You have failed to answer the all important question. So which state "indiscriminately increased taxation" which boosted their IGR? Is it in Northern Japan? Take note: 1. Tax is NOT the only form of government revenue. There are state owned enterprises among others that generate revenue (museums, parks, hotels etc) for the Govt, state owned bonds and other investments AMONG other revenue sources.
