Since the day crude oil was discovered in commercial quantity and quality in Oloibiri, present day Bayelsa state, what we have being asking from successive governments in Nigeria is portable drinking water in the midst of plenty of water mass, electricity, roads, employment, quality education/educational facilities, resource control, participation in the oil business and inclusive governance that will engender substantial freedom. The reserve have been the case, from Oloibiri, Brass LNLG and export terminals in Bayelsa; Bonny LNLG and export terminals in River state; ExxonMobil in Akwa Ibom; Escravos EGTL/ Tankfarm and export terminals; Forcados Tankfarm and export terminals in Delta state operated respectively by Anglo-Dutch Shell, Chevron/Texaco Over seas, Agip ENI, ExxonMobil. The history of the communal lives is terror of poverty, inhumanity and desolate living conditions. But when you move into these facilities operated by the Multinational Oil Corporations, they are living like Kings and Presidents. For over five decades, we have given Multinational Oil Corporations and their collaborator the Nigerian State peace, cooperation and love for the crude oil to flow unhindered from our land. The continuous tranquility is only manifesting in the development of mountains, rock, valleys, deserts and lagoon but the Niger Delta territory continually alienated from all types of development and all essence of quality human life. Main while all successive governments worships the crude oil taken from the region. Our communities and the people are only good at securing the pipelines, oil and gas facilities. What a tragedy? We are calling on the international community especially Britain, France, the United State of America, Russia, China and European Union to speak up against this ongoing terror and come to the aid of the Niger Delta, as witnesses to this grave inhumanity and history of terror perpetuated against the people of the Niger Delta daily. This history of terror, we the Niger Delta Avengers will resist and correct with every means necessary. We have nothing to loose in the battles ahead; justice they say is only found within the structure of a nation state, rather than provide this justice the Nigerian government has decided to mobilise her military might to intimidate, torture, maim, victimise and bombard a section of the nation state and her citizenry to allow the free flow of our oil. Some persons, groups, and commentators may ask, what do the people of Niger delta want? We are not like some of these personalities who run champagne parties or turn Rivers State Government House into a house patrimony of god-sons and prebendalism. They says the progress and success of a nation state is the reflection of her constitution that is not manufactured to favour some section and excludes the yearning and aspirations of others; but the indwelling spiritual and historical development of its people. Since the amalgamation of Nigeria in 1914 to date, our resources have been used to sustain the political administrative live wire of Nigeria to the exclusion of the Niger delta. Finally, we are calling on the international community, to come and support the restoration of our right to peaceful self-determination from this tragedy of 1914 that has expired since 2014. We want our resources back to restore the essence of human life in our region for generations to come because Nigeria has failed to do that. The world should not wait until we go the Sudan ways. Nigerian politicians have driven their illegal surveillance and communication interception programs to new heights with the acquisition of the latest tracking technology that allows them decrypt telephone calls made over 3G networks in real time. The technology could also track the exact position of a user, even when abroad. The politicians implementing this new technology are old names in the game of illegal surveillance. Emmanuel Uduaghan, former governor Delta state, got the technology and handed over to his successor, Ifeanyi Okowa. Seriake Dickson of Bayelsa who was involved in the Hacking Team scandal is also involved in this. A PREMIUM TIMES investigation spanning months revealed that a Bulgarian digital surveillance company, Circles 3G, offered the technology with which the governors secretly violated the privacy of citizens, while federal government authorities, themselves vulnerable, looked away. The entrance of Circle 3G into Nigeria’s unregulated mass Internet surveillance market brings the number of mass surveillance systems operational or tested in Nigeria to eight. It also widens the range of Nigerians susceptible to surveillance and privacy abuse by politicians. Rivers state Former Rivers State Governor, Rotimi Amaechi, who is now Nigeria’s transport minister, was the first Nigerian politician to demand a Circle 3G’s telephone tracking technology as far back as 2010. He requested the tool the same year Nadezhda Edie-Petrova Ropleva established Circles. In an offer letter dated 30 June 2010, and signed by the then Secretary to the State Government, Sovens Okari, Rivers State Government invited V&V Limited to supply the gadgets for N2.3 billion. The contract did not go through, however. A breakdown in relationship between Mr. Amaechi and V&V Limited meant funds were never released for the project. When contacted, Mr. Amaechi said he was unaware of the project. He argued that there was no record of fund releases for the project. Two years earlier, Mr. Amaechi