JOHANNESBURG — An estimated 30,000 mostly Muslim Fulani militants are operating in Nigeria, causing "worsening insecurity and religious freedom violations," according to an influential new report.

The report, by the U.S. Commission on International Religious Freedom (USCIRF), states "violence by Fulani militants caused the highest number of deaths among all religious communities in Nigeria over the last year, as compared to attacks by organized insurgent groups and criminal gangs."

The Fulanis, so-called herders of livestock, have, according to the USCIRF report, "targeted Christian (farming) communities in the Middle Belt and, increasingly, the South, burning homes and churches as well as kidnapping, raping, and murdering."

But a former counterterrorism expert at the State Department told Fox News Digital that the kind of strikes the U.S., working with Nigerian government forces, have recently carried out in Nigeria’s North against Islamist terrorist organizations such as Boko Haram and Islamic State, wouldn’t work against the Fulanis in the predominantly Christian central areas of the country.

Sterling Tilley, former acting director within the Bureau of Counterterrorism, who has worked in Nigeria for the State Department, said that the U.S. "militarily dealing with the farmer-herder conflict is not advisable because it is likely to bring more instability in the country." Tilley, now director of the Thomas R. Pickering Graduate Foreign Affairs Fellowship at Howard University, added, "There are some steps that can be taken to quell the violence, but there must be Nigerian political will to do so."

This week, Secretary of War Pete Hegseth commented on the recent strikes ordered by President Donald Trump on Nigeria, saying, "Maybe a year ago, [the president] heard the call of Nigerian Christians who were being targeted and killed by ISIS. And he said, 'Pete, I want the War Department to focus on ensuring that we do everything we can to protect those Christians.'"

Christians make up approximately 48% of Nigeria’s population. Fulani militants, the USCIRF report stated, "have often carried out operations during Christian holidays such as Christmas or Easter to further maximize the psychological impact, terrifying those communities from gathering to celebrate or worship. During attacks, assailants sometimes utter slogans with religious connotations, such as "Allahu Akbar" (Arabic for "God is great"wink.

But, according to the report, Muslims are being attacked too. "Fulani assailants have not spared Muslims, raiding herders’ cattle and violently attacking non-Fulani Muslim communities," the report added.

"Violence at the hands of militants from the Fulani tribe far outnumbers violence from all other militant groups such as Boko Haram or ISWAP (Islamic State West African Province)," Henrietta Blyth, CEO of Open Doors UK & Ireland, an organization that highlights the persecution of Christians, told Fox News Digital.

While her organization was not part of the report, she said, "My heart has been broken as I have heard stories from women and men who have seen their beloved family members butchered in front of them or carried off into a life of slavery."

Blyth added: "The situation is complicated, and as the report concludes, it is too simplistic to say all perpetrators are religiously motivated. What is undisputable is that Christians are highly vulnerable and often the victims, paying the price in blood. They desperately need protection and, for hundreds of thousands driven from their homes, the chance to heal and rebuild their lives."

The USCIRF report also stated, "Criticism of responses to Fulani militant violence from federal and state authorities has often described their responses as unsatisfactory at best and complicit at worst."

Tilley told Fox News Digital that elections are to be held in Nigeria next year, and "the Fulani do have considerable political influence as a voting bloc. Thus, the Nigerian government seems reluctant to take actions necessary to quell the violence for fear that they could lose their base of support in the North and Middle Belt."

Fox News Digital reached out to the Nigerian government for comment but did not receive a response by publication time.

Trump administration considers adding 36 countries to travel ban list

The United States is considering restricting entry to citizens of an additional 36 countries in what would be a significant expansion of the travel ban announced by the Trump administration early this month, according to a State Department memo reviewed by The Washington Post.

Among the new list of countries that could face visa bans or other restrictions are 25 African nations, including significant U.S. partners such as Egypt and Djibouti, plus countries in the Caribbean, Central Asia and several Pacific Island nations.

A State Department spokesperson said the agency would not comment on internal deliberations or communications. The White House did not immediately respond to a request for comment.

Such a move would mark another escalation in the Trump administration’s aggressive crackdown on immigration.

The memo, which was signed by Secretary of State Marco Rubio and sent Saturday to U.S. diplomats who work with the countries, said the governments of listed nations were being given 60 days to meet new benchmarks and requirements established by the State Department. It set a deadline of 8 a.m. Wednesday for them to provide an initial action plan for meeting the requirements.

