The Federal Government is to evacuate 1,000 Nigerians this week, the Presidential Taskforce (PTF) has said. Over 4,000 Nigerians are stranded across the world following the global lockdown occassioned by the COVID-19 pandemic. As at June 13, 1,523 Nigerians have been evacuated. APTF Coordinator, Dr. Sani Aliyu, disclosed during the daily briefing of the Task Force that 500 evacuees would land in Abuja and the other 500 in Lagos. President Muhammadu Buhari may have approved the reduction of pump price of the Premium Motor Spirit (PMS) also known as petrol from N145 to N130. A reliable presidential source, who disclosed this to The Nation at the Presidential Villa on Wednesday, said the approval may have followed a presentation by the Minister of State on Petroleum Resources, Chief Timipre Sylva, to the ongoing Federal Executive Council (FEC) meeting at the Villa. The third case of coronavirus has been confirmed in Lagos. The Lagos State Ministry of Health, which confirmed the case, said the patient is unconnected with the index case. The infected, a 30-year-old Nigerian female who returned from the United Kingdom on Friday, observed self-isolation, developed symptoms and tested positive. Deposed Kano Emir Muhammadu Sanusi II is set to leave Awe town in Nasarawa State where he was banished on Monday by Kano State Government. Justice Anwuli Chikere of the Federal High Court in Abuja on Friday ordered his release from confinement. Sanusi, who led the 2pm Jumat prayer at the palace of Emir of Awe, is leaving with Kaduna Governor Mallam Nasir El-Rufai. El-Rufai arrived the town to visit the deposed Emir, a long-time friend, around 12:30noon. Kaduna state governor, Malam Nasir El-Rufai is currently in a meeting with the dethroned Emir of Kano, Lamino Sanusi who is taking assylum in Awe local government area of Nasarawa. The Kaduna governor who is a close friend to the dethroned Emir had shortly after he was removed as emir appointed him into the board of the state Investment Promotion Agency, KADIPA. He also appointed the dethroned Emir as the chancellor of Kaduna state University. Already the state has witnessed an increased number of security check points in the last few days especially the way leading to Awe. Our correspondent who is in Awe, the headquarters of Awe local government area of the state, gathered that between Obi and Awe town, which is a distance of about 60 kilometres, over 15 security check points have been erected at strategic areas along the road unlike in the past which used to be between two and three security check points mostly on Awe market days. Motorists going to Awe were subjected to security scrutiny by a joint team comprising of the police,DSS,the army and the NSCDC. Meanwhile, journalists have been barred 200 metres away from the resident where the deposed Emir is staying as security personnel have completely condone off the house. Federal High Court in Abuja has ordered the immediate release of dethroned Emir of Kano, Sanusi Lamido Sanusi from confinement/detention. Justice Anwuli Chikere made the order in an ex-parte ruling on Friday morning after listening to lawyer to Sanusi, Lateef Fagbemi (SAN) who argued a motion ex-parte to that effect. The order, made interim, is directed at the Inspector General of Police (IGP), Director General of the Department of State Services (DSS), Attorney General of Kano State and the Attorney General of the Federation (AGF) - who are all named as respondents in a fundamental rights enforcement suit filed on March 12, 2020 by Sanusi. Justice Chikere, in the ruling, said: "An interim order of this honourable court releasing the applicant from the detention and or confinement of the respondents and restoring the applicant’s rights to human dignity, personal liberty, freedom of association and movement in Nigeria, (apart from Kano State) pending the hearing and determination of the applicant’s originating summons." The judge also granted the applicant leave to serve a copy of the release order and the processes in relation to the substantive suit on the respondents through substituted means. Justice Chikere allowed Sanusi to serve the defendants in the following manner: On the IGP, through any officer in his office at the police headquarters at Louis Edet House, Garki, Abuja; on the the the DG DSS, through any officer at the DSS headquarters at Aso Drive in Abuja; on the AG of Kano State, through any officer at the sate’s Ministry of Justice, Audu Bako Secretariat, Kano, and on the AGF, through any officer at the Federal Ministry of Justice in Abuja. Deposed Emir of Kano, Lamido Sanusi, has filed a suit before the Federal High Court in Abuja for an order