Keen knowledge of communities and terrains are indispensable to preventing and solving crimes when it happens. Having someone from Ibadan to patrol and police Enugu neighborhoods is inefficient uphill task.
Local people are least likely to cooperate and volunteer needed informations to solve crimes to a police who is a stranger as they will to a local one from their midst.

Their name says it all...FBI--federal bureau of investigation. Think Nigeria use to have something like that as a unit of their police department....CID...central Intelligence division(department).
Unlike the Nigeria type, USA own is federal constituted unit independent of other police departments.
Don't have time for costs benefits analysis. System do decentralised and saturate communities with policing needs. Enforcers knows the population better because they're members. When new people enter their communities they know strangers. And are also aware of the bad actors to round up or check out when bad things happen. They knows their beats. Scope of FBI duties is wide. Sometimes, they investigate and reprosecute cases of local jurisdictions where there are suspicion of miscarriage of justice.
Los-Angeles police cannot go to New-York and arrest somebody from his home. FBI coordinate that. New-York police cannot go to Nigeria to arrest somebody. CIA coordinate that. USA have no national police. FBI is not a national police. Is a national (undercover) intelligences laws enforcement organization. As undercover, they wears no uniforms.

FBI is a national police not a mere intelligence unit. Their constituting law describes them as law enforcement under the attorney General. They through the AG prosecute make arrests etc. They are the most powerful law enforcement in the US.

Now this so called coordination between multiple police units, isn't it a waste of resources and time?! It is not like there is an authority that covers coordinating police units which ensures smooth coordination.
USA do not have national police. FBI is not a national police. Is an undercover "federal bureau of investigations".As such, they don't wear uniforms. Other than prosecuting federal laws violations, FBI effect arrest of people who commit crime in one state and run or live in another states. FBI apprehend such people and present them to where they're needed. And also charge them for federal count of interstates flight to avoid prosecutions. Just like CIA do international flights to avoid prosecutions matters. Coordinations are synchronize seamlessly by the middle authority and the localities. The states CONTROL their administrations, funding, education boards, the POLICE. etc. Of course the federal govt controls intelligence services, the army and international trade. In the United States, prior to the FBI, criminals could easily cross over State borders and jurisdictions, thereby evading justice. The FBI solved that with a national jurisdiction over particular crimes detrimental to national interests.

All policings are local. All crimes happen in local jurisdictions. States sheriff department coordinate intra- state matters occuring across local jurisdictional authorities. FBI/ federal Marshalls coordinate inter-states and federal laws violations respectively.
Often deputy costables (costabulary unit) police unincorporated areas between localities. Chiefs of local police are appointed by local governments chairs, who are ellected and accountable to the people. This is what decentralised police look like.

The so called Federalism the United States practices grows weaker with a very strong central government. Since the American Civil War, the central government taken up more responsibilities in equipping and creating an armed force with international stretch, social welfare to it's citizens, foreign affairs, the national economy, international trade and even a federal police etc.

These roles enable the central government to overshadow the States in such a manner that true federalism can not be said to exist!

With creation of states and local police authorities. The federal, so called "Nigeria police" will be drastically reduced to dealing with inter-states and interjuridictional matters. Most of present police will be deployed to states or local governments of origins. Present police budgets will be allocated to states and local police departmental units for more efficient uses.

Accountability will be more acute at regional grassroots levels.

I don't think there is much of a disagreement. The NASS should just take a united front and go along with the Senate's decision. The Executive should pass the budget into effect, and should include in a supplementary budget, anything it feels is important to its developmental projects. What it should not do, is create confusion and chaos in the legislature. This would be totally unforgivable, and would in the future, come around to bite them.
Where will another #60billion come from for a supplemental appropriations for the railways?
Why would NASS Just share #60 billion they said was unattached to any project among themselves as grassroots constituency projections development?
They need to reallocate the money for what is for__rail.
#60billion don't just fall from a tree to allocate another one in a supplementary budget. Railways will have more grassroots impact than the senators can ever have individually with their shares from the fund.
