What I read is that He will punish those who violate moral codes: the adulterers, the murderers, all liars, sorcerers, etc. Humans are free to exercise their free will provided it doesn't hurt man and God. Moral codes are just and right.
We won't think our parents who disciplined us didn't love us, would we? It's even out of love that they discipline us.
The penal code is the same: allocate punishment based on gravity of offence, but capital punishment for certain classes.

God corrects all through one's life, but as death happens, this phase called time ends, and we enter a timeless zone. Man's penal code stipulates life imprisonment, while God's is eternal separation from Him. It sounds reasonable to me.
