They will face charges. Yes the money is insured but they also want to cut their loss. Whatever is returned will not be reimbursed by the insurance company. Read the article again, it clearly says they will face charges if not returned.

It will be in their best interest to return that money or face charges. This particular video shows their faces, license plates and types of cars.