had picked up a similar gadget, the C4i (Command, Control, Communications, Computers, and Intelligence) technology deployed by an Israeli military security firm, MPD Systems. Mr. Amaechi had described the C4i as a tool to aid federal security in combating militancy and kidnappings within the state. But it was more than that. C4i was the perfect ‘federal’ cover under which Amaechi’s political spying was carried out. Delta state Former Delta State Governor, Emmanuel Uduaghan, holds the record of being the first Nigerian politician to use the Circles 3G tools in Nigeria. Mr. Uduaghan doled out N1.5 billion state funds to sign up for the service in February 2012. He also paid a yearly service fee of N31.9 million. After Mr. Uduaghan left office, he handed over the tools to the new governor, Ifeanyi Okowa, who recently signed a two year contract to extend the maintenance of the service. Although the police headquarters in Abuja owns a Circles 3G communication interception service which it pays N63 million annually to maintain, the Delta state government argues its gadgets were bought for the police. “My boss has no need to monitor any politician,” Ehiedu Aniagu, chief press secretary to Mr. Okowa said. PREMIUM TIMES investigation shows that the gadgets are run by V & V Limited and employees of the governor, rather than public security agents. Bayelsa State The Bayelsa State Governor, Seriake Dickson, switched to Circles 3G’s services in July 2012, after his contract with Italian Hacking Team failed to intercept as much as the government wanted. Mr. Dickson doled out N1.7 billion to acquire Circles 3G’s service with an extra annual maintenance fee of N31.9 million. The amount N1.7 billion is N200 million higher than what his Delta State counterpart paid to the same firm. The governors acquired the tools without the requisite End User Certificates – a license issued by the office of the National Security Adviser to entities seeking to import defence equipment. In fact, individuals are prohibited from handling such mass surveillance equipment. Only state actors like the police are allowed by law to own them. Several inquiries to the Bayelsa State Government for comments were ignored. Text messages were not replied to, and calls were not returned. Why Circles 3G is Bad in the Hands of Politicians Circles can track the exact position of 3G telephones in real time in almost any part of the world. But that’s not the worst thing about Circles. Circles is also able to intercept calls and internet traffic in the 3G (UMTS) networks, a capability that was before now impossible without the cooperation of the telephone companies. Calls made over 3G networks are usually encrypted end to end while the telephone companies held the decryption keys. Previous techniques relied on compelling the targeted phone to switch from 3G to 2G which was easier to decrypt in real time. To get around the problems associated with intercepting 3G mobile phone calls in real time, Circles established a phone company in Bulgaria last year. According to a report by Intelligence Online, Circles, with its status as a network provider in Bulgaria, obtains encryption keys by direct connections to the inter-operator networks of Magyar Telekom, Telecom Italia and Cogent in the United States. Circles’ connection with these three networks gives it access to decryption keys held by mobile telephone companies all over the world. Our investigations show that in the run up to the December 2015 elections in Bayelsa, Mr. Dickson used this spying tool to track his prime challenger, Timipriye Sylva. Mr. Dickson did not stop at Sylva, he also tracked phone numbers belonging to Mr. Sylva’s wife, aides and loyalists. This piece of technology was also deployed in hunting down Tonye Ekio who was incarcerated by the governor, late 2013, over a Facebook post that was critical of Mr. Dickson’s government. An ex-militant, Africanus Ukparasia, also known as “General Africa”, was also a target of Mr. Dickson’s surveillance. Although Circles sold the technology to Mr. Dickson with an apparent understanding to use it within his territory, the governor used it to eavesdrop on targets far away from Bayelsa. For instance, some of the daily target reports seen by PREMIUM TIMES shows Mr. Dickson tracing Mrs. Sylva’s phone numbers to locations in Abuja. Another report shows him tracing a target called E-Genle to a location outside the country. Mr. Dickson’s use of his spying technology, bought with state funds, suggests he did not follow any rule requiring that the privacy of individuals be respected. It also means every politician, and anyone with a phone number, could be victim of the abuse. It is not clear who Delta state’s top politicians, Messrs Uduaghan and Okowa directed their surveillance on, but PREMIUM TIMES investigations found that this tool was installed in the governor’s lodge, and not under the control of government security services. Ethically Wrong The Nigerian surveillance industry is loosely regulated. Participation is controlled by weak laws. While the United Nations’ resolution on digital privacy recommends that any instance of interference be subject to a careful and critical assessment of its necessity, legitimacy and proportionality, none of these frameworks exist in Nigeria. The Nigerian cybercrime law which can be extended to restrain these politicians prescribes a prison term of not more than two years, or a fine of N5 million or both for convicts, making