An anti-corruption organisation, BudgIT, has questioned the sincerity of President Muhammadu Buhari’s newly inaugurated campaign which is tagged, ‘Change Begins With Me.’ Buhari had, on Thursday, said before Nigerians demand to see the changes he promised them during the 2015 election, they must first change their own attitude by shunning corruption and other social vices. However, BudgIT, which advocates transparency in governance, said in a Facebook post that the President could not demand a change from Nigerians when his government had failed to promote change through transparency. In a post entitled, ‘What is change and where should change start from?’, the group said the governments at all levels had failed to change and then wondered why they should demand a change from Nigerians. The statement read, “Let change start with National Assembly telling us how N115bn is spent. Let change start with a cogent explanation why Nigerian government needs 11 aircraft in a recession. “Let change start with the government responding to our FOI (Freedom of Information) responses on how much money has been given to states as bailout. “Let change start with the government explaining why it released N400bn for capital expenditure, with no project details. How long do we keep running with opacity? “Let change start with the government telling the people how much funds have been recovered and who returned what.” It also slammed the Buhari-led administration for the secret recruitments in the Central Bank of Nigeria, the Federal Inland Revenue Service and the Nigeria Prisons Service. BudgIT added, “Let change start with the reversal of illegal recruitment into government agencies that has got no action from the government. Let us stop making change a meaningless word. Releasing N400bn for capital projects without details is not the way to go. “Change starts with accountability of public funds and radical transparency. What is the government changing before asking you for change? Are the convoys less. Presidential fleet less? “The government wants everything, including change from citizens. What is it giving back? Following the present economic state of Nigeria, the National Chairman of Conference of Nigeria Political Parties, CNPP, Alhaji Balarabe Musa, has urged citizens to stage a protest against the Buhari-led administration. Musa noted that except hunger, nothing else pushes people to revolt against a government because the primary responsibility of government is the welfare of the people. He urged President Muhammadu Buhari not to shy away from his responsibility. In an interview with the Sun, the former governor of Kaduna state said his advice to Nigerians over hunger and economic hardship in the country was simply protest. He said, “Well, they should protest. I know that it is a risk because security men may shoot them. However, they should protest because this is their life. Somebody is playing with their lives, somebody is destroying their lives, they should defend their lives and protect their interest. “Before the last general election, many Nigerians saw Buhari as an angel who could rescue the country from socio-economic problems but Nigerians are now saying that they misjudged, and Nigerians should in future make sure that they access any prospective leader critically, taking into account his records, his inclination and everything, particularly records of performance in office. “Nigerians are not different from the rest of human kinds; they are not different from the rest of the people in the world. Whatever people did in the world to protect themselves or show their anger against bad government, Nigerians can do it, and nobody should deceive himself that Nigerians are so docile, that they will not revolt. Anger pushes anybody to the limit.” Although the government has continued to tell Nigerians to be patient, Musa said it’s all political gimmick. According to him, “The idea of government asking Nigerians to be patient can only be sustained in a situation whereby people see hope and changes. But where people don’t see changes, where they don’t see the basis for expecting changes, and they suffer continuously, appealing to them to be patient i may befutile. “There is hunger in the land and Nigerians are dying of hunger. I dare to warn the President and everybody that can listen, that history has proved that mass hunger, hunger of the population, mass poverty of the population, killer hunger have always been the most immediate cause of proletarian revolution in every country of the world. And the President should know this; let him not be deceived by those who are benefitting from the current situation of hunger.” Speaking further, Musa recalled that the President has said at different occasions that Nigeria is broke. “In my opinion, Nigeria can’t be broke, the country is very rich. The problem is the system and the managers of the economy. The problem of Nigeria is real, but it is something that can be managed. But as I told you, if the President is looking for an answer, he will get it; he can get it in what I have said; change the system and the leadership like I have said. “It is definitely true APC inherited this bad situation, but APC came to power with the promise of correcting the negative state of the nation. In this case, instead of correcting it, they are just complaining, making promises, how can they continue to do this over one year of leadership? “We want to see them really doing work, and there is no way they can do any work and achieve anything without changing the system and the leadership inevitably produced by the system, both of which are based on self interest first, public interest second or even incidental. This should be changed in favour of public interest first and self interest second. “This can