I am not sure what you mean by "they can only exercise that right when they reside in US territory". A PR citizen is also a US citizen and have every rights a US citizen does except for representation in Congress. It means they can vote but their vote cannot count in Congress. A few other things tax related but that's about it. They can live and work in the US and get same respect outside of the US like a US citizen.

For the bolded, actually PR citizens are technically only “US nationals”. By that designation, they cannot vote in U.S. presidential elections (except a PR resident takes up residency in any of the 50 states and/or DC); but they’re qualified to hold US passports

The reason I asked this was Because I found that even when Hawaii and Alaska were not yet states, status just like PR. they still competed under team USA. So why is PR different then?

I think I now know why the Falcons went thru the last WC unbeaten.

Our opponents - Canada, Australia, Republic of Ireland, England - were good teams with fantastic players. But those teams weren’t as technically gifted as Spain or Brazil.

In fact, our WC opponents were merely excellent athletes, but had no players in the mould of a Bonmati, Paralluelo, or Marta, who could create chances out of nothing with their on-the-ball touches or deft off-the-ball moves, which, ironically, played into Waldrum’s compact tactics.