The memo identified varied benchmarks that, in the administration’s estimation, these countries were failing to meet. Some countries had “no competent or cooperative central government authority to produce reliable identity documents or other civil documents,” or they suffered from “widespread government fraud.” Others had large numbers of citizens who overstayed their visas in the United States, the memo said.

Other reasons included the availability of citizenship by monetary investment without a requirement of residency and claims of “antisemitic and anti-American activity in the United States” by people from those countries. The memo also stated that if a country was willing to accept third-country nationals who were removed from the United States or enter a “safe third country” agreement, it could mitigate other concerns.

It was not immediately clear when the proposed travel restrictions would be enforced if the demands were not met.

The countries facing scrutiny in the memo: Angola; Antigua and Barbuda; Benin; Bhutan; Burkina Faso; Cabo Verde; Cambodia; Cameroon; Democratic Republic of Congo; Djibouti; Dominica; Ethiopia; Egypt; Gabon; Gambia; Ghana; Ivory Coast; Kyrgyzstan; Liberia; Malawi; Mauritania; Niger; Nigeria; Saint Kitts and Nevis; Saint Lucia; Sao Tome and Principe; Senegal; South Sudan; Syria; Tanzania; Tonga; Tuvalu; Uganda; Vanuatu; Zambia; and Zimbabwe.

The list represents a significant expansion of a presidential proclamation issued June 4, when the United States fully restricted the entry of individuals from Afghanistan, Myanmar, Chad, Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen. The United States also had partially restricted the entry of travelers from Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela under that order.

Democrats and other critics of the Trump administration have described its efforts to issue blanket travel bans on selected nations as xenophobic and bigoted, pointing to President Donald Trump’s efforts to block travel from Muslim-majority nations in his first term and the high number of African and Caribbean nations targeted during this term.

Early in his first term, Trump attempted to restrict travel from Iran, Iraq, Syria, Somalia, Sudan, Yemen and Libya. The initial version of the ban caused confusion and chaos at airports. It faced numerous legal challenges until the Supreme Court upheld the third version of it in June 2018.

While the travel ban was rescinded under the Biden administration, Trump repeatedly pledged to reinstate it on the campaign trail, stating it would be “bigger than before.”

On Inauguration Day, the White House issued an executive order calling on U.S. agencies, including the State Department, to look for “countries throughout the world for which vetting and screening information is so deficient as to warrant a partial or full suspension on the admission of nationals from those countries.”

President Bola Tinubu presented a forged degree certificate to the Independent National Electoral Commission (INEC) when he filed his paperwork to lead Nigeria in June 2022, Peoples Gazette can report based on the testimony of the institution he arrogated, introducing a new but potentially fatal front in the ongoing battle to oust the Nigerian leader for his documented misdeeds from years gone by.

The official repudiation of Mr Tinubu’s certificate — the only academic qualification he presented to the electoral office — came at a deposition of school officials on Tuesday in Chicago. An expanded transcript of the session is still being processed, but The Gazette has learnt about what has perhaps been the most crucial expectation of Nigerians: How the school would characterise Mr Tinubu’s certificate under oath and penalty of perjury.

Caleb Westberg, the registrar at Chicago State University, said Mr Tinubu’s certificate, dated June 22, 1979, and tendered to INEC on June 17, 2022, was not issued by the school and its administrators could, therefore, not be able to authenticate its source, The Gazette learnt.


Mr Westberg, CSU’s registrar since November 2020, also said, during the deposition that lasted about 5.5 hours, that Mr Tinubu did not apply for a replacement certificate, nor was he ever issued one.

The categorical statement capped a successful outcome for the monthslong legal strategy of Atiku Abubakar, Mr Tinubu’s main opponent, who approached the United States District Court for the Northern District of Illinois in Chicago to ascertain the authenticity or otherwise of the document. Federal district judge Nancy Maldonado granted a final order for CSU administrators to turn over all documents relating to Mr Tinubu to the school and also sit down for deposition by an adversarial team of lawyers deployed by Mr Abubakar.

Mr Tinubu, sensing the intractable consequences of the proceeding, vigorously fought to thwart its successful outcome, with his lawyers warning the judge in a September 21 hearing that releasing the documents with deposition would inevitably inflict severe, irreparable harm against the Nigerian president.

