He insulted the Mod? So freaking what? Is insult not free given here in this forum? Some people I know very well, will write long epistle laced with specially targeted tripes at one ethnic groups or the other. I don't hear them get banned endlessly.

Some have also perfected the art of insulting the president, and other political office holders. while I won't encourage unnecessary resort to abusive languages or words, insulting the admin should be placed on the same pedestal. Since they are also 'public' servants. Hence, justice should be tampered with the graceful quality of mercy.

Below is the excerpt of what we have done so far (with little fleshing). Kindly review and comment before we move on to the next stage.

4.0 Article 4: Memberships, Responsibility Termination of Membership

The movement seeks primarily to effect positive developmental changes in Eastern Nigeria, through grassroots mobilization. Consequently, the membership of the movement shall be drawn with prejudice to this objective.

Memberships of this organization shall be grouped into:

4.0.1 Online Membership


Online members refer to members of the online community ENYI has a presence.

i. Online membership shall be opened to all who are able to contribute to a deliberation or vote, to the extent allowed by the technology of choice.

ii. Subject to the recognition accorded an online member, his/her opinions/suggestions may count or be discounted

iii. An online member nomination during electioneering process shall be subject to the rules stipulated by the electoral commission/organizers, subject to the constitution.

iv. Online members may also double also as offline members

4.0.2 Offline Membership

To drive ENYI’s vision, aims and objective, a massive offline movement shall be initiated. The offline ENYI membership shall be stratified into the following

i. Founding Membership: This shall include the first Eze and his council. The Founding members will have voting privileges and their votes will be weighted equally to that of votes from individual members. The first Eze shall have a right to his natural vote in addition to a swing/deciding vote entitlement/privilege; however, he cannot use such vote to bring any voting process to a tie/stalemate.

ii. Individual Membership – Individuals membership shall be drawn from the nationalities that make up Eastern Nigeria, Anioma, and other Igbo communities. Individual members shall have voting privileges, and shall abide by every other aspect of the constitution.

iii. Affiliate Membership - Affiliate Membership shall be opened to all friends/allies of ENYI and its cause. They will include non-Easterners, who are invited or convey interest in ENYI, as well as other Easterners, such as students, members of other organizations, or those who can't or do not wish to make payments yet. The Affiliate Member will not be required to pay fees or voting privileges as an affiliate.

4.0.3 Responsibility of Members

Members are encouraged to imbibe ENYI ideals including but not limited to:

i. Actively canvassing for economic development, and political advance of the Eastern Nigeria, and Igbo speaking areas of Nigeria

ii. Actively and personally engaged in developmental activities in Eastern Nigeria like centering business (SMEs, etc), physical building, etc in Eastern Nigeria

iii. Advocate hard-work, dignity, while eschewing crimes, violence and other misconduct

4.0.4 Termination of Membership

Application/invitation to join the movement shall be ratified by the council within a probation period of three month. An individual shall cease to be a member if:

i. His/her membership is not ratified

ii. The individual becomes deceased

iii. The individual membership is terminated by the council on the basis of action antithetic to the ideals of ANYI

iv. If the individual is terminated after been determined to have fraudulently gained ENYI’s memberships and his /her activities might jeopardize ENYI’s objectives.

v. Membership is terminated for not meeting up with other obligations as spelled out by the constitution

5.0 Article 5: Committees and responsibilities

ENYI shall have standing committees as listed below, and from time to time set-up ad-hoc committees as exigencies may dictate.

i. Networking: This Committee shall be responsible for developing connections to every necessary person, groups, agencies and bodies.

ii. Lobby: This Committee shall be responsible for using the connections raised by the networking committee to mount effective lobbying campaigns.

iii. Politicking: This Committee shall be responsible for using various lobbying strategies to sway the political direction and maturity (grassroots awareness) of the East.

iv. Development Planning: This Committee shall be responsible for formulating development strategies and forming actionable plans for development (physical and economic) for the East

v. Audit Committee: This Committee shall be responsible for reconciling the financial transaction and other financial undertaking of ENYI.

6.0.0 Meetings And Quorum

6.0.1 ENYI shall have separate Annual General Meeting for both the Online and Offline Members toreview her activity. Notice of the AGM shall be sent well in advance of the date of the meeting. In addition to the AGM, the ENYI council, and patrons must meet at least monthly (online or offline) to facilitate the pursuit ENYI aims and objectives.

