Dapo might be a dunce and a slow walker of a governor but he is a talk and do governor. If you hear Dapo say he's doing something as a gov trust him he is doing it. If he say he will do something also, he will do it. I guess dis is because he is not a politian per se hence he doesn't understand politics gimmicks.
