governor would tell bare-faced lies. Governor Chime had told the journalists that that the assembly men were fighting a lost battle as he would not be impeached since there were processes that would lead to the impeachment of a governor which the faction would never achieve in their bid to remove him. Asking newsmen not to water down his harsh words for House members, he said: ‘The office of governor is not like that of the Speaker that you can blow siren to the office and go home on Okada (commercial motorcycle). ‘’They (assemblymen) are not aware of the constitutional provisions relating to impeachment. Let me use this word stupid. I have been hearing all sorts of things as reasons for their recent attacks on my lieutenants, heads of departments and commissioners since last month or so. “They called them and were questioning them on all sorts of things that happened even in my first tenure. Their dream impeachment will never see the light of day. ‘’I want my defence to see the light of day. The Office of Governor is a very serious office. You do not just wake up one morning and you start thinking of impeachment. The section of the constitution that deals with impeachment is 188. It deals with how the governor or deputy will be removed from office. “At least one-third of the House is required to sign a notice of allegations of gross misconduct against the holder of the office. So, the House has 24 members. Eight of them are expected to sign that notice. “Under subsection two, the Speaker is expected to have received the notice of allegation, cause a copy of that notice to be served on me within seven days. “After they have gone through that hurdle; within 14 days of presentation of the notice to the Speaker, the House is enjoined to pass a resolution, stating that the allegation should be investigated. I am referring to sub-section three. “The Speaker must get the House, to resolve through a motion, the resolution which must be supported by two-thirds of its members. That is sub-section four. And it must be by all members of the House. So all this talk about suspension of House members is nonsense. So long as you are a member, you must be part of this. “So, two-thirds of all the members, in our case, is 16. I am (not) quite sure they know what they are doing. I do not know the stage they are in now. Is it the stage of presenting the allegation or what? The constitution requires two-third to pass the resolution. “Nobody has served me the notice of allegation. By their own showing, they are 14 members including the Speaker who should not be counted. So they are 13. That is why they have not activated anything. “They need 14 days to get the notice of allegation from its members. When that happens, they will require another seven days to pass the resolution. If they are successful, the Chief Judge will be enjoined by the Speaker to constitute a seven-man panel and submit its report within three months. So, I am not quite sure if they are investigating me or the incoming governor. Because before they even set up the panel, I am out of this place. “That is the stupidity and folly of what they have set out to do. They are all looking for money which I do not have. Fourteen of them cannot activate this process. No Chief Judge will listen to them. The allegation of forgery in the 2012 budget of N12 billion is false. The supplementary budget of 2012 was revised. Money was re-allocated for certain projects and no extra money was incurred. I am not quite sure they know the meaning of forgery. The allegation of forgery came to me as a rude shock. “The N11billion loan they are talking about was approved by the House in November last year. The resolution approving the loan was dated November 13, 2014. The resolution authorized me to borrow the money from United Bank of Africa, UBA, to re-finance part of the loan from Guarantee Trust Bank, GTB. “I excitedly endorsed the resolution and passed it to the Commissioner for Finance. It is the same bunch of clowns that are now going round telling the world that few weeks to my exit, I am going around borrowing money when they had approved it. We had immediately drawn down the money. What went wrong was that UBA later said that they needed an Irrevocable Standing Payment Order, ISPO. “We issued it to them and they said, that they needed the House of Assembly to endorse that also. We told the bank that it is the executive that will pay the money that they do not need the House endorsement of the ISPO. And that was resolved. “Somewhere along the line, the House felt that the administration was coming to an end, that it was time to make money out of it. The House leadership came requesting for money. The leadership of the House came to me shamelessly and asked me to give them money. That it was the agreement of the House. The Speaker confirmed the House’s stand. I told them I will not be part of it. Whatever they are doing is all about money.’’ Enugu Assembly Speaker, Rt Hon. Eugene Odo Odoh reacts However, reacting to Chime’s allegations against his members, calling them criminals and frustrated, the Speaker of the House, Hon. Euguene Odoh said: “Chime is the most frustrated human being on earth. He is using the Commissioner of Police, Dan Bature to intimidate us and withdraw our security personnel. ‘’Why should a man who is occupying an exalted position of governor lie? Chime is lying. Let him tell the people of the state whether I have asked for any contract from him since I became the Speaker of the House of Assembly. Let him tell the world the personal demands we have made from him. ‘’We are not indigents. There are several ways of making money in government. Let him (Chime) tell the world whether he has approved any special travel abroad or any personal favours for me. If we were greedy, we would have approved the loan for him and asked for our share. ‘’He said he paid us half salary in February out of pity. That shows the impunity we are talking about. Is it a personal favour to pay us our salaries? Is it his personal money? What he is saying is that he deliberately denied us our rights. ‘’In a democracy, the Legislature has the responsibility to make laws while Executive implements such laws. Is he saying that because it is the responsibility of the Executive to pay us salaries that he is now doing us a special favour? He should stop lying to the people…” The two factions of the assembly men, one led by Odo and the other led by Chinedu Nwamba met, Monday, at the residence of the governor-elect, Ifeanyi Ugwuanyi and resolved to sheathe their swords for two weeks. Hon. Michael Onyeze, representing Igbo-Eze North 1 constituency who spoke on the peace meeting said, ”no outsider instigated the crisis. It emanated as a result of misunderstanding between the Executive and Legislature. The governor-elect has provided a platform for peace and reconciliation. “Ugwuanyi has agreed to wade into the matter, that is why we are giving him a chance. All of us desire peace. Once he calls us within this period we’ll answer. We have agreed that the House will be under lock and key unless there is an emergency. “Government will not be shut down. We are not carrying out legislative duties within these two weeks.” Enugu Governor-Elect, Hon Ifeanyi Ugwuanyi At the time of going to the press, the Chief of Staff to Chime, Victor Atuonwu had requested Odoh to surrender government vehicles in his possession as ‘’former Speaker,’’ but the Speaker resisted, saying that eight members of the House cannot pass a resolution over-riding the resolution of 14 members. It was said that Atuonwu asked Odoh to relinquish possession of his official vehicles after attempts by the Chief Security Officer, CSO, to the governor to retrieve the vehicles failed. A usually reliable source told LEADERSHIP that during a recent meeting with the governor, the commissioners requested for payment of their severance allowances, but our source who spoke on condition of anonymity, quoted the governor as saying that the commissioners were not entitled to severance allowances. According to the source, the position of the governor elicited an exchange of bitter words between the state chief executive and some commissioners present at the meeting. The governor was said to have mellowed down when one of the commissioners reminded him that he (Governor Chime), was paid severance allowance when the administration of ex-Governor Chimaroke Nnamani came to an end in May 2007. Photo: file Reports say that members of Enugu State House of Assembly, on Thursday ordered the state Accountant-General, Mr. Paschal Okolie, to submit a detailed report to the House on income and expenditure of the state from January last year to date for necessary scrutiny. This development points to the fact that the sour relationship between them and the executive arm, led by Governor Sullivan Chime, which political pundits believe will lead to an outright probe of Chime’s administration that is expiring in a few weeks. The Accountant General has up to next Monday to turn in the detailed account unfailingly. The Accountant General, who had been elusive, having failed to appear before the lawmakers, finally showed up on Thusrday, explaining that half of their members allowances in had been paid into the coffers of the Assembly. According to him, others will be paid. Also at Thurday’s sitting, members passed a vote of confidence in the speaker, Mr. Eugene Odo, while condemning the castigation by the Chief Press Secretary to the governor, Mr. Chukwudi Achife, over the collective decisions of the House that eventually led to the ongoing face off between them and the executive. Chief Press Secretary to the Speaker, Mr. Lawrence Agbo, had on Sunday called for a public debate on the burning issues taken by the House which did not go down well with the executive. He said: “They (Executive) are angry because the House insisted that the water concession plan for 25 years be suspended. ‘’We stopped land allocation at International Conference Centre; construction of Park and Shop mall adjacent to the House of Assembly complex as well as land allocation at old Eastern Nigeria Industrial Centre at Zik, Avenue Enugu. “Other issues were probe of alleged fictitious award of contracts by Enugu State Universal Basic Education Board, ENSUBEB, and request for cancellation of land allocation to individuals around the 3-arms zone of the state, all done in public interest”. The speaker’s Chief Press Secretary further told the press that “the House of Assembly is made up of 24 members and as it is in any legislative House, the position of the speaker is merely to preside and rule on the majority decisions of the members on any issue. ‘’Therefore, the position of the Speakership is more administrative than legislative, so that publication by the governor’s Chief Press Secretary appeared personal. “It is unfortunate as it was aimed at denigrating the image and the person of the honorable Speaker of Enugu State House of Assembly and apparently misleading the good people of Enugu State and the general public on issues raised in the publication, hence we call for public debate, to ascertain who acted in the interest of the public and posterity.”