The school had long insisted that Mr Tinubu was its student, entering in 1977 and graduating in 1979, but its inability to authenticate the certificate the Nigerian president submitted would ripple through Nigeria’s over 200 million population for the foreseeable future.

Previously in 1999, Mr Tinubu had lied under oath when he ran for governor of Lagos, claiming he obtained a degree from the prestigious University of Chicago. However, he managed to escape being held accountable for the breach because he had been elected before it was discovered, and he did not submit a certificate backing his claim, only an affidavit that was later found to be fiction, and the Nigerian Supreme Court said he could not be charged with crimes as a serving governor. He subsequently stopped claiming attendance at the University of Chicago, holding on instead to a claim that he attended Chicago State University, one of Illinois State University campuses traditionally popular among black people.

A spokesman for the president was not immediately available for reaction to the development on Tuesday night. But the president’s allies have suggested publicly that the evidence was inconsequential and propagated the Supreme Court’s readiness to throw it out.

The president’s allies are also banking on the muddled circumstances of the president’s certificate spiel, believing his Nigerian lawyers would be able to convince the Supreme Court to focus more on the school’s position that Mr Tinubu was a student rather than how he came about parading a forged certificate.

On Monday evening, shortly after the school dumped records into the electronic filing portal used by lawyers to all parties, Mr Tinubu’s team circulated a misrepresented account of the documents, successfully misleading some media outlets to run a claim that the school had authenticated Mr Tinubu’s certificate.

They also said a replacement was issued to Mr Tinubu on June 27, 1997, in what seemed to be a reference to the certificate the school had submitted following a 2022 subpoena obtained from a state court by Nigerian lawyer Mike Enahoro-Ebah.

Mr Enahoro-Ebah received the certificate, dated June 27, 1979, alongside all academic records of Mr Tinubu from CSU in August 2022. But the certificate was signed by Elnora Daniel and Niva Lubin, who were not at the school in 1979 and carried June 27, 1979, as its issuance date.

After comparing the certificate he was given by CSU to the certificate Mr Tinubu submitted to INEC, dated June 22, 1979, Mr Enahoro-Ebah promptly returned to Nigeria with the records and filed a criminal complaint against Mr Tinubu for forgery. But the case was stalled in an Abuja court for months before the election and has not been heard even months after the election.

Mr Atiku used the conflicting records to approach the federal court in Chicago for a subpoena as part of his ongoing case against Mr Tinubu in Nigeria, culminating in Tuesday’s deposition that established Mr Tinubu forged his certificate in violation of the Constitution.

Mr Tinubu was narrowly declared the winner of the February 25 presidential election, and he was only sworn in on May 29. But today’s development could all but mark a putative end to his presidency due to the constitutional proscription against the submission of a fake certificate to the electoral office.

Section 137 (1)(j) of the Nigerian Constitution (amended in 2010) specifically stated that no one would be legitimately elected president of Nigeria if the person “has presented a forged certificate to the Independent National Electoral Commission.”

The records obtained from the school, the deposition and other material collected through the U.S. legal system are now being prepared for onward submission to the Nigeria Supreme Court, where a final decision on the presidential election challenge would be made on or before December 6, 2023.

While the evidence may appear overwhelming to a plurality of Nigerians, its acceptance would still need to cross a formidable hurdle at the Supreme Court. This is because the court has conventionally rejected the introduction of new material at the top court level that was not previously argued during the initial trial.

Mr Abubakar himself admitted before two U.S. judges who heard his discovery application that it would be a daunting challenge to convince the Supreme Court to accept the files, yet not entirely improbable.

Mr Abubakar lost at the Court of Appeal, the initial court for presidential election disputes, when a panel of five judges on September 6 said his petition was too weak to overturn Mr Tinubu’s election.

Mr Tinubu’s lawyers, in the U.S., argued against granting Mr Abubakar’s application to extract their client’s records over an admissibility challenge. But Ms Maldonado, nonetheless, said in her September 30 judgement that the records should be released, and any questions about usefulness would be answered by the Nigerian Supreme Court.

Mr Abubakar filed the application to obtain Mr Tinubu’s CSU records and depose its officials on August 2, 2023, coming under Section 1782, the statute that allows the U.S. to turn over records “for use in a proceeding before a foreign tribunal.”