for his release from banishment. Sitting Presidents will no longer enjoy immunity in criminal matters if the alteration being proposed to the 1999 Constitution by the Senate sails through, The Nation learnt on Thursday. Also to lose immunity is the Vice President, Governors and their deputies in the impending alteration. This followed the second reading of a Bill titled: “A Bill for an Act to alter the provisions of the Constitution of the Federal Republic of Nigeria, 1999 to qualify criminal liability for certain public officers under Section 308” sponsored by the Deputy Senate President, Ovie Omo-Agege. The explanatory memorandum of the Bill stated that: “This act provides for qualification of the immunity clause to exclude immunity for Public Officers referred to in Section 308 from criminal liability where the offence involves misappropriation of funds belonging to the Federal, State or Local Government and also the use of thugs to foment violence.” Section 308 of the 1999 Constitution (as amended) reads: “(1) Notwithstanding anything to the contrary in this Constitution, but subject to subsection (2) of this section - “(a) no civil or criminal proceedings shall be instituted or continued against a person to whom this section applies during his period of office; “(b) a person to whom this section applies shall not be arrested or imprisoned during that period either in pursuance of the process of any court or otherwise; and “(c) no process of any court requiring or compelling the appearance of a person to whom this section applies, shall be applied for or issued: “Provided that in ascertaining whether any period of limitation has expired for the purposes of any proceedings against a person to whom this section applies, no account shall be taken of his period of office. “(2) The provisions of subsection (1) of this section shall not apply to civil proceedings against a person to whom this section applies in his official capacity or to civil or criminal proceedings in which such a person is only a nominal party. “(3) This section applies to a person holding the office of President or Vice-President, Governor or Deputy Governor; and the reference in this section to "period of office" is a reference to the period during which the person holding such office is required to perform the functions of the office.” The proposed Bill provides that a President, Vice President, Governors and Deputy Governors shall lose their immunity if they are investigated by security and anti-graft agencies, including the courts. The Bill said in part that: “Section 308 of the Principal Act is altered by (a) Substituting for subsection (2), a new subsection “(2)” - “(2) The provisions of subsection (1) of this section shall not apply - “(a) to civil proceedings against a person to whom this section applies in his official capacity or to civil or criminal proceedings in which such a person is only a nominal party; and “(b) to persons who hold the office of Vice-President, Governor or Deputy Governor, if it is determined either by the Economic Financial Crimes Commission, Independent Corrupt Practices Commission, Nigerian Police and State Security Service through a collaborative investigation that the said person is indicted by a court of competent jurisdiction for: “(i) Financial misappropriation of funds belonging to the Federal, State or Local Government; or “(ii) Sponsoring of thugs to perpetrate violence that cause injury or death of political opponent, a member of his family, agent or personal representative.” Also on Wednesday a Bill which prescribed a degree certificate as a minimum qualification for any one aspiring to the Office of the President also scaled second reading. The Bill titled: “A Bill for an Act to alter the provisions of the Constitution of the Federal Republic of Nigeria, 1999 to provide for the amendment of Sections 65 (2) (a), 131 (d), Section 106 (c) and Section 177 (d) therein, to provide for minimum qualification for election into the National and States Assembly, Office of the President and Governors, and other related matters, 2020” was sponsored by Senator Istifanus Gyang (Plateau North). The Bill seeks to alter Section 131 (d) which deals with minimum requirements for anyone running for the Office of the President. The two men declared wanted for having contact with Nigeria’s index coronavirus case have been found, the Lagos State Government has declared. The duo of Enwelunta Obumnore Godfrey and Salami Abiodun Sadeeq, who boarded the same flight with the Italian that tested positive to coronavirus in Lagos, were declared unreachable on Monday after all efforts by the state government to trace them proved