it possible for anyone with financial and political muscle to acquire and use it in any dimension of interest. The Muhammadu Buhari-led administration does not appear to be concerned about regulating Nigeria’s digital surveillance and interception market. In an interview with PREMIUM TIMES, Femi Adesina, one of the president’s spokesperson, admitted that discussions around the topic “has not come up at that level”. Gbenga Sesan, executive director of Paradigm Initiative Nigeria, said the first step would be to subject all acquisition, deployment and reviews to judicial oversight through mandatory court warrants. “Nigeria does need a defined framework for any surveillance activity to ensure that abuse doesn’t continue as this case — and others like the Hacking Team engagement — have shown,” Mr. Sesan said. Mr. Sesan is currently promoting a Digital Rights and Freedom Bill in the National Assembly. A man cleared of raping a woman has been ordered to give police 24 hours’ notice before he has sex, reports BBC. The man, in his 40s, who cannot be named for legal reasons, was acquitted in 2015 at a retrial after claiming the alleged victim had consented. An interim sexual risk order, initially imposed in December, has been extended for four months by magistrates in York. It requires the man disclose any planned sexual activity to the police or face up to five years in prison. The order – which was drawn up by magistrates in Northallerton, North Yorkshire, and extended in York – reads: “You must disclose the details of any female including her name, address and date of birth. “You must do this at least 24 hours prior to any sexual activity taking place.” It also contains restrictions on his use of the internet and mobile phone devices and requires him to inform officers of any change of address. A further court hearing in May will decide whether the interim order should be made into a full order, which has a minimum duration of two years and can last indefinitely. Sexual risk orders were introduced in England and Wales in March last year and can be applied to any individual who the police believe poses a risk of sexual harm, even if they have never been convicted of a crime. Nigerian President Muhammadu Buhari has broken his promise to end medical tourism by seeking treatment for an ear infection in the U.K., according to a senior doctor. Dr Osahon Enabulele, a former president of the Nigerian Medical Association (NMA), said in an open letter to the president that about $1 billion was spent funding foreign medical trips in 2013, mostly for Nigerian public officials. Buhari traveled to London on Monday for a 10-day holiday, during which he will see an ear, nose and throat (ENT) specialist for treatment of a persistent ear infection. The president has canceled several high-profile engagements in recent months, including a planned trip to the restive Niger Delta region to launch a clean-up operation in Ogoniland, a community affected by multiple oil spills in recent years. The 73-year-old leader, who was elected in March 2015 on an anti-corruption ticket, said in a speech to the NMA in April that the government would cut back spending on sending public officials abroad for treatment when there was evidence of expertize in Nigeria. The office of the Nigerian presidency said Buhari traveled to London after being evaluated by his personal physician and an ENT specialist in the capital Abuja. Enabulele, who is also the vice-president of the Commonwealth Medical Association, said it was a “national shame” that Buhari was seeking treatment in London, despite the presence of more than 250 ENT specialists in Nigeria and a National Ear Center in Kaduna state, northern Nigeria. Enabulele stated that the U.K. had some 3,000 Nigerian-trained doctors, most of whom had emigrated due to the Nigerian government’s failure to address problems in the West African country’s health service. The Arewa Community in Asaba, Delta State has condemned the recent attack on their members by the Independent People of Biafra (IPOB), calling on the state government and security operatives to help ensure the security of lives and property of its people. Briefing the press in Asaba, Chairman of Moslem Association of Nigeria (South South and South East Zone), Mr. Mohammed Nduka Elunor, said they were forced to speak out after the recent attack by IPOB members. Mr. Elunor alleged that on Monday 30th May 2016, a group of IPOB members invaded and vandalised their mosque at Cable Point, killing two of their members in the process, even as security agents are yet to apprehend any of the suspects. Mr. Elunor accused the state government of handling the Fulani herdsmen terrors with kid gloves, maintaining that “the state government has not really addressed the issue of the Fulani herdsmen, they have only addressed the issue on a surface, very wrong and it cannot work”. The Chairman further called on the Delta State government and security operatives to urgently address the issue to avoid counter reaction, as they are now living in fear. However, in a swift reaction, the Deputy Commissioner of Police, Delta State Police Command, Douglas Agbonleni, said the incident was not reported to the police and assured that the police will continue to ensure security of lives and property. Traders at Ariaria International Market, Aba, Abia State are counting their losses following Sunday night’s torrential rains which submerged the market and consumed goods worth over N5 