6.0.3 And emergency cabinet or AGM might also be called by the cabinet as exigency demands

6.0.2 QUOROM

i. Where notice of meeting is sent at least a month before the scheduled date, a quorum of shall be formed when 65% of concerned members are present. This is to prevent dormant members holding the organization hostage.

ii. In case of emergency meeting 51% percent attendance of members shall constitute a quorum

But it is still necessary to suggest committees and the possible roles. Besides, we still have to discuss Officer and Cabinet Members.
Do the Patrons suffice as cabinet members, or do we still need officers, and in what capacity, and responsibility. Let's get this process inching forward. We are getting closer to the end of the conference, but more still needs to be done.

With the benefit of hindsight, it appears to observers that Gowon has been screwed; he has been scammed! Certainly this wasn't the One Nigeria he fought for! A Nigeria where 'victors' are unable to live in peace among themselves despite sharing war loots and national cake among themselves. A Nigeria where the weak (children, women, and aged) are slaughtered by night, and the strong (men, and leaders) fell in broad day light, is far from Gowon's aspiration!


Where is Gowon? And when will he find his voice? Is he waiting for a full scale civil war between Berom and Fulani, so that he could crawl out of his hole and declare a 'No victor, no vanquished'?

Gowon's leadership is needed right about now! He needs to explain to his people why he led them to wilderness and into slaughter house; he needs to reassure them that Fulani are partners in one Nigeria, and that he led the aright!

If he cannot find the voice for this, then Gowon and his cohorts must reassess the relationship between the core north and middle belt with the aim or repositioning the middle belt in the right place and corner in the Nigeria equation. While this is going on, Kwara, Kogi, and Benue State must be vigilante, as the are all of the frontline territory of the herdsmen insurgency. Those who chose this quagmire, must ultimately rise to the challenge of quenching the glowing amber. It's conflagration, has the potential to draw in the all-comer. The Jihadist movement is a relentless one. Gowon, it's time to crawl out of your hole. Your people need you now more than ever!

Onlytruth: My brothers and sisters,

I want to address those who think that we should move to Igboland Forum.
With all due respect and consideration, I think they have either not followed deliberation on this thread up to this stage and simply jumped in, or that they want to surreptitiously derail our mission. Our focus is not only on Igboland, but our entire Eastern neighborhood. I feel like I have to restate it so that those who don't believe in our direction can leave us to continue in the direction we want to move.
This movement is not aiming for secession from Nigeria. On the contrary it is aiming to sustain Eastern Nigeria within the Nigerian nation. We are planning how to survive and thrive IN IT.
Past FACTS and current events in Nigeria prove that there is Eastern Nigeria. Only folks bold enough accept this truth. This is why I emphasize that the size of membership is not really important at this stage. We are developing an idea, and only those who share in that idea would naturally join. We don't want to become another Igbo group out there. We want to learn from the past, fix what is broken (not throw away the baby with the bath water) and design a future that is REALISTIC within the Nigerian nation.

So, please let's think along this line. This mission is not for the faint folks with fragile ego and light heads. It is meant for those with resolute determination to solve a problem that everybody acknowledges that it exist, but none is willing to address.

@Bro Sam_Ikenna, it is well my brother. Nothing is really chiseled in stone yet. At the end of the day, we shall produce a document that reflect the core vision and mission of this movement. I personally believe that Section 2.2.3 is okay. It is broad and fluid. Don't worry, we shall never elect an Eze that would abuse ANY section of this constitution. I am confident of that.

Let's continue with the next sections as recommended by the moderator.

I would also like to assure our brother Sam_ikenna that the merit in his argument will not be overlooked. As the constitution is still in the drafting stage, such matter can always be revisited to ensure that grey areas are addressed and loopholes plugged. While we don't intend to have an Eze that will abuse the constitution, ensuring a solid constitution could also act as a fail-safe mechanism. So while we trudge ahead in the next section, I want us all to [size=13pt]please note [/size] that what we have done so far is not sacrosanct, and will be subject to the ratification of the cabinet after thorough analysis.

The simple answer to the bolded question is that we can't; not at the early stages. Let the corn and the weed grow together at first. We shall later get to the stage of membership ratification when we must have gathered speed.
Everything we are doing at this stage is just "make shift". Of course we shall have a GOOD website and other little apps crawling on it to purify registration process.

Umunna, we may have to move onto the next Section of this exercise. I believe we've gathered enough opinion for this Section. When we draft it proper, we shall cover all desires and then make a provision for future amendments.

The satellite picture will guide western niger including edo, bayelsa, rivers, and plateau, kogi, kwara, and adamawa out of Nigeria to join Benin republic. Those who have seen the satellite picture can attest to it. Barrack Obama has seen the satellite pictures. But many Nairalanders have not seen the satellite pictures that is why they talk rubbish everyday.

It will also ensure that the regions grow at their own pace, while cutting down unnecessary recurrent expenditure and cost of Government. State or Regional police is also covered in the proposal.