abortive. Commissioner for Health, Prof Akin Abayomi, said the two men were identified within 24 hours after their names were made public. He said this at a press briefing on Wednesday. “As you know, we published their names and within 24 hours, we identified them and we've been in touch with them. “I thank the media for putting those names out and for social media, it was very quick. “It shows that the Lagos community is responsive and very responsible because I was surprised at the speed they were identified,” he said. Abayomi said the Italian, who has been in isolation for about two weeks and the second index case, are doing very well. He added the three persons in isolation from France, England, and China have been discharged. “He (the Italian) has no symptom, but the test shows that he's still secreting the virus although the level is going down significantly. “So if the virus secretion hits zero, we will test him one more time to be sure and he will be discharged from the hospital. The second case is doing well. “He hasn't developed any major symptoms; just some minor aches and pains and he seems to be doing well and we are satisfied. “We will repeat his test tomorrow and we will determine what happens next based on his test,” he stated. Former Kano Governor Senator Rabiu Musa Kwankwaso has accused President Muhammadu Buhari of ordering the dethronement of former Emir of Kano, Muhammad Sanusi II. He also denied the claim by Kano State Governorment that, his administration queried Emir Sanusi three times. Senator Kwankwaso stated these while speaking in an interview with the Hausa service of the BBC on Wednesday. The former Governor in the interview monitored by our correspondent in Kaduna, also faulted the banishment of the deposed Emir, saying he (Sanusi) ought to have been allowed to chose wherever he pleases to stay. According to him: "Let me begin by saying today is a very sad day in Kano, Nigeria and by extension in the entire world, because His Highness the Emir of Kano (Sanusi) is a global personality. "What we have seen is very sad because there is no responsible government that is supposed to take the kind of step taken by Kano State Governorment by dethroning Emir Muhammad Sanusi II. "But, the big issue is that, as enshrined by section 35 of the Nigerian Constitution, even if you dethrone someone as Emir, you ought to allow chose wherever he so pleases to stay, that is even when you follow due process to dethrone him. "However, like people who are close to President Muhammadu Buhari often say that, the President does not intervene in disputes; that, if people are in dispute the President just keeps quiet, but we in Kano do not see him (President Muhammadu Buhari) like that; we see him like he selects where he intervenes. And where he is supposed to intervene, he doesn't, but where he is not supposed to intervene, that is where he does.'' He added: "You see leaders here in Kano State Government themselves are saying they were given the order to dethrone the Emir. He (President Muhammadu Buhari) is the one that gave them the order." Deposed Emir of Kano Mallam Muhammad Sanusi 11 has vowed to challenge his dethronment and banishment in the court of law. His legal team called on security agencies to ensure his immediate release and reunion with his family. Addressing reporters on the "dethronement, deportation and banishment," of Mr. Muhammad Sanusi 11, leader of the legal team, Abubakar Mahmoud, described the action of Kano state government as "illegal, unlawful and unconstitutional." He said: "We call on the authorities, in particular, the Inspector General of Police, the Director General of Department State Services and the Attorney-General of the Federation and Minister of Justice to ensure the immediate release of HH Muhammadu Sanusi 11 so that he can be reunited with his family. " We are concerned about the personal safety and security of HH Muhammadu Sanusi 11 and wish to call on all well meaning Nigerians and the International Community to bring their influence to bear to ensure that HH Muhammadu Sanusi regains his liberty immediately and to guarantee his safety and security." On his dethronment and banishment, Mahmoud said: "This action is our view is illegal and unconstitutional. The Kano State Emirate Council Law which was recently enacted by the Government of Kano State does not give the State Executive Council or the Governor of Kano State the powers to unilaterally remove the emir. "The reason given in the letter of deposition of the Emir dated 9th March, 2020, was alleged ‘disrespect to lawful instructions from the authorities’. The Emir was also alleged to have ‘refused to attend