You come to a local church in a village where 99% communicate in Igbo language and you install a Yoruba pastor to be the Sherperd. You need to have a Pastor who can communicate in a language the people will understand easily, except if the motivation here is pure tribalism and distrust. You want their money and donations but you don't want them to be leaders in your Church. Does it mean Igbo Pastors don't know how to preach or sweet talk members into emptying their pockets in the name of offerings, tithes, seed sowing and donations?

Former Minister of Education and presidential candidate of Allied Congress Party of Nigeria,ACPN, Dr Oby Ezekwesili, has described President Muhammadu Buhari as incompetent and that he rewards incompetency by keeping his incompetent appointees in office.
She made the remarks in Calabar on Friday while speaking with journalists on why she is running for the office of president.

Her words: “We have seen serial failures in this administration. The president rewards incompetency. And I am not surprised because the president himself is incompetent but does not realise it.
“What he does is to extend their stay in an office in which they have failed. We have seen it with the military. We have seen it with the police.
“He has retained the Inspector General of police after the expiration of his tenure. It is it for stellar performance? This is an IG of police the president told the whole country he did not go to where he was assigned to go in Benue State.
“What the president is essentially telling us is that the Nigerian life does not matter that much to him, otherwise he should be very aghast at the level of killings that happen.”
According to her :“My greatest shock and one of my triggers for deciding to run for election not being a politician, as you all know, is that the debasement of the Nigerian life is the final straw that can turn us into a society of anarchy.
“For it to be that children will grow up in this society and just come to the understanding that killing a person is a normal thing; you know, you can just do it, there is no consequence. My goodness! What kind of impunity is that? That is a dangerous level of impunity.
“For me, I want to be the president of this country and be an effective commander-in-chief of our armed forces on the basis of competence, capacity and character.
” I would so do that work well that that the life of a Nigerian would be the epicentre of our development process. It has implications. It means that in terms of security, we would run the most efficient security system.
“We would reform the security infrastructure of the country. We would find those brilliant ones in our military establishment that have been hidden away in an era of incompetency and low productivity.
“We would also reform the systems within the military because when we look at the military anywhere, they are the basis of what is called management by objective.
“And that idea is that when resources are made available, resources should lead to performance. And they should lead to accountability, they should lead to reward and when you are not getting it, you should fix it. And the president is not known to fix things that have gone wrong.”
On the economy ,Ezekwesili said the president himself had rated his performance on the economy low and wondered why it took him four years to realise that his economic policies were bad, saying the ability to get the economy right was what the president lacked the capacity to do.
She bemoaned the high level of poverty in the country and said as president she would focus on the right kind of policies, institutions that would promote investments and find innovative solutions to infrastructure deficit.

PEACE RETURNING TO IMO APGA AS AGGRIEVED APGA ASPIRANTS SHEATH THEIR SWORD !

There is no alternative to peace , dialogue and reconciliation as spokesman of Aggrieved APGA aspirants led other members to a visit to the national chairman of APGA, OZONKPU VICTOR Oye.
It was a solemn moment as the real issues that led to the current rancour which was the outcome of the just concluded primary election in Imo was tabled and disected .
Both sides agreed that there were impefections in the process even though it could have been approached better . It was a frank discussion and truth prevailed .
Party acted to avoid what happened to Zamfara Branch of APC. Led by Dr Sam Amadi , the team agreed on the need to expand the dialogue in the greater interest of APGA. We cannot destroy our house out of anger . The mistakes have taken place and there is need to resolve issues and move forward .
Chairman APGA NATIONAL Reconciliation Committee, Chief Jerry Chukwueke sued for peace and appealed for calm and restraints. Chukwueke who is also APGA Vice Presidential Candidate urged the aggrieved aspirants to let by gone be by gone . We need to close ranks and move APGA forward, he charged . Ozonkpu Victor Oye regretted that anger made the aspirants not to explore due process to address their grievances. He charged the aspirants to know that neither himself nor governor obiano compromised the process.
Also Present at the parley were National Secretary, National Deputy Chairman south , National vice chairman South East and Secretary of the reconciliation committee, Chairman APGA UK , myself Nze Elvis Agukwe, BOT Chairman APGA UK , National legal Adviser among others .
