It's not dead. It's getting allocation every year. Konza you need to understand is different from your wet dream cities. This is a TECHNOPOLIS. This gov project - gov will provide horizontal infrastructure. And then give you free land - and tax holiday. And so once gov has completed infrastructure development - investors will snap them and build it. Already KOREA's famed KASIT has committed 200m to build institute there.