deal with this level of corruption, stealing and criminal waste of resources which is the root of the problem of Nigeria. In the history of Nigeria, up till 1970, the philosophy was public interest first, and self interest second. And the states maintain the leading roles in the economy, and that is why up till 1970, there wasn’t this level of corruption, stealing and criminal wasting of resources. “We have known times in Nigeria before 1970 when nobody could steal a kobo of public funds and get away with it. “Today, if you are a favourite of the President, the governor or the local government chairman or who they have appointed into office, you can steal anything and get away with it provided you are lucky because some people stole, they are not lucky and they are caught,” he added. http://biafrasay.com/p/322965/if-there-is-no-change-protest-against-buhari-s-administratio |

DEPUTY Senate President, Ike Ekweremadu, has once more, frowned at the incessant attacks in Igbo land and some other parts of Nigeria by suspected herdsmen, and called on affected states to pass legislations restricting cattle rearing to modern ranches, while also setting up forest rangers to enforce such laws. Similarly, he maintained that unless Nigeria was restructured, to make it more efficient and productive, it would be difficult for the country to wriggle out of security challenges, pervasive poverty, and retarded growth, as successive leaders would only be dealing with the symptoms, not the root causes of a festering illness. A statement by his Special Adviser, Media, Uche Anichukwu, quoted Ekweremadu spoke as speaking at the weekend, in New York, the United States of America, during the 2016 Convention of the World Igbo Congress, WIC. He, however, said that while the country awaited the much-needed restructuring, the incessant havocs wrecked by suspected herdsmen were unacceptable because they had monumental socio-economic consequences on the nation. Commending the efforts of various state governments at managing the humanitarian crisis resulting from the attacks and ensuring there was no total breakdown of law and order, the Senator emphasised that every legitimate step must be taken to end the menace and avoid a dangerous situation where the people begin to resort to self-help. He said: “Governments of various states in Igbo Land and indeed other parts of the country should immediately consider enacting legislations that confine cattle-rearing to modern ranches as obtainable in developed societies. In fact, our governments could go a step further to invest in constructing and leasing out modern ranches. “This will produce healthier animals, give better products, provide employment, added value to the farm products, and help in promoting peaceful co-existence as well as sifting armed bandits and terrorists from real farmers doing legitimate business”. Senator Ekweremadu, however, warned that enforcement of such measures should not be left entirely in the hands of the federal security agencies. “Sadly, when you enact laws to checkmate the menace, as Ekiti State has commendably done, you will still rely on the same security institutions to enforce them. This is the dilemma. “Therefore, our state governments should take further step by ensuring that such legislations provide for enforcement bodies, such as Forest Rangers, which will consistently comb the forests to ensure that those who run foul of the laws are arrested and speedily prosecuted to serve as deterrent to others”. He regretted that “successive military regimes reneged on the core ingredients of a federal structure agreed upon by our founding fathers, at various constitutional conferences leading up to independence, as the basis of the Nigerian union” He further stated: “Over the years, we have moved from a strong and viable three-regional federal structure to a weak, spendthrift, and unwieldy 36-state structure; we moved from a decentralised police system that allowed the federating units to take greater charge of security of life and property in their territories to a centralised police system in which one man at the centre pretends to be in full charge of security of lives and property in the creeks of the Niger Delta, the cocoa farms of the South West, the expansive land mass of the North, and the hinterlands of the South East. “We also moved from fiscal federalism, which encouraged productivity and competitive development to a feeding bottle federalism that runs on free oil money, encouraging indolence, corruption, and lack of creativity in governance”. “Now you can see why the cost of governance is so high; why states can no longer pay salaries; why neither the federal government nor the federating units cared to invest, but lived off their allocations like lottery proceeds over the years; why it is difficult for a state governor to sack rampaging suspected herdsmen; and why those who have the authority to call the security agencies to action to put a full stop to the menace may not be quick in their response”, he added. Ekweremadu called on Ndigbo in the Diaspora to join in shaping the ongoing debate on restructuring in Nigeria, because “it is at the heart of the forward-movement”. He regretted that efforts and calls to restructure the country had always fallen on deaf ears because some people felt favoured by the current arrangement, insisting that the message should be continually passed that “he who pins another to the floor is also detaining himself”. “With good faith and realistic restructuring, every part of Nigeria, Igbo Land inclusive, will explode in prosperity, the expected initial challenges notwithstanding; and the good thing is that we can set a timeline and adopt an incremental approach to allay unfounded fears and misgivings that have held us down”, he added.
