On forums that have that feature, people do abuse it by downvoting anyone who expresses an opinion they disagree with.

It's possible that her sister went there to cover the event for her. Not to participate, but to provide information about what was going on.

This article would have been totally believable if not because they included hotels. How are hotels noisy? I'm sure this move is not about noise.