million. The affected lines include A -line, drug dealers’ line and some other parts of the market. The traders whose shops were submerged by the flood said that they arrived the market as early as 8am to meet their shops filled with water. Even the barriers erected by the traders to protect their shops were swept away by the rampaging flood. As a result of the flood, some traders have acquired the shops upstairs which they use as parking store in order to save their goods. According to AbaCityBlog, the traders were seen using pumping machine to pump out the excess water from their shops. Others who could not afford pumping machines, used containers to scoop water from their shops. President Muhammadu Buhari and former President Goodluck Jonathan met on Thursday night met behind closed doors inside the Presidential Villa, Abuja. The meeting, which was held at the private residence of the President centered around the Niger Delta crisis and how the former president can use his clout to talk to all major stakeholdres in the region starting from the governors of the region who still have tremendous respect for him. A source told media that president Buhari repeatedly pleaded with the former president to intervene in the matter as the activities of the militants were seriously affecting the economy pointing out the rapid decline in oil revenue. The president told Jonathan that if nothing urgent is done to stop these attacks, the country might sink. President Buhari also pleaded with the former president to talk to traditional rulers, religious leaders and ex-militants in the region as they would listen more to him than he the president. The former president told president Buhari that he has been completely out of touch with everyone in the region since he left office over a year ago but will begin to establish contacts with relevant stakeholders in the region as he cannot fold his hands and watch the country sink as an elder-statesman. The Shell Petroleum Development Company Limited, the Nigerian subsidiary of Dutch oil giant, Royal Dutch Shell, on Friday has confirmed Niger Delta Avengers’ claims that a major damage was done to its oil installations in Delta State in the early hours of Friday, saying the attack had forced it to shut down crude exports indefinitely. The statement corroborates earlier statements by the Niger Delta Avengers, a new militant group that has claimed responsibility for a series of attacks on oil installations, in renewed hostilities across the oil-rich region. The Avengers had shortly after 5 a.m. on Tuesday announced the bombing of a 48’’ export pipeline owned by Shell in the Forcados on Twitter. “At 3:00 a.m. today, @Niger Delta Avengers blow (sic) up the SPDC forcados 48″ export line. We warned SPDC not to go ahead with repair works but they refuse,” the group tweeted. Responding to news of the attack, Shell’s spokesman, Bamidele Odugbesan, said the incident happened between a shoreline and the Forcados Export Terminal which impacted seriously on its export capabilities. “The Shell Petroleum Development Company of Nigeria Limited, operator of the SPDC JV, has confirmed signs of a leak on the 48 inch Forcados export pipeline at a location between shoreline and the Forcados terminal in the western Niger Delta, coming on the heels of a reported attack on the pipeline in the early hours of Friday, June 3,” the statement said. Mr. Odugbesan said the company was assessing the impact of the damage and had “mobilised appropriate oil spill response measures”. “We are yet to fully evaluate the potential impact and damage to the pipeline resulting from this latest incident. We have however mobilised appropriate oil spill response measures and will be conducting a joint investigation visit to the leak site with relevant stakeholders. “We are currently focused on securing the pipeline to protect the environment. Given this latest incident and the wider security situation in the Niger Delta, we are unable to determine probable timing of resumption of exports from the Forcados terminal,” Mr. Odugbesan said. Shell Nigeria is “the operator of the export line on behalf of the joint venture partners comprising the Nigerian National Petroleum Corporation, NNPC (55%), SPDC (30%), Total E&P Nigeria Ltd (10%) and Nigerian Agip Oil Company (5%),” the statement said. The latest damage to Shell installations followed a series of bombings that rocked Chevron, Agip, and NNPC oil and gas installations across the Niger Delta in the last few days, including other Shell-operated facilities. On Thursday night, the group made a similar claims on its Twitter account, saying it blew up “Ogboinbiri to Tebidaba and Clough Creek to Tebidaba crude oil pipelines in Bayelsa State,” as part of its campaign to bring Nigeria’s oil production output to “zero”. An Osun State High Court on Friday ruled that Muslim female students in public primary and secondary schools in the state are now free to wear Hijab in their schools. The Legal Adviser, International Secretariat of Amnesty International, London, Mr. Kolawole Olaniyan, has described as inappropriate the recent open criticism of Justice Mohammed Idris of a Federal High Court in Lagos by former President Olusegun Obasanjo. Obasanjo had reportedly described the judge as “ignorant and stupid” for entering a judgment, directing all past civilian Presidents from 1999 to 2015 to account for the loot recovered from the late military dictator, Gen. Sani Abacha. The judge had made