It's sad and unfortunate what is happening in Jos. From people being massacred in their sleep in the dead of the night to mourners been killed during funerals. What society are we building in this country?

Perhaps the FG should tweak the composition of the STF and re-jig the security apparatus. The warring communities should cease hostilities while towing the path of dialogue.

In the meantime my the dead RIP. My heart goes out to the families of those caught in the violence.

Why are some of the vocalists and propangadists not looking in the direction of the judiciary? Why must everything be about the Executive in general, GEJ in particular?

What document are you talking about? The man himself has declared he is withholding information of critical value from Government. Shehu should come clean and give all the information he has to the government.

By the way don't get me wrong, such information should be used by government to track down these criminals and bring them to justice or bring justice to them. A responsible government has no business negotiating with mass murderers and terrorists. Shehu Sani should give them up now, and if he is one of them, he should confess and face trial.

One thing is certain boko haram cannot kill all of us, sooner or later the dynamics will change.

In other words Sani Shehu has information that will be useful in curbing the menace that has sent many to early graves and ravaged the economy of many Northern state. But rather than Sani to volunteer this information to FG through her numerous reachable organs, Sani prefers to play hard ball of politics and brinkmanship, hoping to extract political consensus, leverage or personal aggrandisment. Little wonder the FG adopted tough stance on this matter.

It has fallen upon Sani shehu and co-travellers to save the North and help bring the perpetrator of these crimes to justice, cos sooner or later the conflagration will get out of their hands and consume them.

That said, I'd like to see this insensitive Sani summoned by SSS.

Beneli has offered interesting proposition of stratification of membership, while noting Afam's opposition to the idea of 'paying' membership, I'd like to asked Beneli to put some flesh on the strata of membership he proposed.

@Afam,
indeed every Igbo man and woman are enjoined to join the group. And if the group is going to remain online, and anonymous, there certainly will be no need to even suggest members should pay.

However, if and when the movement goes offline and set up physical structures and offices, certainly some cost will be involved - either voluntary donation or otherwise. Without funding, the reach and effectiveness of the movement will certainly be curtailed. Then again funding, either by dues or donations, demands accountability and transparency. This surely will be discuss and established before anyone will be asked to part with funds. However, let's not rule out the possibility that a time will come when members of ENYI will be asked to 'put their money where their mouth is.'. Nothing good comes easy!

An idle man (in Jos and NE) is a devil's workshop. Somehow, I think the fellow is a terror suspect, who is being sent to the cooler on this charge for lack of water tight evidence by the prosecution counsel.

Though it looks absurd but this could be a unique to deal with many captured terrorists and terror suspects who escape justice on technicalities.

We are now getting to the "meat" of the sandwich. cool

Once we carve this Section well, it is downhill from here.
We shall do our best to design this Section in such a way as would make it impossible for anyone with ill-will toward the development and progress of the East to access membership. We may find that the "how" (criteria for selection/invitation to membership) may trump the need for all other membership considerations. We may also decide not to make such exercise an open one because there are always enemies (both within and outside our region) lurking around to enervate the effort.

At this point, I am convinced that further comments on the Articles 1-3 are reserved for later by participant of this August conference. We shall now step into Article 4: Membership and Eligibility, and Responsibility

Eze OnlyTruth has already given an inkling into what the membership should look like.

We should all have our say on the nature of membership, the fledgling movement should have.

In general, we should consider questions such as: -

Who qualifies to be a member?
Who qualifies to continue being a members?
On what account should an individual be disqualify?
What are the roles and responsibilities expected of ENYI members - to the movement, to the people of Eastern Nigeria?

Let's continue with this onerous task of creating a people's oriented constitution.


Article 4: Membership and Eligibility, and Responsibility

For the avoidance of doubt, the following sections have been suggested/agreed as Aims and Objective (Article 2), and Patron, Power, Scope and Limitation of the movement (Article 3), subject to ratification by the cabinet. We are making progress


2.0 Article 2: Aim and Objective

2.1 The mission of ENYI shall be to bequeath a progressive and roundly developed Eastern Nigeria to the next generation.


2.2 The Objective of ENYI includes but not limited to:

2.2.1 To act as a lobby group by pushing and applying subtle pressure for economic reforms with a view to pursuing economic revival and infrastructural development in the states of the former Eastern region of Nigeria.

2.2.2 To revive the Igbo language and culture as well as defeat other forms of social ills by challenging retrogressive attitudes that amplify the primacy of wealth-acquisition over sound traditional moral values, while celebrating positive role models.

2.2.3 To make endorsements depending on the political paradigm of the day while retaining our neutrality, non-affiliation and our principle of bringing pressure on misguided political decisions or political office holders.