official programmes and meetings organised by the Government’, "As far as we are aware, there has not been any notice of such disrespect ever given to the Emir or querry issued to him for refusal to attend official functions. He was never given any opportunity to defend himself against those charges. Section 13 of the Kano Emirates Council Law 2019 cited in the letter of deposition empowers the Governor to depose an Emir only after due inquiry and in consultation with State Council of Chiefs. " We are not aware of such due inquiry nor are we aware that the Kano State Council of Chiefs was at any time summoned to any meeting much less discuss the removal of the Emir or give any advise to the Governor on the deposition. Muhammadu Sanusi II was the Chairman of the Council and if such meeting was summoned, he would have been aware. "He would have informed us. In our view the action was patently illegal and unconstitutional and a clear abuse of power. Be that as it may, the decision to challenge the removal is solely that of Emir Muhammadu Sanusi II. At this moment no such instruction has been given to us." He added: "We have not spoken to the Emir since yesterday but we understand they are at their destination somewhere in a remote part of Nassarawa State after driving for nearly seven hours in the night and arrived at about 2.00 am this morning. We understand the choice of location to detain HH Muhammadu Sanusi II was intended to cause maximum trauma and distress. This again is illegal and unconstitutional. "According to instructions we received from the Emir through his Chief of Staff, we are directed to take legal action to challenge the legality of the Emirs detention and banishment. We are of the firm view that this action is illegal and unconstitutional. "Section 35 of our constitution guarantees every citizen the right to personal liberty. The basis of the denial of personal liberty are set out clearly in this Section of the Constitution. None applies to the case of the Emir. "The archaic practice of banishment of deposed Emirs, a colonial practice has no basis under Nigerian law or the Constitution. We are totally perplexed at the resort to this practice in present day Nigeria by its political leaders. "The illegality of this practice was pronounced by the Nigerian Court of Appeal in Attorney General Kebbi State v. HRH Alhaji Al Mustapha Jakolo and ors 2013 LPELR 22349/CA where the Court pronounced it as illegal and unconstitutional and gross violation of the rights of the Emir. According to a statement by the Director Naval Information, Commodore Suleman Dahun, the Recruitment Exercise will commence on 11 March 2020 and close on 21 April 2020. Security Operatives on Monday arrested dethroned Emir of Kano Muhammad Sanusi II and whisked him out of the ancient city amidst tight security. It was gathered that the security operatives are heading to Nassarawa state where Sanusi will spend the rest of his life in asylum. It has been proven that the faeces and urine of rats and rodents are the major causes of Lassa fever, which is a major epidemic in Nigeria, causing untimely deaths of both old and young people. Rats must be dealt with at all cost. Household rats, can be so irritating and annoying, they can get someone so frustrated, that you might want to leave the house for them. Imagine returning home from work after a very hectic day, to find an expensive book, receipt, certificate, food stuffs, hard currencies, littered in pieces all over your room. You'll feel so weak to start looking for whatsoever had rocked that damage on your valuable item. On waking up in the morning, I couldn't find all the things I kept on the stool close to the bed, the hotel room receipt, the soap given to me upon booking the hotel room, a roll of tissue paper, my toothbrush and tooth paste all wrapped in nylon, were all gone. I suddenly became scared and had to race out of my hotel room in fear, only to find out minutes later that a rat was responsible. I also will not forget the day my new shirt was eaten by mean rats; I got so angry and devastated, that I had to find solutions to getting rid of them in my home. Below are tips you can harness to chase away rats *Slices of Onions: Onions will chase away rats, big or small, rats hate the pungent smell that evolves from onions. The reason is because its smell is odious to them. All you need to do is to get as much onion you can lay your hands on, cut them into small unit, and place them on the pathway of the rats, and inside the hole you think they reside or hide. Onions are very easy to get, this will go a long way to save you from the stress of losing your food stuffs and valuables.
