The National Universities Commission (NUC) has dissociated itself from the purported ranking of Nigerian universities making rounds on the Internet. In a statement released by NUC, the commission said that the list did not emanate from the supervisory agency of the nation’s university system. The statement read, "The attention of the NUC has been drawn to some purported lists, making the rounds on the internet, of the ‘Top 100’ and ‘Top 50’ universities in Nigeria, which were alleged to be the outcome of a non-existing ‘annual university rankings’ by the National University Commission. "It has to be stated, unequivocally, that the lists did not emanate from the NUC. The Commission therefore totally dissociates itself from them." The NUC restated that its mandate includes approval of courses and programmes; determination and maintenance of Minimum Academic Standards; monitoring of universities; accreditation of academic programmes and institutions; as well as provision of guidelines and processing of applications for the establishment of private universities. The NUC added that the first ranking of Nigerian universities done by the agency in 2002 was based on the performance of the universities’ academic programmes in the 1999 and 2000 accreditation exercises. The 2004 ranking, it stated, was based on percentage of academic programmes of the university with full accreditation status; compliance with carrying capacity; proportion of the academic staff of the university at professorial level; foreign content in workforce and students; and faculty members with outstanding academic achievements. It stated that the NUC also looked at research output; student completion rate; Ph.D graduate output for the year; stability of university calendar; and student-to-computer ratio. The results of the exercise, the NUC added, were duly published and that the same would be done for future exercises. The commission added that though it had started the accreditation of universities since 1990, it considered the institutional accreditation in May 2006 to complement programme accreditation. “Following wide consultations, the instruments for this exercise were designed and pilot-tested in six universities in 2010. The instruments were fine-tuned, based on the findings of the pilot exercise and NUC was ready for the full-blown institutional accreditation, which took off on 27 November, 2011. "A total of 26 universities were selected, based on the fact that at least 70 per cent of all their programmes had full accreditation." The above, the NUC stated, "is the build-up to the next ranking exercise by the NUC, which outcome will be made public. "Stakeholders in the university education sub-sector and the general public are therefore advised to ignore the spurious lists of 'Top 100' and 'Top 50' universities being peddled by those who appear bent on causing disaffection in the Nigerian University System," the statement added. What's the best place in the world to study? Guardian UK Higher education data expert QS has compiled a list of best cities in the world to be a student in the coming year, which was based on factors including affordability, desirability, academic standards and job prospects. Here are the top 10 best cities in the world to be a student in 2016: 10. Seoul: The sprawling metropolis of Seoul, South Korea, might not seem an obvious choice for student living, but strong employment opportunities for graduates help it scrape into the top 10. Students may also benefit from the city’s commitment to cuisine designed to cure a hangover. 9. Berlin: Berlin, Germany is the long-reigning queen of cool, and now also a new entry in the top 10 student cities ranking – scoring highly for quality of life and affordability. It’s also the perfect destination for environmental students: an estimated 44% of Germany’s capital is made up of parks, recreational areas, woods and rivers. 8. Hong Kong: Quality of life and its graduate job market drive Hong Kong, China into eighth position in this year’s ranking, but its lack of affordable rents may be a barrier for some students. Restaurants and shopping centres stay open very late in Hong Kong, ideal for students with unconventional sleeping patterns. 7. Montreal: All Canadian cities score well for quality of life, but Montreal’s star play is its student mix – it attracts a huge number of international students. 6. Singapore: Singapore, Malaysia scores well across the ranking criteria, and a modest improvement in the city’s universities could see it competing for the top spot in future years. 5. London: Despite getting almost top marks for its student mix, quality of life and vast number of top-ranking universities, surging rents have caused London, United Kingdom UK to continue its slide down the rankings this year, from third last year and second two years ago. 4. Sydney: Australia’s largest city doesn’t score particularly well for top universities or affordability, but its quality of life and sunshine attract students from around the globe. Sydney also fits the bill for fashion students – it’s the only city on the list to boast an annual duck fashion show. 3. Tokyo: Tokyo, Japan is rated as extremely desirable for students, with top marks for quality of life. It’s great for graduate job prospects too, but the lack of a diverse student population cost it a position in this year’s top two. 2. Melbourne: Melbourne, Australia is the perfect place to get a degree down under. It scores full marks for job prospects, a diverse mix of students and good quality of life, but fails to make the top spot due to its lack of world-beating universities. 1. Paris: Compiled before November’s terrorist attack on the city, the league table holds reminders of just some of the things that make Paris, France such a great city. Eighteen universities that can compete on a world stage, good quality of life and a strong jobs market mean Paris keeps hold of the top spot for a third year running. While presenting the cheques to the beneficiaries at the Governor’s Lodge in Amawbia, Governor Obiano explained that the gesture to the children of Boko Haram victims was in keeping with his resolve to always remain sensitive to the pulse of Ndi Anambra and to ensure that no Anambra child is denied education on the basis of their inability to pay the school fees. Other beneficiaries of the scholarship include the highly promising students of Dennis Memorial Grammar School (DMGS), Onitsha who represented Nigeria at the World Schools Debating Championship in Singapore this year as well as some students living with disability. Also, children of the late former commissioner for science and technology, Mr. Chike Okoli and the children of other citizens of the state who died in active service, received the scholarship funds. In her reaction, the Anambra State Commissioner for Education, Prof. Kate Omenugha, said that the State Education Sector was able to register numerous landmarks because the Governor has remained committed to the academic development of the students as well as the welfare of the teachers.