2.2.4 To help people at the grassroots to become interested and decisive in the choices they make during elections.
2.2.5 To enforce mores and accountability in governance by holding local and national politicians accountable by the use of such tools as the FOI bill etc.

2.2.6 To ensure that the rights to life, freedom of movement and dignity, of the peoples of the East are upheld, and where there is any suggestion that those rights are being abused, to ensure that the responsible person or persons do not escape justice.

2.3 Affiliations of the movement

(i) The Movement should actively seek and maintain a constant liaison with ALL Igbo groups starting with youth organizations, to cultural, educational, and religious groups.

(ii) The Movement should develop and maintain constant communication with all elected persons in the East.

(iii) The Movement should develop and maintain constant synergy with ALL political groups in the East.

(iv) The Movement should in the long run develop and maintain political rapport and rapprochement with ALL progressive groups in Nigeria.

(v) The Movement should develop and maintain working relationships with various international agencies for development, transparency, legal defence/representation, and human rights


3.0 Article 3: Patrons, Power, Scope and Limitation of the Association

3.0.1 The Eze is the number one Patron and figure head. The Eze can only be elected through a free and fair election arranged by the electoral committee. The tenure of the Eze shall be for one year only, but renewable via elections. All elections must be held and concluded at least two (2) months before the end of the tenure.

3.0.2 Patrons, also to be known as Ndi Nze na Ozo shall be nominated and elected once only; the only exception being the selection of no more than three patrons by the pioneer Eze. Subsequently, each new Eze will become a patron automatically and the de facto leader of all patrons, but will not be able to appoint or remove patrons unilaterally.

3.0.3 Patrons must be people who believe that all human beings were born and created equal. Therefore, a person shall be barred for life from becoming a patron or a representative if that person had at anytime suggested, insinuated or advocated that any part of Igbo land is superior to any other part of Igbo land or used derogatory terms to refer to other nationalities that constitute Igbo land.

3.0.4. Removal of Patrons


Patrons can only be removed or suspended via due process as follows:

i. Complaints raised by any member of the movement.

ii. Investigation and recommendation by committee set up by other Patrons

iii. Action taken through a vote of simple majority by patrons and a deciding vote by Eze where there is a tie.

iv. The decision (refer to iii) can be appealed by the complainants or patron

v. The Eze can only unilaterally uphold the decision and will need 2/3 of the total votes of the patrons and council members to upturn any decision. Such votes will only be valid if 75% of all patrons and council members cast their votes.

vi. The Eze selects his council members and may select from any member of the movement including the patrons. Council members must be made known to the members and 51% member objection shall nullify such selection.

3.0.5. Powers of Patrons

i. Patrons have the powers to set up committees for different projects and investigations.

ii. In the absence of elected assemblies, the patrons have the rights to make major decisions on behalf of members only after consultations with members.

iii. Powers to draft proposals and endorsements on behalf of members.

iv. Powers to create a platform towards electing representatives when the need arises. The need is determined by the advancement of the movement and level of calls by members for such.

v. Powers to start investigations on serious allegations against the Eze, in which case the Eze will not chair or assemble the panel of investigation.

vi. Powers to sanction the Eze following investigations. 75% vote by patrons is needed for such sanction. The Eze has the right of appeal and a public vote will be required for his removal or sanction, should the Eze chose to appeal. A simple majority vote of not less than 75% of members is required to ratify the Eze’s removal following his appeal.

x. The patrons are expected to spearhead the achievement of the objectives of the association and shall be dissolved if a 75% vote of no confidence is passed by members.

xi. The patrons and Eze shall not be able to alter any part of the constitution without consultations, similar to the writing of the original constitution.

Vii, Viii and ix have been left blank on purpose and all amendments must refer to the original documents. Additions may assume any of the vacant spaces and must be contained in articles of amendments. Articles of amendments can only be produced following a process similar to the writing of the original constitution. There will be no need to follow this process following the formation of assembly and election of representatives.

3.0.6 Scope and limitations of the association

i. The association must work within the law at all times. The association is non-violent and shall use non-violent means to achieve its objectives.

ii. The scope of the association must not be at odds with the objectives. The scope is dependent on the objectives and the objectives are subject to expansion as ratified by members.

iii. The organisation shall not give blind support to any political party or actively promote any single party without strong concessions from the party. Political supports and endorsements are dependent on the political paradigm of the day and will be subservient to Eastern Nigeria Interests and mutual interests based on concessions from our allies.

iv. Communication and association must be established through registration and free subscription to the news letter. Very important discussions to be carried out via news letter and publications of consensus delivered on Nairaland or any other forum that we have membership base.