the pronouncement while delivering judgment in a Freedom of Information suit filed by the Socio-Economic Rights and Accountability Project, demanding the disclosure or details of the recovery and spending of the Abacha loot. The judge had issued an order of mandamus directing the Federal Government, through the Attorney General of the Federation, to compel the regime of Obasanjo; that of late former President Umaru Yar’ Adua; and that of former President Goodluck Jonathan to publish the details of the recovery and spending of the loot. But Obasanjo, while reacting to the judgment, reportedly dismissed the judge, saying, “They said the money recovered from Abacha, I should account for it. What stupidity! The man who asked for it, the man who gave the judgment or who answered them are all stupid, with due respect. “I don’t keep account; all Abacha loot was sent to the Central Bank of Nigeria and every bit of it was reported to the Minister of Finance… But again, it shows ignorance, total ignorance, which is lacking and you wonder, are these people educated?” In a statement on Thursday, Olaniyan, however, said his criticism of the judge was not only an attack on the judiciary and the rule of law but also on the Freedom of Information Act. The lawyer said it was not surprising that the former President would attack Justice Idris for giving a judgment upholding the provisions of the FoI Act since Obasanjo had “ignored wise counsel to sign the bill into law during his time in government.” He explained that though judges were not infallible, they did not give judgments based on their “whims or fancies”, but based on the facts presented before them and on laws and established judicial principles or legal precedents. He described as unfair Obasanjo’s attack on the judge, who could not defend himself against “inappropriate criticism.” He stated that “there’s nothing stupid in Justice Idris insisting on transparency and accountability from leaders, who once held a position of trust and control over the public treasury.” Olaniyan added, “If judges have to decide cases on the basis of what politicians or someone else wanted the law or the result to be, the very principle of the independence of the judiciary would be forfeited. “While it’s within Obasanjo’s right to disagree with the judgment or even criticise it, calling Justice Idris “stupid and ignorant” simply for doing his job amounts to inappropriate political criticism as it threatens the judge’s independence and integrity.” While describing Justice Idris’ judgment as “a great victory for transparency and accountability in the country,” Olaniyan said President Muhammadu Buhari would only do well to instruct the AGF, Abubakar Malami, to ensure that the judgment was enforced to the letter. “Nigerians do not demand infallibility from their leaders and institutions, but it’s difficult to accept the proposition that a judge granting Nigerians the right to know what their leaders and government are doing is “stupid and ignorant.” http://biafrasay.com/p/321203/

Presidential Adviser on Amnesty Programme in the Niger Delta, Brig. General Paul Boroh (rtd), has slammed the the Niger Delta Avengers, the militant group sabotaging crude oil pipelines as criminals, who would not be captured in the Amnesty Programme. Boroh who spoke to journalists in Port Harcourt in the early hours of Thursday on the sidelines of the visit of President Muhammadu Buhari to flag-off the clean up of Ogoniland and the implementation of United Nations Environment Programme (UNEP) report said “All ex-agitators captured in the Amnesty Programme have all dissociated themselves from the criminal activities of the Niger Delta Avengers. Amnesty office has dissociated itself from them as well. We are going to work with the security agencies to fish them to face the law.” Asked if there is possibility of negotiating with them, he said: “That is not the subject matter. Scores of students of the Kwara State College of Arabic and Islamic Legal Studies on Wednesday protested over what they termed the disruption of their examination by the three-day warning strike embarked upon by the academic and non-academic staff of the institution. The students, who matched around Geruwu junction, near their school at Adewole, Ilorin, carried placards with different inscriptions. The college’s Student Union Government President, Mr. Salaudeen Sodiq, who claimed that the students were over 1,500, said the strike had impeded their academic programmes. He called on relevant authorities to address the issues that led to the strike. The striking workers included members of the Colleges of Legal and Allied Institutions Academic Staff Union, the Senior Staff Union of Colleges of Education in Nigeria and Non-Academic Staff Union of the Kwara State College of Islamic Legal Studies chapter. The unions’ members, under the aegis of Committee of Union of Tertiary Institutions, said the strike was as a result of the alleged non-cogent position of the Kwara State Government as regards what actual time the 10-month salary arrears it claimed the members were being owed would be paid and other related issues addressed. CUTI branch Chairman, Mohammed Faruq, at a media conference, said the three-day warning strike commenced on Wednesday and would last till Friday. He claimed that the union leaders had met at the Government House with the Kwara State Commissioner for Tertiary Education, Science and Technology, Dr. Aminat Ahmed, and her team, without