Vanguard (Lagos) 15 APRIL 2015 Nigeria: Lamentations of a Father Whose Son Was Arrested Over Alleged Plot to Kidnap Enugu Gov By Austin Ogwuda ENUGU--MISTER Linus Okeke is a retired Assistant Superintendent of Police, ASP. He was once the Enugu State Police command Bandmaster, who played the national anthem at the swearing in of Enugu State governor, Sullivan Chime about eight years ago. Ironically, barely few weeks to May 29, when the governor would be taking his exit, Okeke and his wife, a teacher at a private primary school are presently in tears. Their agony followed the incarceration of one of their children in Enugu prisons, over what they described as using a sledge hammer to kill an ant. He wondered that what could ordinarily at most have attracted warning had been made a capital offence. According to him, "my son, Anthony Okeke who works as a sound engineer with the Winners Chapel Church headquarters, Presidential Road, Enugu was arrested, beaten to a state of stupour and detained with his vehicle for six days at the Anti-kidnapping Base, Enugu before he was charged for attempting to kidnap the Governor of Enugu State, Sullivan Chime." The search for his son took him from one police station to another until they were reliably informed that Anthony was initially detained at the Police Anti Kidnapping Base. "I then rushed to the Base in Enugu to inquire about him but the Investigating Police Officer, IPO, Sergeant Solomon Jacob informed me that Anthony was brought to them by policemen led by ASP. Nnaedozie, attached to the Enugu State Government House on the allegation that they attempted stopping his car but he overtook the governors convoy and he was arrested." Anthony's embattled father had also sent a petition to the Civil Rights Realisation and Advancement Network, CRRAN, a rights group based in Enugu, asking for justice. Investigation by South East Voice showed that, Anthony was arrested by the security details of the governor for breaking into Chime's convoy with his vehicle around 11.30pm on February 22, 2015. He was thereafter arraigned before a magistrate court in Enugu on a one-count charge which read: "That you, Anthony Okeke, male, 31, on February 22, 2015 at about 2340 hours, night time along Ogui Road by Fire Service Office, GRA, Enugu, Enugu North magisterial district suspected to be armed with dangerous weapon/weapons did attempt to kidnap the Governor of Enugu State, His Excellency, Sullivan Iheanacho Chime and thereby committed an offence punishable under Section 315 (3) of the Criminal Code, Cap 30 Vol. 11 Laws of Enugu State of Nigeria 2004 as amended in 2009". However, President of the CRRAN, Mr. Olu Omotayo has questioned the rationale behind the alleged kidnap charge. According to him, "the big question now is who gave the order that Anthony Okeke be charged for attempt to kidnap the governor of Enugu State just because he overtook his convoy at night? "Our investigation revealed that the governor was just driving around that Sunday night around 11.40 pm, in an unmarked vehicle followed by about four other unmarked vehicles, without the normal siren or fanfare that normally heralded his movement. Gov Chime "It was reported that Anthony who had just dropped a friend in front of the Fire Service Station, by Otigba Junction, Enugu, entered the road in front of one of the security vehicles following the governor and immediately volleys of gunshots were fired that busted his vehicle tyres. "We condemn the arrest, torture and continued detention of citizen Anthony Okeke on a frame up charge of attempt to kidnap the Enugu State governor. He has not committed any offence known to the law by overtaking the governors' convoy at night. This is oppression by those governing the state; it is unacceptable in any decent and normal society. The body declared that although Hausa Language was offered as African Language, they did not release any student’s result to Nigeria. The body accepted that they can issue a certificate to any student who wanted one but denied that the results from Kastina came from them. They promised to release a general statement on their website on the matter as they claimed more than 1,000,000 requests have come to them about the WASC result of one Mohammadu Buhari. The exam body claimed they cannot comment on whether such name exist in their archives but they conclusively denied the Kastina result. When we showed them a sample of another Cambridge result belonging to another candidate, they quickly confirmed it to be real but that General Buhari’s results are fake. The body concluded by saying it takes less than 24 hours for a candidate to obtain a certificate from them. A representative from the exam body also revealed that any legitimate student who sat for the exam in Nigeria can obtain a replacement certificate from the office of the West African Examination Council (WAEC). It should be recalled that Femi Fani-Kayode, a former minister of aviation under Olusegun Obasanjo administration, had used a computerized forensic analytical tool to show that the result released by General Buhari is fake. |

So why won't the authenticity of a 'general' (or perm second or professor) come to question when there is reasonable cause for doubt. One clear thing, Mr. Philips. Your general was admitted into the army without possessing basic qualification. This has long been proven. In fact that is the only thing that is clear about all the fussy messy foundation of your dear general. In more rational climates, he will immediately be stripped of that title. But now, encourage discuss that will enable your 'general' to take appropriate steps to clear himself because even Mr. President can come under such scrutiny. Finally, I'm not convinced that a forum such as this is for someone like you Mr. Philips.
