It will take more than a month before the fuel will get to the market. Remember that the refinery is new and they need to test runs the facility/equipments before going into full operation.

Not true, if you don't meet the criteria, they can exempt you from the ballot, as in the case of Zamfara and Rivers. Silver was exempted in the last election before it was taken to court.
INEC is an umpire and has requirements that need to be met and if they went on with the candidates then INEC should be held accountable

INEC remove Rivers APC from the ballot in 2019 after the Supreme Court ruled against APC.
In Zamfara election has been held and won by APC before the Marafa faction got the judgement against APC.
Check the electoral act. Only a court order not to include a party in an election.

It is good to be well-informed. In these states, they were not allowed to run. INEC is meant to disqualify even before elections if the requirements are not met.

INEC does not have the to disqualify a political party from contesting election so far that party has been duly registered... The only thing INEC can do is to deregister a party and that party will seek redress in court...
The only thing that can make INEC not to include a party in any election is a valid court judgement/order..