arriving at an amicable solution. But the state Governor, Alhaji Abdulfatah Ahmed, during an interactive session with journalists, had said he was pained when workers were not paid their entitlements. He, however, said strike was not the best approach to resolve salary arrears when the state government was financially challenged. He reiterated the resolution of his government to ensure that salary arrears were paid as soon as funds were available. He added that the state government had commenced modalities to reduce wastage and ensure prompt and regular payment of genuine workers in the state. Ahmed said, “If people understand what is going on in Nigeria, they will know that one solution to the problem is not strike. Strike is no solution to the problem because if you are not paid because there is no money, strike will not change it. “But if you are agitating for a benefit and the money is there but you are not being paid because of a policy, then you can go on strike so that strike will change the policy and you get more money. But when there is no money, strike will not change anything. An inmate of the Ikoyi Prisons, Albert Emmanuel Ajogbor, was on Wednesday presented with a Bachelor of Arts (BA) Degree in Theology, having successfully completed his studies at the National Open University of Nigeria (NOUN). Ajogbor, who was incarcerated in July 2004 was among the over 10,000 others who graduated during the institution’s 2016 convocation held in Abuja in January. The News Agency of Nigeria (NAN) reports that Ajobor was honoured at a ceremony at the Kirikiri Maximum Prisons by the NOUN authorities alongside another inmate, Moshood Folarinmilekan, who was presented with a certificate of exemption from NYSC. NAN reports that Folarinmilekan has spent 25 years out of a life jail term he was sentenced to at the Kirikiri Maximum Prisons. He graduated in 2015 alongside other graduating students of NOUN after completing his studies at its facility. The inmate, awarded a degree in Peace Studies and Conflict Resolution, is currently pursuing his Master’s Degree at the institution. Ajogbor speaking on the sideline of the event told NAN that the achievement was a dream comes through for him. According to him, the prisons, as reformative centres were living up to their mandates, having provided the enabling environment that led to the feat he has attained. “I want to say that I am short for words in explaining how I feel. “Indeed, I see myself among heroes, those to move the country forward and make it one of the greatest countries in the world. “I want to thank the prison officials for their support and encouragement as well as all my sponsors as well as my co-inmates. “They have all contributed in one way or the other to make this happen,’’ he said. He,however, pleaded with authorities of the university to speedily address the challenges faced by the inmates in accessing course materials. Earlier in his speech, the Vice-Chancellor of NOUN, Prof. Abdallah Adamu, acquiring the degree was a commendable feat, which would serve as a stepping stone to greater heights for the graduands. He said that the institution was the only university in the country that was providing education to inmates in the nation’s prisons. “Due to shortage of sponsorship offers for inmates therefore, and to help make the journey of producing a university degree a little less daunting and more achievable, the university over the years has supplied course materials for free and paid 50 per cent of payable fees for inmates. “The other 50 per cent paid for by philanthropic bodies such as religious and non-governmental organisations as well as well meaning Nigerians. “May I use this opportunity to thank all your sponsors for their generosity and contributions towards your education. “I am sure that a number of your peers who are also incarcerated will like to register to study one of our programmes but for the fact that they have no means of funding their education to improve their destinies. “It is in this light that I have decided to offer 100 per cent full scholarship to all inmates who are undertaking a NOUN degree programme,’’ he said. The Vice-Chancellor who was represented by the institution’s Director, Learner Support Services, Prof. Nebath Tanglang, noted that already modalities were being worked out to ensure that the process was as seamless as possible. He assured them that plans were on to upload all their course materials on the I-Learn platform, which would subsequently be downloaded in their computers for easy access. Also speaking, the Controller of Prisons in charge of Lagos Command, Timothy Tinuoye, said one of the greatest challenges facing the inmates in the institution was that of inadequate facilitators. He appealed to both the state and the local governments to assist the facility by sending some of the corp members and even full time teachers to assist the inmates in their quest for knowledge. “We are in dire need of teachers for these people especially at the secondary school level. “We all know today that the prison is not just to keep offenders in custody, but rather to reform and get them re-integrated into the society. “Now, we discover that some of them came here without any form of basic education. “We feel that giving them education will be one of the best values we can entrench in them in an attempt to change their orientations and perspectives about life and thinking, toward making them better citizens,’’ he said.
